2 Weatherizatin Assistance Prgram The U.S. Department f Energy s (DOE) Weatherizatin Assistance Prgram (WAP) is the natin s largest whle-huse energy efficiency prgram with a unique missin. It reduces energy csts fr lw-incme husehlds by increasing the energy efficiency f their hmes, while ensuring their health and safety. 40,000 hmes weatherized n average annually with Cngressinal apprpriated funds Average annual energy cst reductin f $264 r mre per husehld. Over 7 millin husehlds have received Weatherizatin services. 2 Supprt ver 8,500 direct and indirect jbs.

3 Clients Frty-fur percent f WAP husehlds are headed by a single female, middle-aged parent with health issues wh is als likely t be unemplyed. Over 39.5 millin husehlds are currently eligible fr Weatherizatin. Any husehld at r belw 200% f pverty is cnsidered eligible. Lw-incme husehlds typically spend 16.3% f their ttal annual incme n energy, cmpared t 3.5% fr ther husehlds. The average expenditure per lw-incme husehld fr the current year is estimated at $1,851. Lw-incme families must ften cut back n ther necessities, such as grceries r medicine, t pay their energy bills. 3

4 Enabling Legislatin and Regulatin t increase the energy efficiency f dwellings wned r perated by lwincme persns, reduce their ttal residential energy expenditures, and imprve their health and safety, especially lw-incme persns wh are particularly vulnerable such as the elderly, the handicapped, and children. Energy Cnservatin in Existing Buildings Act f 1976 (Title IV f the Energy Cnservatin and Prductin Act), Public Law , August 14, The WAP was created as a categrical Frmula Grant which is gverned by the regulatins utlined in 10 CFR 440. The Department f Energy administers the prgram and creates plicies t interpret the regulatins and assist the Grantees in administering the funds in accrdance with the Cngressinal intent. 4

7 WAP Service Delivery Prcess Step 1: Energy Audit A cmprehensive analysis f the hme, including a client interview. Identify pprtunities fr energy savings. Identify Health and Safety cncerns. Create a custmized wrk rder. Step 2: Measure Installatin Energy Efficiency and Health and Safety measures are installed by trained crews. The natinal Standard Wrk Specificatins fr Hme Energy Upgrades instruct wrkers n the expected installatin quality. Step 3: Quality Cntrl A certified Quality Cntrl Inspectr ensures that all wrk is installed crrectly and that the hme is safe fr the ccupants. 100 percent f WAP hmes receive a Quality Cntrl Inspectin. 7
