3 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 1026 to 1054 Hunt Club Road Ottawa, Ontario EXECUTIVE SUMMARY Assessment Paterson Group was retained by Claridge Homes to conduct a Phase I Environmental Site Assessment (ESA) of the property addressed 1026 to 1054 Hunt Club Road in the City of Ottawa, Ontario. The purpose of this Phase I Environmental Site Assessment (Phase I ESA) was to research the past and current use of the site and study area and to identify any environmental concerns with the potential to have impacted the subject property. The results of the historical research indicated that the subject properties were originally developed for residential purposes as early as the late 1950 s through the early 1960 s. The property addressed 1054 Hunt Club Road has been used for commercial purposes in addition to residential purposes since the 1970 s or 1980 s when it was purchased by McSweeny Construction. The site was purchased by the Bulsara family in 1998 and operated as Roofmaster since this time. Under the current ownership, the parcel addressed 1026 Hunt Club Road was leased to a tenant who operated a landscaping and snowblowing service. Otherwise, the property has been used for residential purposes. In 2004 and 2008, subsurface investigations were carried out on the Phase I Property by LRL. Based on the findings of the initial investigation, contaminants of potential concern were in compliance with the 2004 MOECC Table 3 standards. Analytical test results were also in compliance with the current 2011 MOECC Table 3 standards. Based on the findings of the 2008 investigation, hydrocarbon impacted soils were identified in the vicinity of a storage shed at 1026 Hunt Club road, under lease by the aforementioned landscaping contractor. In 2016, LRL supervised a soil remediation program, at which time approximately 30m 3 of impacted soil was removed from the property. Final confirmatory soil sampling determined that the soil beneath the Phase I Property was in compliance with the 2004 MOECC Table 3 standards applicable at the time as well as the current 2011 standards. The condition of the groundwater in the vicinity of the remedial excavation was not addressed at this time, therefore the area of the former remediation is considered to represent an APEC on the Phase I Property. Adjacent and neighbouring properties were historically used for residential purposes. No concerns were identified with the past use of the neighbouring lands. Report: PE March 28, 2017 Page ii

4 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 1026 to 1054 Hunt Club Road Ottawa, Ontario At the time of the site visit, an active aboveground fuel storage tank (AST) was identified in the private garage at 1054 Hunt Club Road. The tag was not identified on the tank at the time of the inspection and the age of the tank could not be determined. The AST, which was nearly full at the time of the site visit, was in good condition with no visual or olfactory signs of leakage or staining on or around the AST. The AST is considered to represent an area of potential environmental concern (APEC) on the Phase I Property. It is also our understanding that former ASTs were previously located on the subject property at 1026 Hunt Club Road and 1040 Hunt Club Road. The historical ASTs are also considered to represent APECs on the Phase I Property. Fill material of unknown quality was imported to the Phase I Property in 2011 during the demolition of the former dwelling at 1026 Hunt Club Road. The fill material at this location should be assessed. Recommendations Based on the results of the Phase I ESA, it is our opinion that a Phase II- Environmental Site Assessment is required for the property. Based on the age of the subject structures (1950 s to 1960 s), there is the potential for hazardous building products, including asbestos and lead-based paint, to be present within each structure. It is our understanding that each of the buildings will be demolished prior to redevelopment of the Phase I Property. It is recommended that a Designated Substance Survey (DSS) be conducted for each of the dwellings prior to demolition, in accordance with Ontario Regulation 490/09. 5 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 1026 to 1054 Hunt Club Road Ottawa, Ontario 1.0 INTRODUCTION At the request of Claridge Homes, Paterson Group (Paterson) conducted a Phase I Environmental Site Assessment (Phase I ESA) for the properties addressed 1026 to 1054 Hunt Club Road, in the City of Ottawa, Ontario. The purpose of this Phase I ESA was to research the past and current use of the site and study area and to identify any environmental concerns with the potential to have impacted the subject property. Paterson was engaged to conduct this Phase I ESA by Mr. Neil Malhotra, who can be reached by telephone at This report has been prepared specifically and solely for the above noted project which is described herein. It contains all of our findings and results of the environmental conditions at this site. This Phase I-ESA report has been prepared in general accordance with Ontario Regulation 153/04 as amended by O.Reg. 269/11 (Environmental Protection Act), and also complies with the requirements of CSA Z The conclusions presented herein are based on information gathered from a limited historical review and field inspection program. The findings of the Phase I - ESA are based on a review of readily available geological, historical and regulatory information and a cursory review made at the time of the field assessment. The historical research relies on information supplied by others, such as, local, provincial and federal agencies and was limited within the scope-of-work, time and budget of the project herein. 7 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 1026 to 1054 Hunt Club Road Ottawa, Ontario 3.0 SCOPE OF INVESTIGATION The scope of work for this Phase I Environmental Site Assessment was as follows: Determine the historical activities on the subject site and study area by conducting a review of readily available records, reports, photographs, plans, mapping, databases and regulatory agencies; Investigate the existing conditions present at the subject site and study area by conducting site reconnaissance; Conduct interviews with persons knowledgeable of current and historic operations on the subject property, and if warranted, neighbouring properties; Present the results of our findings in a comprehensive report in general accordance with the requirements of Ontario Regulation 269/11 amending O.Reg. 153/04 made under the Environmental Protection Act and in compliance with the requirements of CSA Z768-01; Provide a preliminary environmental site evaluation based on our findings; Provide preliminary remediation recommendations and further investigative work if contamination is suspected or encountered. 8 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 1026 to 1054 Hunt Club Road Ottawa, Ontario 4.0 RECORDS REVIEW 4.1 General Phase I-ESA Study Area Determination A radius of approximately 250 m was determined to be appropriate as a Phase I ESA study area for this assignment. Properties outside the 250 m radius are not considered to have impacted the subject land, based on their significant distance from the site. First Developed Use Determination Based on the review of aerial photographs it is our interpretation that the Phase I Property was first developed for residential purposes at some time between 1950 and Fire Insurance Plans (FIPs) FIPs were not available for the area of the subject site. City of Ottawa Street Directories City directories were reviewed at the National Archives, from 1946 through 2011, at approximate 10 year intervals. According to the directories, the subject addresses were first listed as private individuals at some time between 1965 and McSweeney Construction Ltd. was listed at 1054 Hunt Club Road in the 1980 s and 1990 s followed by Roofmaster, Rooftek Canada and R Bulsara in The property addressed 1040 Hunt Club Road was listed as Grace Contracting in Adjacent and neighbouring properties along Hunt Club Road have also been listed as residential properties. Environmental Reports The following previous environmental reports were provided to Paterson for review: Phase II Environmental Site Assessment, Roofmaster, Hunt Club Road, Ottawa, Ontario, prepared by Levac Robichaud Leclerc Associates Ltd. 9 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 1026 to 1054 Hunt Club Road Ottawa, Ontario The purpose of the Phase II-ESA was to address potential environmental concerns associated with the on-site roofing business and the storage of vehicles on site associated with a tenant s snow removal operation. Nine boreholes were advanced across the property, to depths ranging from approximately 1.5 to 2.4 m below grade. No visual or olfactory evidence of contamination was noted in the field. Based on the results of combustible vapour screening in combination with field observations, five soil samples were submitted for analytical testing for a combination of benzene, toluene, ethylbenzene and xylene (BTEX) parameters, petroleum hydrocarbon (PHC) parameters, polycyclic aromatic hydrocarbon (PAH) parameters and metals. Based on the analytical test results, BTEX, PHC and PAH parameters were not identified above the method detection limits. Metal concentrations identified were in compliance with the 2004 MOECC Table 3 standards applicable at the time of the investigation. The metal concentrations are also in compliance with the 2011 MOECC Table 3 standards applicable to the site. Based on the findings of the Phase II-ESA, no further work was recommended at the time. Phase II Environmental Site Assessment, 1026 Hunt Club Road, Ottawa, Ontario, prepared by LRL and dated September The purpose of the Phase II-ESA was to determine the potential for soil impacts resulting from the use of the property by a previous tenant, for the storage and maintenance of vehicles. A total of seven boreholes were placed in the vicinity of former vehicle storage area, inside and east of the shed, and inside the garage attached to the house addressed 1026 Hunt Club Road. It should be noted that the house, garage and shed are no longer present on the property. The boreholes were advanced to depths ranging from approximately 1 to 3.2 m below grade. Olfactory evidence of petroleum hydrocarbons was noted in the soil samples collected from a borehole placed within the shed, between depths of 0.39 to 2.6 m below grade. Based on combustible vapour screening of the soil samples, the highest reading (156 parts per million) was identified from a sample collected within the upper 0.6 m. Five soil samples were submitted for analytical testing of BTEX and PHC parameters. PHC fractions F1, F2, and/or F3, exceeding the 2004 MOECC Table 3 standards were identified in soil samples collected from the two borehole locations within the shed, at a depth of 0 to 0.6 m below ground surface. A soil remediation program was recommended based on the findings of the Phase II-ESA. Report: PE March 28, 2017 Page 5

10 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 1026 to 1054 Hunt Club Road Ottawa, Ontario Environmental Site Remediation and Verification Soil Sampling, Roofmaster Ottawa Inc Hunt Club Road, Ottawa, Ontario, prepared by LRL and dated May A soil remediation program was carried out on March 21, Crepin Cartage of Gloucester, Ontario, excavated and disposed of approximately 30 m 3 at GFL Soil Recycling Facility in Moose Creek, Ontario. The remediation program was carried out under supervision by LRL. The excavation activities took place at the location of the former shed at 1026 Hunt Club Road, where PHC impacts were identified in The excavation was irregularly shaped with an approximate area of 25 m 2 and was completed to depths ranging from approximately 1.1 to 2.6 m below grade. Nineteen verification samples were collected from the base and sidewalls of the excavation. Based on a combustible vapour survey in combination with field observations, two sidewall samples and two base samples were submitted for analytical testing of BTEX and PHC parameters. BTEX and PHC parameters were not detected above the laboratory method detection limits. The site was considered to be in compliance with MOECC Table 3 standards and no further remedial work was recommended. It should be noted that groundwater quality was not assessed as part of the previous Phase II ESAs or the 2016 remedial program. Chain of Title A current land title dated March 27, 2017, was prepared for the Phase I Property by READ Abstracts Ltd. The records review extended back to Based on the findings of the review, the entire property was originally owned by private individuals and likely used for residential purposes. In the late 1970 s parts of the site were purchased by McSweeney Construction Ltd. Carleton Iron Works Ltd. also purchased a portion of the property in the 1960 s. It is not known if this business operated onsite, however it is considered unlikely based on the aerial photograph review. The property was sold to the current owners in the late 1990 s. Under current ownership, the site has been used for both residential and commercial (Roofmaster Inc.) purposes. The first developed use of the site is considered to be between 1950 and 1952 based on an aerial photograph review. Report: PE March 28, 2017 Page 6

11 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 1026 to 1054 Hunt Club Road Ottawa, Ontario 4.2 Environmental Source Information Environment Canada A search of the National Pollutant Release Inventory (NPRI) was conducted electronically on March 7, The subject site is not listed in the NPRI database. There are no properties registered in the NPRI database within the study area. PCB Inventory A search of national PCB waste storage sites was conducted. No PCB waste storage sites are located within the Phase I study area. Ontario Ministry of Environment and Climate Change (MOECC) Instruments A request was submitted to the MOECC Freedom of Information office for information with respect to certificates of approval, permits to take water, certificates of property use or any other similar MOECC issued instruments for the site. Based on the MOECC response dated March 23, 2017, no records were identified for the Phase I Property. A copy of the MOECC response is included in Appendix 2. MOECC Coal Gasification Plant Inventory The Ontario Ministry of Environment document titled "Municipal Coal Gasification Plant Site Inventory, 1991" was reviewed to reference the locations of former plants with respect to the site. No coal gasification plants were identified within the Phase I ESA study area. MOECC Incident Reports A request was submitted to the MOECC Freedom of Information office for information with respect to records concerning environmental incidents, orders, offences, spills, discharges of contaminants or inspections maintained by the MOECC for the site or adjacent properties. According to the MOECC response dated March 23, 2017, one incident report was identified for the Phase I Property. Report: PE March 28, 2017 Page 7

12 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 1026 to 1054 Hunt Club Road Ottawa, Ontario According to the incident report dated September 1, 2004, a routine inspection of storm sewers identified the sanitary drain lateral of the Roofmaster building (1054 Hunt Club Road), was connected to the storm sewer. The connection was considered to have occurred between 1973 and It was noted that the municipality would issue a Notice to Mr. Bulsara to disconnect the sanitary building lateral from the storm sewer and re-connect it to the sanitary sewer. The contents of the incident report are not considered to pose an environmental concern to the Phase I Property. A copy of the response provided by the MOECC is included in Appendix 2. MOECC Waste Management Records A request was submitted to the MOECC Freedom of Information office for information with respect to waste management records. Applicable information of current and historical waste storage locations, waste generators and waste receivers pursuant to Ontario Regulation 347 was considered in this review. Based on the MOECC response dated March 23, 2017, no records were identified for the Phase I Property. A copy of the MOECC response is included in Appendix 2. MOECC Submissions A request was submitted to the MOECC Freedom of Information office for information with respect to reports related to environmental conditions that have been submitted to the MOECC. Based on the MOECC response dated March 23, 2017, no records were identified for the Phase I Property. A copy of the MOECC response is included in Appendix 2. MOECC Brownfields Environmental Site Registry A search of the MOECC Brownfields Environmental Site Registry was conducted as part of this assessment for the site, neighbouring properties and the general area of the site. No Records of Site Condition (RSCs) were listed for the subject site or any properties in the Phase I study area. MOECC Waste Disposal Site Inventory The Ontario Ministry of Environment document titled "Waste Disposal Site Inventory in Ontario, 1991" was reviewed as part of the historical research. This document includes all recorded active and closed waste disposal sites, industrial manufactured gas plants and coal tar distillation plants in the Province of Ontario. Areas of Natural Significance A search for areas of natural significance (ANSIs) and features within the Phase I study area was conducted on the web site of the Ontario Ministry of Natural Resources (MNR). There are no ANSIs on the Phase I Property or within the Phase I study area. According to the MNR web site, a provincially significant wetland is present approximately 20 m to the south of the parcel addressed 1026 Hunt Club Road. Technical Standards and Safety Authority (TSSA) The TSSA, Fuels Safety Branch in Toronto was contacted electronically on March 7, 2017 to inquire about current and former underground storage tanks, spills and incidents for the site and neighbouring properties. The response from the TSSA, dated March 13, 2017 indicated that no records were found for the Phase I Property or the immediately adjacent properties. A copy of the TSSA correspondence is included in Appendix 2. City of Ottawa Landfill Document The document entitled Old Landfill Management Strategy, Phase I Identification of Sites, City of Ottawa, was reviewed. No former waste disposal sites were located within the Phase I study area. City of Ottawa Historical Land Use Inventory (HLUI) Database A request for information from the City s Historical Land Use Inventory (HLUI 2005) database for the Phase I property, was sent on March 15, 2017, to the City of Ottawa. A search of the HLUI database identified four activities associated with the Phase I Property and three activities located within 50 m of the Phase I Property. The HLUI search results are summarized in Table 1. A copy of the HLUI response is provided in Appendix 2. Report: PE March 28, 2017 Page 9

Based on an aerial photograph review, gravel pits were situated between 475 and 615 m further south of the Phase I Property. 2 The HLUI report identifies two gravel pits on the adjacent property to the east. Based on a review of aerial photographs, the gravel pits were situated approximately 500m east of the Phase I Property. As noted in the table, the gravel pits identified by the HLUI search were situated further south and further east of the Phase I Property and are not considered to pose a concern to the Phase I Property. A Siding Master and Roofmaster were not considered to pose a significant concern to the property, however site specific PCAs were identified during the time of the site visit as discussed in following sections of this report. The HLUI identified the Trans-Northern Pipeline Co. on a property approximately 40 m northeast of the Phase I Property. There is no evidence of any activity on this property from the aerial review. Based on the aerial review, in combination with the separation distance and inferred groundwater flow direction to the east, this property is not considered to pose a concern to the Phase I Property. 15 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 1026 to 1054 Hunt Club Road Ottawa, Ontario Geotechnical Investigation A Geotechnical Investigation was conducted in conjunction with the Phase I ESA. Three boreholes with monitoring well installations were advanced across the Phase I Property to depths ranging from approximately 7.6 to 9.4m below grade. The soil stratigraphy beneath the Phase I Property consists of granular fill materials associated with the gravel access lanes and pavement structure, over silty sand and sand. Fill material consisting of stone dust with crushed stone, was identified to a depth of approximately 1.5 m below grade at BH1, the location of the former remedial excavation. No visual or olfactory signs of potential impact were noted in any of the soil samples recovered. Stabilized groundwater levels were measured at depths of approximately 3.4m below ground surface on the western portion of the property, and 4.0m below ground surface on the eastern portion of the property. Based on the groundwater surface elevations, the ground water flow direction is to the east, towards Sawmill Creek. 4.3 Physical Setting Sources Aerial Photographs Historical air photos from the National Air Photo Library were reviewed in approximate ten (10) year intervals. The review period dates back to the first available air photos for the site. Based on the review, the following observations have been made: 1949 The subject site and adjacent lands to the south, east and west are treed. Hunt Club Road is present immediately north of the subject land, followed by a residential dwelling and apparent agricultural land Due to the poor scale and quality of this photo, it is not possible to clearly distinguish site features, although the property appears to have been developed with a residential dwelling (1040 Hunt Club Road). An apparent dwelling is also present to the west of the subject land. No other significant changes appear to have been made to the adjacent properties. Report: PE March 28, 2017 Page 11

Further residential development has occurred west of the site along the south side of Hunt Club Road. Otherwise the adjacent properties appear to remain unchanged No significant changes appear to have been made to the subject land. The Airport Parkway is under construction east of the Phase I Property. Hunt Club Road, immediately north of the subject land, has undergone a realignment. The residential dwelling previously north of the site, across Hunt Club Road, is no longer present The Phase I Property appears to remain unchanged. The construction of the Airport Parkway east of the subject land has been completed. Significant residential development has occurred north and west of the site, along both sides of Hunt Club Road The Phase I Property is heavily treed and only the easternmost dwelling can be seen in this photo. Land to the southwest has been developed for residential purposes. Additional residential development has occurred to the north, across Hunt Club Road. The adjacent properties to the south and east remain unchanged (City of Ottawa website) A basketball court and pool can be seen to the west and south of the easternmost residential dwelling. An apparent storage structure is present on the southwest portion of the subject property. The adjacent properties appear to remain unchanged (City of Ottawa website) An apparent storage structure is now present immediately west of the easternmost dwelling, at the location of the basketball court noted in the previous photograph. What appears to be a second storage structure is present on the southwestern portion of the property. The residential dwelling previously located on the western portion of the subject land (1026 Hunt Club Road) is no longer present. The subject site is indicated to have an elevation ranging from 90 to 100 m above sea level (ASL). Regionally the topographic maps indicate a downward slope to the north and east, towards Sawmill Creek, situated approximately 120 m east of the Phase I Property. An illustration of the referenced topographic map is presented on Figure 2 Topographic Map, appended to this report. Physiographic Maps A Physiographic Map was reviewed from the Natural Resources Canada The Atlas of Canada website. According to this physiographic map, the site is located in the St. Lawrence Lowlands. According to the mapping description provided: The lowlands are plain-like areas that were all affected by the Pleistocene glaciations and are therefore covered by surficial deposits and other features associated with the ice sheets. Mapping shows the subject site as situated in an area of clay plains. Geological Maps The Geological Survey of Canada website on the Urban Geology of the National Capital Area was consulted as part of this assessment. Based on this information, bedrock in the area of the Phase I Property consists of interbedded limestone and shale of the Verulam formation. Overburden soils are shown as nearshore marine sediment with a drift thickness on the order of 15 to 25 m and up to 50 m along the eastern portion of the property. Water Well Records The Phase I Property and other properties within the Phase I ESA study area are currently serviced with municipal drinking water. The MOECC s well records mapping system was searched for all drilled well records within 250 m of the subject site. The database identified nine domestic well records for properties within the Phase I Study Area between 1950 and As noted above, properties within the Phase I study area are currently serviced with municipal water. As a result, it is not expected that any of these wells are still being used for potable purposes. No other well records were identified within the Phase I study area. 18 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 1026 to 1054 Hunt Club Road Ottawa, Ontario Water Bodies and Areas of Natural Significance Sawmill Creek is situated approximately 120 m east of the Phase I Property and the Rideau River is located approximately 3.3 km west of the subject land. While there is a provincially significant wetland approximately 20m southwest of the 1026 Hunt Club Road, there are no areas of natural significance on the Phase I Property or within the Phase I study area. 5.0 INTERVIEWS Property Owners Mr. Kershan Bulsara, the son of the current property owner, was interviewed at the time of the site visit on March 9, Mr. Bulsara indicated that the property was purchased by his parents circa 1998, from McSweeny Construction, who constructed the existing dwelling/office at 1054 Hunt Club Road. To his knowledge, the property has always been used for residential or commercial purposes. Mr. Bulsara indicated there is an aboveground storage tank (AST) situated in the garage of 1054 Hunt Club Road, along with minor quantities of chemicals associated with the roofing business (polyurethane/bitumen waterproofing resin and solvent based adhesive). Otherwise, Mr. Bulsara reported that chemicals are not stored on the Phase I Property and that the storage structures on the subject property contain only roofing materials such as asphaltic shingles and metal flashing, as well as tools. According to Mr. Bulsara, the former residential dwelling located at 1026 was demolished circa 2011 and backfilled with clean imported material. Mr. Bulsara indicated that previous Phase II ESAs and an environmental remediation program had been conducted on the property. He is unaware of any existing environmental concerns with the subject land or the adjacent and neighbouring properties. Mr. Jehaangir Bulsara, the owner of the property, was contacted via electronic mail on March 10, 2017, to inquire about the former remedial program. Mr. Bulsara indicated that a former tenant at 1026 Hunt Club Road operated a landscaping and snowplowing business. Mr. Blusara commissioned LRL to conduct a Phase II ESA in 2008, to confirm whether or not there had been any subsurface impacts resulting from the storage and/or maintenance of the tenant s equipment (lawnmowers and plows). Mr. Bulsara indicated that LRL identified surficial oil impacts in the area of the shed floor, which extended to depths of approximately 0.6 to 1.2 m below grade. The oil impacts were subsequently removed in Report: PE March 28, 2017 Page 14

19 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 1026 to 1054 Hunt Club Road Ottawa, Ontario The information obtained in the interview is considered to be consistent with site information obtained from other sources and from observations made during the site visit. 6.0 SITE RECONNAISSANCE 6.1 General Requirements The Phase I Property was visited by Ms. Karyn Munch, P.Eng., QPESA, with the Environmental Department of Paterson Group, on March 9, 2017 between the hours of 10:00 and 11:30 am. Weather conditions were sunny with a temperature of approximately 0 C. At the time of the site visit, the neighbouring properties within the Phase I study area were observed from publicly accessible areas. Photographs documenting the observations made during the site visit are provided in Appendix I. 6.2 Specific Observations at Phase I Property Buildings and Structures The property addressed 1026 Hunt Club Road is currently vacant, undeveloped land. The former dwelling, constructed in the late 1950 s or early 1960 s, was removed from the property in This building was reportedly heated with oilfired equipment. An associated shed structure was removed in The property addressed 1038 Hunt Club Road has been occupied by a storage structure since a time between 2005 and The structure has no foundation and is finished on the exterior with metal siding and asphaltic shingles. The structure is not heated. The property addressed 1040 Hunt Club Road is occupied by a 1-storey residential dwelling with a basement level. The building was constructed, between 1950 and 1952, with a concrete foundation. The exterior finish consists of vinyl siding and a sloped roof covered with asphaltic shingles. The building is currently heated with natural gas-fired equipment and supplemental electric baseboard heaters. The building is reported to have originally been heated with oil-fired equipment. 20 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 1026 to 1054 Hunt Club Road Ottawa, Ontario The properties addressed 1050 and 1054 Hunt Club Road are occupied by a carport and residential dwelling. The dwelling, constructed in the late 1950 s or early 1960 s, has a concrete foundation and is finished on the exterior with brick and asphaltic shingles. The Roofmaster office occupies the first floor of the dwelling which is heated with natural gas fired equipment, while the second story is used for residential purposes and heated with furnace oil. A private garage is attached to the east end of the dwelling. A carport structure, comprised of two shipping containers with a wood-framed roof structure, is present immediately to the west of the dwelling. The containers reportedly store roofing materials and tools. An in-ground pool and pool house are situated south of the dwelling at 1054 Hunt Club Road. The pool house is a wood-frame structure with a peaked roof covered with asphaltic shingles. The approximate locations of the subject buildings and structures are shown on Drawing PE Site Plan. Below Ground Structures Below ground structures on site include underground utilities, discussed below, as well as an in-ground pool. The pool is situated on the southern portion of the parcel of land addressed 1054 Hunt Club Road. Underground Utilities Underground service locates were completed for the subject site in February of On-site buried services include natural gas, municipal water and sewers. Services enter the Phase I Property from Hunt Club Road. The approximate locations of the natural gas lines are shown on Drawing PE Site Plan, however the exact locations of the municipal services are unknown. Site Features The carport and residential dwelling at 1050 and 1054 Hunt Club Road are situated on the eastern portion of the Phase I Property, with an in-ground swimming pool and pool house south of the dwelling. The vacant, residential dwelling addressed 1040 Hunt Club Road, multiple storage trailers associated with Roofmaster, and a storage structure previously discussed, are situated on the central portion of the Phase I Property. The western portion of the Phase I Property, the location of the former dwelling addressed 1026 Hunt Club Road, is currently vacant. Report: PE March 28, 2017 Page 16

Based on aerial photos, these areas consist of gravel or paved access lanes or parking areas on the northern portion of the property, with some landscaped and treed areas. The western and southern portions of the site are covered with grass and trees. The Phase I Property, at a higher grade than Hunt Club Road and the Airport Parkway, slopes gently down to the north and to the east. Site drainage consists of a combination of surficial infiltration and sheet flow to catch basins on the adjacent roadways. Exterior vent and fill pipes noted at the southeast corner of the residence at 1054 Hunt Club Road indicated the presence of an interior aboveground storage tank (AST) at this location. No other exterior vent or fill pipes or evidence of potential underground storage tanks (USTs) were noted on the exterior of the properties at the time of the site visit. It should be noted that the site was snow covered at the time of the site visit. No evidence of recent excavation was observed on the exterior of the subject property. No evidence of current or former railway or spur lines on the subject property was observed at the time of the site visit. There were no unidentified substances observed on the exterior of the Phase I Property. The subject property is serviced with municipal water. There were no potable wells observed on the Phase I Property or on other properties within the Phase I study area, at the time of the site visit. Three groundwater monitoring wells were noted at the time of the site visit; the wells had been installed as part of a concurrent Geotechnical Investigation conducted by Paterson. The above-noted site features are shown on Drawing PE Site Plan. Fill Material No evidence of fill material was observed during the site visit, however the ground surface was largely snow covered at this time. According to Mr. Bulsara, the former dwelling at 1026 Hunt Club Road was removed in 2011 and the excavation was reportedly backfilled with clean imported material at the time. This material was encountered during a recent subsurface investigation and consisted of stonedust. Granular material associated with the pavement structures and laneways, was also identified during the subsurface investigation. The granular materials identified are not considered to represent a concern to the Phase I Property. Interior Assessment The subject structure addressed 1040 Hunt Club Road is a vacant 1-storey residential dwelling with a basement level. A general description of the interior of the subject structure follows: Floors consist of a combination of ceramic tiles, hardwood and poured concrete in the basement. Walls are finished with gypsum board and wood panelling, with unfinished concrete block walls in the basement. Ceiling finishes include stippled plaster, acoustic ceiling tiles and stick-on ceiling tiles. Lighting throughout the building is provided by fluorescent fixtures. There was no chemical storage within the subject structure at the time of the site visit. Some mould growth was noted on the ceiling of the main floor. The subject structure addressed 1054 Hunt Club Road is a two storey residential dwelling with ground floor office space and a full basement. A general description of the interior of the subject structure follows: Floors consist of a combination of ceramic tile, carpet, laminate and poured concrete in the basement and garage. The floor surface of the cold storage area off the private garage, is asphaltic concrete. Finished walls are gypsum board while unfinished walls in the basement consist of concrete block. The cold storage area is a wood frame addition that is not finished on the interior. Ceilings are finished with a combination of drywall, stippled plaster, acoustic tiles and stick-on tiles. Lighting throughout the building is provided by incandescent and fluorescent fixtures. Report: PE March 28, 2017 Page 18

23 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 1026 to 1054 Hunt Club Road Ottawa, Ontario Chemical storage within the subject structure at the time of the site visit included limited quantities of domestic cleaning supplies. Within the private garage, miscellaneous chemicals under 5L in volume were stored properly on shelving units. Chemicals included, but were not limited to glass cleaners, fuels, lubricants, paint and ceramic tile adhesive. Approximately 10 20L pails of Alsan Flashing (polyurethane/bitumen waterproofing resin) and DecTec SBA 200 VC (solvent based adhesive), were also stored in the garage. No signs of leakage or staining were noted at the time of the site visit. Storage Tanks An aboveground storage tank (AST), approximately 1,500 L in volume, was present in the garage adjacent to the dwelling addressed 1054 Hunt Club Road. At the time of the site visit, the AST was nearly full and in good condition. A tag, identifying the age of the tank was not identified at the time of the site visit. No visual or olfactory signs of leakage or staining were noted on or around the AST. The underlying concrete floor slab was in good condition at the time of the site visit. The fuel line for the AST led to an oil-fired furnace on a mezzanine level in the garage for the purposes of heating the second storey of the dwelling, while the main floor is heated with natural gas fired equipment. Several propane tanks were noted on the exterior of the storage structure on the western portion of the Phase I Property. The propane tanks were not considered to pose a concern to the property. No other storage tanks were noted at the time of the site visit. It is our understanding that the pool at 1054 Hunt Club Road was previously heated with an oil-fired heater. The heater remains present in the pool house, however the former aboveground storage tank, previously situated on the exterior of the pool house, is no longer present. No signs of leakage or staining were noted in or around the pool house. As noted previously, the ground surface was snowcovered at the time of the site visit. It is also our understanding that the vacant dwelling at 1040 Hunt Club Road and the previous dwelling at 1026 Hunt Club Road were also heated with oil-fired equipment in the past. Former aboveground storage tanks (ASTs) were reportedly present within the interior of these structures. Report: PE March 28, 2017 Page 19

The subject site discharges into the municipal sewer system. No concerns were identified with respect to floor drains and wastewater discharges at the Phase I properties. No sump pits were present in the subject buildings. Unidentified Substances No unidentified substances were noted on the Phase I Property at the time of the site visit. Hazardous Building Materials Based on the age of the residential structure (1950 s), potentially asbestos containing materials (ACMs) observed within 1040 Hunt Club Road include, ceiling stipple, drywall joint compound, acoustic ceiling tiles and stick-on ceiling tiles. Mould was also noted at several locations on the main floor ceiling. According to Mr. Bulsara, extensive renovations were carried out at 1054 Hunt Club Road by the previous and current owners. Based on the age of the structure (late 1950 s to early 1960 s) potential ACMs are considered to include the drywall joint compound on the original exterior walls and possibly the stipple ceiling finishes, acoustic ceiling tiles and stick-on tiles. Based on the age of the dwellings, lead-based paint may also be present on older or original painted surfaces. Fluorescent light ballasts installed before 1980 may contain polychlorinated biphenyls (PCBs). It is considered likely that ballasts have by now been replaced with PCB-free ballasts. Based on the age of the dwellings urea formaldehyde foam insulation (UFFI) may be present. No signs of UFFI were noted at the time of the site visit, however wall and ceiling cavities were not inspected for insulation type. Ozone-depleting substances (ODSs) noted at the time of the site visit include fire extinguishers, refrigerators and freezers as well as air conditioning equipment. These appliances should be maintained on a regular basis by a contractor licenced for these works. Report: PE March 28, 2017 Page 20

Neighbouring Properties An inspection of the neighbouring properties was conducted from publicly accessible roadways at the time of the site visit. Land use adjacent to the subject site was as follows: North Hunt Club Road followed by residential; South Vacant, treed land; East Airport Parkway followed by rail line; West Residential. No potentially contaminating activities (PCAs) were identified on the adjacent properties. Several PCAs identified within the Phase I study area are discussed in the CSM in the following section. Based on their separation distances from the Phase I Property, they are not considered to represent areas of potential environmental concern (APECs) on the subject land. No other PCAs were identified on the subject property or within the Phase I study area. 7.2 Conceptual Site Model Geological and Hydrogeological Setting Based on information provided on the Geological Survey of Canada website, on the Urban Geology of the National Capital Area, bedrock in the area of the Phase I Property consists of interbedded limestone and shale of the Verulam formation. Overburden soils are shown as nearshore marine sediments with a drift thickness on the order of 15 to 25 m and up to 50 m along the eastern portion of the property. Based on the regional topography, which is generally sloping down to the north and east, the groundwater flow in the immediate vicinity of the Phase I Property is inferred to be in an easterly direction, towards Sawmill Creek. Based on the findings of a concurrent Geotechnical Investigation, the soil stratigraphy beneath the Phase I Property consists of granular fill materials associated with the access lanes and pavement structure, over silty sand and sand. Groundwater levels were measured at depths of approximately 3.4 and 4.0 m below ground surface. Based on the groundwater surface elevations, the ground water flow direction is to the east, towards Sawmill Creek. Contaminants of Potential Concern As noted above, the CPCs identified in this Phase I ESA included BTEX, PHCs and metals. CPCs may be encountered in the soil and groundwater in the vicinity of the existing and former ASTs, as well as in the vicinity of the 2016 remedial excavation. Metals may be encountered in the fill material imported to the Phase I Property during the 2011 demolition of the former dwelling at 1026 Hunt Club Road. Potential metal impacts are considered to be confined to the soil only. Report: PE March 28, 2017 Page 26

31 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 1026 to 1054 Hunt Club Road Ottawa, Ontario Existing Buildings and Structures A residential dwelling, private garage, carport and in-ground pool are present on the lots addressed 1050 and 1054 Hunt Club Road. The main floor of the 2- storey dwelling is occupied by the offices of Roofmaster, while the upper floor is residential. Other buildings and structures on site include a vacant 1-storey residential dwelling at 1040 Hunt Club Road and a storage structure at 1038 Hunt Club Road. Water Bodies There are no water bodies on the Phase I Property. Sawmill Creek is situated approximately 120 m east of the Phase I Property and the Rideau River is located approximately 3.3 km west of the subject land. Areas of Natural Significance No areas of natural significance were identified on the Phase I Property or in the Phase I study area. A provincially significant wetland is situated approximately 20 m southwest of 1026 Hunt Club Road. Drinking Water Wells The MOECC s well records mapping system was searched for all drilled well records within 250 m of the subject site. No records were identified for the Phase I Property. The database identified nine domestic well records for properties within the Phase I Study Area between 1950 and As noted above, properties within the Phase I study area are currently serviced with municipal water. As a result, it is not expected that any of these wells are still being used for potable purposes. No other well records were identified within the Phase I study area. Groundwater Monitoring Wells According to electronic mapping provided by the MOECC, there are no records for monitoring wells on the Phase I Property or within the Phase I study area. Three groundwater monitoring wells, installed as part of a concurrent Geotechnical Investigation, were noted on the property at the time of the site visit. Report: PE March 28, 2017 Page 27

Land use is shown on Drawing PE Surrounding Land Use Plan. Potentially Contaminating Activities and Areas of Potential Environmental Concern As per Section 7.1 of this report, potentially contaminating activities (PCAs) that are considered to represent areas of potential environmental concern (APECs) on the Phase I Property include the current and past storage of fuel on the property, and the importation of fill material of unknown quality. Although the property is occupied by Roofmaster, only limited quantities of chemicals are properly stored on site. The use of the property by Roofmaster is not considered to be a PCA. The APECs on the Phase I Property are outlined on Drawing PE Site Plan. Additional PCAs were identified within the Phase I study area, however these activities were not considered to represent APECs on the Phase I Property based on their respective separation distances from the Phase I Property. All PCAs within the Phase I study area are presented on Drawing PE Surrounding Land Use Plan. Those shown in red are considered to represent APECs on the Phase I Property while those shown in green are not considered to pose an environmental concern to the Phase I Property. Assessment of Uncertainty and/or Absence of Information The information available for review as part of the preparation of this Phase I ESA is considered to be sufficient to conclude that there are areas of potential environmental concern on the subject site resulting from current and historical uses of neighbouring properties. The presence of potentially contaminating activities was confirmed by a variety of independent sources. Where uncertainty or data gaps were identified in the historical research, a conservative approach was taken when interpreting the information. 33 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 1026 to 1054 Hunt Club Road Ottawa, Ontario 8.0 CONCLUSIONS Assessment Paterson Group was retained by Claridge Homes to conduct a Phase I Environmental Site Assessment (ESA) of the property addressed 1026 to 1054 Hunt Club Road in the City of Ottawa, Ontario. The purpose of this Phase I Environmental Site Assessment (Phase I ESA) was to research the past and current use of the site and study area and to identify any environmental concerns with the potential to have impacted the subject property. The results of the historical research indicated that the subject properties were originally developed for residential purposes as early as the late 1950 s through the early 1960 s. The property addressed 1054 Hunt Club Road has been used for commercial purposes in addition to residential purposes since the 1970 s or 1980 s when it was purchased by McSweeny Construction. The site was purchased by the Bulsara family in 1998 and operated as Roofmaster since this time. Under the current ownership, the parcel addressed 1026 Hunt Club Road was leased to a tenant who operated a landscaping and snowblowing service. Otherwise, the property has been used for residential purposes. In 2004 and 2008, subsurface investigations were carried out on the Phase I Property by LRL. Based on the findings of the initial investigation, contaminants of potential concern were in compliance with the 2004 MOECC Table 3 standards. Analytical test results were also in compliance with the current 2011 MOECC Table 3 standards. Based on the findings of the 2008 investigation, hydrocarbon impacted soils were identified in the vicinity of a storage shed at 1026 Hunt Club road, under lease by the aforementioned landscaping contractor. In 2016, LRL supervised a soil remediation program, at which time approximately 30m 3 of impacted soil was removed from the property. Final confirmatory soil sampling determined that the soil beneath the Phase I Property was in compliance with the 2004 MOECC Table 3 standards applicable at the time as well as the current 2011 standards. The condition of the groundwater in the vicinity of the remedial excavation was not addressed at this time, therefore the area of the former remediation is considered to represent an APEC on the Phase I Property. Adjacent and neighbouring properties were historically used for residential purposes. No concerns were identified with the past use of the neighbouring lands. Report: PE March 28, 2017 Page 29

34 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 1026 to 1054 Hunt Club Road Ottawa, Ontario At the time of the site visit, an active aboveground fuel storage tank (AST) was identified in the private garage at 1054 Hunt Club Road. The tag was not identified on the tank at the time of the inspection and the age of the tank could not be determined. The AST, which was nearly full at the time of the site visit, was in good condition with no visual or olfactory signs of leakage or staining on or around the AST. The AST is considered to represent an area of potential environmental concern (APEC) on the Phase I Property. It is also our understanding that former ASTs were previously located on the subject property at 1026 Hunt Club Road and 1040 Hunt Club Road. The historical ASTs are also considered to represent APECs on the Phase I Property. Fill material of unknown quality was imported to the Phase I Property in 2011 during the demolition of the former dwelling at 1026 Hunt Club Road. The fill material at this location should be assessed. Recommendations Based on the results of the Phase I ESA, it is our opinion that a Phase II- Environmental Site Assessment is required for the property. Based on the age of the subject structures (1950 s to 1960 s), there is the potential for hazardous building products, including asbestos and lead-based paint, to be present within each structure. It is our understanding that each of the buildings will be demolished prior to redevelopment of the Phase I Property. It is recommended that a Designated Substance Survey (DSS) be conducted for each of the dwellings prior to demolition, in accordance with Ontario Regulation 490/09. Report: PE March 28, 2017 Page 30

The findings of the Phase I - ESA are based on a review of readily available geological, historical and regulatory information and a cursory review made at the time of the field assessment. The historical research relies on information supplied by others, such as, local, provincial and federal agencies and was limited within the scope-of-work, time and budget of the project herein.
