11 HINGE HINGE (High Impact Natural Gas Efficiency): increases the qualifying Custom incentive and the allowable percentage of the Total Project Cost funded for large Natural Gas savings projects. Savings are per building, not facility-wide unless project is at the main power plant. Projects must be 100 percent complete by May 31, Projects must be a custom incentive and not currently listed as a standard incentive in the base Standard and Custom Incentive Program. Projects that generate electric savings must also apply for electric efficiency incentives under the base Standard and Custom Incentive Program, where applicable. 11

12 HINGE 50,000 annual therm savings = $2.50/therm (Custom Incentive Program). Over 50,000 annual therm savings per building = $3.50/therm. Over 100,000 annual therm savings per building = $4.50/therm. Incentives limited to 90% of Total Project Cost (equip. + labor). Projects must be 100% complete/operating by May 31, Applications accepted to April 14, 2017, while funds remain. Highest funding level for projects in Nicor service area. Past projects: O2 sensors for boilers, blowdown heat recovery, new boiler burners, elimination of summer reheat. es/energyefficiencyaggregationprogram.aspx 12

14 BOILER SYSTEM EFFICIENCY PROGRAM The Boiler System Efficiency Program provides cash incentives for projects that increase the natural gas efficiency of governments facilities located in the service territories of Ameren Illinois, Nicor Gas, Peoples Gas, and/or North Shore Gas. The Boiler System Efficiency Program encourages the owners of natural gas boilers to invest in a Boiler Tune-Up conducted by a qualified contractor. The Boiler Tune-Up should result, on average, in up to 6 percent efficiency gain in the operation of the boiler resulting in payback periods in most cases of less than six months. Rebate payments can be authorized to vendor reducing project first cost. 14

18 PUBLIC SECTOR RETRO-COMMISSIONING PROGRAM Illinois Energy Now Retro-Commissioning Program Offers a program, managed by SEDAC, to help public building owners save money and energy by tuning up their buildings Focused on improving the control and scheduling of existing equipment Scope is to identify low to no cost (18 months or less) energy savings opportunities Focused on HVAC and building system controls not capital upgrades Requires a minimum $10,000 implementation commitment *UPDATE* $10,000 commitment is waived for State Facilities. 18

20 ENERGY PERFORMANCE CONTRACTING EPC agreements are typically years in length, are adaptable to site specific needs and are best suited for facilities that have the following characteristics: Annual utility cost in excess of $100,000 Stable use of the facility for the next ten years Limited availability of funds for energy related capital improvements Have accomplished minimal energy efficiency upgrades over the past five years SEDAC Consultant: Dave Birr (847)

21 TRAINING & EDUCATION Building Operator Certification (BOC) is a nationally recognized training and certification program focusing on energy efficient building operations and preventative maintenance procedures. Facilities with BOC graduates are proven to save energy, have lower energy bills, and offer an improved comfort for occupants. Join over 11,000 graduates nationwide. Code Training: The 2015 IECC became effective in Illinois on January 1, The law is designed to help protect the environment and reduce energy consumption. By following an energy conservation code, property owners can reduce air pollution, moderate energy demand and stabilize energy costs and electric, oil, and gas supplies. Training sessions will be available soon. Could do a state facility only training. 21

22 SAVINGS THROUGH EFFICIENCY PRODUCTS (STEP) STEP offers qualified public facilities free, high quality, energy saving products for selfinstallation. The STEP program allows public facilities to start saving money right away without an upfront investment, while learning about next steps to becoming more energy efficient. 23 DATA CENTERS Data Centers The Data Center program helps public facilities identify energy saving opportunities and apply for rebates for qualifying technologies. A program engineer can visit your data center or server room, provide a high-level analysis to identify recommendations on energy efficiency measures, determine potential energy savings, and assist with ILLINOIS ENERGY NOW incentive applications. ComEd service territory only. 23

24 MUNICIPAL STREET LIGHTING PROGRAM The Department partners with Elevate Energy on an incentive program for municipalities who want to upgrade municipally-owned street lights to energy efficient light-emitting diode (LED) technology. Elevate Energy offers free technical and application assistance. Projects eligible for incentives are replacements of public entity-owned streetlights or parking lot lights with LED street lights certified by the Design Lights Consortium. The Municipal Street Lighting Program provides an incentive of $0.30 per kwh saved.
