2 Goal: Reduce Energy Footprint of Illinois Utility public sector energy efficiency programs help Illinois meet its energy reduction goals. These programs are funded by Ameren Illinois, ComEd, Nicor Gas, Peoples Gas, and North Shore Gas, in compliance with Illinois law. 2

4 Public Sector Energy Efficiency Programs ComEd, Nicor Gas, Peoples Gas, and North Shore Gas are supporting energy-efficient upgrades for public sector facilities Incentive and rebate amounts will remain similar to DCEO rebates, with some exceptions, and will be in effect from June 1 through December 31, 2017, or until funds are exhausted. Prior DCEO vendors are continuing to support program implementation 4

9 ComEd: How to Apply for Incentives MUST apply for pre-approval oscope of work ospecification sheets ow-9 form Final Application to be accompanied by all requested information (i.e. project invoices, measurement and verification date), if applicable Complete project and submit a final application by December 31, 2017 ComEd.com/PSEE 9

18 Current Energy Assessment Eligibility Must be a public sector facility Must be located in the electric and gas delivery territories of Ameren Illinois, ComEd, Nicor Gas, Peoples Gas or North Shore Gas Must be at least 20,000 sf Must have potential for significant savings Existing buildings and new construction are eligible SEDAC energy assessments are funded by Ameren Illinois, ComEd, Nicor, Peoples Gas and North Shore Gas customers, in compliance with Illinois law. 18
19 Retro-commissioning (RCx) Improve the control, scheduling, and operation of a building Identify low-cost to nocost energy savings improvements that have a payback of 18 months or less 19
20 RCx: What s Involved? In-depth site assessment o Analysis of energy bills o Benchmarking o Analysis of Building Automation systems Detailed report with contractor pricing Implementation support Verification of energy savings 20
21 RCx Program Eligibility Receive electrical delivery service from ComEd, regardless of supplier. Public buildings receiving natural gas from Nicor Gas, Peoples Gas and North Shore Gas may also be eligible for inclusion of natural gas savings measures. Must be a public facility, such as a government, municipal, or public school Building size should be at least 150,000 (gross) square feet Should have a functioning building automation system (BAS), and the client agrees to provide BAS access to the RCx provider Energy use index (indices) must show a potential to produce significant electrical and natural gas savings through RCx Have not had an RCx study done in the last 3 years Peak demand must be less than 10 MW 21
22 RCx Program RCx analysis provided by ComEd, Nicor Gas, Peoples Gas and North Shore Gas at no cost to the customer. Participants must agree to commit $10,000 to implement RCx measures. Participants have the flexibility to utilize in-house staff or an outside contractor to implement these measures. Learn more: rcx.sedac.org
23 Public Sector New Construction Program Design assistance SEDAC reviews design plans in the early construction phase and offers suggestions for ways to make them more energy efficient. Incentive review SEDAC provides information on incentives and grants for your project. 23

Help building owner and design team set goals for energy efficiency Meet with design team to discuss energy strategies Review design documents Suggest areas for optimizing energy efficiency Analyze energy consumption Identify appropriate incentives Develop life cycle cost analysis to determine optimal energy strategies 24
25 Current New Construction Eligibility For new construction or major renovation: Must be in ComEd, Nicor Gas, Peoples Gas or North Shore Gas utility territories Must be a public facility Building size should be at least 15,000 (gross) sf Major renovation projects must agree to improvements on at least two of three systems (interior lighting, HVAC, envelope) 25
