1 PROJECT INFORMATION AND SHORTLISTING CRITERIA FOR SCREENING OF CONSULTING FIRM 1. PROJECT INFORMATION Intoduction: Tamakoshi V Hydroelectric Project The Tamakoshi-V Hydropower Project is a cascade development of the Upper Tamakoshi HEP with tandem operation. The project area is located on the right bank of Tamakoshi River. This project does not need separate headwork. It takes the discharge from the tailrace of the Upper Tamakoshi Project through an underground inter connection arrangement and conveyed to headrace tunnel of this Project. An underground powerhouse is proposed at Suri Dovan. The design discharge of the project is 66 m3/sec and has installed capacity of 87 MW. The general arrangement of the project comprises of underground interconnection arrangement of headrace tunnel with the tailrace tunnel of Upper Tamakoshi HEP. The interconnection system consists of connecting tunnel, a head pond required to maintain suction head at the pressurized head race tunnel entrance, spillway and spillway tunnel. The water from tailrace of Upper Tamakoshi HEP is diverted to this interconnection system and conveyed to the 8.20 Km long concrete lined headrace tunnel, a m high drop shaft, m long pressure tunnel, m long tailrace tunnel, m long tailrace canal and underground powerhouse containing four vertical axis Francis turbines, from where it is released into the Tamakoshi river at about 0.2 km downstream from the confluence of Tamakoshi River and Khari Khola at Suri Dovan. Location and Access: Tamakoshi-V is located in the Central Development Region of Dolakha District of Janakpur Zone. The project area is situated within Longitude 86 o to 86 o East and Latitude 27 o to 27 o North. The whole project area lies in Khare, Orang and Lamabagar Village Development Committees. This project is conceptualized to develop as a tendon operation project with Upper Tamakoshi HEP. The intake site / underground interconnection system with Upper Tamakoshi tailrace outlet is located in Lamabagar VDC at an elevation of m whereas the underground powerhouse lies at the right bank of Tamakoshi River just downstream of the Suri River confluence with Tamakoshi River. The Tamakoshi-V Hydropower Project is located approximately 170 km north east of Kathmandu, the capital of Nepal and approximately 40 km away from the district head-quarter of Dolkha District- Charikot Bazaar. The district head-quarter is connected with the capital by Arniko Highway upto Lamasangu which is approximately 90 km and by Lamasnagu Jiri road which is approximately 40 km up to Charikot. A gravel road of about 33 km is available from Charikot to Singate Bazaar is recently upgraded for the construction of Upper Tamakoshi Project. The newly constructed road connecting Singate Bazaar and Lamabagar for the construction of Upper Tamakoshi HEP passes from the both powerhouse and the headwork sites of this project. SHORTLISTING CRITERIA FOR SCREENING OF CONSULTING FIRMS The Short list will be prepared only of those consulting firms, which have submitted Expressions of Interest within the scheduled time in response to the notice of Invitation for Consulting Services published by Nepal Electricity Authority (NEA). The evaluation for short listing from this long list will be carried out in three steps. Consulting firms may participate individually or in the form of Joint Venture (JV). Experiences of the Associate forms will not be considered for evaluation. Cumulative experience of JV shall be evaluated. Details of evaluation criteria for short listing the consulting firms are given below: STEP I: PRELIMINARY SCREENING OF CONSULTING FIRMS In this step, a preliminary screening of the received EOI proposals will be carried out. The consulting firms will be evaluated on 'Pass' or 'Fail' basis. Each consulting firm must 'pass' each and every threshold criterion mentioned below. Any consulting firm not complying with any of the specified threshold criteria shall be disqualified and shall not be considered for further evaluation.

4 A. General Threshold Criteria (i) (ii) EOI proposal shall be duly received within the last date and time of submission as mentioned in the notice of EOI. Following documents shall be submitted along with the EOI proposal. Certified Certificates of incorporation or Registration Audited financial statement of preceding five consecutive years Company Profile (iii) (iv) At the time of submission of EOI proposal, consulting firms must not be black listed ones by Public Procurement Monitoring Office (PPMO) Government of Nepal (GoN). Consulting firms must have been legally registered for at least 20 years from the last date of submission of EOI B. Technical Threshold Criteria Evaluation under these criteria will be based on the hydropower projects which are constructed and commissioned only. Ongoing projects will not be considered for the evaluation. Cumulative experience of JV partners will be considered for the evaluation. All of the criteria listed below could be fulfilled by one single or separate project. Only those projects completed in the last twenty (20) years preceding from the last date of submission of EoI will be considered for evaluation. i) Consulting firms must have the experience of completion of Detailed Engineering Design of at least two (2) hydroelectric projects (HEP), installed capacity not less than 100 MW of which at least one project should be outside of the home country; ii) iii) iv) Consulting firms must have the experience of completion of detailed engineering design of at least one (1) hydroelectric project consisting of headrace tunnel of diameter not less than five meter (5.0) m and length of four (4) km or more Consulting firms must have the experience of completion of detailed engineering design of at least one (1) hydroelectric project consisting of underground cavern of at least sixteen (16) m width Consulting firms must have the experience of completion of Construction Supervision of at least one (1) HEP, installed capacity not less than 100 MW Hydropower Project Notes: Consulting firms work experiences shall be evidenced by duly certified (by Authorized Agency) copies of client s references with contact and addresses on the letterhead of the client s organization and shall be written in English. If the references are in other languages, it shall be accompanied by an accurate translation into the English language duly authenticated by notary agencies or the nationally/ internationally recognized translating body/ agency. C. Threshold Criteria for Joint Venture Firms (i) The lead partner of the Joint Venture firm must have minimum of 40% share.

5 (ii) The other partner must have the minimum share of 25 %. (iii) Each partner of JV shall meet the above criteria A (ii), A (iii) and A (iv). (iv) The cumulative experience of the JV partners shall meet the above Criteria B. (v) (vii) Joint Venture firms shall submit the original Joint Venture Agreement along with their EOI proposal. An Applicant must not submit more than one (1) EOI proposal as either a single entity or partner in JV. The Consulting firms not complying with threshold criteria stated above in A, B and C shall not be considered for further evaluation. STEP II: DETAILED EVALUATION OF CONSULTING FIRMS The Consulting firms determined pass in the Step I are further evaluated in the Step II. The cumulative experience, manpower and financial strength of the JV partners shall be considered in the evaluation. The experience of associated partners will not be considered for the evaluation. A scoring system is adopted to rank the firms in the order of merit based on the following criteria: The total point in this evaluation will be Evaluation under these criteria will be based on the hydropower projects which are constructed and commissioned only. Only those projects completed in the last twenty (20) years preceding from the last date of submission of EoI will be considered for evaluation Criteria 1: Management Competency of Consultants (200 points) The evaluation under this criterion is based on i) Company with Quality Certification ii) Quality Assurance an quality control plan of the company iii) Organizational strength of the consulting firm in terms of available man power iv) Key Professional for this particular project 1. Project Manager/Team Leader 2. Hydropower Engineer 3. Geotechnical Engineer 4. Hydraulic Engineer 5. Structural Engineer The evaluation will be based on the following Criteria: i) Qualification of the professional Staffs ii) Experiences of the professional staffs in the respective field Note: While evaluating the Key Professionals of the consulting firms, the point weightage for the project manager (team leader) will be 25% of the total point allocated in this category and the 75% of the point will be equally distributed among the other key staffs

6 Criteria 2: Specific Experience of the consulting firm in hydroelectric projects (700 points) 1. Experience in detailed engineering design of at least two hydroelectric projects having installed capacity of not less than 100 MW of which one project should be outside the home country; 2. Experience in detailed engineering design of hydroelectric projects with Head Race Tunnel of at least 4 (four) km length and tunnel diameter of at least 5.0m (five meter); 3. Experience in detailed engineering design of hydroelectric projects with underground cavern of at least 16 m width; 4. Experience in preparation of tender documents of hydroelectric projects having installed capacity not less than 100 MW; 5. Experience in construction supervision of hydroelectric projects having installed capacity not less than 100 MW; 6. Experience in construction supervision of hydroelectric projects with Head Race Tunnel of at least 4 (four) km length and tunnel diameter of at least 5.0m (five meter); 7. Experience in construction supervision of hydroelectric projects having underground cavern of at least 16 m width. Criteria 3: Geographical Experiences of Consulting Firm (100 Points) The geographical experience of the consulting firm has been formulated as follows;. 1. Experience in Detailed Engineering Design or Construction Supervision of hydroelectric projects of installed capacity not less than 50 MW in Asian countries STEP III: SHORT-LISTING OF CONSULTING FIRMS For short-listing of the qualified consulting firms, the following procedures will be followed: a) Rank the firms in order of merit according to the points secured by them; b) Select the top six consulting firms as short listed firms, to which RFP will be addressed.
