CORRECTIONS AND ADDITIONS TO THE DRAFT EIR The fllwing crrectins and additins are set frth t update the Temple Israel f Hllywd Enhancement Prject Draft Envirnmental Impact Reprt (EIR) in respnse t the cmments received during and after the public review perid, as well as City staff directed changes. Changes t the Draft EIR are listed by the crrespnding Draft EIR Sectin, subsectin, if applicable, and then page number. Additins and crrectins t the Draft EIR are prvided in underline and strikeut text, (as shwn) t indicate deletins and additins t the Draft EIR, respectively. I. In rder t maintain minimal interference with n street traffic mvement, the Prpsed Prject will nt cnduct cnstructin activities that impede int the radway during peak travel timesand schl peratins. Any cnstructin activities during this time perid will be cnducted n-site nly. Cnstructin activities will be cnducted n-site t the greatest extent feasible. Hwever, it is likely that sme cnstructin activity will encrach n the adjacent radways. As such, a traffic lane requirement plan will be requested frm the LADOT, as necessary. With apprval f a haul rute and traffic lane requirement plan, cnstructin-related traffic impacts wuld be less than significant. Page III-4

5 City f Ls Angeles February 2009 The prject is expected t generate 294 net daily trips, including 79 AM peak trips (48 inbund, utbund) and 62 PM peak hur f generatr trips (26 inbund, 36 utbund), and 29 PM peak hur trips (9 inbund, 20 utbund). The PM Peak Hur f Generatr is the peak traffic generated by the schl which is earlier than the typical street PM Peak Hur f traffic as t reflect mre typical schl dismissal times. The PM Peak is the afternn/evening peak street cnditins. Future (2010) baseline traffic vlumes fr the Withut Prject cnditin were determined by cmbining area ambient traffic grwth with the ttal related prjects traffic vlumes. The prject vlumes were then cmbined with the Future (2010) Withut Prject traffic vlumes t develp the Future (2010) With Prject vlumes, which were used t determine traffic impacts directly attributable t the prject. Accrding t the LADOT traffic impact standards, a traffic impact is cnsidered significant if the related increase in the CMA value equals r exceeds the established threshlds. Fr the Future (2010) Withut Prject cnditin, it is estimated that eight f the study intersectins will cntinue t have gd levels f service (LOS A thrugh LOS C) during bth peak hurs. Fr the With Prject cnditin, seven f the study intersectins will cntinue t perate at LOS A thrugh LOS C during bth peak hurs, while an additinal tw intersectins are frecast t perate at LOS D r better during ne r bth peak hurs. The remaining tw study intersectins are expected t perate at LOS E r F during ne r bth peak hurs. As shwn in Table IV.I-9, nne f the study intersectins are impacted by the prject traffic vlume using the significant impact criteria established by the LADOT. It shuld be nted that the impact analysis des nt cnsider any changes t the intersectins as may be required f ther prjects in the vicinity. II. Prject Descriptin, Discretinary Actins 11. Page II -20, mdify the paragraph as fllws: The Prpsed Prject wuld require apprval f discretinary actins by the City f Ls Angeles, which may include the fllwing: A Cnditinal Use Permit: Pursuant t L.A.M.C. Sectin U.24, a Cnditinal Use t permit the cntinued peratin and expansin f a private schl (nursery and day schl) with mre than 20 children in the R3-1 zne as an accessry use t the existing, deemed-t-be-apprved synaggue/sanctuary and schl lcated in the [Q]R5-1 and R3-1 zne. A Cnditinal Use Permit: Pursuant t L.A.M.C. Sectin W.9, a Cnditinal Use t permit the cntinued use f an existing, deemed-t-be-apprved synaggue/sanctuary and schl in the [Q]R5-1 zne, with prtins f the existing schl in the R3-1 zne, the prpsed additin f a Chapel and schl uses in the [Q]R5-1 zne, and the prpsed expansin f accessry schl uses (including a ministry services ffice and parking structures) in the R3-1 zne. Pursuant t varius sectins f the Ls Angeles Municipal Cde, the Applicant will request apprvals and permits frm the Building and Safety Department (and ther municipal agencies) fr prject cnstructin activities including, but nt limited t the fllwing: demlitin, haul rute, excavatin, shring, grading, fundatin, building imprvements. IV.A. Impacts Fund T Be Less Than Significant, Utilities, Wastewater 12. Page IV.A-18, mdify the tables and paragraphs as fllws: Utilities Wastewater The City f Ls Angeles Department f Public Wrks and the City f Ls Angeles Bureau f Sanitatin prvide sewer cnveyance infrastructure and wastewater treatment services, respectively, t the prject site. The Hyperin Treatment Plant (HTP), lcated directly west f the Ls Angeles Internatinal Airprt in Playa del Rey, prvides treatment capacity fr all wastewater flws generated at the prject site. In December f 1998, the HTP was upgraded t prvide full secndary treatment fr all influent based n an average dry weather flw f 450 millin gallns per day (mgd). HTP currently prcesses an average wastewater flw f apprximately 360 mgd. The Hyperin Service Area (HSA) encmpasses apprximately 328,000 acres, r apprximately 515 square miles, f the greater Ls Angeles area. The HSA als serves 53,000 acres utside the jurisdictin Page III-7

The prject site is currently ccupied by the Temple Israel f Hllywd schl, sanctuary, administrative facilities, and parking facilities. The prject site is lcated in an area that is served by existing wastewater infrastructure. Wastewater infrastructure in the immediate prject vicinity cnsists f a six-inch pipe in Martel Avenue and an eightinch pipe in Hllywd Bulevard. These lines are adjacent t the bundary f the prject site. The sixinch pipe in Martel Avenue feeds int a larger ten-inch pipe als in Martel Avenue while the eight-inch pipe in Hllywd Bulevard feeds int a 12-inch line in Orange Street. Ultimately, sewage flws t the Hyperin Treatment Plant. Accrding t the City f Ls Angeles, Department f Public Wrks, Bureau f Sanitatin, the current flw level in the 8-inch pipe in Hllywd Bulevard is apprximately 100 percent which is full capacity and the current flw level fr the 10-inch pipe in Martel Avenue is apprximately 39 percent. At flw levels f 50 percent, the design capacity fr the eight-inch pipe is apprximately 229,000 gallns per day (gpd). At flw levels f 50 percent, the design capacity fr the six-inch pipe is apprximately 459,000 gpd. The existing uses n the prject site generate apprximately 3,6902,888 gallns per day (gpd) f wastewater (see Table IV.A-3). The Prpsed Prject is anticipated t generate apprximately 4,3226,037 gpd f wastewater (see Table IV.A-4). This amunt f wastewater represents an apprximately 632 3,149 gpd net increase frm the amunt f wastewater currently generated n the prject site. The Prpsed Prject wuld cntribute apprximately 3,149 gallns per day f additinal wastewater t be treated. This represents percent f the remaining capacity at HTP. As HTP has sufficient capacity t accmmdate the additinal wastewater flws frm the Prpsed Prject, impacts n wastewater treatment capacity wuld be less than significant. IV.B Aesthetics, Prject Impacts, Scenic Resurces 13. Page IV.B-11, mdify the paragraph as fllws: As stated abve, the prject site is lcated in a develped urban area f the Hllywd cmmunity. N scenic views currently exist n r are available frm the prject site, hwever, as previusly discussed, the sanctuary building is cnsidered an histric resurce. Furthermre, the existing facilities within the Briskin Building wuld als be remdeled and upgraded alng with the develpment f new facilities. IV.D Cultural Resurces, 1. Histric Resurces, Prject Impacts, Direct Impacts n the Histric Resurces 16. Page IV.D-11, mdify the paragraph as fllws: At this time, n specific interir r exterir alteratins t the sanctuary building have been identified. Mrever, prpsed alteratins are likely t evlve as varius phases f the Prpsed Prject are implemented.
