5 12.0 RESOURCE REPORT 12 PCB CONTAMINATION 12.1 Intrductin Sabal Trail Transmissin, LLC ( Sabal Trail ), a jint venture between affiliates f Spectra Energy Partners, LP and NextEra Energy, Inc. ( NextEra ), is seeking a Certificate f Public Cnvenience and Necessity ( Certificate ) frm the Federal Energy Regulatry Cmmissin ( FERC ) pursuant t Sectin 7 (c) f the Natural Gas Act authrizing the cnstructin and peratin f the Sabal Trail Prject ( Prject ). The Prject is a new natural gas transmissin pipeline cmprised f a cmbinatin f lease capacity and new greenfield pipeline cnstructin that will prvide apprximately 1,075,000 dekatherms per day ( Dth/d ) f new firm natural gas transprtatin capacity. Sabal Trail will acquire the capacity created by Transcntinental Gas Pipe Line Cmpany, LLC s ( Transc ) Hillabee Expansin Prject (FERC Dcket Ns. PF and CP ) pursuant t a capacity lease, which extends frm Transc s Cmpressr Statin 85 in Chctaw Cunty, Alabama t an intercnnectin with the new greenfield pipeline in Tallapsa Cunty, Alabama. Sabal Trail will cnstruct, wn and perate the greenfield pipeline, which will extend frm Tallapsa Cunty, Alabama t a new intercnnectin hub ( the Central Flrida Hub ) in Oscela Cunty, Flrida. At the Central Flrida Hub, the Prject will cnnect with the Flrida Sutheast Cnnectin Pipeline Prject, currently being prpsed by Flrida Sutheast Cnnectin, LLC ( FSC ) (FERC Dcket N. PF and CP ). In additin, at r near the Central Flrida Hub, the Prject will intercnnect with Gulfstream Natural Gas System, LLC ( Gulfstream ) and Flrida Gas Transmissin Cmpany, LLC ( FGT ). The greenfield prtin f the Prject will have an initial capacity f 830,000 Dth/day with a prpsed in-service date f May 1, Thrugh a series f phased cmpressr statin expansins t meet the future capacity needs f Sabal Trail s custmers, the Prject capacity will increase t apprximately 999,000 Dth/day by 2020 and 1,075,000 Dth/day by Pipeline Facilities The Prject includes cnstructin f apprximately miles f new 36-inch diameter natural gas transmissin pipeline (the Mainline Rute ), apprximately 13.1 miles f new 36-inch diameter natural gas pipeline (the Hunters Creek Line ), and apprximately 21.4 miles f new 24-inch diameter natural gas pipeline (the Citrus Cunty Line ). A summary f the Prject pipeline facilities is prvided in Table f Resurce Reprt 1 (see Tables sectin). A lcatin map f the Prject pipeline facilities is prvided as Figure f Resurce Reprt 1 (see Figures sectin). Mainline Rute Originates in Tallapsa Cunty, Alabama near Transc milepst ( MP ) 944 and ends at an intercnnectin with the Flrida Sutheast Cnnectin Pipeline Prject at the Central Flrida Hub in Oscela Cunty, Flrida; Hunters Creek Line Cnnects at the prpsed Reunin Cmpressr Statin lcated at apprximately MP t FGT s existing 24-inch diameter mainline natural gas pipeline in Orange Cunty, Flrida; and Citrus Cunty Line Lcated in Marin and Citrus Cunties, Flrida, extending frm Sabal Trail s facilities at apprximately MP t a new electric generatin plant prpsed by Duke Energy Flrida, Inc. ( DEF ) t be lcated in Citrus Cunty, Flrida. Abvegrund Facilities Five new cmpressr statins are prpsed t be cnstructed alng the Mainline Rute. Three cmpressr statins (Alexander City, Hildreth, and Reunin) wuld have a 2017 in-service date, fllwed by tw additinal cmpressr statins (Dunnelln and Albany) with a 2020 in-service date. The cmpressr statin will include ne Slar Titan 130 cmpressr unit. An additinal Slar Titan 130 cmpressr unit will be cnstructed in a later phase f the Prject with an in-service date f 2021; Hildreth Cmpressr Statin (apprximate MP 296.3) In service Cnstructin f a new cmpressr statin near Lake City in Suwannee Cunty, Flrida, cnsisting f ne Slar Titan 130 cmpressr unit. An additinal Slar Titan 130 cmpressr unit will be cnstructed in a later phase f the Prject with an in-service date f 2021; Dunnelln Cmpressr Statin (apprximate MP 389.8) In service Cnstructin f a new cmpressr statin near Ocala in Marin Cunty, Flrida after the initial inservice date. The cmpressr statin will include ne Slar Titan 130 cmpressr unit; and Reunin Cmpressr Statin (apprximate MP 474.4) In service Cnstructin f a new cmpressr statin near Intercessin City in Oscela Cunty, Flrida, cnsisting f ne Titan 130 cmpressr unit and ne Slar Mars 100 cmpressr unit. In additin, six meter and regulating ( M&R ) statins are prpsed fr the Prject. All MLVs will have blw dwn capabilities, hwever fur MLVs alng the Mainline Rute (MLVs 2, 18, 23, and 24) will be equipped with remte blw dwn facilities where the right-f-way ( ROW ) is lcated next t an electric transmissin line crridr.
