Basic advantage f city f Ludbreg is that the city culd becme a living labratry and n ne place culd be tested the adjustment f citizens all scial, educatinal and ecnmical status, withut exceptin, t the applied energy efficiency prjects f smart cities and their willingness t participate and give their wn cntributin t the success f planed prject activities regarding behavir change. City f Ludbreg is member f Cvenant f Mayrs and by the end f has finalized its SEAP. It has inhabitants, and a ttal f in the entire municipality. 2 mderately warm rainy climate characterized by warm summers (mean temperature f the warmest mnth desn't exceed 22 C). Activities f lighthuse smart city planning This shuld be the lighthuse pilt prject with the aim f mbilizing lcal authrities in develpment f funding scheme fr enfrcement and implementatin f sustainable energy prjects and develpment f energy independent "green city" thrugh activities and prjects in the buildings, freight and passenger transprt services, public lighting system and implementatin f smart grid based n actin plan and natinal/eu directives and experiences, related t: Cst reductin and cnsumptin f all frms f energy; Energy sustainability and reductin t envirnmental impact with the increase f quality f living fr citizens; Increasing the use f all frms f renewable and alternative slutins/platfrms in buildings; Slutins/platfrms fr develpment f city regins r areas self-sufficient in energy, Lcal energy develpment and partnership t generate new investment cycles, new technlgies and financing platfrms. All these activities will be implemented in a city f Ludbreg in nrthwest part f Cratia with all his energy demand diversity. Relevant state bdies and institutins as well as energy distributrs and ptential investrs will be invlved in prject develpment and implementatin. Obtained results will use fr reimplementatin f develped platfrm and slutins fr applicatin f sustainable energy prjects in ther cities r regins f Cratia, Eurpe and neighbring cuntries. The main activities f lighthuse smart city planned in City f Ludberg are: assessment f existing energy need and energy cnsumptin sustainable refurbishment f the buildings (energy efficiency, use f RES), smart cntrl and mnitring (ICT applicatins) smart mbility (ec vehicles, ICT applicatin, infmbility, dynamic traffic cntrl systems, ptimal e-charging integratin) smart platfrm (smart grid, demand respnse, innvative tariff system develpment, energy strage) innvative business plan (green funds/credits, subsidies, wn capital, ) CO 2 reductin, strengthening f lcal capacities, increase f citizen s quality f living, perfrmance mnitring (cmparisn f initial state with achieved state regarding energy cnsumptin and energy efficiency). Data cllectin and assessment f the existing building stck, public transprt and public lighting and the existing energy requirements Detailed assessment f building stck is needed in rder t get additinal infrmatin necessary t establish sund mdel f energy refurbishment f existing building. Available infrmatin n building stck accessible thrugh energy perfrmance certificates databases are largely based twards public and new buildings, while existing residential buildings need t be mre detailed revised and certificated and make refurbishment. Withut quality energy baseline f public lighting system and apprpriate analyzed data there s n pssibility t have apprpriate results f its renvatin.

3 Gd baseline f mbility pattern and cngestins culd lead t develpment and implementatin f ptimal smart slutins in transprtatin. This prject activities are imprtant fr determinatin f ecnmic ptential, energy cnsumptin, energy and mbility pattern f citizens in assumed city area needed fr further planning f smart city prject activities and ptential f savings. Ecnmy, energy and mbility baseline are als imprtant fr cmparisn t results achieved after implementatin f prpsed prject activities, t better shw the realizatin utcme with the aim f selectin the ptimal technical slutins and financial platfrms. Refurbishment f buildings Savings have t be reached thrugh refurbishment with sme share (5-10 %) t three general categries f buildings: a) buildings retrfit t energy rating A+ (generally cmparable t internatinal passive huse standard) b) buildings retrfit t CO 2 neutral level c) building retrfit t zer energy level. Technical ptins fr applicatin f buildings retrfit measures have t be analyzed, creating the sustainable retrfit plans fr bth public and residential buildings, identifying categries f buildings fr which different retrfit strategies will be applied. Investments are addressing whle building refurbishment f building envelpe, heating and cling systems, lighting and auxiliary systems f the building. Average energy rating f existing buildings accrding t Cratian rating system is E with specific useful heating energy need between 150 and 200 kwh/m², and gals set ut by prject is that all buildings reach A+ energy rating. There is a pssibility f retrfit measures cmbinatin which might reach CO2 neutral standard r nzen standards with higher heating energy demand, but mst likely is that additinal requirements set by CO2 neutral r ZEN design cannt be met withut reaching A+ energy rating f heating energy demand. Electricity prduced by RES integrated in buildings will be fed int the grid, but smart grid cmpnent f the prject is ging t be used t further investigate int the rati f n-site RES energy use and energy delivered t the grid. Energy efficient public lighting Public lighting represents the mst affrdable EE measures fr each lcal authrity. New technlgies, eclgical bundaries as well as develping status push each lcal authrity (LA) t renvatin f public lighting system. Prpsed energy efficiency measures and investments in public lighting system shuld include definitin f present Public lighting system status (energy baseline, ecnmy, eclgy benchmarking), and definitin f future activities substitutin ld, inefficient and un-eclgical public lighting system with the new EE system apprpriate standardizatin f the public lighting system- new plan f maintaining installatin f the smart lighting cntrl (dimming, maintenance alert,...)

4 Definitin f mre efficient mnitring and bkkeeping system regarding mre transparent and mre efficient wrk Definitin f financing platfrms apprpriate fr targeted investments. Nminated activities shuld save 30-50% f energy (based n Public lighting energy baseline) depending f prpsed actin Estimatin is that after whle renvatin, all activities culd reduce ver50 t CO2. Clean urban transprt Traffic and whle mbility sectr is respnsible fr 1/3 f all energy cnsumptin (based n fssil fuels). New technlgy platfrms, rganizatinal ideas and green plicies leading us t new era f e- mbility (ec/electr mbility), which culd be based 100% n RES. The main planned activities are cnnected t the mnitring f fuel cnsumptin in the public transprt fr develpment f preventive maintenance prgram and renewal f transprt fleet. Mnitring f citizen mbility pattern that can be used fr develpment f intelligent public traffic cntrl and applicatin f ICT-based integrated system able t interact between driver, vehicle and transprt and energy infrastructures, taking advantage f the infrmatin prvided frm these surces in rder t ptimize trip planning trip and ruting. This prject will give clear view f future platfrms f zer-emissin transprtatin and/r reduced specific cnsumptin with next steps: energy efficiency in public transprt (e-bus, e-taxi, etc.), e-mbility platfrm (e-cars, e-bikes), ECO Drive trainings and raising awareness abut EE in lcal transprt, ECO Drive trainings fr all public representatives, energy certificate fr public and utility fleet vehicles, new lgistic slutins, prmtin and use f e-bikes and e-scters fr delivery f gds and freight, intelligent cntrl and rganizatin f public traffic (infmbility, GPS system) intelligent parking cntrl ptimal installatin and use f grid f e charging statins. Smart platfrm Develpment f smart grid with the use f smart meters and ICT slutins can increase quality and reliability f the grid, decrease energy cnsumptin and increase cnsumer awareness n a way f using energy and appliances cncerning energy efficiency. In smart grid each element can be active cmpnent f energy system (husehld, vehicle, pwer plant). The main characteristics f smart grid which are expected t apply and develp are: self-healing grid reductin f ttal lsses, reductin f lsses f lad autmatin f the netwrk - easy integratin f RES active base f infrmatin tw way directin (infrmatin f lwer tariff scheme) ptimizatin f cnsumptin and prductins demand respnse, innvative tariff system develpment, energy strage (V2G) ptimizatin f energy prices and selectin f energy surces real time measurement f energy cnsumptin and billing.

5 Smart platfrm can be used fr develpment f energy management infrmatin system f the city with the use f GIS data, IT applicatin slutins and data security applicatin. Financing structure Analysis f current investment scheme, identificatin f investments surces in the first phases f the prject and develpment f an investments framewrk, prcedure design and investments criteria in the secnd phase f the prject (after elabratin f prpsed actins) n which this prject culd be based upn is cnducted in. Develpment f new financing platfrms fr smart city develpment and implementatin. Outcme f the prject Prject activities will result with many f innvatins and regarding technical r ecnmic slutins fr financing and prcurement prcedures. All f them culd be replicated t ther public authrities in Cratia, Eurpe r regin. Prpsed prject activities and slutin will cntribute t develpment f: prject fr retrfit buildings t achieve A+ energy rating, prject fr retrfit buildings t CO2 neutral standard, prject fr retrfit buildings t nzen standard, new public lighting system EE pwer LED, e- mbility platfrm e-car, e-charging statin, new financing and prcurement platfrms municipality as a pwer prducer and supplier municipality as a regulatr and mtivatr. The prject shuld result in increased cmpetitiveness and transparency f the lcal cmmunity r regin in the preparatin, implementatin and peratin f energy efficient prjects and smart city develpment. Disseminatin and reuse f develped prjects and funding platfrms in ther cities r regins. Until nw, Ludbreg has made: - energy certificates fr all public buildings - participate in prject Cvenant CapaCITY (Capacity building f lcal gvernments t advance Lcal Climate and Energy Actin frm planning t actin t mnitring) - finalized SEAP - refurbishment f cuple public building (kindergarten t B energy rating, refurbishment with the use f EE standards) - EE public lighting - using e-car by City authrities - refurbishment f residential units by funding f Fund fr Envirnmental Prtectin and Energy Efficiency f Cratia - installatin f small facilities fr use f renewable energy resurces.
