7 Intrductin All cities and cunties in Arizna are required by state law t prepare and maintain a cmprehensive, lng range planning dcument called a general plan. A general plan is designed t serve as the jurisdictin s lcal cnstitutin r blueprint fr future decisins cncerning land use, grwth, public services and infrastructure, and resurce cnservatin. All specific area plans, subdivisins, public wrks prjects and zning decisins made by a city r cunty must be cnsistent with the general plan and its plicies. The City f is engaged in an update prcess fr its current 2002 General Plan. The General Plan Update prgram is based n accmplishing the fllwing: Prvide the public pprtunities fr meaningful participatin in the planning and decisin making prcess; Prvide a descriptin f current cnditins and trends shaping the City f ; Identify planning issues, pprtunities, and challenges that shuld be addressed in the General Plan; Ensure that the General Plan is current, internally cnsistent, and easy t use; Explre land use and plicy alternatives; Offer guidance in the planning and evaluatin f future land and resurce decisins; and Develp a visin and framewrk fr the future grwth f the City f. The General Plan has three defining features: General. As the name implies, the plan prvides general guidance that will be used t direct future land use and resurce decisins. Cmprehensive. The General Plan cvers a wide range f scial, ecnmic, infrastructure, and natural resurce factrs. These include tpics such as land use, husing, transprtatin, utilities, public services, recreatin, agriculture, cultural resurces, and many ther tpics. Lng range. General plans prvide guidance n reaching a gal envisined 20 r mre years in the future (this General Plan Update will lk at a planning hrizn t the year 2040). T reach this envisined future, the General Plan will include plicies and actins that address bth immediate and lng term needs. Tw majr dcuments will be prduced fr the General Plan Update: Map Atlas. This dcument prvides a detailed descriptin f existing gegraphic and demgraphic cnditins, as f 2015, within the City f, and the City s Municipal Planning Area. General Plan. This dcument cntains the gals and plicies that guide future decisins within. It als identifies implementatin measures that execute the gals and plicies. What is the Map Atlas? This Map Atlas is designed t summarize the existing cnditins f the city in a cncise and graphic frmat. Belw is a listing f the Map Atlas sectins cvered, as well as the anticipated elements that will cmprise the updated General Plan. The General Plan will build ff the existing cnditins analysis within the Map Atlas t develp apprpriate gals and plicies fr each element. 8 Reginal Setting is lcated in the Phenix metrplitan area, nine miles nrthwest f dwntwn Phenix. Within the metrplitan area, is lcated in the west valley area, an area characterized by flat desert landscapes with utlying muntain ranges surrunding the area. is the fifth largest city in the regin with a 2013 US Census ppulatin estimate f apprximately 234,632 peple. Municipal Planning Area (MPA) bundaries lcated t the west f the city extend brders t thse f the City f El Mirage and Surprise t the nrth and the City f Gdyear and Litchfield Park t the suth, as shwn n Figure 1. Other Agencies Influencing Planning in the Area Arizna Department f Envirnmental Quality The Arizna Department f Envirnmental Quality (ADEQ) is the state s envirnmental regulatry agency, first created under the Envirnmental Quality Act f 1986 t serve as the agency t administer all f Arizna's envirnmental prtectin prgrams. The department achieves their missin by administering the state s envirnmental laws and delegated Federal prgrams t prevent pllutin f the air, water, and land, and t ensure cleanup f such pllutin when it ccurs. Arizna Department f Transprtatin The Arizna Department f Transprtatin (ADOT) is currently develping prjects which may influence the City f. ADOT has jurisdictin ver Grand Avenue and is planning upgrades t allw fr a better flw f traffic between Phenix and Peria. Due t Grand Avenue s diagnal layut n an verall grid netwrk f the city, it creates multiple five and six way intersectins that have the ptential t cause cngestin issues. Similarly, Burlingtn Nrthern Santa Fe (BNSF) at grade railrad crssings may cause cngestin during heavy rail use. The fur mst imprtant issues the prject will address include grade separatin, intersectin imprvements, access management, and cmmunity mitigatin. Grand Avenue five and six way interchanges have been mdified and the prpsed imprvements have been made. ADOT is currently studying the pssibility f cmmuter rail service between Phenix and Tucsn. Current prpsals shw the BNSF rail crridr thrugh as a rute fr the cmmuter rail and include a statin within city limits. If the prject mves frward t an peratinal stage, culd see mre rail activity alng the BNSF rail line. Arizna Department f Water Resurces The Arizna Department f Water Resurces (ADWR) administers and enfrces Arizna s grundwater cde and surface water rights laws (except thse related t water quality); negtiates with external plitical entities t prtect Arizna's Clrad River water supply; versees the use f surface and grundwater resurces under state jurisdictin; and represents Arizna in discussins f water rights with the federal gvernment Maricpa Assciatin f Gvernments The Maricpa Assciatin f Gvernments (MAG) was frmed in 1967 t crdinate lng range planning and plicy develpment fr the Phenix regin. MAG is a designated Metrplitan Planning Organizatin (MPO) fr transprtatin planning in Maricpa Cunty. The Gvernr has als designated MAG t act as the principal planning agency fr ther resurce areas in the cunty, including air quality, water quality, and slid waste management. MAG develps ppulatin estimates and prjectins fr the municipalities in Maricpa Cunty. Maricpa Cunty Maricpa Cunty has several departments that influence planning in, including the Maricpa Cunty Envirnmental Services Department (MCESD), Maricpa Cunty Fld Cntrl District, and the Maricpa Cunty Air Quality Department (MCAQD). MCESD prvides essential, reginal envirnmental services seeking t prevent and remve envirnmental health risks. Envirnmental Health Specialists and Field Technicians are in the cmmunity every day making sure that amng ther things, fd in all the eating and drinking establishments in the cunty is prtected frm cntaminatin, that water supplies thrughut the cunty are safe t drink, and that vectr brne health illnesses and risks are minimized. The Fld Cntrl District f Maricpa Cunty is respnsible fr verseeing the develpment and implementatin f cmprehensive fld hazard cntrl measures in Maricpa Cunty. The MCAQD is a regulatry agency designated t help meet Federal clean air standards within Maricpa Cunty. MCAQD is respnsible fr emissins inventries, air quality mnitring data, and trip reductin prgrams thrugh a frmal agreement with ADEQ and MAG. Valley Metr Valley Metr is respnsible fr prviding public transprtatin alternatives fr the greater Phenix metrplitan area. Valley Metr runs a large bus fleet which services. Plans are als being develped t extend the light rail t cnnect with majr destinatins in the regin including dwntwn Phenix, Sky Harbr Airprt, and dwntwn Tempe. 10 Planning Bundaries A number f frmal and infrmal planning areas and bundaries are used t describe the City f and Municipal Planning Area (MPA), as shwn n Figure 2. These are described belw. City Limits The City f has direct land use jurisdictin ver an area referred t as the incrprated city limits. The current area encmpassed by the city limits is apprximately 60 square miles. While the eastern side f the city is entirely within the city limits, the city limits becme mre irregular west f 115th Avenue. Between 75th Avenue and El Mirage Rad, a number f unincrprated islands exist. Mving farther west, several large incrprated areas are linked t the city via radways that are within the city limits. Municipal Planning Area The MPA extends the gegraphic base f s influence t an area greater than the city limits. The MPA encmpasses the city limits f, as well as the unincrprated cunty land that serves as the available annexatin bundaries fr the City. The MPA rughly extends west t Perryville Rad, nrth t Peria Avenue and Pinnacle Peak Rad, suth t Camelback Rad, and east t 43rd Avenue. The MPA helps t plan fr cntrlled grwth in adjacent areas that will benefit the health, safety, and well being f the City f. An imprtant aspect f the MPA is t prtect peratins at Luke AFB by maintaining lw intensity land uses within prximity f military influence areas. Cuncil Districts is made up f six cuncil districts: Barrel, Cactus, Chlla, Octill, Sahuar, and Yucca. These districts are shwn n Figure 2. The Chlla District is the mst nrthern district, with the Sahuar and Barrel districts lying t the suth. The Octill and Cactus districts are lcated in the sutheast crner f the city. The Yucca District includes the suthern and suthwestern sides f the cmmunity. A cuncil member is elected frm each district fr a seat n the City Cuncil. City Cuncil members are elected t fur year terms. The cuncil districts cver the entirety f city limits, and are described belw by acreage and amenities. Public facilities and amenities within these districts are shwn n Figures 11, 15, 16a and 16b f the Map Atlas. Barrel District The Barrel district is cmprised f 4,026 acres and is lcated in the central area f the city. Public facilities and amenities include Cmmunity Cllege, the Main Library, the Adult Center, a fire statin, eight parks and a municipal glf curse. Cactus District The Cactus district is cmprised f 3,690 acres and is lcated in the eastern area f the city. Public facilities and amenities include the Rse Lane Cmmunity Center, Manistee Ranch, a fire statin, eleven parks and a sensry garden. Chlla District The Chlla district is cmprised f 7,168 acres and is lcated in the nrthern area f the city. Public facilities and amenities include Midwestern University, Arrwhead Cmmunity Medical Center, a fire statin, the Fthills Branch Library, the Fthills Recreatin and Aquatics Center, ten parks (including the Thunderbird Cnservatin Reserve) and a municipal glf curse. Octill District The Octill district is cmprised f 3,987 acres and is lcated in the suth central area f the city. Public facilities and amenities include tw fire statins, City Hall, the City Curt Cmplex, the Civic Center, the Cmmunity Center, the O Neil Cmmunity Center, the main Plice Department, the Visitr s Center, and seventeen parks. Sahuar District The Sahuar district is cmprised f 6,318 acres and is lcated in the nrth central area f the city. Public facilities and amenities include three fire statins, the Fthills Plice Statin, Cmmunity Center Nrth, Arrwhead Twne Center, Banner Thunderbird Medical Center, the Thunderbird Schl f Glbal Management, and seventeen parks, as well as the Pase Racquet Center and Bridle Path. Yucca District The Yucca district is cmprised f 12,752 acres and is lcated in the western area f the city. Public facilities and amenities include the Reginal Public Safety Training Center, the Municipal Airprt and Landfill, Westgate Entertainment District (including Gila River Arena), University f Phenix Stadium, Luke Air Frce Base, ten parks, a skate park, and a municipal glf curse. Luke Air Frce Base Cmpatibility Planning Luke Air Frce Base Influence Area Luke AFB is lcated within the City f thrugh an annexatin which cnnects the base t the city by an incrprated strip f Rad, west f 115th Avenue. Thrugh annexatin f Luke AFB, the City f helps prtect the base frm incmpatible land use encrachment thrugh cmpatibility planning, and strives t maintain an active rle in the installatin s future. The Luke AFB Influence Area (territry in the vicinity f a military airprt) can be described as a rectangle parallel t the runway with its nrthern mst pint nrth f the City f Surprise, the eastern mst pint near the intersectin f Cactus and 75th Avenue in Peria, the suthernmst pint suth f the City f Gdyear, and the western mst pint, in the City f Buckeye. The influence area cvers a large amunt f the lands within the western prtin f the MPA. The influence area nly falls within city limits west f Arizna Rute (Lp) 101. Surce: Arizna Military Reginal Cmpatibility Prject, Western Maricpa Cunty / Luke Air Frce Base, 2003 Luke Cmpatible Land Use Area The area surrunding Luke AFB is planned strategically t accmmdate lw intensity develpment t maintain cmpatibility with military missin peratins. Special legislatin that pertains t the land surrunding the installatin establishes baseline parameters t restrict certain develpment, such as residential and cmmercial develpment., alng with neighbring municipalities, wrk tgether with the base t ensure safe and cmpatible develpment will ccur in the MPA lands within the Luke Cmpatible Land Use (LCLU) area. 12 Demgraphics Overview Accrding t recent ppulatin estimates, the City f is the fifth mst ppulus city within Arizna, with an estimated 2013 ppulatin f 234,632. Cmpared t ther 2013 ppulatin estimates, has rughly 6% f the ppulatin f Maricpa Cunty, and has apprximately 1/7 the ppulatin the City f Phenix has. The density f s urban cre is reflected in the city s ppulatin density f abut 3,780 persns per square mile (2010), which is higher than the City f Phenix, and vastly exceeding the cunty s density f 415 persns per square mile, as reflected in Table 1. It shuld be nted that ver 50% f Maricpa Cunty s land area is rural r part f the muntain preserve, which significantly affects the average ppulatin f the cunty per square mile. What fllws is a summary that fcuses n selected ppulatins that are typically cnsidered during a general plan update. At the time f this reprt, the latest census data available was fr the year All data are frm the 2010 US Census r the 2010 American Cmmunity Survey (ACS) 1 year estimates. Fr the purpses f sci demgraphic cntext, the analysis belw cmpares the City f t the City f Phenix and Maricpa Cunty. Age and Gender. has a year 2010 age prfile that is a classic grwth prfile. The largest chrts (age grups) are all grups under age 25 and the pyramid remains wide up thrugh age 54, indicating a predminance f families. A ppulatin with this type f age distributin wuld nrmally be expected t sustain this pattern. If husehlds with children leave the cmmunity in disprprtinately large numbers, r decide t have far fewer children than their parents, then the future age distributin shuld reflect a much larger middle age ppulatin. Ecnmics will play a large rle in whichever age prfile pattern evlves ver the cming decades. Figure Ppulatin Pyramid fr the City f Surce: 2010 US Census, Matrix Design Grup Over Age 65 Husehlds. In 2010, there were 20,760 residents ver age 65 in, f which 5,130 live alne. There were 2,758 residents age 85 and ver, generally cnsidered the frail elderly. Determining age f husehlds helps t better plan fr scial and health services. The statistics belw give the number f residents ver age 65, as well as the percentage f the ttal ppulatin ver age 65. Rughly 12% f Maricpa Cunty s ppulatin is ver age 65, while in the Cities f and Phenix, less than 10% f their respective ppulatins were ver age 65. Accrding t the US Census, apprximately 10,529 husehlds in in year 2010 cnsisted f a child under age 18 living with ne parent, abut three quarters r 7,576 husehlds with the mther (n father present), and ne quarter r 2,953 husehlds with the father (n mther present). The statistics belw give the 2010 number f husehlds with a child under age 18 living with ne parent, as well as the percentage f the ttal ppulatin. In general, there are fewer husehlds with a child under age 18 living with their father as ppsed t living with the mther. 16 Grwth Trends The City f has experienced several planning trends ver the last several decades and will cntinue t experience similar grwth and develpment trends int the future. Develpment and planning trends the City f has experienced in recent decades include changes t municipal bundary limits, additinal annexatins, increasing age f husing structures and decrease in annual residential building permits. Annexatin As previusly mentined, the City f has jurisdictin ver an area referred t as the incrprated city limits. These city limits, r municipal bundaries, have been grwing steadily since s incrpratin in 1910 when the city was rughly 1 square mile. The area encmpassed by the city limits in 2010 was square miles, with an apprximate MPA (which includes city limits) f 92 square miles in size. Reasns fr this municipal grwth can be attributed t annexatins f unincrprated cunty lands due t ppulatin grwth and develpment. The map n the fllwing page displays grwth f municipal bundaries fr the City f shwing the varius lcatins f annexatins since The majrity f the city was annexed during the time frame (rughly 21,367 acres), with newer annexatins happening in the western area, particularly after In December 2003, the City f adpted an annexatin plicy that establishes the prcess fr the evaluatin and analysis f tw annexatin types, fr develped and undevelped areas. The plicy was enacted t prvide cnsistent structure and prcess fr making decisins regarding municipal annexatin. The plicy, which is available t the public, als includes water and sewer service prvisins fr annexed areas, discussin f the Annexatin Disclsure Statement which is prvided t all prperty wners within prpsed annexatin areas, and mentins f a required Pre Annexatin Develpment Agreement (PADA) fr all develped prperties requesting annexatin. Other benefits that cme hand in hand with municipal annexatin aside frm water and sewer service include public service prvisin such as plice, fire and emergency services, as well as sanitatin services. The Annexatin plicy was amended in 2005 t include the pursuit f an annexatin including the five mile Lp 303 strip, and indicates a willingness t cnsider all ther annexatin requests within the strip annex area (the western prtin f the MPA). The annexatin plicy prvides fr viable private water and sewer prviders west f 115th Avenue. The strip annex area des nt allw fr annexatin frm ther cmmunities within its apprximate 32 square mile area, and Maricpa Cunty currently manages the Zning and Subdivisin Ordinances within the strip annex area. The annexatin plicy was recently amended in 2014 t include verbiage changes and updates t annexatin requirements, such as remving the requirement fr a prperty acquisitin / annexatin team and a City Manager briefing. Figure 4 n the fllwing page prtrays the current MPA (strip annex area), which is the area that extends past city limits where municipal annexatins can ccur. Ppulatin Prjectins Maricpa Assciatin f Gvernments (MAG) prvides ppulatin and ther sciecnmic prjectins fr the cities and twns lcated in Maricpa Cunty n an annual basis (see table 7). A 2013 study by MAG estimated the MPA ppulatin will grw by 104,700 (t 357,500) by The largest perid f grwth is estimated between 2020 and 2030 when the average annual husing unit grwth rate will equal 1.5%. Emplyment is als expected t grw, adding apprximately 90,500 jbs t the lcal ecnmy by 2040, mre than dubling the 2010 wrkfrce. The largest increase in jb grwth is expected t ccur thrugh 2020 when the average annual emplyment grwth rate will equal 4%. Many f these jbs will be assciated with ecnmic develpment initiatives like Westgate City Center, Airpark and the educatinal institutins such as Thunderbird Schl f Glbal Management and Midwestern University. 18 Existing Land Use Existing land use in the City f and the MPA is characterized by lw rise cmmercial and industrial buildings (ne r tw stries), single family residential, and a large Air Frce Base surrunded by agricultural land and natural resurce areas. The majrity f s cmmercial and industrial develpment lies adjacent t primary thrughfares such as Avenue, Lp 101, and Grand Avenue. Residential develpment is spread thrughut the city in established neighbrhds. MAG currently classifies land int ne f fur brad categries: residential, cmmercial, industrial, r ther. Each f these categries is further subdivided int distinct uses crrelated with specific intensity standards. The current land uses in the city are shwn n Figure 5 and brken dwn in Table 8. These categries are similar, but nt the same as City zning r General Plan land uses and are used thrughut Maricpa Cunty by MAG. Residential and the MPA prvide a balanced mixed f husing types t accmmdate the husing needs f the grwing city. Single family husing types are categrized as lw, medium, and high density, with an additinal categry fr multi family husing. Each residential categry reflects a specific density range. As the predminant land use in the city, residential uses accunt fr ver 40 percent f develped land in the city. Residential develpment in the MPA is limited by available land designated fr residential. Future residential grwth may be incrprated int the western prtin f the MPA, but cnstraints, such as cmpatibility factrs near Municipal Airprt and Luke AFB must be cnsidered. Cmmercial Cmmercial uses cmprise apprximately 8% f the land use within s MPA. This land is dispersed thrughut the city and ranges frm small, single parcel retail stres, t large business parks and crprate cmmerce centers. Several reginal centers within the city prvide a variety f pprtunities fr city residents and visitrs. These centers include histric dwntwn, Arrwhead Twne Center, and the Westgate Entertainment District. Industrial Industrial lands include uses such as warehusing, prcessing and manufacturing industries and are t be lcated in designated industrial land use areas. Industrial designed areas have sufficient access with an emphasis n cmpatibility with adjacent land uses. Industrial lands cnstitute abut 2% f the land within s MPA. Existing industrial uses are primarily lcated in the western area f the city and alng Grand Avenue. Other A little less than 50% f land within the s MPA is specified as land uses which d nt fit int ne f the previus land use classificatins. These categries prvide general supprt t the residential, cmmercial and industrial land use categries. These ther use classificatins include institutinal, public facilities, educatinal, parks and pen space, agricultural lands and Luke AFB. 20 Existing General Plan The existing General Plan 2025 was cmpleted and adpted in 2002 and set t lk ahead t year The existing General Plan cntains 20 elements, which are land use, circulatin, husing, redevelpment, urban design, histric preservatin, public services, public buildings, fiscal, ecnmic develpment, recreatin, safety, neighbrhd, resurce cnservatin, bicycling, grwth areas, cst f develpment, pen space, envirnmental planning and water resurces elements. Several recent Arizna Revised Statute mandates require cities t cmplete new, additinal elements as part f their general plans, such as an energy element. It is imprtant t nte that Table 9 reflects current general plan land use designatins, and nt specifically the same designatins adpted in As part f the land use element, a General Plan Land Use diagram was prepared. This diagram shwed the lcatin f each land use designatin in the MPA. The land use categries used in the 2025 General Plan and n the Land Use diagram are described belw. Entertainment Mixed Use. These include reginal level sprts, entertainment, and emplyment centers, including public gathering sites with related cmmercial and public / quasi public amenities. Large scale prjects such as arenas, stadiums and amphitheaters as well as public plazas and parking garages characterize this land use. Crprate Cmmerce Center. Mixed use emplyment centers with cmplimentary cmmunity and specialty retail, htels, restaurants, medical facilities, and entertainment uses. 22 Zning Zning Overview The Zning Ordinance f the City f sets frth the zning regulatins fr the incrprated areas f the Planning Area. This rdinance regulates land use, building height, ccupancy standards, and ther factrs t prmte the health, safety, welfare, cnvenience and aesthetics f the City. 24 Specific Plans / Master Plans The City f and ther municipalities in Arizna have authrity t prepare and adpt specific plans under ARS Sectin The intent f a specific plan is t establish guidelines fr areas requiring a mre detailed level f planning. Althugh specific plans may be prepared by either the public r the private sectr, the ultimate respnsibility fr its adptin, amendment, and repeal lies within the City. At a minimum, a specific plan must demnstrate its relatinship t the General Plan text and land use diagram by including the fllwing: The distributin, lcatin, and extent f the uses f land, including pen space, within the area cvered by the plan. The Western Area Plan is meant t ensure high quality develpment and serve the interests f residents. Gals f the Western Area Plan strive t prvide a strng, high paying emplyment base; expand lcal and reginal retail pprtunities; prvide public pen spaces and recreatinal amenities; and create high quality, master planned develpments. The plan area includes the ppular Westgate Entertainment District. City Center Master Plan The City Center Master Plan was adpted in 2002 and encmpasses the City s histric cre between Orangewd Avenue, Maryland Avenue, 43rd Avenue, and 67th Avenue. The master plan is meant t help the City Center becme a fcal pint fr the West Valley. The main cmpnents f the plan include reinfrcing residential neighbrhds, strategically placing public facilities t stimulate private develpment, enhancing civic character, creating industrial relcatin sites, creating new sites fr ptential cmmercial and residential develpment, and planning fr build ut. The psitive effects f ecnmic develpment include the fllwing: Increased jb pprtunities, including the cnstructin jbs created by the develpment f new buildings, new infrastructure, and remdeling f existing buildings; Develpment f new cultural, shpping, and recreatin pprtunities within the cmmunity; Increase in revenues assciated with new develpment (i.e., sales, htel, and utility taxes); Reversal f the financial drain f a blighted area int a psitive financial asset t the cmmunity; and Imprved the safety and envirnment f the prject and adjacent areas. Ecnmic Develpment has demnstrated a cnscius effrt t imprve transprtatin, attract future emplyers in particular industries, and prmte shpping, entertainment and hspitality thrugh their Ecnmic Develpment Department. The City f has als established several ecnmic develpment areas, shwn n Figure 10, that are intended t encurage reinvestment and rehabilitatin f prperties. Sme f these are within existing specific / master plans, while thers are separate fcal areas. These ecnmic develpment areas within the city are summarized belw. Dwntwn City Center. The City f has recently created an ecnmic develpment initiative called Centerline, fr which a dwntwn verlay zning district has been established. The district, which is ultimately the bundaries f dwntwn extended, will supprt public art, pedestrian cmfrt, entertainment and livable neighbrhds. The prject area is lcated alng Avenue frm 43rd t 67th Avenues, between Orangewd Avenue and Maryland Avenue. The prject is intended t revitalize the Avenue crridr by bsting private business investment, jb creatin and the develpment f shpping, dining and recreatinal pprtunities. The prject is als expected t result in enhanced infrastructure, public facilities, pen space and neighbrhds. Western Area Airpark. The Airpark sits directly nrth f the Municipal Airprt bundary and aims t add a vibrant business center, additinal airprt facilities and cmpatible industries t the area. In the year 2010, the ccupancy rates f the district skyrcketed frm abut 54% t apprximately 94%. New and future industries f the airpark are undertaking sustainable business practices that are unparalleled in the regin. Lp 303 Crridr. The Lp 303 Crridr lands are gradually being annexed by the City and the area is expected t bring many additinal residents and jbs t the City. Westgate Entertainment District. The Westgate Entertainment District is ne f the mst impressive sprts and entertainment districts in the cuntry, cntaining apprximately ne square mile f mixed use develpment anchred by tw state f the art facilities: the Gila River Arena and the University f Phenix Stadium. Westgate Entertainment District is lcated at Avenue and the Lp 101, and will encmpass nearly 225 acres f develpment when cnstructin is cmpleted. The develpment includes Tanger Outlets, a large mvie theater, as well as ffice, retail and residential space. Nrthern Area Arizna State University West / Thunderbird Schl f Glbal Management Campus Area. The Arizna State University (ASU) West Campus, situated alng Thunderbird Rad and 51st Ave, is lcated prximate t several ther institutins that are critical t s ecnmic vitality. Less than a mile away frm ASU West Campus is the Thunderbird Schl f Glbal Management (TSGM) and the Banner Thunderbird Medical Center, all reginal emplyment hubs. While the area has been knwn t be predminantly residential, many ffice and planned cmmercial uses have been added t the area, especially alng Thunderbird Rad. Due t this area s prximity t the Nrth Valley and ecnmic develpment areas alng Bell Rad, grwth is expected t cntinue. Arrwhead Twne Center. Much grwth is expected t cntinue prximate t Arrwhead Twne Center, which is a reginal mall in nrthern with ver 130 tenants. Lp 101 Nrth. The Lp 101 Nrth area includes all lands within a half mile f the Lp 101 / Beardsley Rad Crridr in the nrthern side f. This area is primarily residential, with ndes f cmmercial uses. Key residential neighbrhds include three Arrwhead Ranch phases, Arrwhead Lakes, Aspera, and the Highlands at Arrwhead Ranch. The area had experienced rapid grwth during the 1980s and 1990s, and accrding t the General Plan 2025, build ut is expected t add abut 4,000 jbs and rughly 750,000 square feet f cmmercial space. As mentined previusly, is divided int six City Cuncil districts (mving nrth t suth): Chlla, Sahuar, Barrel, Cactus, Octill, and Yucca (see figure 11). Within these City Cuncil districts are varius neighbrhds and hme wners assciatins (HOA). Accrding t the City s website, as f 2014, there were 195 registered residential neighbrhds and HOA s within the City f, althugh there are ver 230 identified neighbrhds. The City f maintains a database fr all registered neighbrhds. Infrmatin within the database includes: bundaries; critical issues/cncerns; ttal husehlds/cmmercial/vacant prperties; cuncil and schl districts and smetimes cntact infrmatin. The Cmmunity Services Department includes the fllwing divisins and prgrams. The Human Services Divisin manages cmmunity revitalizatin, cmmunity husing, and the cmmunity prgrams. The Cmmunity Revitalizatin Divisin is meant t prvide affrdable husing and rehabilitatin assistance t eligible city residents. The Cmmunity Revitalizatin Divisin is respnsible fr managing Cmmunity Develpment Blck Grants (CDBG), HOME Investment Partnership (HOME), and Emergency Shelter Grant (ESG) prgrams. The Cmmunity Husing Divisin uses Federal Sectin 8 Husing Chice Vuchers and cnventinal public husing prgrams t help eligible residents secure husing. The Cmmunity Husing Divisin cntinually receives high marks frm the US Department f Husing and Urban Develpment fr their wrk. The Cmmunity Actin Prgram (CAP) prvides supprt services t individuals and families wh are experiencing a financial hardship r majr life crisis. Supprt includes direct financial assistance such as utility payments and depsits, mrtgage payment t prevent freclsure, rent payment t prevent evictin, and first mnth s rent payment and rental depsit payments t hmeless individuals. The Parks, Recreatin, and Neighbrhd Services Divisin is designed t engage residents and visitrs in diverse pprtunities t live, invest and play in the cmmunity. The Parks and Recreatin Services Divisin prvides a variety f recreatin, educatinal and scial activities fr citizens frm tddler t senir adult thrugh special interest classes, the Civic Center, the Adult Center, Fthills Recreatin & Aquatic Center, fur neighbrhd cmmunity centers, sprts, aquatics and after schl prgrams. They are respnsible fr park maintenance, park planning, prgramming, and the scheduling f 44 facilities including meeting rms, ramadas, swimming pls, recreatin centers and lighted and unlighted sprts fields. Neighbrhd Services (part f the Parks, Recreatin and Neighbrhd Services Divisin) assists neighbrhds, HOAs, and cmmunity grups wh are seeking assistance with cmmunity issues, crdinating special events and vlunteer prjects and distributing imprtant infrmatin t neighbrhd residents. Since 1998, mre than 25,000 vlunteers have cntributed apprximately 95,000 vlunteer hurs t the Cmmunity Vlunteer Prgram, which equates t rughly $1.7 millin. The Library and Arts Divisin is respnsible fr maintaining the city s three public libraries, 7/24 library services n the Internet, and the Public Art and Perfrming Arts Partnership Prgrams. This divisin serves the needs f citizens by prviding life lng learning pprtunities, bks, audi/visual materials and electrnic resurces that infrm, educate and entertain residents at the City s three public libraries: Fthills, Velma Teague and the Main Library. It als administers the city s Public Art and Perfrming Arts Partnership Prgram. Other City f departments als supprt cmmunity and neighbrhds prgrams t better serve the public. The City f Plice Department als wrks with residents and business wners thrugh its Cmmunity Actin Teams. Since 1994, several Cmmunity Actin Teams have been frmed with the gal f using cmmunity riented plicing t help ensure resident safety. These prgrams include, but are nt limited t: neighbrhd watch, crime free multifamily husing training, and business security surveys. 30 Transprtatin Radways Circulatin The histrical emphasis f transprtatin planning effrts in the City f has been fcused n the develpment f a street and highway netwrk that wuld meet the demands f private autmbile users and industry uses. Functinal Classificatin f Radways A functinally classified radway system allws streets t be gruped accrding t their purpse and functin within the transprtatin netwrk. Urban streets generally serve tw primary functins: traffic mvement (mbility) and accessibility. Functinal classificatins describe the level f mbility and access prvided by radways within a cmmunity s transprtatin netwrk. The City f currently prvides radway infrastructure described in six functinal categries: freeways, parkways, majr arterials, arterials, cllectrs and lcal rads (see Figure 12). Freeways / Highways. Freeways / highways are intended t serve bth intrareginal and inter reginal travel. Freeways / highways prvide fr high speed, thrugh traffic mvement n cntinuus rutes. Freeways / highways prvide cnnectins t ther reginal highways and are capable f carrying heavy traffic vlumes. Speed limits n freeways / highways are usually the highest allwed by law. Access t freeways / highways is strictly cntrlled and accmplished thrugh strategically lcated n and ff ramps. Parkways. Parkways are similar t freeways / highways in that they prvide reginal cnnectivity and have limited access with emphasis n mving high vlumes f traffic, but less vlume than freeways / highways. Majr Arterials. Majr arterials prvide fr mbility within and adjacent areas. Majr arterials are designed t carry thrugh traffic n cntinuus rutes and jin majr traffic rigins and destinatins, freeways, and ther arterials. Fr majr arterials, access is less restricted than freeways, althugh limits n access are generally desirable t enhance peratins. Arterials. Arterials are majr streets that prvide fr traffic mvement within and cnnect majr arterials t cllectr streets. Arterials are designed t take traffic ff f lcal rads r cllectrs and feed it int majr arterials and freeways. Arterials tend t accmmdate mst f the travel in the city and thrughut the regin. Cllectrs. Cllectrs r lcal rads are lwer speed facilities that prvide direct access t adjacent prperties and cnnect with majr arterials and arterials. Cllectrs are typically develped as tw t three lanes midway between arterials, but differ depending n lcatin. Lcal Rads. Lcal rads are designed t prvide direct access within residential areas and are nt designed t handle traffic between areas. These rads functin t mve vehicles frm individual hmes t larger radways. Accrding t the Maricpa Cunty Cngestin Management Plan (CMP), the nly majr CMP crridrs that impact are State Rute (Lp) 101 and United States Rute 60, althugh State Rute (Lp) 303 can be cnsidered a majr vehicle crridr as well. United States Highways United States Rute 60 (US 60). US 60 is a majr east west US highway spanning 2,670 miles, running frm the Atlantic cast in Virginia, t western Arizna. In Arizna, US 60 extends frm the New Mexic Arizna brder n the east t the I 10 interchange near Quartzite, running apprximately 370 miles. US 60 is heavily used by cmmuters traveling between majr cities in Arizna, as well as travelers passing thrugh the state, and the rute experiences heavy seasnal recreatinal traffic with peple bund fr vacatin destinatins in Nevada and Califrnia. Between Phenix and Wickenburg, and thrugh the City f, US 60 is als knwn as Grand Avenue r the Phenix Wickenburg Highway. Reginal activity centers such as dwntwn and cmmercial areas alng US 60 generate a great deal f lcalized traffic activity that impacts US 60, as d mrning and afternn cmmute hurs. Weekend traffic, which has a high recreatinal cmpnent, als results in spradic traffic cngestin fr US 60, predminantly fr peple traveling t Las Vegas. Lcatins n US 60 in with especially heavy traffic are the stretches between 43rd Avenue and 67th Avenue, in dwntwn. State Highways Significant prtins f tw majr State Rutes pass thrugh the City f r thrugh its MPA. Bth f these State Rutes are cnsidered majr thrughfares f, as well as the Phenix metrplitan area. State Rute 101. Arizna State Rute 101 (Lp 101) is a 61 mile semi beltway and is a part f the interchange freeway system in the Phenix metrplitan area. Lp 101 cnnects many cities within the Phenix area, spanning frm Chandler and running nrth thrugh Mesa, Tempe, and Scttsdale, then west thrugh Scttsdale, Phenix and nrth befre turning suth and traversing Peria and central befre terminating at the I 10 in Phenix. Lp 101, als knwn as the Agua Fria Freeway in, intersects with almst all ther freeways in the area and prvides interreginal, recreatinal, cmmuter and lcal travel thrugh bth rural and urban settings. State Rute 303. Arizna State Rute 303 (Lp 303) is a 35 mile state highway lp that is als part f the interchange freeway system in the Phenix metrplitan area. Lp 303 starts nrth f Phenix at the I 17 interchange and lps west, then suth thrugh Peria, Surprise and western, befre terminating suth near Gdyear. Like Lp 101, Lp 303 is a cntrlled access freeway frm I 10. Lcal Crridrs Majr Nrth Suth Arterial Crridrs. There are eight majr nrth suth travel crridrs within the city: 51st Avenue, 59th Avenue, 67th Avenue, 83rd Avenue, 91st Avenue, 95th Avenue, 99th Avenue, Dysart Rad and Litchfield Rad. All f these crridrs are classified as majr arterials, with the exceptin f 51st Avenue and 95th Avenue, which are classified as arterials Majr East West Arterial Crridrs. There are seven primary east west travel crridrs within the city: Bell Rad, Thunderbird Rad, Peria Avenue, Nrthern Avenue, Avenue, Bethany Hme Rad and Camelback Rad. Public Transit Operatins ADA (Americans with Disabilities Act) Cmplementary Paratransit Service The City f ffers disability transit service t eligible persns wh, because f a disability, cannt use regular fixed rute bus service. The service perates within ¾ f a mile f fixed bus rutes, and perates the same hurs as regular Valley Metr bus service. The ADA reservatin service is an inexpensive alternative, nly csting ADA eligible riders and ADA cmpanins $2 a ride. Persns wanting t use this service must fill ut a reginal eligibility applicatin and be certified. While the ADA service is nt available n a same day basis, reservatins can be made n a prescheduled basis up t 14 days in advance. Urban Shuttle The Urban Shuttle (GUS) prvides circulatr service n three lines in dwntwn and central. Service generally perates between 7 a.m. and 6:30 p.m. but varies between lines. Fare is nly 25 cents, with reduced fare (10 cents) fr senirs, persns with disabilities and Medicare card hlders between 10 a.m. and 2 p.m. Passengers may be asked t shw valid prf f eligibility t pay reduced fares. GUS was designed t bring residents t scial service ffices, gvernment buildings, and varius retail/cmmercial establishments. GUS prvides an inexpensive and cnvenient transprtatin alternative t dial a ride and the Valley Metr fixed rute system. GUS Rutes 1 and 2 prvide service t majr dwntwn areas such as City Hall and Civic Center, the Maricpa Cunty Superir Curt Cmplex, High Schl and dwntwn shps. GUS Rute 3 is further nrth and prvides service t majr activity centers such as the Adult Center, the Main Library and Cmmunity Cllege. Dial A Ride The City f ffers a cnvenient curb t curb dial a ride service t the general public seven days a week. Service is prvided thrughut the majrity f. Same day reservatin service is ffered Mnday thrugh Friday, with weekend service available when scheduled in advance. Once a call is placed t the dispatcher, a thirty minute windw is given fr pick up. Fares are affrdable at $2 fr adults and $1 fr senirs, riders with disabilities, and junirs. Dial a ride buses are ADA cmpliant and equipped with a wheelchair lift. Valley Metr Public transit in is ffered primarily by Valley Metr. Valley Metr ffers public transprtatin service frm t the greater Phenix metrplitan area. Currently, thirteen lcal bus lines traverse majr east/west and nrth/suth thrughfares in the city, tw reginal express rutes that ffer peak cmmuter service t dwntwn Phenix and ne rute that prvides lcal limited service alng Grand Avenue. Service is perated seven days a week with the majrity f lcal rutes perating at thirty minute frequency during the weekday and sixty minute service during the weekends. Express rutes perate n weekdays nly frm parkand ride facilities in nrth and west. Valley Metr prvides service t majr destinatins in including Westgate City Center, Arrwhead Twne Center, and dwntwn. In regards t infrastructure, bus stp signs, infrmatin psts, benches, shelters, trash receptacles and transit centers are prvided thrughut the city. Valley Metr als ffers dedicated park and ride facilities, ne f which is at 59th Avenue and Myrtle Avenue, anther which is at the Fthills Recreatin and Aquatics Center near 59th Avenue and Unin Hills, while anther is lcated at 99th Avenue and Avenue near Westgate City Center. A dedicated transit center and parkand ride is planned fr Nrth in the near future. High Capacity Transit Valley Metr and the cities f and Phenix are studying ptins fr a light rail r bus rapid transit rute t cnnect dwntwn t the existing light rail system alng 19th Avenue. While specific planning idealizes the high capacity rute ptins alng the Grand Avenue crridr, r alng Avenue, n rute has been selected at this time. Private Bus Operatrs Greyhund ffers inter city bus transprtatin frm Phenix t Tucsn and Ls Angeles. The main Greyhund terminal is lcated in Phenix at Sky Harbr Internatinal Airprt. Anther terminal is lcated clse t the City, alng Avenue at the I 17 Interchange. Air Transprtatin Municipal Airprt The Municipal Airprt is a publically wned municipal airprt lcated six miles west f dwntwn. The airprt serves private aircraft and has n cmmercial passenger service. In recent years, the Airprt area has turned int a hub f industry and business thrugh develpment f the Airpark. Phenix Sky Harbr Internatinal Airprt Phenix Sky Harbr Internatinal Airprt is lcated in Phenix, apprximately fifteen miles sutheast f dwntwn, and is the main aviatin hub fr the Phenix metrplitan area. Majr airlines ffer cmmercial passenger and air freight service frm Sky Harbr t pints acrss the glbe. The airprt is ne f the busiest in the cuntry, and serves as s primary cmmercial airprt. Passenger Railrad Amtrak suspended direct cmmuter train service t Phenix in 1996 when the Sunset Limited train was reruted suth thrugh Maricpa. Amtrak currently serves the Phenix metrplitan area via a thrughway bus with cnnectins t Flagstaff and the Suthwest Chief. Amtrak riders can access Ls Angeles, Chicag, and pint s in between. Private bus carriers prvide service between Phenix and Maricpa fr travels cnnecting with the Sunset Limited. Sunset Limited trains cnnect t Ls Angeles, New Orleans, and pint s in between. Freight Mvement Freight is mved within and in/ut f by bth rail and cmmercial vehicles. Gds mvement is essential fr and the cntinued ecnmic develpment f the City and the regin. While there are n designated rutes fr cmmercial vehicles, there are several freight railrad lines within the Phenix metrplitan area, sme that are lcal t the suthwest regin and thers that span thrughut the natin. Primary rail lines within the City f MPA are the Unin Pacific Railrad, BNSF Railway, and the Arizna and Califrnia Railrad, althugh nly BNSF trains serves the MPA. As reginal develpment and ppulatin grwth cntinues t expand, cnsideratins fr new rail usage and reuse is becming a viable tpic in the Phenix metrplitan area. Currently there are discussins abut a viable intra city rail that wuld span frm the Phenix regin t Tucsn, which wuld be used fr cmmuters and freight carg. Bicycle Netwrk The City f currently utilizes an extensive n street bicycle and ff street pathway system that supprts different uses. The City has several multi use paths alng several city waterways and canals, shwn n Figure 14. Several cllectr streets within city limits have separate n street bikeways and ther streets have signs designating the street as a bike rute. Ten pedestrian and / r bicycle verpass r underpasses are lcated within the City t accmmdate fr travelers needing t bypass a majr street r highway by ft r bike. The use f bicycles is prmted in the City by the Transprtatin Department s Bicycle Prgram, which als prvides safety and utreach prgrams, and citizen infrmatin. Currently, Avenue has a five mile n street bikeway, which spans frm 99th Avenue west t Luke AFB. Pedestrian Netwrk Pedestrian travel cnstitutes a small prtin f ttal urban travel fr the City f. prvides pedestrian facilities within and between residential neighbrhds, alng with cmmercial and industrial areas. Pedestrian facilities include primarily n street sidewalks, and are especially imprtant in thse parts f where public transit may nt be currently prvided. Prviding sidewalks and pedestrian paths becmes mre relevant as the ppulatin increases. A key cmpnent f the City s pedestrian netwrk is the linkage the pathway netwrk that prvides within the cmmunities and t the surrunding regin. A cmpatible and useful pathway system enhances access t quality utdr recreatin and prvides a variety f public activities by integrating equestrian, bicycling, and walking pprtunities int the City s infrastructure. Sidewalks alng majr arterials and arterial radways in the City als cntribute t the pedestrian netwrk, cnnecting bus stps, transit rutes, cmmercial plazas and residential neighbrhds. Multi Use Pathways Multi Use pathways allw fr bth bicycle and pedestrian traffic. Opprtunity fr an effective pathway netwrk in can be attributed t the many washes, rivers, and canal crridrs, ffering a unique pprtunity t nt nly incrprate viable sustainable transprtatin rutes thrughut the City, but at the same time preserve areas within sensitive wash and river crridrs as pen space. Pathways can be used as a tl fr resurce prtectin. In additin, freeways and majr arterials within the City can be designed and designated fr multi mdal transprtatin t enhance the verall cnnectivity f public facilities and destinatins in. Within the Planning Area, there are currently a few designated multi use pathways established alng several majr waterways including Skunk Creek, Arizna Canal and Grand Canal. Grand Canal Linear Park. s newest linear park runs diagnally frm 75th Avenue and Camelback Rad t 97th Avenue and Bethany Hme Rad. This park, which is als a great place t teach kids hw t ride a bike, features a lighted 3.25 mile lighted paved pathway lcated away frm an unpaved equestrian pathway. This rute cntains several underpasses / verpasses fr flw f bicycle / pedestrian traffic. Skunk Creek Linear Park. This linear park s 3.5 mile paved pathway, which runs frm 51st Avenue and Utpia Rad t 73rd Avenue and Paradise Lane, cnnects t Thunderbird Pase Park. The scenic desert pathway runs alng Skunk Creek, s be n the lkut fr birds and critters during yur ride. This rute cntains several underpasses / verpasses fr flw f bicycle / pedestrian traffic. Thunderbird Pase Park. This linear park alng the Arizna Canal is great fr bicyclists and pedestrians alike, featuring nearly fur miles f paved path away frm traffic. The park is als a great place t teach peple hw t ride bikes. The park runs diagnally frm 51st and Cactus Rad t 73rd Avenue and Greenway Rad. This park becmes the Arizna Canal Drainage Channel path in Phenix, and cntinues all the way east t 24th street (ttal distance f 16 miles). This rute cntains several underpasses / verpasses fr flw f bicycle / pedestrian traffic. Thunderbird Park. Bicyclists and hikers can take advantage f mre than 20 miles f single track pathways in this 1,185 acre desert muntainus park. In additin t muntain biking, the park is a favrite destinatin fr hiking, jgging, hrseback riding and bird watching. Future Netwrk Expansin Currently, the bicycle and pedestrian netwrk mstly encmpasses the city s incrprated area east f the Municipal Airprt within the MPA, with a single bikeway extending t Luke AFB n Avenue. Future plans identify bth n street bikeways as well as ff street multi use paths. Shrt term needs fr pedestrian and bicycle imprvements identified within the Reginal Transprtatin Imprvement Prgram (MAG) and the 2009 Transprtatin Plan include new multi use facilities alng Skunk Creek and (with assciated underpasses), new pedestrian cnnectins within the dwntwn area and alng Grand Avenue, and bike paths alng several cllectr streets. Lighting, fencing, crssing, and signage are als imprtant factrs when cnsidering imprvements t pedestrian and bicycle infrastructure. Many future n street bikeways are planned fr integratin alng arterials and cllectr streets in the suthern and western areas f the MPA (see Figure 14). Cllectr streets with future planned n street bikeways include Greenway Rad, Orangewd Avenue, Maryland Avenue, Missuri Avenue, 55th Avenue, 71st Avenue, 95th Avenue, 127th Avenue, 135th Avenue, Alsup Rad, 175th Avenue and 183rd Avenue. Arterial streets with future planned n street bikeways include Litchfield Rad, Sarival Avenue, Citrus Rad, and Peria Avenue. In cnjunctin with these planned bikeways, several future ff street multi use paths are planned fr, specifically alng the and Agua Fria waterways. Parks Classificatin Within the MPA, the City perates apprximately 93 park and pen space areas n rughly 2,088 acres f parkland, summarized in Table 13. Parks, as shwn n Figure 15, are classified in the fllwing categries. 1) Neighbrhd Parks These parks are meant t be easily accessible by adjacent neighbrhds. Neighbrhd parks are smaller than cmmunity parks and are usually meant fr residents living within a ne mile radius. Passive recreatin activities are the majr uses in neighbrhd parks. 2) Cmmunity Parks These parks are meant fr a larger service area and t meet cmmunity recreatinal needs and preserve unique landscapes and pen spaces. Cmmunity parks are larger than neighbrhd parks but nt as large as reginal parks and tend t serve residents within a three mile radius. Cmmunity parks typically have facilities fr specific recreatin purpses, such as sccer fields r picnic shelters. 3) Reginal Parks These parks are meant t serve residents within a five mile r larger radius. Reginal parks have a cmbinatin f neighbrhd park and cmmunity park amenities. Reginal parks can range in size frm 25 t 200 acres and can include special facilities, such as a substantial sprts cmplex. 4) Cnservatin Parks These parks are relatively undevelped and cmpliment a reginal pathway system r ther such greenway. Cnservatin parks are meant t prtect habitats fr unique species f plants and animals. Cnservatin parks can include limited recreatinal pprtunities such as picnic tables, wildlife viewing, r educatinal stanchins. 5) Retentin Areas These areas are small tracts f pen space wned by the city t supprt varius public wrks functins, such as strmwater management. Several ther types f recreatin facilities are lcated within and prvide fr special uses such as aquatics r ther sprts. There are tw majr aquatic centers, the Fthills Recreatin and Aquatics Center, lcated in the nrthern area, and the Rse Lane Aquatics Center lcated suth f dwntwn. Other facilities include skate parks, the Amphitheater, and sprts fields. Additinal Recreatin Opprtunities Numerus additinal recreatinal pprtunities exist within the city. 38 Public Safety The fllwing describes the public safety services prvided within the City f. Lcatins f the public safety facilities and service areas are shwn n Figure 16a n the fllwing page. Fire and Emergency Services The Fire Department prvides a full range f emergency and nnemergency services t the cmmunity and is staffed by 213 skilled firefighters, 52 emergency service technicians and administrative persnnel. This equates t rughly ne swrn firefighter fr every 1,000 residents, which is a bit lwer than the average 1.7 swrn firefighters fr every 1,000 residents natinal standard, identified in the US Fire Department Prfile f The missin f the Fire Department is t serve the public and safeguard the cmmunity by preventing r minimizing the impact f emergency situatins t life, the envirnment, and prperty by respnding t bth emergency and nn emergency calls fr service. The Fire Department is currently perating nine fire statin lcatins, shwn n Figure 16a. The vehicle fleet includes 10 pumpers, 4 ladder trucks, 5 heavy trucks, 7 small trucks, 6 cars and 2 crisis respnse vans. Frm these statins, the Fire Department prvides fire suppressin, special hazmat peratins, emergency medical services, as well as technical rescue and crisis respnse. The department als maintains the Helicpter Air Medical and Lgistical Operatins (HALO) prgram, which wrks with several adjacent municipalities n critical injuries and accidents that need air evacuatin as well as fr paramedic cverage at special events. The 2013 Perfrmance Reprt fr the Fire Department identifies that there were 39,334 emergency respnses fr the previus year, with 90% f respnse times at 6.5 minutes r less, which is smewhat higher than the natinal respnse rates. On all EMS calls, the NFPA 1710 standard establishes a respnse time f fur minutes r less fr the arrival f a unit with first respnder r higher level capability at an emergency medical incident. This bjective shuld be met 90% f the time. Law Enfrcement Within the city limits, law enfrcement and plice prtectin services are prvided by the Plice Department thrugh three plice statins. In the unincrprated area (r MPA), the Maricpa Cunty Sheriff s Department prvides patrl services and the Arizna Highway Patrl prvides traffic cntrl. In 2013, the City f had a staffing rati f 1.6 swrn fficers per thusand residents (based n a 2013 ppulatin estimate) with a ttal f 393 swrn fficers and apprximately 118 civilian psitins. Accrding t the 2010 Plice Staffing Study, in 2008 the average Muntain Regin (including Arizna) rati was 1.5 swrn fficers per 1,000 residents, which is cnsistent with that f s staffing rati. Als detailed in the 2010 Plice Staffing Study are 2008 staffing ratis fr ther municipalities prximate t, which ranged frm 2.35 t 1.29, with an average f 1.6 swrn fficers per 1,000 residents, which is cnsistent with s current standards. The Plice Department currently perates three plice statins in the city, supprting a vehicle fleet f 160 patrl vehicles, 24 plice mtrcycles, nine emergency service vehicles, and ver 120 ther public safety vehicles. Crime in has been prgressively decreasing ver the past several years. Accrding t a 2014 five year Unifrm Crime Reprt (UCR) maintained by the Arizna Department f Public Safety and the Plice Department, vilent crimes and prperty crimes have decreased ver the past several years. Overall, vilent crimes had decreased by rughly 19% between 2012 and 2013, while prperty crimes had decreased by rughly 9% in the same time frame (see numbers belw) FBI recrded crimes are cmparable t the 2013 crimes dcumented by the UCR, at 905 Part 1 vilent crimes and 13,626 Part 1 prperty crimes. Educatin The City f is hme t a wide range f educatinal institutins ranging frm elementary schl t the university level. As shwn n Figure 16b, ver 30 public elementary schls are spread thrughut tw unified schls districts and fur elementary schl districts in the city. There are less than 10 middle (Jr. High) schls in the city due t the fact that many elementary schls ffer grades K 8. Nine high schls are als strategically lcated thrughut the city as part f the tw unified schl districts and tw high schl districts. The City f als cntains 5 charter schls and ver 10 private schls fr all grade ranges. As shwn n Figure 16b, there are n City f public schls n the west side f the Planning Area (ther than the schl near Luke AFB) due t limited residential in this area tday. Other Public Facilities There are many public facilities and buildings in the city. These include sprts facilities, a visitr s center, several ffice cmplexes, and centers f municipal peratins. The fllwing are sme f the key public uses. City Hall / Civic Center. The City f City Hall / Civic Center is lcated in several administrative buildings n Glenn Drive and Avenue in histric dwntwn. These buildings are situated arund Murphy Park and huse Cuncil Chambers and City Cuncil ffices, the City Clerk, the City Manager, the City Attrney, and ther departmental functins. On Figure 16b, they are numbers 17 and 18. City Curt. The City Curt cmplex is lcated at the crner f 57th Avenue and Avenue and serves the whle city. The cmplex als includes the Plice Main Statin, als knwn as the Public Safety building. This is lcatin 15 n Figure 16b. Pst Offices. Three Unites States pst ffices serve the City f, evenly dispersed alng 59th Avenue and 54th Avenue. The dwntwn lcatin alng 54th Avenue near Grand Avenue serves the suthern area f the city, while the main pst ffice at 59th and Peria serves the central area f the city. The Arrwhead statin typically serves the nrthern area f the city. The three pst ffices are shwn as numbers 8, 11 and 13 n Figure 16b, respectively. Recreatin Centers. Fur recreatin centers exist in the City f (see Figure 15). Pst secndary educatin is prvided in thrugh several clleges and universities, including Midwestern University, Webster University n Luke AFB, Cmmunity Cllege, Thunderbird Schl f Glbal Management, Ri Salad Cllege, and several small medical clleges. Libraries. Prviding library services t the residents f the city, the Public Library perates the fllwing three facilities: Main Library (5959 W. Brwn Street.), Fthills Branch Library (19055 N. 57th Avenue), and the Velma Teague Branch Library (7010 N. 58th Street). These are lcatins 9, 11 and 12 n Figure 16b, respectively. The Public Library system cntains nearly 500,000 items (bks, peridicals, cassettes, vides, ebks, etc.) in its cllectin. Additinal services include: technlgy resurces and Internet access; free prgrams fr adults and children; meeting facilities; and culture passes t museums and the Phenix Z. Slid Waste Management. The City f landfill, shwn as number 1 n Figure 16b, prvides a respnsible, prgressive and envirnmentally sund lngterm slutin t manage the slid waste generated by residents and the cmmunity. The landfill is lcated just nrthwest f the Municipal Airprt, in between the Municipal Airpark and large tracts f heavy industrial uses. 42 Luke Air Frce Base Luke Air Frce Base (AFB) is a US Air Frce (USAF) base lcated within the city limits f (shwn n Figure 17), alng Avenue apprximately seven miles west f dwntwn. Knwn as a primary training base f the Air Educatin and Training Cmmand (AETC), the installatin is a strategic military asset t the USAF and the Department f Defense (DOD). Demgraphics Luke AFB is hme t the 56th Fighter Wing (56 FW) under the ATEC s 19th Air Frce. The 56 FW cmprises five main grups and 28 squadrns, seven f which are training squadrns. There are several ther tenants n base such as the 944th Fighter Wing (Air Frce Reserve) and the 607th Air Cntrl Squadrn. Base ppulatin includes abut 5,000 military and civilian members, and anther 8,000 family members, althugh the base services a ttal reginal ppulatin f ver 80,000, depending n the seasn. Military Missins Cnsidered the largest fighter wing in the wrld, 56 FW has ver 135 F 16 s assigned, and trains apprximately 300 pilts and mre than 350 maintenance technicians each year. In 2014, Luke AFB was assigned a ttal f 144 F 35 Lightning II fighter jets frm the Lckheed Martin factry in Frt Wrth, TX. Currently, there is apprximately 20 F 35 jets at Luke, with the remaining aircraft expected t arrive incrementally ver the next decade. Critical t Luke's fighter pilt training missin is the Barry M. Gldwater Range. The range is lcated suthwest f Luke AFB and suth f Interstate 8 between Tucsn and Yuma. The range, which is cnsidered the natin s third largest bmbing range, includes 57,000 cubic miles f restricted airspace where pilts train in air t air maneuvers and engage with imitatin cmbat grund targets. The massive size f the cmplex, which als cntains 40,000 cubic miles f adjacent special use airspace, allws fr cncurrent training activities n nine air t grund and tw air t air ranges. The Luke AFB Range Management Office (RMO) manages 7,000 square miles including the eastern range activities while the Marine Crps Air Statin in Yuma manages range peratins n the western 1,500 square mile prtin. The Gldwater Range prvides fr jint military service training, and is used by cmbat pilts frm the Army, Marine Crps, and Navy as well as the Air Frce and reserves. As the center pint f an array f military bases, airspaces and ranges in the Suthwest, the east range is frequently used by ther military installatins in Arizna. In additin t flying and maintaining the F 16 and use f the Gldwater Range, Luke Airmen als deply t supprt n ging peratins in the Middle East, many f which supprted Operatin Iraqi Freedm. Luke is als the permanent hme f the Naval Operatinal Supprt Center (NOSC) Phenix since The NOSC facilities are designed t prvide peratinal supprt fr training and administrative services t Navy Reserve Units. The NOSC Phenix supprts mre than 750 Navy Reservists in sixteen Navy Reserve units. The new facility that huses the NOSC Phenix at Luke AFB meets current anti terrrism and frce prtectin standards and cmprises many installatin assets, including a medical unit, a distance learning center and classrms, and a large drill hall. The Luke AFB NOSC facility is als the first LEED Platinum certified building f the US Navy Reserve Frce. Flight tracks assciated with Luke AFB exist abve all f these jurisdictins, as well as the cmmunities f Peria, El Mirage, Buckeye and the unincrprated Sun City and Sun City West. Luke AFB has tw parallel runways, 3L/21R which is asphalt and 3R/21L which is cncrete. Each runway has assciated safety znes, called Accident Ptential Znes (APZ), which are displayed n Figure 17. Clear Znes (CZs) exist primarily n base, but sme areas d extend ff base int unincrprated Maricpa Cunty lands lcated within the MPA. Luke AFB APZs extend nrtheast int unincrprated Maricpa Cunty and El Mirage (and within the MPA), and suthwest int the cunty and Gdyear. Assciated nise cnturs d extend int nearby residential cmmunities, with high nise znes ccurring in El Mirage and in the suthwest zne thrughut areas f Gdyear and the MPA. The Luke Cmpatible Land Use area, in which the city prmtes cmpatible, lw intensity develpment, cvers all lands within Luke s 65 db nise cntur. The base has a mix f husing pprtunities, cmprised f twnhmes, apartments and single family huses. 44 Visual Resurces An aesthetic r visual resurce is a brad term used t identify the particular scenic qualities that define a place r landscape. The Planning Area is defined by several natural and human made aesthetic resurces, including pen spaces, riparian crridrs, agricultural areas, lw rise cmmercial and residential develpment, and ther urban landscapes. Key view crridrs include lcal waterways, agricultural pen space, and scenic pathways. Each f these visual resurces is discussed belw and shwn n Figure 18. Typical mtrist views thrughut the MPA range frm fregrund (0 t ½ mile), t middle grund (1/2 mile t 2 miles), t backgrund (greater than 2 miles). Due t the urban envirnment, views within the urban center are generally limited t fregrund elements such as huses, stres, plazas, and streetscapes. Hwever scenic backgrund views f the Thunderbird Cnservatin Park and the White Tank Muntains are als existent alng many radways. Lcal Waterways Primary waterways in the MPA include the Agua Fria River, the, and Skunk Creek. These waterways frm a strng natural riparian presence in the city. Widespread areas f riparian habitat and municipal parks are present alng lengths f these waterways, especially alng the and Skunk Creek. Numerus man made waterways als traverse the MPA (including the Arizna Canal, the Grand Canal, and many man made neighbrhd lakes) and prvide valuable recreatinal areas, wildlife habitat and sme natural scenery. Many f these lcal waterways are visible frm adjacent radways. Agricultural Open Space Accrding t MAG, there are apprximately 10,971 acres f agricultural land lcated within the MPA, used fr many things including farmland, citrus fields, and pen space. These areas, as prvided by MAG, are shwn n Figure 18. The allcatin f pen space creates a unique urban pattern as several f these resurce areas delineate the MPA bundaries. The western prtin f the MPA framed by agricultural lands prximate t the 303 and Luke AFB, and the nrthern prtin f is assciated with Thunderbird Cnservatin Park and the Adbe Dam Recreatin Area. Scenic Highways/Radways Accrding t Arizna Department f Transprtatin (ADOT) Scenic Rads, there are n fficial state r Federal designated scenic rutes in the Planning Area. Hwever, several are lcated within the Phenix metrplitan area, including the Apache Trail Histric Rad and the Gila Pinal Scenic Rad. The City f, r any persn, may nminate a rad fr Natinal Scenic Byway r All American Rad designatin if fund t meet evaluatin criteria enfrced by the Parkways, Histric and Scenic Rads Advisry Cmmittee f ADOT. Urban Landscapes The City s urban landscape is anther valuable visual resurce. As previusly described, the City has urban develpment ndes in cre areas, such as the dwntwn, with several histric neighbrhds maintaining many f their riginal architectural features. Park r plaza features als prvide imprtant pen space areas within these neighbrhds. Architectural style helps create a distinct identity fr a single develpment, neighbrhd, r entire cmmunity. Mst dwntwn areas pssess a variety f architectural styles that mirrr the cmmunity s histrical develpment and incremental develpment pattern, and althugh the city is just ver 100 years ld, is n different. s suthwestern style dwntwn and distinctive histrical bungalw style histric residential neighbrhds give the city a valuable urban landscape. 46 Cultural Resurces Histric Perids The Planning Area has a rich cultured heritage that is reflected in many aspects f the cmmunity tday. Pre Eurpean Era The Salt River Valley is the ancestral hme f the Pima and Maricpa peple. The Maricpa tribes lived alng the lwer Gila and Clrad Rivers until the early 1800 s when the Maricpa migrated t the Salt River Valley and frmed clse ties with the Pima peple. The Pima peple were descendants f the ancient Hhkam peple wh had lived in the Salt River Valley fr ver 2,000 years. The Hhkam peple farmed the Salt River Valley and created irrigatin systems that, thugh mdernized, are still used tday. The Spanish and Mexican Phases The first Eurpeans t explre present day Arizna was Marcs de Niza in Other Spanish missinaries fllwed and helped t establish missins in the state. After the passing f the prminent priest, Eusebi Francisc Kin in the early 18th Century, Spanish develpment f Arizna slwed dwn, and after the Mexican War fr Independence in 1821, Mexic did nt develp Arizna further. After the Mexican American war in 1848, the Salt River Valley became American territry. Early Develpment ( ) Fllwing the discvery f gld in Califrnia, the Salt River Valley became a majr stpping pint fr thse traveling nrth alng the Gila Trail, but was still sparsely ppulated. The regin did nt begin t see grwth until the late 1880 s when the Suthern Pacific Railrad helped t cnnect the Salt River Valley t the greater United States. was first settled in 1892 as a farming cmmunity. William J. Murphy helped t develp by bringing in water t the area and cnnecting the area t greater Phenix by cnstructing Grand Avenue. In the 1890 s, became a stp n the Santa Fe Railrad between Phenix and Flagstaff. Up t the beginning f Wrld War II, and the greater Phenix area was mstly used fr agricultural purpses. Mdern (1941 Present) The nset f Wrld War II brught increased grwth t the Salt River Valley and. Military installatins such as Luke AFB were develped in the area t train frces fr the war. The influx f military servicemen increased the need fr civic utilities in. After the war, cntinued t grw as servicemen returned t settle in the Salt River Valley. At the same time, large cmpanies began t pen ffices in the greater Phenix area, which helped the regin as a whle t grw. 48 Water Resurces Water resurces include rain, rivers and canals, wastewater and water stred in lakes, reservirs, and undergrund aquifers. Water resurces are used by residents and businesses fr a variety f purpses which may include, but are nt limited t, drinking, cking, cleaning, sanitatin, landscape irrigatin, recreatin, and industrial prcesses. The City f perates its wn municipal water supply system within its service area. The city s current water supply cnsists f water frm the Salt River Prject, water frm the Clrad River, grundwater and reclaimed water. Prjected Water Demand The City f has been designated as having a 100 year Assured Water Supply (AWS) by the State f Arizna s Department f Water Resurces (ADWR) thrugh strategic investments in securing lng term and renewable water surces. The City f perates ver 700 miles f sewer lines, 11 f which are publicly perated frce main lines. The City f established a Wastewater Cnveyance Fund t pay fr peratins, maintenance, and capital csts f the wastewater cllectin system, and t establish the Wastewater Treatment Plant Fund t pay fr peratins, maintenance and capital csts f wastewater treatment. In additin t these funds, the City utilized State and Federal grants t pay fr a prtin f the recent Wastewater Treatment Plant Expansin. It has an peratinal capacity f 11.5 MGD, but an average flw rate f 7.5 MGD. wns and perates the West Area Aquifer Recharge Facility (WAARF) in cnjunctin with its West Area Water Reclamatin Facility. This recharge facility uses pen recharge basins t allw the reclaimed effluent t perclate slwly int the grund. Under the terms f its permit, can stre up t 7,841 AF f reclaimed effluent per year at this facility. There is an additinal plant lcated within the City f Phenix, the 91st Avenue Wastewater Treatment Plant, which is respnsible fr treating the remaining wastewater. This plant is perated by the Sub Reginal Operating Grup (SROG), and is jintly wned by the cities f Phenix, Scttsdale, Mesa, Tempe, and. wns a treatment capacity f 13.2 MGD at that facility. A substantial amunt f the effluent frm the facility is cntractually bligated t the Arizna Pal Verde Nuclear Generating Statin and the Buckeye Irrigatin District. In 2004, the City f adpted a drught management plan/rdinance t address majr drughts that ccur peridically within the MPA and regin. The rdinance includes measures t reduce water waste within the city. s Drught Management Plan fllws the state mdel, with fur levels f increasingly stringent cnservatin measures that can be implemented in phases as a drught increases in severity. Elevatins in the city range frm 1,100 t 1,400 feet abve sea level, gently slping and generally draining t the suthwest. The drainage area includes the city and surrunding areas that drain int the city. In additin t natural factrs, the type and intensity f land use are significant factrs affecting strmwater runff. Open space and retentin areas allw fr perclatin int sils and minimizes runff. Develped areas have mre impervius surfaces and generate mre surface runff. Strmwater runff within the MPA is transprted thrugh streets, pen channels, and undergrund cnduits, which is ultimately directed t city retentin basins, parks, and ephemeral washes and rivers. Strmwater that des nt sak int the grund r evaprate gets discharged int areas such as Skunk Creek, r the Agua Fria River. The City f MPA is primarily encmpassed within the Middle Gila River Watershed as defined by the Arizna Department f Envirnmental Quality (ADEQ). Strmwater Drainage System The City f is cnsidered a Phase I Municipal Separate Strm Sewer System (MS4). An MS4 means the strm drain system is separate frm the sanitary sewer system. Unlike wastewater cnveyed in the sanitary sewer system, strmwater is untreated befre being discharged. In additin, it is a cmmn practice t use retentin basins t infiltrate strmwater int sil. The City s strmwater drainage system is develped within tw classificatins: the minr system (10 year events) and the majr system (100 year events). Cmpnents f the minr system cllect, cnvey, retain and/r detain strmwater runff frm mre frequent 10 year strms. The majr system invlves the planning and analysis t ensure flws frm 100 year events safely pass thrugh the prject and that there is always psitive drainage frm all areas. Typically, majr arterials and arterials carry a 10 year event flw between the curbs, and carry the 100 year flw within the right f way, while cllectr streets carry a 10 year event flw between the curbs and the 50 year event flws within the rightf way. The basis f design fr lcal streets is a 10 year event flw. Aside frm the rughly 800 acres f strmwater retentin areas (basins), the strmwater drainage system in als includes 5 mnitring statins, ver 60 majr utfalls, ver 1 millin feet f undergrund piping, and almst 114,500 feet f pen channels. Grand Canal and Arizna Canal Diversin Channels There are several man made cnveyance systems which are lcated within the City f. These systems include the Arizna Canal Diversin Channel (ACDC), the Bethany Hme Outfall Channel (BHOC), and an Arizna Department f Transprtatin (ADOT) channel. The ACDC receives strmwater frm the central part f the City f, which cmbines with upstream strmwater flws frm the City f Phenix, and drains t Skunk Creek and ultimately the. The BHOC and ADOT channel receive strmwater frm the suthern prtin f the City f, which cmbines with upstream strmwater flws frm the suthern prtin f the City f Peria, and drains t the. The defines the nrthwest bundary f the City and bisects a western prtin f the City fr apprximately 2 miles. The is ephemeral (nly flws in respnse t precipitatin) in the MPA and is designated fr aquatic and wildlife, partial bdy cntact, and agricultural livestck watering uses. Skunk Creek Skunk Creek begins in the vicinity f in Maricpa Cunty and flws thrugh the City f Phenix and int. Skunk Creek traverses the upper nrthwest prtin f the City fr apprximately three miles and extends nrtheast t suthwest. Flw f Skunk Creek is cmpsed f seasnal strmwater runff. As a tributary t, the designated uses fr Skunk Creek are aquatic and wildlife (ephemeral) and partial bdy cntact. Aqua Fria River The Agua Fria riginates in the Bradshaw Muntains and surrunding area in Yavapai Cunty. Flws bserved in the river are usually minimal, cnsisting nly f strmwater runff directed t the river frm upstream lcatins. The Agua Fria crsses the western prtin f the city fr apprximately 2½ miles befre cnverging with the alng the suthwestern bundary f the City. The Agua Fria River is ephemeral within the city limits and is designated fr aquatic and wildlife and partial bdy cntact uses. Strmwater Retentin Requirements Chapter 18.5, Article II f the City f s Cde f Ordinances establishes standards and requirements fr grading and drainage in the City. Fr all develpment within the city, all strmwater frm a ne hundred year strm f twhur duratin must be retained n site. The retentin areas must be designed t insure that pst develpment flw frm the site will nt exceed the flw that wuld have ccurred had n develpment taken place. Retentin basins shall be designed t drain t a fully imprved street in case f verflw. Strmwater and Fld Cntrl Planning The 100 year fld zne in encmpasses rughly 3,315 acres and is primarily lcated alng the rivers mentined previusly, as well as alng the Arizna Canal, alng prtins f Lp 303, and near Luke AFB. The city is lcated within the jurisdictin f the Fld Cntrl District f Maricpa Cunty. The Fld Cntrl District f Maricpa Cunty prvides fld hazard identificatin, preventin, regulatin and remediatin t reduce the risk f injury, lss f life and prperty damage frm flding in the Cunty. Onging prjects and lng term planning by the District guarantee residents f Maricpa Cunty the maximum level f prtectin frm the effects f flding thrugh fiscally respnsible fld cntrl management. Chapter 17 f the Cde f Ordinances establishes fldplain management prvisins and requirements within the City. These requirements apply t all develpment f land, cnstructin f residential, cmmercial r industrial structures, r future develpment within delineated fldplain areas. The rdinance helps cntrl the alteratin f natural fldplains, stream channels and natural prtective barriers. Permits are required fr all prpsed cnstructin and ther develpment n prperties in any special fld hazard area. Strmwater Pllutin Cntrl The City f has a well established strmwater management prgram and plan t reduce pllutants frm cmmercial, industrial, and residential areas as well as frm cnstructin sites. The prgram als cntrls illicit cnnectins and illegal dumping t the strm sewer system. The strmwater management plan includes a descriptin f s strmwater hydrlgy, and prvides infrmatin n the municipal strm sewer system.
