2 General Condition of Qingjiang River Valley Cascade Development Qingjiang River lies in the southwest of Hubei province and flows through ten counties (cities) in Hubei province. It is a large branch of Yangtze River after the Three Gorges, covering totally 423km. The river valley has a total catchment of over 17,000km2 and a total water drop of 1,430m.

6 Hubei Qingjiang Hydroelectric Development Co., Ltd (HQDC) In order to implement the Qingjiang River Valley Development Plan, Hubei Qingjiang Hydroelectric Development Co., Ltd (HQDC) was established in 1987 to take charge of the construction and operation management of the three cascade hydropower stations in Qingjiang River valley.
7 Shuibuya Hydropower Station Shuibuya Hydropower Station is located in Badong county of Enshi Prefecture, and is the flagship hydropower station on the Qingjiang trunk stream. The catchment area at the damsite is 10,860km2, accounting for 64% of the total area in the valley. As an over-year regulation reservoir, the normal water level is 400m and the total reservoir volume is 4.58 billion m3.
8 Shuibuya Hydropower Station Main project items in Shuibuya project include: 233m high CFRD with total rockfill volume million m3 Underground power station with maximum installed capacity of 1,840MW Spillway with nearly 200m water head, max. discharge capacity 18,280m3/s
9 Implementation of Resettlement for Shuibuya Hydropower Station Shuibuya project involves an inundated area of 481,600 m2 various housing area, 4 towns, 7 bridges, 2 ferries, 53.57km graded roadways, 16 hydropower stations, and 18 industrial enterprises and a relocatee number of 14,145 in five counties and cities.. Investment for relocation compensation approved by the state is RMB 921 million Yuan.
10 Options to Minimize or Avoid Dam Site Selection: Resettlement At the recommended FSL(EL.400m),the projected resettlement impacts of reservoir inundation at the Shuibuya dam site were estimated to be approximately 20% less than the resettlement impacts that would occur at the Banxia site(10km downstream).
11 Options to Minimize or Avoid Resettlement Selection of the FSL: A water level of El.405m would increase the inundated area by 15% in comparison with a water level at El.400m, including the number of displaced people by 160%, particularly in the lowlying urban areas of Enshi City.
12 Options to Minimize or Avoid Resettlement Detailed Resettlement Planning: Subsequently, resettlement planning work focuses on the identification of the scope of the requirements resulting from the proposed reservoir design, including the numbers and types of project-affected people, economic activities and optional investment plans to restore living standards.
13 Implementation Management System for Resettlement Various levels of governments in relevant cities and counties and towns are responsible for organizing the detailed execution of resettlement work Corresponding migration organizations are responsible for centralized management of concrete business.
14 Implementation Development and Effects of Resettlement Implementation of relocation for Shuibuya reservoir begun in In June 2007, all resettlement works lower than the normal water level of reservoir have been finished, and passed the provincial acceptance prior to reservoir impounding. At present, except a part area impacted by new landslides, all resettlement works and reconstructions have been completed Final acceptance will be done in next year.
15 Implementation Development and Effects of Resettlement According to investigations: the housing area for each relocatee reached m2, house condition is generally better than those before, and infrastructure for farmer residents such as water supply, electric power and roadway has been primarily furnished. Every relocated resident averagely possesses over 1.26 Mou of cultivated land and corresponding means of production such as agricultural mountainous forest.
16 Implementation Development and Effects of Resettlement Living and working conditions of most relocated residents are not lower than the level before relocation and not lower than the local average level. 4 newly established towns are alike but with respective characteristics, and together with resident communities, natural villages and immigration spots in the reservoir region, form a favorable economic and cultural network. Reconstructed roadways and bridges can normally satisfy higher standard than before, which greatly improve the traffic conditions in surrounding area
17 Implementation Development and Effects of Resettlement Reconstruction of electric power system, post and telecommunication system and broadcast and TV system and relocation of small-sized industrial enterprises in the reservoir region, compensation fund is used to local infrastructure which brought direct benefit to the public. During construction of the project, uniform planning and uniform construction are implemented, higher standards are applied, and enhanced functions are realized, which have facilitated local economic development and improved living quality of residents.
18 Positive Impacts on Regional Economic and Social Development Impacts on the economic and social development in Hubei province and central China region: Provide quality peak regulation and frequency regulation power supply Alleviate the flood prevention load of Jingjiang river sectio on Yangtze River, and eliminate water disasters in the downstream of Qingjiang River Provide convenient outgoing traffic trunk for mountainous area in the southwest of Hubei and promote commodity exchange and development of various resources.
