2 HELLENIC ASSOCIATION OF PHOTOVOLTAIC COMPANIES HELAPCO is a non profit organization, established in 2002, representing the major PV companies active in production, trading, installation and maintenance of photovoltaic systems in Greece. HELAPCO represents the domestic market in international meetings and fora, and is a member of the European Photovoltaic Industry Association (EPIA). 2

4 Who is HELIOS? Greek Mythology: Personification of the sun, son of Titans, brother of Selene (moon) and Eos (dawn), driving the chariot of the sun across the sky. 4
5 HELIOS project Concept Build large scale PV plants (3-10GWp) in mainland Greece Capacity is not included in RES National Targets Produced energy to be exported (Germany?) Statistical or physical transfer Similar concept to DESERTEC 5
6 Is the HELIOS Project a good idea? In principle, yes. Electricity is traded among European countries Solar electricity should be produced where solar energy is abundant 6

8 Benefits of HELIOS For Investors: Attractive investment - for the same cost the higher insolation generates significantly higher returns on investment For Greece: Income through electricity exports, employment creation, tax receipts, building up RES capacity, improves growth prospects For Germany and other MS: Significant cost savings by exploiting RES in a country with higher RES potential and lower production costs, assists in meeting the targets set by RES Directive For Europe: Catalyst to promote interconnection strategy, promotes EU technology & equipment supporting local industry, fits in perfectly with the European growth strategy 8
9 Is it technically feasible? PV technology is definitely mature Large scale PV installations are possible space is available Grid connections across Europe exist (capacity increase is necessary) Transfer losses are compensated by higher solar irradiation in Greece 9
10 Is it economically feasible? Depends on the project details A feasibility study is necessary PV equipment cost has decreased significantly in the last few years Grid parity in Germany has been achieved under the Greek sun 10

13 The Devil hides in the details
14 Who is the investor? With no investor, there is no project. The Greek state is not in a position to invest. Private local or foreign investors have to be convinced about the project viability. 14
15 Who buys the exported electricity? With no buyer, there is no project. It makes sense to export solar electricity from Greece to less sunny countries of Central or Northern Europe, so the potential buyers exist. 15
16 Who pays for the solar electricity? The ones who buy and consume it. The price is therefore a key issue. 16
17 How does HELIOS Project affect domestic PV markets? If existing grids, are used for inland electricity transfer, this may hinder the smooth development of the local PV market, reaching national targets. This is the threat for the Greek PV market. 17
18 How does HELIOS Project affect domestic PV markets? Once solar electricity requirements are covered by imports, development of domestic PV market is no longer necessary. This is the threat for the German PV market. 18
19 What is the added value for the PV industry? Equipment produced in Greece/EU Local job creation (installers, EPCs, O&M) Fast Track procedures introduced for PV. These could be adopted for all types of projects 19
