3 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay Parking Lot 2A, Campus Avenue Carleton University, 1125 Colonel By Drive, Ottawa, Ontario EXECUTIVE SUMMARY Assessment Paterson Group was retained by Colliers Project Leaders, on behalf of Carleton University to conduct a Phase I Environmental Site Assessment (ESA) of Parking Lot 2A, Campus Avenue, Carleton University, 1125 Colonel By Drive, in the City of Ottawa, Ontario. The purpose of this Phase I ESA was to research the past and current use of the site and study area and to identify any environmental concerns with the potential to have impacted the subject property. According to the historical research, the subject site and surrounding properties were vacant or used for agricultural purposes until the late 1950s when the subject site was turned into a parking lot. The subject site has been used as a parking lot since its initial development. No PCAs or APECs have been identified on the subject site. Any PCAs identified within the Phase I ESA Study Area are not considered to be APECs. Current and past geotechnical investigations on the subject property have not identified any visual or olfactory signs of impacted fill, soil, or groundwater. Following the historical research, an inspection was conducted of the subject site and Phase I ESA study area. The subject site is used as a parking lot. The only structure on the subject site is the asphaltic concrete surface, a light standard, and an underground pedestrian tunnel crosses the north portion of the subject site. The adjacent properties are all part of Carleton University. No new PCAs within the Phase I ESA Study Area site were identified during the Phase I ESA site visit. Conclusion Based on the results of this Phase I Environmental Site Assessment, in our opinion, a Phase II-Environmental Site Assessment will not be required for the property. 4 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay Parking Lot 2A, Campus Avenue Carleton University, 1125 Colonel By Drive, Ottawa, Ontario 1.0 INTRODUCTION At the request of Colliers Project Leaders acting on behalf of Carleton University, Paterson Group (Paterson) conducted a Phase I Environmental Site Assessment (Phase I ESA) of Parking Lot 2A, Campus Avenue at Carleton University, 1125 Colonel By Drive, in the City of Ottawa, Ontario. The purpose of this Phase I ESA was to research the past and current use of the site and study area and to identify any environmental concerns with the potential to have impacted the subject property. Paterson was engaged to conduct this Phase I ESA by Mr. Pierre Meredith of Colliers Project Leaders whose office is located at 2720 Iris Street, Ottawa, Ontario. Mr. Meredith can be reached by telephone at (613) This report has been prepared specifically and solely for the above noted project which is described herein. It contains all of our findings and results of the environmental conditions at this site. This Phase I-ESA report has been prepared in general accordance with the Ontario Regulation 153/04 as amended by O.Reg. 269/11 (Environmental Protection Act), and also complies with the requirements of CSA Z The conclusions presented herein are based on information gathered from a limited historical review and field inspection program. The findings of the Phase I - ESA are based on a review of readily available geological, historical and regulatory information and a cursory review made at the time of the field assessment. The historical research relies on information supplied by others, such as, local, provincial and federal agencies and was limited within the scope-of-work, time and budget of the project herein. The subject site is shown on Figure 1 - Key Plan following the body of this report. Latitude and Longitude: " N, 75 41' 48" W. 6 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay Parking Lot 2A, Campus Avenue Carleton University, 1125 Colonel By Drive, Ottawa, Ontario 3.0 SCOPE OF INVESTIGATION The scope of work for this Phase I Environmental Site Assessment was as follows: Determine the historical activities on the subject site and study area by conducting a review of readily available records, reports, photographs, plans, mapping, databases and regulatory agencies; Investigate the existing conditions present at the subject site and study area by conducting site reconnaissance; Conduct interviews with persons knowledgeable of current and historic operations on the subject property, and if warranted, neighbouring properties; Present the results of our findings in a comprehensive report in general accordance with the requirements of Ontario Regulation 269/11 amending O.Reg. 153/04 made under the Environmental Protection Act and in compliance with the requirements of CSA Z768-01; Provide a preliminary environmental site evaluation based on our findings; Provide preliminary remediation recommendations and further investigative work if contamination is suspected or encountered. 7 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay Parking Lot 2A, Campus Avenue Carleton University, 1125 Colonel By Drive, Ottawa, Ontario 4.0 RECORDS REVIEW 4.1 General Phase I-ESA Study Area Determination A radius of 250 m was determined to be appropriate as a Phase I ESA study area for this assignment. Properties outside the 250 m radius are not considered to have impacted the subject land, based on their significant distance from the site. First Developed Use Determination Based on the personal interviews, aerial photographs, and documents reviewed, the subject site has been used as a parking lot since at least The property appears to have been used for agricultural purposes prior to its use as a parking lot. The surrounding area was developed as Carleton University at approximately the same time For the purposes of this report, the site is considered to have first been developed with a parking lot in the early 1960s. Fire Insurance Plans Fire Insurance Plans (FIPs) from November 1963 were reviewed for the subject site and surrounding property. The subject site is shown as auto parking and roadway. Concrete pedestrian tunnels are shown crossing the northern portion of the property in their current location. Two underground fuel oil storage tanks are shown approximately 60m to the west of the subject site, adjacent to the Tory Building. A CPR rail line is also present on the FIPs. No other environmental concerns are identified during a review of the fire insurance plans. City of Ottawa Street Directories City of Ottawa Street Directories were reviewed for the subject site. The subject site was listed from 1995 (the first year the property was listed) to 2011 (the last year reviewed) as Carleton University. No potentially contaminating activities within the Phase I Study Area were identified in the review of the city directories. As a result, no areas of potential environmental concern (APEC) were identified during the review of the city directories. Report: PE February 21, 2016 Page 4

8 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay Parking Lot 2A, Campus Avenue Carleton University, 1125 Colonel By Drive, Ottawa, Ontario Chain of Title The chain of title, which was prepared for the entire Carleton University campus, indicates that part of the property was owned by individuals as early as In 1875 part of the property was acquired by St. Lawrence & Ottawa Railway Co., and by 1947 The Ottawa Association for the Advancement of Learning (now Carleton University) began acquiring portions of the current campus. By 1972 the university owned the present day campus property. Other Engineering Reports Paterson has completed several subsurface investigations for the subject site and surrounding area for geotechnical purposes. Ten boreholes were placed on the subject site in July 2016 throughout the parking area. The subsurface soils generally consisted of a layer of asphaltic concrete followed by brown silty sand fill material with crushed stone, followed by glacial till. Practical refusal to auguring occurred between 1.75 m and 6.45 m below the ground surface. Borehole locations are shown on Drawing PE Site Plan. Paterson recently completed a supplemental geotechnical investigation for the subject site. No changes to the subsurface soils were encountered. No signs of deleterious fill material and visual or olfactory signs of contamination were identified. Plan of Survey A topographical survey of a portion of the Carleton University Campus prepared by Fairhall, Moffat, and Woodland Limited, dated August 21, 2000, was reviewed. The subject site is visible in generally the same configuration as the current condition. Many neighbouring properties have since been redeveloped or are under construction. 4.2 Environmental Source Information Environment Canada A search of the National Pollutant Release Inventory (NPRI) was conducted electronically on January 26, The subject site and adjacent properties were not listed in the NPRI database. No records of pollutant release were listed in the database for properties located within the Phase I Study Area. Report: PE February 21, 2016 Page 5

9 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay Parking Lot 2A, Campus Avenue Carleton University, 1125 Colonel By Drive, Ottawa, Ontario PCB Inventory A search of national PCB waste storage sites was conducted. The maintenance building at Carleton University is listed as a PCB storage site, however based information contained in a MOECC FOI, request Carleton University is no longer considered to be a PCB Storage site. No other PCB sites were listed in the Phase I ESA Study Area. Ontario Ministry of Environment (MOECC) Instruments A request was submitted to the MOECC Freedom of Information office for information with respect to certificates of approval, permits to take water, certificates of property use or any other similar MOE issued instruments for the site. The response from the MOECC included approvals for permits to take water, alterations or installations of fume hoods, ventilation/exhaust/heating systems, generators and paint spray booths, and repairs/construction for municipal and private sewers. None of these approvals are considered to represent any potential environmental concerns or potentially contaminating activities. The MOECC was responsible for regulating the PCB waste storage site at the Carleton University Maintenance Building. The MOECC requested frequent updates whenever the contents of the PCB waste storage site changed and documents detailing the removal and destination of all PCB contaminated materials. With the exception of light staining around the transformers within the buildings (prior to reclassification or disassembly) no signs or leaks, spills or staining were reported in any of the PCB Inventory Inspection Reports, ENSR letters (who were reclassifying the PCB contaminated transformers) or updates from Carleton University regarding the PCB waste storage site. MOECC Coal Gasification Plant Inventory The Ontario Ministry of Environment document titled "Municipal Coal Gasification Plant Site Inventory, 1991" was reviewed to reference the locations of former plants with respect to the site. No coal gasification plants were identified within the Phase I study area. MOECC Incident Reports A request was submitted to the MOECC Freedom of Information office for information with respect to records concerning environmental incidents, orders, Report: PE February 21, 2016 Page 6

10 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay Parking Lot 2A, Campus Avenue Carleton University, 1125 Colonel By Drive, Ottawa, Ontario offences, spills, discharges of contaminants or inspections maintained by the MOECC for the site or adjacent properties. The response contained many reports of incidents/occurrences which involved spills, leaks or releases of chemicals. These releases included natural gas leaks, releases of refrigerants and fire retardant chemicals, an illegal dumping event of kitchen grease, discharge of E.coli and sediment to natural water bodies, mixed solvents to municipal sanitary sewers and various fuels, lubricants and automotive fluids to the roadways, buildings and parking areas. All of the incident/occurrence reports concluded that the response had been appropriate and that no further action was required. None of the spill incident reports are considered to represent a potentially contaminating activity and therefore none represent an area of potential environmental concern. There are two (2) sets of orders issued from the MOECC to Carleton University. One (1) order pertained to halting drilling activities until adequate mitigation measures were in place to reduce the total dissolved solids in the discharge water entering Rideau River. The other order was requesting compliance with O.Reg 127/01, specifically requesting that the University conducts monitoring, calculating and reporting air contaminant emissions. This order was either reoccurring or duplicated in the response. Neither order is considered to represent a potentially contaminating activity with the potential to impact the subject site MOECC Waste Management Records A request was submitted to the MOECC Freedom of Information office for information with respect to waste management records. A review of the response identified several emergency waste generator numbers issued for one-time events, such as moving equipment (that required draining), decommissioning of equipment or spills. The MOECC carried out various inspections with respect waste management records including, PCB site inspections, waste audits, waste reduction work plan inspections, source separation inspection and waste generator inspections. The MOECC often requested updates and increased detail with respect to the waste management strategies, but no actions were recommended in the inspection reports. Carleton University holds waste generator numbers for a broad array of waste classes generated and removed from site. These materials are largely Report: PE February 21, 2016 Page 7

Waste generation within the Phase I study area is considered to include some of these activities, however, none of the waste management records identified any concerns. MOECC Submissions A request was submitted to the MOECC Freedom of Information office for information with respect to reports related to environmental conditions that have been submitted to the MOECC. No such records were identified in the search. MOECC Brownfields Environmental Site Registry A search of the MOECC Brownfields Environmental Site Registry was conducted as part of this assessment for the site, neighbouring properties and the general area of the site. No Records of Site Condition (RSCs) were filed for the subject property or any properties in the Phase I study area. MOECC Waste Disposal Site Inventory The Ontario Ministry of Environment document titled "Waste Disposal Site Inventory in Ontario, 1991" was reviewed as part of the historical research. This document includes all recorded active and closed waste disposal sites, industrial manufactured gas plants and coal tar distillation plants in the Province of Ontario. Based on the available information, there are two (2) waste disposal sites (x1012 and x1112), both located approximately 240 m east of the subject site, on the Carleton Campus in the area of the sports fields, parking lots and recreation facility. Based on the available data the landfills were closed in the 1940s. Areas of Natural Significance A search for areas of natural significance and features within the Phase I study area was conducted on the web site of the Ontario Ministry of Natural Resources (MNR) on January 10, The MNR website indicated that there were no recorded natural features or areas of natural significance within the Phase I study area. Technical Standards and Safety Authority (TSSA) The TSSA, Fuels Safety Branch in Toronto was contacted electronically on January 10, 2017 to inquire about current and former underground storage tanks, spills and incidents for the site and neighbouring properties. The response from the TSSA indicated that there are no records for the subject site or neighbouring properties. Report: PE February 21, 2016 Page 8

12 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay Parking Lot 2A, Campus Avenue Carleton University, 1125 Colonel By Drive, Ottawa, Ontario City of Ottawa Landfill Document The document entitled Old Landfill Management Strategy, Phase I Identification of Sites, City of Ottawa, was reviewed. Two (2) former landfill sites were identified within the Phase I study area. The landfills are located on the eastern portion of the campus approximately 240 m east of the subject site. The landfills are located in the area of the Carleton University playing fields and athletics facilities, between Bronson Avenue and University Drive. Based on the distance from the site, these landfills are considered to represent potentially contaminating activities, however are not considered to represent areas of potential environmental concern. City of Ottawa Historical Land Use Inventory (HLUI) The City of Ottawa s Historical Land Use Inventory (HLUI) database search returned no activities for the subject property and ten activities associated with properties located within 50m of the subject property. The HLUI returned records for the landfills on the Carleton University property as well as the 2 USTs located adjacent to the Tory Building, as previously identified in other sections. Several records relating to maintenance and construction were also identified as part of the HLUI. The records identified in the City HLUI search are not considered to represent areas of potential environmental concern to the subject site. 4.3 Physical Setting Sources Aerial Photographs Historical air photos from the National Air Photo Library were reviewed in approximate ten (10) year intervals. Based on the review, the following observations have been made: 1945 The subject site is vacant and appears to be used for agricultural purposes. A rail line is present to the east of the subject site. Other surrounding properties appear to be vacant and unused No significant changes have been made to the subject site or surrounding properties (City of Ottawa Website) No significant changes have been made to the subject site. To the southwest the Tory Building of Carleton University has been constructed. Report: PE February 21, 2016 Page 9

Part of the Mackenzie Building has been constructed to the north of the subject site, while several other university buildings have been built or are under construction The subject site remains a parking lot, however Campus Avenue is now present along its eastern edge. Several other buildings in the area have been constructed or renovated No significant changes have been made to the subject site. To the west the Azrieli Building has been constructed and the Minto Building to the north has also been constructed No significant changes appear to have been made to subject site or the adjacent properties (City of Ottawa Website) No significant changes appear to have been made to subject site or the adjacent properties. Laser copies of selected aerial photographs reviewed are included in Appendix 1. Topographic Maps Topographic maps were obtained from Natural Resources Canada The Atlas of Canada website and from the City of Ottawa website. The topographic maps indicate that the regional topography in the general area of the site slopes gently downward towards the east towards the Rideau River. The Rideau River (approx. 230m South) and Rideau Canal (approx. 230 West) are both present within the Phase I ESA Study Area. An illustration of the referenced topographic map is presented on Figure 2 Topographic Map, appended to this report. Physiographic Maps A Physiographic Map was reviewed from the Natural Resources Canada The Atlas of Canada website. According to this physiographic map, the site is located in the St. Lawrence Lowlands. According to the mapping description provided: The lowlands are plain-like areas that were all affected by the Pleistocene glaciations and are therefore covered by surficial deposits and other features associated with the ice sheets. The subject site is located in the Central St. Lawrence Lowland, which is generally less than 150 m above sea level. Report: PE February 21, 2016 Page 10

14 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay Parking Lot 2A, Campus Avenue Carleton University, 1125 Colonel By Drive, Ottawa, Ontario Geological Maps The Geological Survey of Canada website on the Urban Geology of the National Capital Area was consulted as part of this assessment. Based on this information, bedrock in the area of the site consists of interbedded limestone and shale of the Verulam Formation and interbedded shale and limestone of the Lindsay Formation. Overburden soils are shown as a mixture of offshore marine sediments, with a varying drift thickness of 5-10 m. Water Well Records A search of MOECC s online water well records database was completed on January 26, 2017, for all drilled wells within 250 m of the subject site. No well records were identified for the subject site. Several well records were identified for the Phase I ESA Study Area. These wells are for older drinking water wells and monitoring wells throughout the Carleton University property and are not considered to be a concern. No drinking water wells are considered to be remaining on the Carleton University property. Water Bodies and Areas of Natural Significance No areas of natural significance are known to exist within the Phase I study area. Two water bodies are present in the Phase I ESA Study Area, the Rideau River and the Rideau Canal both of which are approximately 230m away from the subject site. 5.0 INTERVIEWS Property Owner Representative Mr. Fouad Olayan, from Colliers Project Leaders, was interviewed as part of the assessment. Mr. Olayan indicated that to the best of his knowledge the site had always been a parking lot and that he did not know of any environmental concerns relating to the subject site. 15 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay Parking Lot 2A, Campus Avenue Carleton University, 1125 Colonel By Drive, Ottawa, Ontario 6.0 SITE RECONNAISSANCE 6.1 General Requirements The site assessment was conducted on February 7, 2017 between 7:30 AM and 8:30 AM. Weather conditions were overcast with a temperature of approximately -10 C. Michael Beaudoin from the Environmental Department of Paterson Group conducted the site visit. In addition to the site, the uses of neighbouring properties within the Phase I study area were also assessed at the time of the site assessment. 6.2 Specific Observations at Phase I Property Buildings and Structures The Phase I ESA property has no buildings on it. There is a single light standard on the property. An underground pedestrian tunnel is present on the north side of the subject site. Storage Tanks No aboveground or underground storage tanks are present on the subject site. Water Source There is no water source present on the subject site, however the subject site is located in an area serviced by municipal drinking water. Unidentified Substances There were no unidentified substances on the subject property at the time of this assessment. Groundwater Monitoring Wells A search of MOECC s online water well records database was completed on January 26, 2017, for all drilled wells within 250 m of the subject site. No well records were identified for the subject site. Several well records were identified for the Phase I ESA Study Area. These records are for wells throughout the Carleton University property and are not considered to be a concern. No drinking water wells are considered to be remaining on the Carleton University property. Report: PE February 21, 2016 Page 12

Waste Storage and Disposal The subject site is not producing waste with the exception of garbage cans located on the sidewalks surrounding the parking area. No concerns relating to waste storage and disposal were identified on the subject site. Railway Lines One rail line is present in the Phase I ESA Study Area, the O-Train line runs north-south bisecting the Carleton University property. The rail line has been in use since at least The rail line represents a PCA to the subject site, however is not considered to represent an APEC. Ozone Depleting Substances (ODSs) There were no potential sources of ODSs observed on site during the assessment. Site Features The subject property consists of a pay parking lot used by the students, visitors, and staff of Carleton University. Potentially Contaminating Activities (PCA) The historical research identified the following Potentially Contaminating Activities: Item 28, Table 2, O.Reg. 153/04 as amended by O.Reg. 333/13: Gasoline and Associated Products Storage in Fixed tanks ; USTs identified approximately 60m west of the subject site on 1963 FIPs. Item 46, Table 2, O.Reg. 153/04 as amended by O.Reg. 333/13: Rail Yards, Tracks and Spurs ; a rail line is located approximately 20m to the east of the subject site, identified during a review of the 1963 FIPs, the aerial photographs, and during the site visit. Item 58, Table 2, O.Reg. 153/04 as amended by O.Reg. 333/13: Waste Disposal and Waste management, including thermal treatment, landfilling and transfer of waste, other than use of bio solids as soil conditioners ; Report: PE February 21, 2016 Page 13

No other PCAs were identified during the historical research or the site visit. Neighbouring Properties An inspection of the neighbouring properties was conducted from publicly accessible roadways at the time of the site inspection. Land use adjacent to the subject site was as follows: North - Roadway, followed by Mackenzie Building and Minto Building; South - Roadway and parking lot, followed by building under construction; East - Campus Avenue, followed by O-Train Line and maintenance buildings; West - Azrieli School of Architecture and Urbanism building. The current use of the immediately adjacent properties is not considered to pose an environmental concern to the subject site. Current land use in the Phase I Study area is illustrated on Drawing: PE Surrounding Land Use Plan in the Figures section of this report, following the text. Report: PE February 21, 2016 Page 14

None None Potentially Contaminating Activities (PCAs) The research identified the following Potentially Contaminating Activities: Item 28, Table 2, O.Reg. 153/04 as amended by O.Reg. 333/13: Gasoline and Associated Products Storage in Fixed tanks ; USTs identified approximately 60m west of the subject site on 1963 FIPs. Item 46, Table 2, O.Reg. 153/04 as amended by O.Reg. 333/13: Rail Yards, Tracks and Spurs ; a rail line is located approximately 20m to the east of the subject site, identified during a review of the 1963 FIPs, the aerial photographs, and during the site visit. Item 58, Table 2, O.Reg. 153/04 as amended by O.Reg. 333/13: Waste Disposal and Waste management, including thermal treatment, landfilling and transfer of waste, other than use of bio solids as soil conditioners ; two former landfills located approximately 240m to the east of the subject site. Contaminants of Potential Concern Since there are no APECs in relation to the subject site there are no contaminants of potential concern. 7.2 Conceptual Site Model Geological and Hydrogeological Setting The Geological Survey of Canada website on the Urban Geology of the National Capital Area was consulted as part of this assessment. Based on this information, bedrock in the area of the site consists of interbedded limestone and shale of the Verulam Formation and interbedded shale and limestone of the Lindsay Formation. Overburden soils are shown as a mixture of offshore marine sediments, with a varying drift thickness of 5-10 m. Contaminants of Potential Concern As indicated in Section 7.1 of this report, since there are no APECs in relation to the subject site there are no contaminants of potential concern. Existing Buildings and Structures The subject site is developed with an asphaltic concrete parking lot. There are no existing buildings on the subject site. The only existing structure is a light standard in the centre of the site and an underground pedestrian tunnel on the north side of the site Water Bodies Two water bodies, the Rideau Canal and the Rideau River, are present within the Phase I ESA Study Area, each located approximately 230m away from the subject site. Areas of Natural Significance No areas of natural significance were identified on the site or in the Phase I study area. Report: PE February 21, 2016 Page 16

20 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay Parking Lot 2A, Campus Avenue Carleton University, 1125 Colonel By Drive, Ottawa, Ontario Drinking Water Wells A search of MOECC s online water well records database was completed on January 26, 2017, for all drilled wells within 250 m of the subject site. No well records were identified for the subject site. Several well records were identified for the Phase I ESA Study Area. These records are for wells throughout the Carleton University property and are not considered to be a concern. No drinking water wells are considered to be remaining on the Carleton University property. Neighbouring Land Use Neighbouring land use in the Phase I study area is university property. The only non-university use in the area is the O-Train line which is present to the east of the subject site. No concerns were identified with the current neighbouring land use. Potentially Contaminating Activities and Areas of Potential Environmental Concern As per Section 7.1 of this report, potentially contaminating activities were encountered during historical research and site visits. These include USTs identified on FIPs, former landfills, and a rail line to the east of the subject site. None of these PCAs are considered to represent an APEC to the Phase I ESA property. Assessment of Uncertainty and/or Absence of Information The information available for review as part of the preparation of this Phase I ESA is considered to be sufficient to conclude that there are no areas of potential environmental concern on the subject site which have the potential to have impacted the subject site. The presence of potentially contaminating activities was confirmed by a variety of independent sources, including, in some cases, observations made during the Phase I site visit. As such, the conclusions of this report are not affected by uncertainty which may be present with respect to the individual sources. Report: PE February 21, 2016 Page 17

21 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay Parking Lot 2A, Campus Avenue Carleton University, 1125 Colonel By Drive, Ottawa, Ontario 8.0 CONCLUSIONS Assessment Paterson Group was retained by Colliers Project Leaders, on behalf of Carleton University to conduct a Phase I Environmental Site Assessment (ESA) of Parking Lot 2A, Campus Avenue, Carleton University, 1125 Colonel By Drive, in the City of Ottawa, Ontario. The purpose of this Phase I ESA was to research the past and current use of the site and study area and to identify any environmental concerns with the potential to have impacted the subject property. According to the historical research, the subject site and surrounding properties were vacant or used for agricultural purposes until the late 1950s when the subject site was turned into a parking lot. The subject site has been used as a parking lot since its initial development. No PCAs or APECs have been identified on the subject site. Any PCAs identified within the Phase I ESA Study Area are not considered to be APECs. Current and past geotechnical investigations on the subject property have not identified any visual or olfactory signs of impacted fill, soil, or groundwater. Following the historical research, an inspection was conducted of the subject site and Phase I ESA study area. The subject site is used as a parking lot. The only structure on the subject site is the asphaltic concrete surface, a light standard, and an underground pedestrian tunnel crosses the north portion of the subject site. The adjacent properties are all part of Carleton University. No new PCAs within the Phase I ESA Study Area site were identified during the Phase I ESA site visit. Conclusion Based on the results of this Phase I Environmental Site Assessment, in our opinion, a Phase II-Environmental Site Assessment is not required for the property. The findings of the Phase I - ESA are based on a review of readily available geological, historical and regulatory information and a cursory review made at the time of the field assessment. The historical research relies on information supplied by others, such as, local, provincial and federal agencies and was limited within the scope-of-work, time and budget of the project herein. Should any conditions be encountered at the subject site and/or historical information that differ from our findings, we request that we be notified immediately in order to allow for a reassessment. This report was prepared for the sole use of Carleton University. Permission and notification from Carleton University and Paterson will be required to release this report to any other party.
