3 Cnstructin BMPs 1.0 Intrductin Effective management f strmwater runff during cnstructin activities is critical t the prtectin f water resurces. The Federal Clean Water Act and the Clrad Water Quality Cntrl Act require strmwater discharge permits during cnstructin at develpment and redevelpment sites that disturb ne r mre acres f land. Bth ersin and sediment cntrls are necessary fr effective cnstructin site management as well as effective material management and site management practices (Figure 7-1). Prtectin f waterways frm cnstructin-related pllutin is the ultimate bjective f these practices. This chapter prvides an verview f ersin and sediment cntrl principles and infrmatin n cnstructin best management practices (BMPs). Als prvided are prcedures and plicies regarding cnstructin site inspectin and enfrcement. This chapter hereby incrprates by reference all criteria presented in the current versin f the Urban Strm Drainage Criteria Manual (USDCM), Vlume 3, Best Management Practices, Chapter 7 Cnstructin BMPs fr purpses f design and implementatin. Detailed descriptins, sizing and design criteria, and design prcedures fr these BMPs are prvided in the USDCM, V3 Cnstructin BMP Fact Sheets. Figure 7-1. 4 Cnstructin BMPs 2.0 Fundamental Ersin and Sediment Cntrl Principles 2.1 Ersin Sil ersin can generally be defined as the remval f sil by wind and water. Althugh sil ersin is a natural prcess, accelerated sil ersin ccurs n cnstructin sites due t activities that disturb the natural sil and vegetatin. Water ersin has five primary mechanisms: raindrp ersin, sheet ersin, rill ersin, gully ersin, and channel ersin. Raindrps disldge sil particles, making them mre susceptible t mvement by verland water flw. Shallw surface flws n sil rarely mve as a unifrm sheet fr mre than several feet befre cncentrating in surface irregularities, knwn as rills. As the flw changes Phtgraph 7-2. This actin begins t cut int the sil mantle and frm small channels. Rills are small, well-defined channels that are nly a few inches deep. Gullies ccur as the flws in rills cme tgether int larger channels. The majr difference between rill and gully ersin is size. Rills caused by ersin can be smthed ut by standard surface treatments such as harrwing. Gully ersin, hwever, typically requires heavy equipment t regrade and stabilize the land surface. Wind ersin ccurs when winds f sufficient velcity create mvement f sil particles. The ptential fr wind ersin is dependent upn sil cver, sil particle size, wind velcity, duratin f wind and unsheltered distance. Erdibility f sils is affected by multiple factrs including physical sil characteristics, slpe steepness, slpe lengths, vegetative cver, and rainfall characteristics. Physical prperties f sils such as particle size, chesiveness, and density affect erdibility. Lse silt and sand-sized particles typically are mre susceptible t ersin than "sticky" clay sils. Rcky sils are less susceptible t wind ersin, but are ften fund n steep slpes that are subject t water ersin. Mst f the sils in Clrad are susceptible t wind r water ersin, r bth. When surface vegetative cver and sil structure are disturbed during cnstructin, the sil is mre susceptible t ersin. Vegetatin plays a critical rle in cntrlling ersin. Rts bind sil tgether and the leaves r blades f grass reduce raindrp impact frces n the sil. Grass, tree litter and ther grund cver nt nly intercept precipitatin and allw infiltratin, but als reduce runff velcity and shear stress at the surface. Vegetatin reduces wind velcity at the grund surface, and prvides a rugher surface that can trap particles mving alng the grund. 5 Cnstructin BMPs 2.2 Sedimentatin Sedimentatin ccurs when erded sil transprted in wind r water is depsited frm its suspended state. During a typical rainstrm in Clrad, runff nrmally builds up rapidly t a peak and then diminishes. Because the amunt f sediment a watercurse can carry is dependent upn the velcity and vlume f runff, sediment is eventually depsited as runff decreases. The depsited sediments may be resuspended when future runff events ccur. In this way, sediments are mved prgressively dwnstream in the waterway system. 2.3 Effective Ersin and Sediment Cntrl It is better t minimize ersin than t rely slely n sedimentatin remval frm cnstructin site runff. Ersin cntrl BMPs limit the amunt and rate f ersin ccurring n disturbed areas. Sediment cntrl BMPs attempt t capture the sil that has been erded befre it leaves the cnstructin site. Despite the use f bth ersin cntrl and sediment cntrl BMPs, sme amunt f sediment will remain in runff leaving a cnstructin site, but the use f a "treatment train" f practices can help t minimize ffsite transprt f sediment. The last line f treatment such as inlet prtectin and sediment basins shuld be viewed as "plishing" BMPs, as ppsed t the nly treatment n the site. USDCM, V3 BMP Fact Sheets prvide design details and guidance fr effective use f varius ersin and sediment cntrl practices. BMPs shuld be cmbined and selected t meet these bjectives: Cnduct land-disturbing activities in a manner that effectively reduces accelerated sil ersin and reduces sediment mvement and depsitin ff site. Schedule cnstructin activities t minimize the ttal amunt f sil expsed at any given time. Establish temprary r permanent cver n areas that have been disturbed as sn as practical after grading is cmpleted. Design and cnstruct temprary r permanent facilities t limit the flw f water t nn-ersive velcities fr the cnveyance f water arund, thrugh, r frm the disturbed area. Remve sediment caused by accelerated sil ersin frm surface runff water befre it leaves the site. Stabilize disturbed areas with permanent vegetative cver and prvide permanent strmwater quality cntrl measures fr the pst-cnstructin cnditin. State Cnstructin Phase Permitting Strmwater runff cntrls frm cnstructin sites are mandated by the Federal Water Pllutin Cntrl Act (Clean Water Act). In Clrad, the EPA has delegated authrity t the Clrad Department f Public Health and Envirnment (CDPHE). CDPHE, specifically the Water Quality Cntrl Divisin, issues strmwater and wastewater discharge permits under the Clrad Discharge Permit System (CDPS) Regulatin prmulgated by the Water Quality Cntrl Cmmissin. 7-3 City f Clrad Springs January 2014 Drainage Criteria Manual, Vlume 2

6 Cnstructin BMPs 3.0 Lcal and State Cnstructin Strmwater Discharge Permits Develpment r redevelpment prjects with ne r mre acres f ptential disturbance are required t btain bth lcal and state permits related t cnstructin-phase strmwater discharges. The lcal permit in Clrad Springs cnsists f an apprved Ersin and Strmwater Quality Cntrl Plan (see Sectin 3.1). The state permit is the CDPS General Permit fr strmwater discharges assciated with cnstructin activities. Fr bth the lcal and state permit, the area f disturbance is the ttal area at the site where any cnstructin activity is expected t result in disturbance f the grund surface. This includes any activity that culd increase the rate f ersin, including but nt limited t, clearing, grading, excavatin, and demlitin activities, installatin f new r imprved haul rads and access rads, staging areas, vehicle traffic areas, strage f materials, stckpiling f fill materials, and brrw areas and ther cnstructin related activities. Cnstructin des nt include rutine maintenance t maintain riginal line and grade, hydraulic capacity, r riginal purpse f the facility. The lcal MS4 permittee may require an Ersin and Strmwater Quality Cntrl Plan fr specific minr land disturbing areas that are less than ne acre. Within Clrad Springs, the City Engineer is authrized by City Cde t implement strmwater requirements and when warranted may require an Ersin and Strmwater Quality Cntrl Plan fr specific minr land disturbing areas that are less than ne acre. The Ersin and Strmwater Quality Cntrl Plan has been structured t meet the requirements f the CDPS General Permit fr strmwater discharges assciated with cnstructin activities, in additin t lcal requirements. It is anticipated that a single plan culd meet bth state and lcal requirements. Hwever, lcal requirements fr the Ersin and Strmwater Quality Cntrl Plan are mre inclusive than state requirements fr the Strmwater Management Plan (SWMP). In additin, the develper shuld nte that cmpliance with ne prgram des nt fill the need t cmply with the ther. Als nte that althugh CDPHE des nt require that the SWMP be submitted fr apprval, the Ersin and Strmwater Quality Cntrl Plan is required t be submitted and reviewed by the MS4 permittee and must be apprved prir t cnstructin activities. Lcal Ersin and Strmwater Quality Cntrl Plans and state SWMPs are "living dcuments" that must be updated and maintained as the phases f cnstructin prgress. Ideally, ne master dcument culd be develped that is inclusive f bth the lcal (Ersin and Strmwater Quality Cntrl Plans) and state (SWMPs ) requirements, as ppsed t maintaining duplicate recrds. Cmpliance with all ther lcal, state and federal regulatins is the respnsibility f the wner, develper, cntractr and engineer as it relates t the develpment and implementatin f the Ersin and Strmwater Quality Cntrl Plan. Cmmn Plan f Develpment r Sale US EPA defines a "larger cmmn plan f develpment r sale" as a cntiguus area where multiple separate and distinct cnstructin activities may be taking place at different times n different schedules under ne plan. Fr example, if a develper buys a 20-acre lt and builds rads, installs pipes, and runs electricity with the intentin f cnstructing hmes r ther structures smetime in the future, this wuld be cnsidered a larger cmmn plan f develpment r sale. If the land is parceled ff r sld, and cnstructin ccurs n plts that are less than ne acre by separate, independent builders, this activity still wuld be subject t strmwater permitting requirements if the smaller plts were included n the riginal site plan. If the prject is part f a cmmn plan f develpment r sale, the disturbed area f the entire plan must be used in determining permit requirements. 7-4 City f Clrad Springs January 2014 Drainage Criteria Manual, Vlume 2

N clearing, grading, excavatin, filling r ther land disturbing activities described in Sectin shall be permitted until sign ff and acceptance f the Ersin and Strmwater Quality Cntrl Plan is apprved by the MS4 permittee. 8 Cnstructin BMPs apprvals required by this manual fr prjects within the City f Clrad Springs will be cmpleted by the City Engineer and/r his r her designee. Planning fr ersin and strmwater quality cntrl shall begin with the Preliminary Drainage Reprt preparatin, and shall include first-hand knwledge f the site by the engineer. Plan apprval fr the Ersin and Strmwater Quality Cntrl Plan shall be cncurrent with review f the Preliminary/Final Drainage Reprt and apprval f the Grading Plan. The Ersin and Strmwater Quality Cntrl Plan may be cmbined with the Grading Plan if all infrmatin can be clearly presented. Plan signff and acceptance f bth the Grading Plan and the Ersin and Strmwater Quality Cntrl Plan, r a cmbined plan, by the MS4 permittee cnstitutes a grading permit authrizing the apprved land disturbance and implementatin f the apprved ersin and strmwater quality cntrl measures. The Ersin and Strmwater Quality Cntrl Plan shuld be cnsistent with the Final Drainage Reprt fr a develpment and ther plans including Grading Plans, Develpment Plans, and utility facility plans Applicability At a minimum, an Ersin and Strmwater Quality Cntrl Plan is required in Clrad Springs whenever a Grading Plan is required r when ne (1) acre r mre f land will be disturbed (disturbance includes cnstructin activities that are part f a larger cmmn plan f develpment r sale). Requirements fr land disturbance in Hillside Overlay areas are incrprated int Sectin 504 f Part 5 f Article 3 f Chapter 7 f the Clrad Springs City Cde (Ersin and Strmwater Quality Cntrl Plan required with Develpment Plan, Develpment Plan amendment, plat r replat, whichever is applicable, in designated hillside areas). Typical activities fr which an Ersin and Strmwater Quality Cntrl Plan is generally nt required are designated as minr land disturbing activities and include: 1. Any prject invlving earth disturbing activity f less than 1 acre, unless deemed necessary by the MS4 permittee and allwed by cde. 2. Individual hme landscaping, gardening, maintenance and repair wrk. 3. Agriculture and related activities. The Ersin and Strmwater Quality Cntrl Plan shall require the design, implementatin and maintenance f BMPs as set frth in this Manual and shall include the plan elements as set frth in this Manual Basic Grading, Ersin and Strmwater Quality Requirements and General Prhibitins Grading, cnstructin, and land develpment activities must cntrl ersin and prevent the transprt f sediment nt adjacent prperties, public rights-f-ways, streets, strm drainage facilities, channels r any ther public r private facilities. Land disturbance by any wner, develper, builder, cntractr, r ther persn shall cmply with the general grading, ersin and strmwater quality requirements and general prhibitins, including the 22 plan ntes, as nted belw. In many cases, this will require the design, implementatin and maintenance f BMPs as specified in the Manual, even if an Ersin and Strmwater Quality Cntrl Plan is nt required. A typical example fr this requirement wuld be a hme building cntractr cnstructing ne r mre hmes in an area n individual lts less than an acre and nt part f a larger cmmn plan f develpment r sale. 7-6 City f Clrad Springs January 2014 Drainage Criteria Manual, Vlume 2

9 Cnstructin BMPs General Ersin and Strmwater Quality Cntrl Plan Requirements An Ersin and Strmwater Quality Cntrl Plan shall cmmunicate and satisfy the fllwing: Identify all ptential surces f pllutin which may affect the quality f strmwater discharges assciated with cnstructin activity; Describe the practices t be used t reduce the pllutants in strmwater discharges assciated with cnstructin activity including the installatin, implementatin and maintenance requirements; and Be prepared in accrdance with gd engineering, hydrlgic, and pllutin cntrl practices and be updated thrughut cnstructin and stabilizatin f the site. Implement the prvisins f the Ersin and Strmwater Quality Cntrl Plan as written and updated, frm cmmencement f cnstructin activity until final stabilizatin is cmplete. The Ersin and Strmwater Quality Cntrl Plan may require additins r ther mdificatins nce cnstructin cmmences, and dcumentatin f all mdificatins and amendments is required. The cntractr shall maintain written recrds f all inspectins, BMP maintenance, and cmmunicatins with the wner and/r engineer. This shall be kept at the cnstructin site with the Ersin and Strmwater Quality Cntrl Plan. The Ersin and Strmwater Quality Cntrl Plan shall include additinal discussin r plans fr any special requirements f the site. Special requirements include Spill Preventin Cntrl and Cuntermeasure (SPCC) plans under Sectin 311 f the Clean Water Act, r BMP prgrams therwise required by anther CDPS permit Ersin and Strmwater Quality Cntrl Elements An Ersin and Strmwater Quality Cntrl Plan shall be develped that cnsists f 1) a narrative descriptin f the cnstructin prject and 2) apprpriate cnstructin dcuments (plans/maps). The Ersin and Strmwater Quality Cntrl Plan shall cnsist f the mst apprpriate r best selectin f ersin cntrl practices and sediment trapping facilities in cnjunctin with an apprpriate schedule in rder t accmplish adequate cntrl. Adequate ersin cntrl measures shall be cnstructed prir t land disturbing activities such that n adverse affect f site alternatives will impact the surrunding prperties. Particular attentin shall be given t cncentrated flws f water either t prevent their ccurrence r t prvide apprpriate cnveyance devices t prevent ersin. Sediment trapping devices shall be required at all pints where sediment laden water might leave the site. The Ersin and Strmwater Quality Cntrl Plan shall include permanent structures fr cnveying and treating strm runff (when required per Chapter 4), hw the site will be graded, final site stabilizatin, temprary sediment cntrl features including sediment basins and finally, stabilizatin f the site where temprary features have been remved. Plans shwing imprvements r cnstructin utside the prperty line f the site will nt be apprved unless the plan is accmpanied by an apprpriate legal easement, written acceptance by the adjacent prperty wner, r ther acceptable frm f crrespndence fr the area in which such wrk is required. The Ersin and Strmwater Quality Cntrl shall include the fllwing as a minimum. When sme sectins are nt applicable, include a statement t that effect. 10 Cnstructin BMPs Name, address, and telephne number f the wner/develper and, the name, address, and telephne number f the prfessinal engineer preparing the Ersin and Strmwater Quality Cntrl Plan. Subdivisin Name The name as it appears n the Final Subdivisin Plat. Prject descriptin - A brief descriptin f the nature and purpse f the land disturbing activity, and prject lcatin. Existing site cnditins - A descriptin f the existing tpgraphy, vegetatin, drainage, and wetlands n the site t include estimate f percent existing vegetatin cver. Als include nn-strmwater discharges (e.g. springs, landscape irrigatin return flw, etc.) Receiving waters name f receiving water and the size, type, and lcatin f any utfalls. Indicate if discharge t existing strm sewer system and name f ultimate receiving waters. Adjacent areas - A descriptin f neighbring areas such as streams, residential areas, rads, etc., which may be affected by the land disturbance. Sils - A brief descriptin f the sils n the site including infrmatin n sil type and character. Descriptin f ptential pllutants surces such as vehicle fueling, chemical/ fertilizer strage, cnstructin dewatering, cncrete washut area, etc. Sil Brings/Tests and Grundwater Sil brings and tests, including grundwater analysis and plan fr safe discharge must be included if apprpriate. Areas and Vlume Statement - The ttal area f the site and the area f disturbance (e.g. cleared, excavated, r graded) invlved. Narrative descriptin f apprpriate cntrls and measures that will be implemented befre and during cnstructin activities at the facility and address phased BMP implementatin. It shall clearly describe the relatinship between the phases f cnstructin the prpsed sequencing f majr activities, BMP s installed under each phase, and the implementatin and maintenance f cntrl measures. Fr example, what BMP s will be implemented during each f the fllwing stages f cnstructin: Clearing and grubbing necessary fr perimeter cntrls Initiatin f perimeter cntrls Remaining clearing and grubbing Rad grading Drainage facility installatin Utilities installatin Vertical cnstructin Final grading Stabilizatin Remval f temprary cntrl measures The descriptin f cntrls shall address the fllwing areas: Ersin and Sediment Cntrl. 11 Cnstructin BMPs 1. Structural Practices A descriptin f structural site management practices that will minimize ersin and sediment transprt, including vehicle tracking cntrl. 2. Nn-Structural Practices A descriptin f interim and permanent stabilizatin practices, including site-specific scheduling f the implementatin f the practices. Ptential pllutant surces - The plan shall identify and describe thse surces determined t have the ptential t cntribute pllutants t strmwater discharges, and hw the surces will be cntrlled thrugh BMP selectin and implementatin. Materials Handling, and Spill Preventin and Respnse. The plan shall identify any prcedures f materials handled at the site that culd cntribute pllutants t runff. Areas where ptential spills can ccur shall have spill preventin and respnse prcedures identified. Materials f interest culd include: expsed strage f building materials; paints and slvents; fertilizers r chemicals; waste material; and equipment maintenance r fueling prcedures. Waste Management and Dispsal, including Cncrete Washut. The plan shall clearly describe and lcate the practices implemented at the site t cntrl strmwater pllutin frm all cnstructin site wastes (liquid and slid), including cncrete washut activities. The practices used fr cncrete washut must ensure that these activities d nt result in the cntributin f pllutants assciated with the washing activity t strmwater runff. The plan shall clearly describe and lcate the practices used that will ensure that n washut water frm cncrete washut activities is discharged frm the site as surface runff r t surface waters. Ersin and Strmwater Quality Cntrl Plan Administratr - Identify a specific individual(s), psitin, r title that is respnsible fr develping, implementing, maintaining, and revising the Ersin and Strmwater Quality Cntrl Plan. This designated individual(s) r psitin(s) shuld address all aspects f the facility's Ersin and Strmwater Quality Cntrl Plan. If this is unknwn with plan submittal, then leave a blank fr this infrmatin t be filled in nce a cntractr is selected. This individual(s) must be a registered PE in Clrad r certified in a City apprved ersin cntrl inspectin class. The City can be cntacted fr apprved classes. Timing schedule - Indicate the anticipated starting and cmpletin time perids f the site grading Permanent stabilizatin - A descriptin, including specificatins, f hw the site will be stabilized after cnstructin is cmpleted and any planned practices t cntrl pllutants in strmwater discharges that will ccur after cnstructin peratins have been cmpleted at the site. Building, cnstructin, excavatin, r ther waste materials shall nt be temprarily placed r stred in the street, alley, r ther public way, unless in accrdance with an apprved Traffic Cntrl Plan. BMPs may be required by the MS4 permittee if deemed necessary, based n specific cnditins and circumstances (e.g., estimated time f expsure, seasn f the year, etc.). 4. Vehicle tracking f sils ff-site shall be minimized. 5. All wastes cmpsed f building materials must be remved frm the cnstructin site fr dispsal in accrdance with lcal and state regulatry requirements. N building material wastes r unused building materials shall be buried, dumped, r discharged at the site. 6. N chemicals are t be added t the discharge unless permissin fr the use f a specific chemical is granted by the state. In granting the use f such chemicals, special cnditins and mnitring may be required. 7. All persns engaged in earth disturbance shall implement and maintain acceptable sil ersin and sediment cntrl measures including BMPs in cnfrmance with the ersin cntrl technical standards f the Drainage Criteria Manual, Vlume 2 and in accrdance with the apprved Ersin and Strmwater Quality Cntrl Plan apprved by the MS4 permittee, if required. 9. All temprary ersin cntrl facilities including BMPs and all permanent facilities intended t cntrl ersin f any earth disturbance peratins, shall be installed as defined in the apprved Ersin and Strmwater Quality Cntrl Plan and the Drainage Criteria Manual, Vlume 2 and maintained thrughut the duratin f the earth disturbance peratin. The installatin f the first level f temprary ersin cntrl facilities and BMPs shall be installed and inspected prir t any earth disturbance peratins taking place. 10. Any temprary r permanent facility designed and cnstructed fr the cnveyance f strmwater arund, thrugh, r frm the earth disturbance area shall be designed t limit the discharge t a nn-ersive velcity. 15. Temprary sil ersin cntrl facilities shall be remved and earth disturbance areas graded and stabilized with permanent sil ersin cntrl measures pursuant t the standards and specificatins prescribed in the Drainage Criteria Manual, Vlume 2, and in accrdance with the permanent ersin cntrl features shwn n the apprved Ersin and Strmwater Quality Cntrl Plans, if required. 16. Sil ersin cntrl measures fr all slpes, channels, ditches, r any disturbed land area shall be cmpleted within twenty-ne (21) calendar days after final grading, r final earth disturbance, has been cmpleted. Disturbed areas and stckpiles which are nt at final grade but will remain drmant fr lnger than 30 days shall als be mulched within 21 days after interim grading. An area that is ging t remain in an interim state fr mre than 60 days shall als be seeded. On a case-by-case basis, the MS4 permittee may allw anther apprpriate BMP t be in place that prevents sediment frm leaving the site. All temprary sil ersin cntrl measures and BMPs shall be maintained until permanent sil ersin cntrl measures are implemented. 17. N persn shall cause, permit, r cntribute t the discharge int the municipal separate strm sewer pllutants that culd cause the MS4 permittee t be in vilatin f its Clrad Discharge Permit System MS4 Permit. 18. The wner, site develper, cntractr, and/r their authrized agents shall be respnsible fr the remval f all cnstructin debris, dirt, trash, rck, sediment, and sand that may accumulate in the strm sewer r ther drainage cnveyance system and strmwater appurtenances as a result f site develpment. 19. N persn shall cause the impediment f strmwater flw in the flw line f the curb and gutter, including the temprary r permanent ramping with materials fr vehicle access. 20. Individuals shall cmply with the Clrad Water Quality Cntrl Act (Title 25, Article 8, CRS), and the Clean Water Act (33 USC 1344), regulatins prmulgated, certificatins r permits issued, in additin t the requirements included in the Drainage Criteria Manual, Vlume 2. In the event f cnflicts between these requirements and water quality cntrl laws, rules, r regulatins f ther Federal r State agencies, the mre restrictive laws, rules, r regulatins shall apply. 21. The quantity f materials stred n the prject site shall be limited, as much as practical, t that quantity required t perfrm the wrk in an rderly sequence. All materials stred nsite shall be stred in a neat, rderly manner, in their riginal cntainers, with riginal manufacturer s labels. Materials shall nt be stred in a lcatin where they may be carried by strmwater runff int the MS4 at any time. 22. Spill preventin and cntainment measures shall be used at strage, and equipment fueling and servicing areas t prevent pllutin frm discharging t the MS4. All spills shall be cleaned up immediately after discvery, r cntained until apprpriate cleanup methds can be emplyed. 16 Cnstructin BMPs Final Stabilizatin and Lng-Term Strmwater Management The Ersin and Strmwater Quality Cntrl Plan narrative reprt shuld describe the practices used t achieve final stabilizatin f all disturbed areas at the site and any planned practices t cntrl pllutants in strmwater discharges that will ccur after cnstructin peratins have been cmpleted at the site. Final stabilizatin practices fr btaining a vegetative cver shuld include, as apprpriate: seed mix selectin and applicatin methds; sil preparatin and amendments; sil stabilizatin practices (e.g., crimped straw, hydr mulch r rlled ersin cntrl prducts); and apprpriate sediment cntrl BMPs as needed until final stabilizatin is achieved; etc. Final stabilizatin is reached when all grund surface disturbing activities at the site have been cmpleted, and unifrm vegetative cver has been established with an individual plant density f at least 70 percent f pre-disturbance levels plant density, r equivalent permanent, physical ersin reductin methds have been emplyed, as determined by the MS4 permittee. Reseeding alne des nt qualify. Dcumentatin f pre-disturbance cnditins assists in making this determinatin. The develper/wner will be respnsible fr prviding dcumentatin t make this cmparisn. Upn gd cause, the MS4 permittee may amend the final stabilizatin criteria fr specific peratins. Inspectin and Maintenance The Ersin and Strmwater Quality Cntrl Plan narrative reprt shall describe the self inspectin and maintenance prcedures implemented at the site t maintain all ersin and sediment cntrl practices and ther prtective practices identified in the Ersin and Strmwater Quality Cntrl Plan in gd and effective perating cnditin. Practive maintenance is fundamental t effective BMP perfrmance. Rather than maintaining the BMP in a reactive manner fllwing failure, prvide practive maintenance that may help t reduce the likelihd f failure. The types and frequencies f maintenance are BMP-specific. The USDCM, V3 BMP Fact Sheets describe the maintenance needs fr each BMP, with sme BMP types requiring mre attentin. All temprary and permanent ersin and sediment cntrl practices shall be maintained and repaired by the wner during the cnstructin phase as needed t assure cntinued perfrmance f their intended functin. All facilities must be inspected and then cleaned, repaired r replaced if necessary, fllwing each precipitatin r snwmelt event that results in runff. Plan Preparatin by a Clrad Prfessinal Engineer The State Bard f Licensure fr Architects, Prfessinal Engineers, and Prfessinal Land Surveyrs (Bard) des nt cnsider ersin and sediment cntrl plans that d nt cntain engineering infrmatin r engineering features as the practice f engineering. Hwever, grading and ersin cntrl plans are cnsidered the practice f engineering. Grading, Ersin and Strmwater Quality Cntrl Plan (a cmbined plan) being submitted fr apprval must be prepared by r under the directin f a Clrad Prfessinal Engineer s (P.E.) and include the P.E. s number and signature and the required wner s cmpliance statement and signature. Transfer f Plan/Permit The Ersin and Strmwater Quality Cntrl permit (apprved Ersin and Strmwater Quality Cntrl Plan) may be transferred frm ne party t anther upn submittal f a transfer frm (available frm the MS4 permittee). Transfer frms must be apprved by the MS4 permittee prir t the transfer taking effect. Bth parties must cnsent t the transfer with the new respnsible party accepting the plan respnsibilities and liabilities. The transfer may als require authrizatin by the Engineer that develped and signed the Ersin and Strmwater Quality Cntrl Plan. Financial assurances (see Sectin 3.2) must be in place fr the Ersin and Strmwater Quality Cntrl Plan befre and after the permit transfer. Sale f Residence t Hmewner Fr residential cnstructin nly and similar t state requirements, when a residential lt has been cnveyed t a hmewner and all criteria in paragraphs a thrugh e, belw, are met, cverage under the apprved Ersin and Strmwater Quality Cntrl Plan and permit is n lnger required. Lts nt meeting all f the abve criteria require cntinued plan and permit cverage. Hwever, the plan and permit may be transferred t a new wner r peratr. Plan Expiratin/Resubmittal Requirements Ersin and Strmwater Quality Cntrl Plans expire if site cnstructin r land disturbance has nt cmmenced within twelve (12) mnths f plan apprval. The plans must then be resubmitted fr reapprval. Previusly apprved plans must als be resubmitted fr re-apprval when any f the fllwing ccur: Change in wnership f the prperty t be disturbed, including wnership by a bank thrugh freclsure prceedings, excluding if the plan/permit has been transferred, Majr BMP changes (see Sectin 3.4), Majr develpment design changes t the site, r Majr grading design revisins t the site. 3.2 Guarantee A financial assurance f all temprary and permanent treatment BMPs included n the Ersin and Strmwater Quality Cntrl Plan shall be prvided, subject t current plicies, which exclude enterprises f the City f Clrad Springs frm this requirement. The Ersin and Strmwater Quality Cntrl Plan must als include a cst estimate fr any temprary and permanent ersin cntrl measures t include, but nt limited t, silt fence, sediment basins, vehicle tracking cntrls, check dam, ersin cntrl blanket, inlet prtectin, permanent treatment water quality pnds, prus pavement surfaces, revegetatin, and maintenance csts. The plan must separately delineate the financial assurance fr the permanent BMPs and the temprary BMPs. Financial assurances shall be psted by the wner/develper fr all ersin cntrl measures prir t apprval f any land disturbance activities. The wner/ develper shall prvide the financial assurances prir t plan sign ff, and will be released when the disturbed areas are stabilized, treatment BMPs cnstructed, inspectin and maintenance requirements fr treatment BMPs met, r established t the satisfactin f the MS4 permittee in accrdance with the Drainage Criteria Manual, Vlume 2 and a written letter requesting release has been submitted t the MS4 permittee. The wner/develper may als make arrangements with the builder t require the builder t pst financial assurances s that the wner/develpers assurances can be released. Financial assurances will nt be released t the wner/develper until the builder as psted financial assurances. Enfrcement actins may require the use f the financial assurance currently n file fr the prject site (regardless f wnership) t address nn-cmpliance issues. The wner/develper must update and resubmit the Ersin and Strmwater Quality Cntrl Plan and repst assurances prir t cntinuing wrk n the site. 3.3 Ersin and Strmwater Quality Cntrl Plan Implementatin Plan Acceptance N clearing, grading, excavatin, filling, r ther land-disturbing activities shall be permitted until signff and acceptance f the Grading Plan and Ersin and Strmwater Quality Cntrl Plan (r the cmbined plan) is received frm the MS4 permittee Installatin f BMPs Once signff and acceptance is received, the apprved ersin and sediment cntrl measures must be installed befre land-disturbing activities are initiated s that n adverse effect f site alteratin will impact surrunding prperty. These measures shall apply t all features f the cnstructin site including, but nt limited t, street and utility installatins, as well as t the prtectin f individual lts. During all phases f cnstructin, it shall be the respnsibility f thse initiating such land disturbing activities t maintain all ersin cntrl features in a functinal manner. 3.4 Mdificatins t the Ersin and Strmwater Quality Cntrl Plan City Requested Additinal infrmatin may be required fr prjects where sil ersin, sedimentatin, r strmwater quality cntrl prblems will nt be adequately handled by the submitted plan. Such data may include, but nt be limited t, ther engineering studies, cmputatins, schedules, and supprtive data such as prduct design infrmatin and specificatins. It shall be understd that additinal r revised BMPs may be required shuld cnstructin site bservatin indicate the BMPs are nt adequately cntrlling ersin, sedimentatin r strmwater runff frm equipment fueling/maintenance and materials strage areas Owner/Cntractr/Engineer Prpsed Minr field mdificatins t ersin and sediment cntrl and treatment BMPs may be apprved by the MS4 permittee inspectr. Such mdificatins wuld include minr adjustments t BMP field lcatins r a change t a similar ersin and sediment cntrl BMP t better crrespnd t actual site cnditins r t imprve BMP perfrmance. N frmal written apprval will be required, except the inspectr shall initial the changes n the updated Ersin and Strmwater Quality Cntrl Plan (n-site cpy). All ther requested majr mdificatins shall be in writing and submitted t the MS4 permittee. Examples f majr mdificatins t temprary BMPs that require re-submittal include change t pipe sizes r pipe strength (culd be used with temprary stream crssings) and changes t peak discharges r hydraulic calculatins. Changes f temprary BMP types r lcatins n the site are nt cnsidered majr mdificatins. Examples f majr mdificatins t permanent treatment BMPs include change in BMP type, change t vlume f BMP, change t drain times (e.g., changes t size r number f rifices), additinal hardening, 7-17 City f Clrad Springs January 2014 Drainage Criteria Manual, Vlume 2

20 Cnstructin BMPs eliminatin f any significant features, change in lcatin r drainage patterns, and change in media. Majr mdificatins, including revised calculatins and plans, shall be submitted fr re-apprval. 3.5 Ersin Cntrl Inspectins Rutine and pst-strm inspectins f BMPs are essential t identify maintenance necessary fr the BMPs t remain in effective perating cnditins. Inspectins are perfrmed by MS4 permittee inspectrs and als required f the wner r wner s representative. In Clrad Springs, the City Engineering Inspectins staff perfrms site inspectins and als prvides educatinal infrmatin t the wners/wner s representatives, develpers, and cntractrs n minimizing the strmwater quality impacts frm site peratins. Ultimately, it is the respnsibility f the wner t take all necessary measures t ensure that the site is in cmpliance with lcal and state requirements and the Ersin and Strmwater Quality Cntrl Plan. The MS4 permittee s review f an Ersin and Strmwater Quality Cntrl Plan is the first step in determining the type f inspectins needed and the relative pririty f the site fr inspectins Types f Inspectins The fllwing are inspectins perfrmed at cnstructin sites within the City f Clrad Springs. The City shall have the right t enter the cnstructin site at any time t determine if the site is in cmpliance with the plan. Nt all inspectin types will be perfrmed at all sites. Self-Inspectins The wner r his representative cnducts self-inspectins. The purpse f these inspectins is t ensure that all BMPs are installed accrding t apprved plans and that the BMPs are being prperly maintained. The persn perfrming the inspectins must be a registered prfessinal engineer in Clrad, a certified ersin cntrl specialist, r certified in a City-apprved inspectin training prgram. The wner r his representative will recrd the results f the self-inspectins by cmpleting a cpy f the City f Clrad Springs Inspectin Checklist (Appendix C). Cmpleted Inspectin Checklists will be submitted electrnically t the assigned City Engineering inspectr within 5 business days f the selfinspectin. The self-inspectins must als be kept n-site. Initial Inspectins Initial inspectins are t cnfirm that the apprved plan is being implemented. The City Engineering Inspectr must be cntacted by the wner/wner s representative/cntractr at least 48 hurs prir t scheduling the Initial Inspectin. It is expected that at the time f the initial inspectin, the first level f BMPs will have been implemented accrding t thse plans and that n land disturbing activity will have ccurred prir t the Initial Inspectin. This inspectin als serves t establish cntact between inspectrs and the site persnnel respnsible fr implementing the apprved plans. This is especially imprtant fr thse sites that have a lng cnstructin perid r the ptential t have a significant impact. Recnnaissance Inspectins Recnnaissance inspectins are cnducted by a City Engineering Inspectr fr the general purpse f determining cnditins at the site, particularly if the site has cntributed sediment t drainageways r ther drainage facilities, r if material has runff the site. These inspectins are generally perfrmed frm ff-site n adjacent streets r prperty, and may ccur during r immediately after a significant precipitatin event. This type f inspectin is nrmally aimed at ptential prblem sites r sites that typically d nt require an Ersin and Strmwater Quality Cntrl Permit. The results f a recnnaissance inspectin culd require a site that previusly was nt required t develp an Ersin and Strmwater Quality Cntrl Plan t develp ne. The inspectin will be dcumented using the Inspectin Checklist. Cmplaint Respnse Inspectins These City inspectins will ccur in respnse t either a citizen cmplaint r a cmplaint frm anther City agency. The inspectr will infrm the cntractr and wner/wner s representative f the cmplaint, determine the validity f the cmplaint, and if necessary, advise n the necessary repair, maintenance r cleanup. The inspectr may als require the implementatin f specific measures r additinal BMPs t prevent the recurrence f the prblems that gave rise t the cmplaint. All cnstructin sites are subject t cmplaint respnse inspectins. The inspectin will be dcumented using the Inspectin Checklist. Fllw-up Inspectins Fllw-up inspectins are cnducted t ensure that measures r requirements frm a previus City inspectin have been perfrmed r cmplied with. These requirements may invlve the cleanup f a discharge, implementing additinal r revised BMPs, repairing, reinstalling, r maintaining damaged r nn-functining BMPs. All cnstructin sites are subject t fllw-up inspectins. The inspectin will be dcumented using the Inspectin Checklist. Final Inspectins A final inspectin f the site is cnducted by the City Engineering Inspectr t determine verall cmpliance with the Ersin and Strmwater Quality Cntrl Plan, t determine if measures have been taken t stabilize the site prir t final apprval, and prir t release f any financial assurances. The City Engineering Inspectr must be cntacted by the wner/wner s representative/cntractr at least 48 hurs prir t scheduling the Final Inspectin. The inspectin will fcus n whether the fllwing have ccurred and if sediment frm ersin is leaving the site r entering int drainageways r ther drainage facilities. 1. All wrk is in cmpliance with the apprved Ersin and Strmwater Quality Cntrl Plan, and all stabilizatin is cmpleted, including vegetatin, retaining walls r ther apprved measures. 2. Final stabilizatin is reached when all grund surface disturbing activities at the site have been cmpleted, and unifrm vegetative cver has been established with an individual plant density f at least 70 percent f pre-disturbance plant density levels, r equivalent permanent, physical ersin reductin methds have been emplyed, as determined by the City Engineering Inspectr. Crrectin f Deficiencies Where self inspectins nte the need fr BMP maintenance activities, BMPs must be maintained by the wner r his representative. A specific timeline fr implementing maintenance prcedures is nt included because BMP maintenance is expected t be practive, nt respnsive. Where BMPs have failed, resulting in nncmpliance, they must be addressed as sn as pssible, immediately in mst cases, t minimize the discharge f pllutants. Where city inspectins identify the need fr BMP maintenance, the City Engineering Inspectr will ntify the wner r his representative f the required actins. The City Engineering Inspectr will perfrm a fllw-up inspectin within 5 business days. The date f nn-cmpliance is established as the date that the BMP vilatin was identified. The 5 day timeframe fr the fllw-up inspectin is nt a grace perid frm enfrcement actins Inspectin Frequency Self-Inspectin Frequency The wner r his representative shall, at a minimum, make a thrugh inspectin at least nce every 14 calendar days. Als, pst-strm event inspectins must be cnducted within 24 hurs after the end f any precipitatin r snwmelt event that causes surface ersin. Prvided the timing is apprpriate, the pststrm inspectins may be used t fulfill the 14-day rutine inspectin requirement. A mre frequent inspectin schedule than the minimum inspectins described may be necessary t ensure that BMPs cntinue t perate as needed t cmply with the plan. Self-inspectin frms must be submitted electrnically t the assigned City Engineering Inspectr within 5 business days f the selfinspectin. Fr sites r prtins f sites that have cnstructin activities cmpleted and final stabilizatin measures installed, but final stabilizatin has nt been achieved due t a vegetative cver that has nt becme established, the wner r his representative shall make a thrugh inspectin f their strmwater management system at least nce every mnth, and pst-strm event inspectins are nt required. The Ersin and Strmwater Quality Cntrl Plan must be amended t indicate thse areas that will be inspected in accrdance with the reduced schedule. Inspectins are nt required at sites where cnstructin activities are temprarily halted, snw cver exists ver the entire site fr an extended perid, and melting cnditins psing a risk f surface ersin d nt exist. This exceptin is applicable nly during the perid where melting cnditins d nt exist, and applies t the rutine 14-day and mnthly inspectins, as well as the pst-strm event inspectins. The fllwing infrmatin must be dcumented in the inspectin recrd fr use f this exclusin: dates when snw cver ccurred, date when cnstructin activities ceased, and date melting cnditins began. 23 Cnstructin BMPs The inspectin frequency is typically reasnable t achieve and can help t ensure that the BMPs remain in gd wrking cnditin. Fr example, vehicle tracking f sediment nt the radway is a cmmn prblem that ften requires maintenance mre frequently than weekly. Curb scks, inlet prtectin and silt fence are ther BMPs that are prne t damage and displacement, als benefiting frm mre frequent inspectins. City Engineering Inspectin Frequency Cmpliance inspectins are perfrmed by City Engineering Inspectrs and may ccur randmly but at least nce every 30 t 60 days. The City Engineering Inspectr als perfrms an initial and final inspectin f the prject site. Fr cnstructin sites perating less than 30 days, the City engineering Inspectr perfrms an initial and final inspectin, as well as at least nce midway thrugh the estimated duratin f the prject. Chrnic and recalcitrant vilatrs f cntrl measures will be inspected mre frequently as needed t ensure cmpliance. 3.6 Recrd Keeping The wner r develper (permittee) shall retain all cpies f the apprved plan, all reprts and inspectins required by the permit and recrds f all data used t cmplete the plan fr three years. The wner r develper shall retain a cpy f the plan and all required reprts and inspectins at the cnstructin site frm the date f prject initiatin t the date f final stabilizatin, unless the City apprves anther lcatin, specified by the wner r develper. 3.7 Dispsitin f Temprary Measures With nly a few exceptins, mst temprary ersin and sediment cntrl measures must be remved prir t a final inspectin and final apprval and prir t release f any financial assurances. The BMP Fact Sheets prvide guidance fr final dispsitin f temprary measures. This may be as simple as remving silt fence, r mre cmplex such as remving accumulated sediment frm a cnstructin phase sedimentatin basin that will be used as a pst-cnstructin extended detentin basin. Sme bidegradable BMPs, such as ersin cntrl blankets, are designed t remain in place and wuld create new areas f disturbance if remved. See the BMP Fact Sheets fr guidance n BMPs that may be left in place as a part f final stabilizatin. Fr sme BMPs such as sediment cntrl lgs/straw wattles, sme materials may be bidegradable (straw), but there may be cmpnents f the BMP that bidegrade slwly (stakes) r nt at all (plastic netting) and these must be remved. Temprary ersin cntrl measures shuld nt be remved until all areas tributary t the temprary cntrls have achieved final stabilizatin. It may be necessary t maintain sme f the cntrl measures fr an extended perid f time, until the upgradient areas have been fully stabilized, and vegetatin has sufficiently matured t prvide adequate cver. Trapped sediment and disturbed sil areas resulting frm the dispsal f temprary measures must be returned t final plan grades and permanently stabilized t prevent further sil ersin. Whenever pst-cnstructin BMPs are used fr sediment cntrls during cnstructin, the Ersin and Strmwater Quality Cntrl Plan shall include the steps and actins needed t refurbish these facilities t a fully peratinal frm as pst-cnstructin BMPs. As discussed in Chapter 4, the final site wrk will nt be accepted until these BMPs are in final and acceptable frm as the riginal design calls fr, which includes lines and grades, vlumes, utlet structures, trash racks, landscaping and ther measures specified in the plans prepared by the design engineer. 3.8 Cnstructin Enfrcement Strategy 7-21 City f Clrad Springs January 2014 Drainage Criteria Manual, Vlume 2

It will be the plicy f the City f Clrad Springs t encurage cmpliance with grading, ersin and strmwater quality cntrl requirements by wrking with engineers and develpers during the design and implementatin phases f a prject t incrprate prper cnstructin BMPs. 2. The City will take enfrcement actin n a site as necessary t ensure practive cmpliance with BMP implementatin and maintenance. The intent will be t initiate the enfrcement prcess t crrect deficiencies and t mtivate cnstructin site vilatrs. 3. The wner f the land is the ultimate respnsible party fr all cnstructin activities. It is the respnsibility f the wner t take all necessary measures t ensure that the site is in cmpliance with City rdinances and the Ersin and Strmwater Quality Cntrl Plan. 4. The City has made every effrt t make its requirements cnsistent with State requirements fr cnstructin activities (CDPS General Permit Strmwater Discharges Assciated with Cnstructin Activities). Shuld requirements cnflict, it will be the respnsibility f the wner t bring these cnflicts t the City s attentin and prpse hw t address them. 5. Whenever a Stp Wrk Order is issued, it will be the City s plicy t stp any r all City activities r further apprvals relative t the site until the necessary measures are taken t address the cncerns, as stipulated in the Stp Wrk Order. The City Engineer may als use partial Stp Wrk Orders, when deemed apprpriate. An imprtant element f the City s enfrcement prgram is inspectins. The City encurages cmpliance by requiring self-inspectins by the wner. A gd prgram fr mnitring the cmpliance status f sites with their plans may be sufficient encuragement t ensure cmpliance with their Ersin and Strmwater Quality Cntrl Permits. The self-inspectins require the wner t identify areas f nncmpliance and take crrective actins. When the City perfrms inspectins at cnstructin sites, it ntes thse areas that need t be addressed t bring the site int cmpliance with the Ersin and Strmwater Cntrl Plan. Based n a review f the site, the City Engineering Inspectr will list the actins that are needed. A fllw-up inspectin ccurs within 5-business days. There are several situatins where the City may determine that mre aggressive actin is necessary t get the site int cmpliance with its permit. The first situatin is when there are impacts n public safety, prperty r water resurces. This culd include, but is nt limited t, the depsitin f sediment n a radway that has the ptential t cause accidents, the wash ut f channels, spills f txic materials, depsitin f sediment that causes r has the ptential t cause prperty damage, r the depsitin f 7-22 City f Clrad Springs January 2014 Drainage Criteria Manual, Vlume 2

Prblems that may warrant such actin include: Where the same prblem is reccurring at the site. Where the site appears t be having frequent minr prblems. The individuals invlved have a histry f nncmpliance. There are several ptins fr frmal actin that are available t the City. Table 7-2 summarizes sme f the mre cmmn ptins. The City may take ther actin as deemed apprpriate. Examples f ersin cntrl practices include surface rughening, seeding, sil binders, mulching, rlled ersin cntrl prducts, slpe drains, and many mre. 4.2 Sediment Cntrl Measures Sediment cntrl measures limit transprt f sediment ff-site t dwnstream prperties and receiving waters. Sediment cntrls are the secnd line f defense, capturing sil that has been erded. Sediment cntrls generally rely n treatment prcesses that either prvide filtratin thrugh a permeable media r that slw runff t allw settling f suspended particles. BMPs implemented at the site must nt nly be prperly selected and installed, but als must be inspected, maintained and prperly repaired fr the duratin f the cnstructin prject. In additin t general site management, there are a number f specific site management practices that affect cnstructin site management. Fr example, effective cnstructin scheduling (phasing and sequencing) helps minimize the duratin f expsed sils. Prtectin f existing vegetatin als minimizes expsed areas and can reduce the cst f final site stabilizatin. Stabilized cnstructin entrances (vehicle tracking cntrls) and street sweeping are critical surce cntrl measures t minimize the amunt f sediment that leaves a site. Additinally, there are several miscellaneus activities that must be carefully cnducted t prtect water quality such as dewatering peratins, temprary batch plants, temprary stream crssings and ther practices. As part f the cnstructin kick-ff meeting fr the prject (r fr majr phases f cnstructin), an effective strategy is t include a training cmpnent related t cnstructin site strmwater management. 30 Cnstructin BMPs BMPs practively in effective perating cnditin and t identify cnditins where failure is eminent r has already ccurred. The individual perfrming the inspectins must be a registered prfessinal engineer in Clrad, a certified ersin cntrl specialist, r certified in a City-apprved inspectin training prgram. Several training curses are available in Clrad Springs and the metr Denver area regarding cnstructin site strmwater management. Fact Sheets fr site management (SM) practices are prvided in USDCM, V3, Chapter 7. Examples f site management practices include cnstructin phasing/sequencing, vehicle tracking cntrl, prtectin f existing vegetatin, temprary diversin channel, as well as thers. 4.4 Materials Management Materials management BMPs are surce cntrl practices intended t limit cntact f runff with pllutants cmmnly fund at cnstructin sites such as cnstructin materials and equipment-related fluids. By intentinally cntrlling and managing areas where chemicals are handled, the likelihd f these materials being transprted t waterways is reduced. Materials management (MM) BMPs Fact Sheets are prvided in USDCM, V3, Chapter 7. Examples f materials management include cncrete washut area, stckpile management, and gd husekeeping. 4.5 Use f Alternative, Prprietary r Innvative Sediment and Ersin Cntrl (Temprary) BMPs The tlbx f sediment and ersin cntrl BMPs cntinues t expand with alternative and innvative BMPs that becme available. Many f these temprary BMPs may prve t be effective and ptentially even exceed the perfrmance f the City apprved BMPs. In recgnitin f this, the MS4 permittee may allw the implementatin f temprary ersin and sediment BMPs beynd thse available in the DCM, V2. Alternative r innvative temprary BMPs will be used n a limited scale and be evaluated as a pilt prgram. Requests t use alternative r innvative temprary BMPs must be submitted with the Ersin and Strmwater Quality Cntrl Plan. T facilitate discussins and expedite the prcess, it wuld be helpful fr the prject prpnent and MS4 permittee t have initial discussins n the prpsed temprary BMP prir t submitting the Ersin and Strmwater Quality Cntrl Plan. The prpsed BMP(s) must be clearly identified as a prpsed pilt BMP n the plan and adequate evidence must be given that demnstrates that the BMP will effectively cntrl sediment and/r ersin. The plan must include cmplete design details, cmprehensive installatin and maintenance details, and cst estimates fr financial assurance calculatins. The MS4 permittee may request additinal infrmatin t evaluate the use f this BMP. The infrmatin submitted will be used t determine if a pilt prgram will be allwed. The City f Clrad Springs reserves the right t deny the use f any prpsed BMP. Pilt prgrams will nt exceed 12 mnths in duratin. Financial assurances are required fr the pilt BMPs and maintenance f the BMPs. Remval f alternative r innvative temprary BMPs may be required if the BMPs fail t perfrm adequately in the field. In this situatin, installatin f ther recmmended BMPs fund in the Drainage Criteria Manual, Vlume 2 will be required t cntrl ersin and sediment n the site and the Ersin and Strmwater Quality Cntrl Plan must be updated t reflect the BMP changes. Mdificatins t crrect deficiencies shall be made immediately with the inspectr verifying the changes at the fllw-up inspectin. Successfully implemented alternative r innvative BMPs will be cnsidered after thrugh evaluatin fr pssible inclusin in the list f recmmended BMPs with future revisins t the Drainage Criteria 7-28 City f Clrad Springs January 2014 Drainage Criteria Manual, Vlume 2

31 Cnstructin BMPs Chapter 7 Manual, Vlume 2. The City f Clrad Springs als reserves the right t remve recmmended BMPs if in the future it is determined that they are nt prviding adequate prtectin. 5.0 BMP Selectin and Planning Cnstructin BMPs shuld be selected, designed, installed, and maintained based n site-specific cnditins. BMPs shuld be selected based n the physical layut and site cnditins that will exist during each stage f cnstructin, because site cnditins change thrugh the varius stages f cnstructin. The number f stages that must be addressed in the Ersin and Strmwater Quality Cntrl Plan depends n the type f cnstructin activity and lcal jurisdictin requirements, but in general, three stages f ersin and sediment cntrl plans can be cnsidered. These stages include initial clearing and grading; utility, infrastructure and building cnstructin; and final stabilizatin. Effective cnstructin site strmwater management planning invlves the fllwing: Cllecting and analyzing site-specific infrmatin t identify needed ersin and sediment cntrls, Preparing a Ersin and Strmwater Quality Cntrl Plan that specifies needed BMPs apprpriate t each phase f cnstructin, and Fllwing the Ersin and Strmwater Quality Cntrl Plan, maintaining BMPs and updating the Ersin and Strmwater Quality Cntrl Plan as cnstructin prgresses. This sectin fcuses n imprtant factrs t cnsider in the develpment f an Ersin and Strmwater Quality Cntrl Plan, including site-specific cnditins, BMP functins, and ther site-related plans. 5.1 Site Assessment Early awareness f site-specific factrs that make a site particularly prne t ersin prblems can prevent serius prblems later during the cnstructin prcess. A site assessment shuld include attentin t these factrs, prir t selectin f BMPs: Slpes/Tpgraphy and Tpgraphic Changes Due t Grading: Slpe length and steepness are tw key factrs in identifying the types and placement f bth ersin and sediment cntrl BMPs. Slpes will change thrughut the phases f cnstructin as grading is cnducted. See Sectins 5.2 and 5.3 fr additinal guidance. Tributary Area/Catchment Size: The verall size f sub-catchment areas prir t and fllwing grading is a key factr in determining the types, sizes, spacing and ther design requirements fr sediment cntrls apprpriate fr each drainage area. The allwable tributary area fr sediment cntrls varies, depending n the practice selected, as described in the BMP Fact Sheets. Sils: Regardless f sil type, all disturbed sils require ersin cntrls; hwever, NRCS sil maps and getechnical reprts fr the develpment can be used t identify sil cnditins where ersin may be particularly difficult t cntrl. In such settings, additinal layers f prtectin fr bth ersin and sediment cntrls may be needed and planned fr practively in the Ersin and Strmwater Quality Cntrl Plan. Vegetatin: Onsite vegetatin that is t be left undisturbed must be clearly identified in the Ersin and Strmwater Quality Cntrl Plan and/r the cnstructin plans. Cnstructin fence shuld be installed t avid disturbance and cmpactin f these areas. This is particularly imprtant fr 7-29 City f Clrad Springs January 2014 Drainage Criteria Manual, Vlume 2

32 Cnstructin BMPs prtectin f mature trees, natural riparian buffers and wetlands, natural pen space, r ther areas specifically identified t be prtected frm cmpactin as part f Lw Impact Develpment (LID) designs. Maintaining a vegetative buffer, in cmbinatin with ther perimeter cntrl BMPs, can be effective fr minimizing transprt f sediment ff-site. Drainage Infrastructure: Understanding the hydrlgy f a site is imprtant in the design f sediment cntrls. Offsite run-n as well as drainage patterns within the site shuld be thrughly assessed. The cnfiguratin f hill slpe areas and waterways, in the cntext f planned rads and buildings, will determine which ersin and sediment cntrls will be needed at each phase f cnstructin. Sensitive Site Cnditins: In cases where cnstructin is ccurring in areas f sensitive aquatic habitat, upstream f drinking water supplies, r near areas where threatened and endangered species are a cncern, additinal layers f prtectin may be specified by the lcal, state r federal gvernment. These may include redundant BMPs r restrictins n times that cnstructin activities are allwed. 5.2 Slpe-Length and Runff Cnsideratins Cut-and-fill slpes shuld be designed and cnstructed t minimize ersin. This requires cnsideratin f the length and steepness f the slpe, the sil type, upslpe drainage area, grundwater cnditins and ther applicable factrs. Slpes fund t be erding excessively will require additinal slpe stabilizatin until the prblem is crrected. The fllwing guidelines shuld assist site planners and plan reviewers in develping an adequate design: Rugh sil surfaces enhance infiltratin and/r lengthen the travel path r runff, reducing runff velcity. A diversin dike wuld be required if, fr example, the length f the flw path was greater than 625 feet and the slpe f the flw path was 2%. Cncentrated strmwater (e.g., pipe utflw, channel, swale) shuld nt be allwed t flw dwn cut r fill slpes unless cntained within an adequately-sized temprary channel diversin, a permanent channel, r temprary slpe drain. Wherever a slpe face crsses a water seepage plane that endangers the stability f the slpe, adequate drainage shuld be prvided. Prvide sediment basins r barriers (silt fence) at r near the te f slpes t trap sediment r t reduce slpe lengths. When flws are cncentrated and cnveyed dwn a slpe using a slpe drain r channel, energy dissipatin measures will be required at the cnveyance utlet at the te f the slpe. See the Sediment Cntrl BMP Fact Sheets fr several ptins fr cntrlling sediment at the base f slpes. 5.3 Using the Revised Universal Sil Lss Equatin The Revised Universal Sil Lss Equatin (RUSLE) is an ersin predictin methd that has evlved ver time, resulting frm data cllectin and analysis effrts extending frm the 1930s thrugh the 1970s, ultimately published in Agriculture Handbk 282 (Wischmeier and Smith, 1965), then Agriculture Handbk 537 (Wischmeier and Smith, 1978) and Agriculture Handbk 703 (Renard et al., 1997). Althugh riginally develped fr agricultural land use, it is als a useful methd fr estimating ersin ptential n cnstructin sites and adjusting BMPs t reduce the estimated ersin. The RUSLE is als incrprated int several mdern ersin predictin mdels. The Mdified Universal Sil Lss Equatin (MUSLE) is similar t the RUSLE, but is differentiated by the fact that MUSLE is event-based while RUSLE is an annual methd (with the ptin t calculate mnthly r seasnal ersin). This sectin prvides a brief verview f RUSLE and describes hw it can be used t help select ersin cntrl practices at cnstructin sites. where: A = RKLSCP Equatin 7-4 A = Cmputed spatial average sil lss and tempral average sil lss per unit f area, expressed in the units selected fr K and fr the perid selected fr R. The slpe length, L, and steepness factr, S, are cmmnly cmbined as ne variable, LS. Values fr LS are quantified relative t a 72.6 ft slpe length with a 9 percent slpe. A slpe with these tw values will have an LS factr f 1. A detailed discussin f RUSLE factrs is beynd the scpe f this manual; hwever, Agriculture Handbk 703 can be btained at n charge frm the USDA publicatins website and used t develp r btain values fr the factrs in the equatin. Cnstructin managers can use the RUSLE, either by hand r by using a variety f different sftware prgrams based n the equatin, t evaluate hw implementing varius BMPs can help reduce surface ersin. Highly ersive sites r sites with sensitive receiving waters may benefit frm mre rigrus analysis using the RUSLE. Althugh cnstructin managers have n cntrl ver the A and R factrs, factrs L, S, C and P can be altered by implementing practices that reduce sediment lading. One technique t reduce the slpe length and steepness is t terrace. Fr example, if a prtin f a cnstructin area has a slpe length f 500 feet, it can be terraced int three r fur equal sectins t reduce the ersivity f the water cming dwn the slpe. This factr can als be used t guide placement distances fr silt fence, wattles and ther practices that serve t break up the slpe length. As anther example, cnstructin managers can vary cver management practices t decrease the C factr and reduce sediment lading. C values vary, depending n the type f cver implemented. Using the reference table fr the C value, managers can select cver appraches t help reduce sediment lading. Finally, the practice factr (P) serves as an index f anticipated ersin reductin assciated with varius ersin cntrl BMPs. 5.4 BMP Functins Understanding the intended functin f a BMP is critical t prper BMP selectin. BMPs shuld be selected based n bth the intended functin f the BMP and cnsideratin f whether the BMP can prvide the desired functin based n the site-specific cnditins. It is als imprtant t understand hw BMP functins are related t maintenance. Fr example, when silt fence is initially installed, it prvides a filtratin functin, but ver time, the fabric can becme clgged, leading t pnding and sedimentatin behind the fence as the primary functin rather than filtratin. Sediment cntrl BMPs such as sediment basins can prvide sme settling f sediment frm runff, but must be cmbined with ersin cntrls thrughut the site in rder t be effective. Sediment basins, inlet prtectin, and ther sediment cntrl BMPs shuld nt be slely relied upn as "end-f-pipe" treatment systems. 5.5 Cnsistency with Other Plans Prir t selectin f BMPs fr the Ersin and Strmwater Quality Cntrl Plan, it is imprtant t crsscheck ther cnstructin planning dcuments fr cnsistency and/r pprtunities fr increased efficiencies and effectiveness. As an example, landscaping plans fr a site shuld be cnsistent with final stabilizatin measures in the Ersin and Strmwater Quality Cntrl Plan City f Clrad Springs January 2014 Drainage Criteria Manual, Vlume 2

35 Cnstructin BMPs Chapter Drainage Plans The Ersin and Strmwater Quality Cntrl Plan shuld be prepared with due cnsideratin f the final drainage plan fr a develpment. As permanent drainage features are cnstructed, temprary sediment cntrls shuld be lcated and designed t bth prtect and cmplement these final drainage features. Temprary cntrls shuld be staged and remved at the apprpriate time relative t the cmpletin f permanent drainage features. Special care is necessary fr permanent BMPs that rely n infiltratin such as biretentin, permeable pavements, sand filters and thers. These BMPs will clg if they are nt adequately prtected during cnstructin (r cnstructed after tributary areas have been stabilized) Pst Cnstructin Strmwater Management Crdinatin f temprary and pst-cnstructin BMPs is imprtant fr several reasns. In sme cases, pst cnstructin BMPs such as extended detentin basins can be mdified t serve as sedimentatin basins during cnstructin. In ther cases, such as in the case f rain gardens r infiltratin-riented pstcnstructin BMPs, it is critically imprtant t prtect the pst-cnstructin facilities frm sediment lading during cnstructin. Als, as previusly nted, if an area is targeted fr preservatin in an uncmpacted, natural cnditin under a LID design, it is critical t keep heavy equipment and staging ut f this area Air Quality Plans Prperly implemented ersin and sediment cntrl BMPs are beneficial in minimizing wind ersin. Fr example, surface stabilizatin measures that help t reduce precipitatin-induced ersin help t reduce windbrne dust and sediment. Additinal cntrls, such as rad watering (t misten rads but nt t the extent that runff results) and/r sil binders may be necessary t fully cmply with fugitive dust regulatins at a cnstructin site. 5.6 Integrating Site Cnditins and BMPs int an Ersin and Strmwater Quality Cntrl Plan The fllwing guidelines are recmmended when cmbining BMPs int an effective Ersin and Strmwater Quality Cntrl Plan: Determine the limits f clearing and grading: If the entire site will nt underg excavatin and grading, r excavatin and grading will ccur in stages, the bundaries f each cut-and-fill peratin shuld be defined. Buffer strips f natural vegetatin may be utilized as a cntrl measure. Adequate prtectin f bth tree limbs and rt systems is imprtant when specifying limits f cnstructin activity. Use cnstructin fence r ther barriers t prtect areas that shuld nt be cmpacted r disturbed. Define the layut f buildings and rads: Typically, this will have been decided previusly as a part f the general develpment plan. If building layut is nt final, the rad areas stabilized with pavement and the drainage features related t rads shuld be defined as they relate t the plan. Determine permanent drainage features: The lcatin f permanent channels, strm sewers, radside swales and strmwater quality cntrls such as pnds, wetlands, grassed-lined swales, buffer strips and areas f prus pavement, if knwn, shuld be defined. Determine extent f temprary channel diversins and crssings: If permanent channel imprvements are a part f the plan, the rute, sizing and lining needed fr temprary channel 7-33 City f Clrad Springs January 2014 Drainage Criteria Manual, Vlume 2

36 Cnstructin BMPs diversins shuld be determined. Lcatin and type f temprary channel crssings can be assessed. Determine the bundaries f watersheds: The size f drainage catchments will determine the types f sediment cntrls t be used. Areas lcated ffsite that cntribute runff must be assessed. Measures t limit the size f upland drainage areas, such as diversin dikes, shuld be cnsidered at this stage. Ruting ffsite "clean" runff arund areas f disturbance in stabilized cnveyances reduces the burden n nsite measures and can reduce liability f the wner/develper nce ffsite runff enters the permitted cnstructin area, the wner/develper is respnsible fr ersin and sediment transprt resulting frm the ffsite runff. Select ersin cntrls: All areas f expsed sil will require ersin cntrl measures based n factrs including the duratin f expsure, sil ersivity, slpe steepness, and length, and thers. Select sediment cntrls: Select the cntrls needed fr each stage f the cnstructin prject. Each stage will have different demands fr the cntrl f ersin and sedimentatin. Fr example, ver-lt grading will require cntrls that may require different BMPs than when individual hmes are being built and lts are disturbed after the streets and drainage systems are in place. Sediment basins are an essential part f the ttal plan when the tributary area exceeds ne acre. Determine sequencing f cnstructin: The schedule f cnstructin will determine what areas must be disturbed at varius stages thrughut the develpment plan. The pprtunity fr phasing cut-and-fill peratins t minimize the perid f expsure f sils needs t be assessed and then incrprated int the Ersin and Strmwater Quality Cntrl Plan. Identify planned lcatins f tpsil stckpiles: Areas fr string tpsil shuld be determined and prper measures t cntrl ersin and sediment mvement shuld be specified. Identify planned lcatin f temprary cnstructin rads, vehicle tracking cntrls, prtable tilets, waste dispsal areas, and material strage areas: These elements can be determined in the cntext f previusly defined parts f the site cnstructin management plan. 6.0 Cnstructin Dewatering Dewatering is typically necessary during cnstructin activities that invlve deep excavatins, instream wrk, pumped surface diversins, and pen trench peratins in sme cases. In Clrad, cnstructin dewatering frequently requires a separate state permit alng with sample cllectin and the cmpletin f Discharge Mnitring Reprts (DMRs). When dewatering can be cnducted withut discharging surface runff frm the site, it may be pssible t cnduct such activities under the state Cnstructin-phase Strmwater Permit. Sme cmmnly used methds t handle the pumped water withut surface discharge include land applicatin t vegetated areas thrugh a perfrated discharge hse (i.e., the "sprinkler methd") r dispersal frm a water truck fr dust cntrl. Carefully check state permit requirements t determine when dewatering can be cnducted withut additinal permitting. Cnstructin dewatering BMPs generally include practices t minimize turbidity in the pumped water. Representative practices that may help t reduce turbidity in varius types f dewatering applicatins include: Using perimeter well pints utside f the excavated area t draw dwn the water table rather than dewatering directly frm the excavatin; Placing a submersible pump in a perfrated bucket filled with gravel fr shrt-term pumping; 7-34 City f Clrad Springs January 2014 Drainage Criteria Manual, Vlume 2

Guidance n BMPs fr cnstructin dewatering is prvided n the Dewatering Operatins Fact Sheet. 7.0 Cnstructin in Waterways Cnstructin in waterways is ften required fr prjects including bridge cnstructin, utility cnstructin, streambank stabilizatin and grade cntrl, and temprary r permanent stream crssings. Cnstructin in waterways requires a high standard f care in rder t avid and minimize damage t waterways, habitat, and aquatic life. In additin t the cnstructin phase permits already discussed, this wrk can als require a Clean Water Act Sectin 404 Permit frm USACE, U.S. Fish and Wildlife Service (USFWS) threatened and endangered species permitting, and/r ther state and lcal permits. Sme required permits may restrict cnstructin t certain times f the year. Many f the BMPs described in Sectin 4 f this chapter are used in waterway cnstructin. This sectin prvides guidance n factrs t cnsider and plan fr during cnstructin in waterways, as well as guidance n specific BMPs that shuld be implemented, depending n site-specific cnditins. Other criteria and guidance that are clsely related t in-stream wrk shuld als be referenced including: Drainage Criteria, Vlume 1 Majr Drainage Chapter Drainage Criteria, Vlume 1 Revegetatin Chapter Drainage Criteria, Vlume 1 Hydraulic Structures Chapter Strmwater Management During Cnstructin: Best Management Practices fr Cnstructin in Waterways Training Prgram Student Manual (Altitude Training Assciates 2008). This dcument is available fr dwnlad n BMPs prvided in this chapter that are cmmnly used when cnstructin ccurs in waterways include surface rughening, sil binders, mulching, earth dikes, temprary channel diversin channel; temprary stream crssing, as well as many thers. In additin t criteria specified fr these BMPs, the fllwing general principles shuld be fllwed: Cnstructin vehicles shuld be kept ut f a waterway t the maximum extent practicable. Where in-channel wrk is necessary, steps such as temprary channel diversins must be taken t stabilize the wrk area and cntrl ersin during cnstructin. When in-stream wrk has been cmpleted, the channel must be stabilized using revegetatin practices (ften, including use f ersin cntrl matting r turf reinfrced mats), riprap, r ther permanent stabilizatin measures as required by the Ersin and Strmwater Quality Cntrl Plan. Where an actively-flwing watercurse must be crssed regularly by cnstructin vehicles, a temprary crssing shuld be prvided. Three primary methds are available: (1) a culvert crssing, (2) temprary bridge, and (3) a stream frd. 38 Cnstructin BMPs A permit is required fr placement f fill in a waterway under Sectin 404 f the Clean Water Act. The lcal ffice f the USACE shuld be cntacted cncerning the requirements fr btaining a 404 permit. In additin, a permit frm USFWS may be needed if threatened r endangered species are f cncern in the wrk area. Typically, the USFWS issues are addressed in cnjunctin with the 404 permit if ne is required. A fldplain develpment permit and ther lcal permits may als be required. When wrk takes place within a channel, a temprary water diversin t bypass the wrk area is typically required. See the Diversin Channel/Ditch BMP Fact Sheet fr criteria and design details. T the extent practical, cnstructin in a waterway shuld be sequenced t begin at the mst dwnstream pint and wrk prgressively upstream installing required channel and grade cntrl facilities. Cmplete wrk in small segments, expsing as little f the channel at a time as practical. Keep equipment peratrs cntained in immediate wrk area and avid excessive cmpacting f the sil surface because it inhibits revegetatin. Where feasible, it is best t perfrm in-channel wrk between Octber 1 and March 31 in Clrad.
