2 EXECUTIVE SUMMARY Terrapex Environmental Ltd. (Terrapex) was retained by 103 Dundas Corporation to conduct a Phase I Environmental Site Assessment (ESA) of the property located at 103 Dundas Street West in Oakville, Ontario (the site). A one-and-a-half-storey residential house currently occupies the southwest portion of the site. The objective of the investigation was to identify actual and potential sources of contamination arising from current and/or historical activities on the site and neighbouring properties. It is our understanding that the assessment is being undertaken by 103 Dundas Corporation for property acquisition purposes. The ESA was conducted in general accordance with the principles set out in Canadian Standards Association (CSA) Standard Z768-01, Phase I Environmental Site Assessment. The scope of work comprised a records review, site inspection, interviews, and documentation of the findings in a report. Based on a review of historical records and documents, the site has been used for residential purposes since Historical and current usages of surrounding properties have been predominantly residential and/or commercial. No actual or potential sources of significant environmental concern associated with the current and historical use of the site or surrounding properties were identified in the Phase I ESA. Consequently, no further investigation for the site is recommended at this time. The potential presence of designated/regulated substances in the building was also identified during the work program. These substances are not considered to be of concern provided they are properly managed and disposed or are not disturbed, and the equipment is properly maintained. 5 1.0 INTRODUCTION Terrapex Environmental Ltd. (Terrapex) was retained by 103 Dundas Corporation to conduct a Phase I Environmental Site Assessment (ESA) of the property located at 103 Dundas Street West in Oakville, Ontario (the site). The site is located on the north side of Dundas Street West and approximately 340 m west of Sixth Line. For the purposes of this report, Dundas Street West is considered to be oriented in an east-west direction, and Sixth Line in a north-south direction. The site location is presented in Figure 1. The site is rectangular-shaped and comprises an area of approximately 0.59 ha. A one-and-a-halfstorey residential house currently occupies the southwest portion of the site. The general site layout is presented on Figure 2. It is understood that the site is proposed to be a residential development, which includes an eightstorey condominium. A geotechnical investigation was recently completed at the site by Alston Associates Inc. (AAI), the geotechnical division of Terrapex. Selected soil and groundwater samples recovered from the geotechnical investigation were also submitted for laboratory analysis by Terrapex. The findings of the geotechnical investigation and the soil and groundwater testing are documented under separate covers. 1.1 OBJECTIVE The objective of the investigation was to identify actual and potential sources of contamination arising from current and/or historical activities on the site and neighbouring properties. It is our understanding that the assessment is being undertaken by 103 Dundas Corporation for property acquisition purposes. 1.2 SCOPE OF WORK The Phase I ESA was conducted in accordance with the principles set out in Canadian Standards Association (CSA) Standard Z (reaffirmed 2012), Phase I Environmental Site Assessment, and the Ontario regulation Records of Site Condition - Part XV.1 of the Act (O. Reg. 153/04). In most technical respects, the "O. Reg. 153/04 Phase I ESA standards" are similar (although not identical) to the requirements for Phase I ESAs completed in accordance with CSA Z768-01; however, O. Reg. 153/04 also establishes specific, mandatory reporting elements, including a required report structure (i.e., Table of Contents, with specific requirements as to where and how information is presented). Therefore, this report, in its current form, cannot be used in support of filing a Record of Site Condition (RSC) for the site. Nonetheless, the Phase I ESA has been completed to a level of technical rigour equivalent to that associated with the requirements of O.Reg. 153/04, and would allow for the preparation of an O. Reg. 153/04 compliant report if filing of a RSC is required in the future (subject to the time restrictions in O. Reg. 153/04). TERRAPEX ENVIRONMENTAL LTD. 103 Dundas Corporation CT

6 The scope of work comprised: a review of available historic and current environmental information; an inspection of the site, and accessible neighbouring sites for evidence of potential environmental concerns; interviews with persons knowledgeable of site conditions and operations; and, preparation of this report documenting the findings. 8 Inventory of Industrial Sites Producing or Using Coal Tar and Related Tars in Ontario, MOE, November 1988 for records within approximately 1 km of the subject site; Waste Disposal Site Inventory, MOE Waste Management Branch, June 1991, for active and closed facilities within approximately 1 km of the site; Brownfields Environmental Site Registry, MOE, for records within approximately 500 m of the site; Ministry of Natural Resources (MNR), for environmental sensitive areas in the general vicinity of the site; Requests for file information from: MOECC Freedom of Information (FOI) Office regarding environmental concerns, such as waste generator registration numbers and waste class codes assigned to the site, Certificates of Approval, spill notifications, violations, complaints, or control orders; Region of Halton and Town of Oakville regarding environmental concerns associated with the subject site and information regarding potentially sensitive areas; Halton Region Conservation Authority ( The Technical Standards and Safety Authority (TSSA) Fuels Safety Branch for information pertaining to fuel storage tanks; and, Anecdotal interview with Mr. John Bray, the current site owner. 2.2 SITE INSPECTION The site inspection was conducted by Mr. Bernard Chan, C.Chem., P.Eng., of Terrapex on October 6, 2014, using Terrapex s standard Phase I ESA checklist. Terrapex was accompanied by Mr. John Bray, the current property owner, during the interior inspections. The subject site and accessible neighbouring sites were inspected for evidence of potential environmental concerns such as regulated substances, former and existing underground and aboveground storage tanks (USTs and ASTs), miscellaneous wastes and debris, hazardous materials, infilled areas, surface staining and stressed vegetation. 2.3 LIMITATIONS It should be noted that although Terrapex has attempted to verify information wherever possible, except where explicitly noted we have relied upon the accuracy of information collected during the records review and interview process. As of the date of this report, responses to requests for file information submitted to the MOECC FOI office, Region of Halton, Town of Oakville and Halton Region Conservation Authority had yet to be received. 9 All areas of the site were accessible during the site inspection with the exception of the rooftop of the house, due to safety reasons. 10 3.0 RESULTS AND DISCUSSION 3.1 RECORDS REVIEW AERIAL PHOTOGRAPHS Aerial photographs for the years 1934, 1965, 1979, 1995, 2006 and 2012 were reviewed. It should be noted that identification of specific features at the site and surrounding areas was limited by the scale and resolution of the historical aerial photographs. In the 1934 aerial photograph, the site appears to be part of an open agricultural field. The neighbouring properties appear to be primarily open farm fields with rural dwellings. Dundas Street West is visible to the south of the site. In the 1965 and 1979 aerial photographs, the site appears to be developed with a residence house and farm buildings. No significant changes were observed on the adjacent lands with the exception that a residential dwelling is visible on the west adjacent property. In the 1995 aerial photograph, the configurations of the site and neighbouring properties are similar to the 1979 photograph, with the exception that a rectangular-shaped building at the approximate location of the existing Bell building is visible on the west neighbouring property. The properties on the south side of Dundas Street West appear to be graded for residential development. In the 2006 and 2012 aerial photographs, the configurations of the site and neighbouring properties are similar to the 1995 photograph. Excavation work likely associated with installation of water/sewer lines at the southeast corner of the site is visible on the 2012 photograph. The properties on the south side of Dundas Street West are occupied by a residential subdivision. Copies of the aerial photographs are included in Appendix I PHYSIOGRAPHIC AND HYDROGEOLOGIC RECORDS Topographic Mapping: According to contour information obtained from the topographic maps and the VuMap interactive mapping application, the subject property appears to slope downwards from northeast to southwest. The elevation of the site ranges from approximately 167 m to 165 m above mean sea level. The closest mapped water body is a tributary of Morrison Creek, which is located approximately 450 m east of the site. Based on topography, the general regional groundwater flow is assumed to be southwest towards Sixteen Mile Creek (located approximately 2.0 km southwest of the site), which subsequently discharges into Lake TERRAPEX ENVIRONMENTAL LTD. 103 Dundas Corporation CT

11 Ontario. It should be recognized that the direction of local groundwater flow at the site may also be influenced by local subsurface structures and utilities. Copies of the topographic maps are provided in Appendix II. Geologic Mapping: The site is located in an area of Halton Till which consists of predominantly silt to silty clay materials that are high in matrix carbonate content and clast poor. Bedrock geology consists of the Upper Ordovician shale, limestone, dolostone, siltstone of the Queenston Formation. The site is located in a physiographic region known as the Iroquois Plains. Reportedly, there are various types of soil profiles noted within the areas at which the site is situated. In some places, the land is covered with stratified sands of varying depths, and in others, the soil is formed directly on red shale. Also, there are other places where the soil profile consists of a shallow cover of till overlying the bedrock. Water Well Records: Five water well records were identified in the Ecolog ERIS report (see Section 3.1.4). Two of the wells were installed in 1960 and 1963 for domestic use. One well was installed in 1990 for commercial use. The other two well were listed as abandoned in 1990 and Stratigraphy encountered in the wells generally consisted of topsoil overlying clay and shale bedrock. Static water levels in the wells ranged from 1.2 m to 4.6 m below grade (bg). The water well information from the Ecolog ERIS report is included in Appendix V PROPERTY USE RECORDS Title Search: A chain of land title search was not conducted for the purpose of this study. However, according to Teranet data from the VuMap mapping application and the interactive mapping application available from the Town of Oakville, Explore Oakville ( the site is identified with property identifier number (PIN) , and is legally described as PT LT 16, CON 1, TRAFALGAR, NORTH OF DUNDAS STREET, AS IN ; OAKVILLE/TRAFALGAR SUBJECT TO AN EASEMENT IN GROSS OVER PT 1 20R18896 AS IN HR The site is approximately 5,855 m 2 in area. City Directories: A City Directory search was conducted by EcoLog ERIS for the years from 1962 to 2000 in increments of approximately five years on average. The site was listed as occupied by a one tenant residence in the 2000 directory; no listing was available for the subject address in the 1962, 1969, 1973/74, 1979, 1984, 1989 and 1994 directories. The adjacent properties were either not listed or indicated as a one tenant residence. The search results do not reveal any apparent issue of potential environmental concern. 12 Fire Insurance Documents: Terrapex requested Fire Insurance Plans (FIPs), Inspection Reports, and Site Specific Plans and Reports through EcoLog ERIS Ltd. No records pertaining to the site were found. A copy of the search result is included in Appendix IV GOVERNMENT AND PRIVATE DATABASES EcoLog ERIS Search Ecolog ERIS (Environmental Risk Information Services Ltd.) provides environmental and historical information using various sources of government and private records. ERIS searched the site and surrounding properties 250 m from the boundaries of the site. A copy of the EcoLog ERIS report is included in Appendix V. The ERIS report identified no records pertaining to the site. The following pertinent information related to neighbouring properties within 250 m was summarized from the ERIS report: Environmental Compliance Approval (Certificates of Approval): Two certificates of approval are identified for Bell Canada on the west neighbouring property (113 Dundas Street West) for industrial air emissions associated with an emergency diesel generator for telecom network. No particular concerns are noted for the air emissions; however, the use and storage of of diesel fuel at this property is considered to represent a potential environmental concern for the site. Commercial Fuel Oil Tanks: One off-site record associated with a 4,546 L fibreglass reinforced plastic tank installed in 1991 is identified on the west neighbouring property (113 Dundas Street West). The use and storage of fuel oil at this property is considered to represent a potential environmental concern for the site. ERIS Historical Searches: Two off-site records associated with searches conducted in 2011 and 2012 were identified for the west neighbouring property (113 Dundas Street West). No specific concerns are associated with these records. O.Reg. 347 Waste Generators: Bell Canada, which operated on the west neighbouring property (113 Dundas Street West), was registered as a waste generator of oil skimmings and sludges and light fuels from 2010 to Due to close proximity to the site, the petroleum related wastes generated at this location is considered to represent a potential environmental concern for the site. Ontario Spills: Two spill occurrences were listed. One of the spill locations is reported as in front of 201 Westfield Drive transformer (located approximately 190 m southeast of the site), where approximately 160 L of transformer oil was reported to spill on the ground, with possible soil contamination; the other spill location is reported as catch basin at 2591 Castle TERRAPEX ENVIRONMENTAL LTD. 103 Dundas Corporation CT

13 Hill Drive (located approximately 270 m southwest of the site), where approximately 5 L of gasoline was reportedly released into a catch basin, with no environmental impact anticipated. Given the intervening distance, no specific concerns relating to the site are associated with these records. Scott s Manufacturing Directory: One off-site record was identified within the search area. Ingram Racing Canada, a manufacturing industry, is located at 221 Westfield Trail (approximately 230 m southeast of the site). Given the intervening distance, no specific concerns relating to the site are associated with this record. Water Well Information System: Five entries from this database were mapped within the search area. The details provided for these well are discussed in section of this report. Unplottable Records: EcoLog ERIS also identified numerous partial records without coordinates or municipal addresses from various databases. A majority of these records are certificates of approval and environmental compliance approvals sought by the Regional Municipality of Halton or private companies for the operations of municipal and private water/sewage works, and do not represent a source of potential environmental concern for the site. In addition, EcoLog ERIS found records pertaining to National Pollutant Release Inventory record for The Great Atlantic & Pacific Company of Canada (494 Dundas Street West), and eight records pertaining to waste disposal site approvals (Certificate No. A210406), and two water well records. Further investigations identified the following information: The Great Atlantic & Pacific Company of Canada at 494 Dundas Street West is located approximately 1.4 km west of the site. Due to the intervening distance, no specific concerns relating to the site are associated with this record. The waste disposal site associated with Certificate No. A is located approximately 10 km southeast of the site. Due to the intervening distance, no specific concerns relating to the site are associated with this record. In summary, the diesel fuel tank at 133 Dundas Street West located west of the site is considered to represent a specific concern for the site. Additional Databases Access Environment: The review of the online registry did not identify any records associated with the site. Inventory of Coal Gasification Plant Waste Sites in Ontario: The review of this document did not identify any former coal gasification waste sites within 1 km of the site. 14 Industrial Sites Producing or Using Coal Tar and Related Tars Inventory: The review of this inventory did not identify any former industrial sites producing or using coal tar and related tars within 1 km of the site. Brownfields Environmental Site Registry: No Records of Site Conditions (RSCs) have been filed for the site or within 500 m of the site. Waste Disposal Site Inventory: The review of this inventory did not identify any records of closed or active waste disposal facilities within 1 km of the site GOVERNMENT AND REGULATORY FILES MOECC File Information: A request letter was sent to the MOECC Freedom of Information (FOI) Office for documented environmental concerns, including infractions, complaints, notifications or control orders. A response has yet to be received from the MOECC FOI. Any pertinent information provided by the MOECC FOI will be forwarded upon its receipt. Ontario Ministry of Natural Resources (MNR): A search of the MNR Area of Natural and Scientific Interest (ANSI) database indicated that the site is not within or adjacent to any ANSI. The closest ANSI (Oakville-Milton Wetlands and Uplands) is located approximately 670 m north of the site. Region of Halton: A request was sent to the Region of Halton Planning Services for information on the Halton Region's Hazardous Land Use and Chemical Occurrence Inventory pertaining to the site. A request was also sent to the Region of Halton Wastewater Services Division for information regarding sewer discharge violations or spills to the sanitary sewer pertaining to the site. A response has yet to be received from the Region of Halton. Any pertinent information provided by the Region of Halton will be forwarded upon its receipt. Maps from the Region of Halton Official Plan, Map 1 (Regional Structure, 2013) and Map 1D (Municipal Wellhead Protection Zones, 2009), were reviewed on-line ( According to the Official Plan maps, the site is situated in Urban Area, and is not within or immediately adjacent to any Regional Natural Heritage Systems, Mineral Resource Extraction Areas, Greenbelt Plan Protected Countryside areas, Niagara Escarpment Plan areas, Halton Waste Management Sites or Wellhead Protection Areas. According to the Region of Halton s website ( the Town of Oakville obtains its drinking water from Lake Ontario. Town of Oakville: A request was sent to the Town of Oakville Freedom of Information for documented zoning information, environmental concerns, sewer use by-law infraction, spills, site remediation, former waste disposal sites, potentially sensitive areas, complaints or known contamination records pertaining to the site. 15 the Town of Oakville. Any pertinent information provided by the Town of Oakville will be forwarded upon its receipt. Maps from the Town of Oakville Official Plan, Figure F2 (Natural Features, 2006) and Figure B (General Land Use, 2006), were reviewed on-line for environmentally site sensitive information. According to the Official Plan maps, the site is not within or immediately adjacent to any Floodplain, Environmental Sensitive Areas, Wetlands, Areas of Natural and Scientific Interest (ANSIs), or former landfills. According to the interactive mapping application available from the Town of Oakville, Explore Oakville ( the site is zoned as Existing Development (ED), consists of a single family dwelling, and is not serviced by municipal water. Halton Region Conservation Authority (HRCA): A request was sent to HRCA concerning environmental significant areas, natural reserves, ANSIs, fish habitats, floodplains, endangered or vulnerable species habitat, provincial park, significant wetlands and any distinctive environmental features that may be present on or near the site. A response has yet to be received from HRCA. Any pertinent information provided by HRCA will be forwarded upon its receipt. TSSA Files: The TSSA was contacted regarding records of fuel storage tanks at the subject address of 103 Dundas Street West, and several other adjacent properties. The TSSA replied that there is no information pertaining to the subject address or adjacent addresses, with the exception of 113 Dundas Street West (located west of the site). Documents received from the TSSA on October 14, 2014 revealed that Bell Canada at 113 Dundas Street West has an underground storage tank (UST) for storage of fuel oil on the property. An old UST located on the east side of the existing Bell building was reportedly removed from the property in 2011; and was replaced with a new 10,000 fibreglass reinforced plastic (FRP) UST in the approximate same location in the same year. The old UST was reportedly installed in 1991 and was used for storage of diesel fuel. It was constructed of FRP and had a capacity of 4,595 L. The tank removal work was documented in the following report provided by TSSA: Conestoga-Rovers & Associates (CRA), Summary of Field Activities, Removal of Diesel Fuel Underground Storage Tank, 113 Dundas Street West, Oakville, Ontario. October 28, 2011, prepared for Nexacor Realty Management Inc. The old UST was reported to be in good condition with no visual evidence of perforations during its removal. Confirmatory soil samples collected along the walls and floor of the completed excavation, as well as from the excavated soil stockpile, were submitted for laboratory analysis of benzene, toluene, ethylbenzene, xylenes (collectively BTEX) and petroleum hydrocarbon (PHC) fractions F1-F4. 16 (MOE) Site Condition Standards (SCS) listed in Table 2 of the April 15, 2011 Soil, Ground Water and Sediment Standards for Use Under Part XV.1 of the Environmental Protection Act (MOE, 2011) that are applicable to industrial/commercial/community land use, coarse textured soils, in a potable groundwater condition (hereafter referenced as the MOE Table 2 SCS) were used to evaluate laboratory analytical results for the site. The results of the laboratory analyses of soil indicated that all tested parameters were within the MOE Table 2 SCS. Copies of the maps and correspondence related to requests for MOECC, MNR, Region of Halton, Town of Oakville, HRCA, TSSA and municipal file information are included in Appendix VI PREVIOUS REPORTS A geotechnical investigation was recently completed by Alston Associates Inc. (AAI), the geotechnical division of Terrapex. The following reports were reviewed as part of the Phase I ESA: Alston Associates Inc. (AAI), Geotechnical Investigation Report, 103 Dundas Street West, Oakville, Ontario. October 27, 2014, prepared for 103 Dundas Corporation. AAI, Soil and Groundwater Testing, 103 Dundas Street West, Oakville, Ontario. October 27, 2014, prepared for 103 Dundas Corporation. The geotechnical investigation consisted of the advancement of five boreholes to a depth of 6.1 m below grade. Soil stratigraphy of the area generally consisted of 50 mm to 450 mm of topsoil and native silty clay till with thickness of 1.2 m to 2.9 m overlying weathered shale bedrock at depths of 1.5 m to 3.4 m below grade. Groundwater was measured from the open boreholes at depths of 2.9 m to 4.9 m below grade, and was determined to flow in an approximately northwest-to-southeast direction. During the geotechnical investigation, potential environmental concern associated with offsite migration of PHC contaminants from the diesel fuel UST at 113 Dundas Street West (located west of the site) onto the site was identified. As such, soil samples collected from one of the boreholes (BH4), which is located along the west property boundary and approximately 25 m east of the existing UST on the west neighbouring property, were inspected for evidence of PHC contamination. Soil samples collected from borehole BH4 was submitted for laboratory analysis of BTEX and PHC fractions F1-F4. Borehole BH4 was completed as a monitoring well (MW4), and groundwater samples were collected from it for laboratory analysis of BTEX and PHC fractions F1-F4. Soil and groundwater samples recovered from borehole BH4/MW4 did not exhibit any visible evidence of PHC contamination. 17 3.2 SITE INSPECTION SITE DESCRIPTION General Site Layout: The site is rectangular-shaped and comprises an area of approximately 0.59 ha. A one-and-a-half-storey residential house currently occupies the southwest portion of the site. A wooden barn occupies the northwest portion of the site. A vacant wooden shed is located at the north central portion of the site. The remainder of the site is generally covered by dense trees and vegetations. The house was occupied by the owner of the site during our inspection. The house is accessible from Dundas Street West via a gravel-paved driveway. The site is relatively flat and slopes generally downwards towards the south. Surface runoff on the site either drains toward the ditch which runs along Dundas Street West or infiltrates through the ground surface. The layout of the site is shown on Figure 2. Selected photographs of the subject site are provided in Appendix VII. Services: The site is serviced with hydro. A water well is located northeast of the house. A septic tank is located southeast of the house which services the washroom. The house was previously heated by furnace oil, and an oil furnace is located in the basement. The furnace oil aboveground storage tank (AST), previously located along the northwest corner of the basement, was removed in The house is currently heated by hydro electricity and a wood stove. Debris: No debris were observed on the site during the time of inspection, other than piles of fire wood located north of the house. Miscellaneous household items, including refrigerators and an air conditioner, were observed in the barn. Truck and trailer offices and changing rooms, associated with the owner's movie production business, were observed northeast and north of the house. Residues/Staining: Other than some minor water stains on the concrete basement floor from a flooded basement, no evidence of residues / staining was observed on the site during our inspection. Backfilling Materials: There were no soil piles observed on the site during our inspection. No evidence of backfill material was observed during the site inspection. As indicated on the 2012 aerial photograph (Section 3.1.1), granular material was likely used as backfill during the installation of water/sewer lines along the south property limit. Storage Containers: Other than the hot water tank in the basement of the house, no storage containers were observed during our inspection. 18 Interior Description: The one-and-a-half-storey house is a wood-framed structure with cinder block walls, a basement constructed of cinder blocks, and a sloped asphalt-shingled roof. The house has a full basement. The exterior walls of the house are covered with wood sidings and bricks. The house interior is finished with painted walls and ceilings. The interior is illuminated by incandescent light and fluorescent light on the upper and ground floors. The basement is not illuminated REGULATED MATERIALS AND DESIGNATED SUBSTANCES Asbestos-Containing Material (ACM): Materials in structures constructed prior to 1980 may contain ACM. Based on the age of the building (assumed to be 1934 according to the current owner, see Section 3.3 below), it is likely that ACM is present in the building materials. Potential ACM identified during the inspection included roofing materials, and plaster and drywall joint compound. Nonetheless, a suitable building materials sampling program should be undertaken prior to any demolition work or renovation projects that may disturb possible ACM. Lead: Lead may be present in paints or in the form of ceramic building products (wall and floor tiles), piping or solder joints in plumbing, electrical connections and electric cable sheathing. The exterior and interior of the house were observed to be painted. Based on the age of the building (1934), lead-based paint is considered likely to be present. Although minor amounts of lead may be present in other building materials at the site, it is not considered to pose a significant risk to the occupants on the site. Nonetheless, a suitable building materials sampling program should be undertaken prior to any demolition work or renovation projects that may disturb possible lead-containing materials. Mercury: Small volumes of mercury are commonly found in fluorescent lamps, high intensity discharge (HID) lamps, temperature sensitive switches, tilt switches, thermostats, float switches, flow meters, and in surface coatings such as paint. Based on the age of the building (1934), mercury-containing paint may be present in the building. This material, as well as small quantities of mercury potentially present in the thermostat or as vapours within the fluorescent lamps, are not considered to pose an immediate risk to the occupants of the site provided that these devices are not tampered with or disturbed. If the building is to be demolished or renovated, mercury-containing paints and any mercury-containing equipment should be identified, carefully removed, and properly disposed of off-site in order to prevent worker exposure to mercury and its release to the environment during demolition/renovation. Other Designated Substances: Other designated substances in addition to asbestos, lead and mercury include acrylonitrile, arsenic, benzene, coke oven emissions, ethylene oxide, isocyanates, silica, and vinyl chloride. 19 Silica is present in the concrete and mortar construction materials, but it is not of concern provided it is not disturbed. If the building is to be renovated or demolished, workers and the public should be protected from inhaling silica dust by employing appropriate personal protective equipment and dust control measures. Benzene is a constituent of gasoline. Jerry cans of gasoline were stored on site to fuel outdoor tools (chainsaws, lawn mowers). PCBs: Historically, PCBs have been used in electrical equipment such as transformers, fluorescent light ballasts and capacitors. In Canada, PCBs have been prohibited from use in products, equipment, machinery, and electrical transformers/capacitors/ballasts that are manufactured in or imported into the country after Potentially PCB-containing light ballasts were observed throughout the building. These fixtures appeared to be in good condition with no evidence of damage or leaks. It is recommended that prior to any building renovation or demolition, or in the event the ballasts leak, the fluorescent light ballasts be de-energized, removed, and inventoried (based on manufacturing information) such that PCB containing ballasts can be segregated. Once de-energized, ballasts may be evaluated using the Identification of Light Ballasts Containing PCBs, Environment Canada, 1991 and the Handbook on PCBs in Electrical Equipment, Environment Canada, If date codes are not evident, sampling by a qualified contractor may be necessary, otherwise, equipment should be considered PCBcontaining. PCB-containing ballasts should be disposed of in accordance with the requirements of the Waste Management - PCBs regulation (O.Reg.362). Urea Formaldehyde Foam Insulation (UFFI): Urea Formaldehyde Foam Insulation (UFFI) is insulating foam plastic typically, but not exclusively, used to insulate wood-framed residential homes. Most installations occurred between 1977 and 1980, after which it was banned in Canada. UFFI is produced by mixing urea formaldehyde resin, a foaming agent, and compressed air, and injecting into void spaces. No foam insulation was observed, nor was there any evidence of the placement of UFFI at the site identified during the site inspection. Ozone-Depleting Substances (ODS): Possible ozone-depleting substances (ODS) present at the subject site during the site inspection included coolants in the windowmounted air conditioning unit located along the north window on the upper floor of the house and a refrigerator in the kitchen, and unused refrigerators and an air conditioner stored in the barn. According to the MOE, halon production was phased out at the end of 1994 and CFC production was phased out at the end of HCFCs (which have a lower ozone depleting potential) are scheduled to be phased out by TERRAPEX ENVIRONMENTAL LTD. 103 Dundas Corporation CT

20 No evidence of the bulk storage of ODS and other halocarbons was observed in the building during the site inspection Hazardous Materials: No evidence of hazardous materials was observed at the site. Wastes: No significant wastes aside from typical household debris were observed on the site during the inspection STORAGE TANKS Other than a hot water storage tank inside the basement of the house, no evidence of existing or former underground storage tanks (such as vent or fill pipes) was observed at the site during the site inspection. According to the current owner, a former furnace oil AST was located along the northwest corner of the basement, and was removed in ADJACENT PROPERTIES The site is surrounded by mainly residential and commercial properties. Adjacent properties observed during the inspection include: North: East: South: West: newly constructed residential houses; open field for proposed residential development; Dundas Street West, and residential houses beyond; open field for proposed residential development, as well as a Bell Canada telecommunication building. A diesel fuel UST for back up generator is located on the east side of the building, and is located approximately 20 m west of the site. 3.3 INTERVIEWS Mr. John Bray, the current owner of the site, accompanied Terrapex at the site visit and provided access to each room of the house. Mr. Bray had been the owner and occupant of the site since The following information was provided by Mr. Bray during Terrapex s site visit on October 6, 2014: the residential house on the site was built in 1934 and has been serviced by a water well and septic tank; the site was used for residential purposes, as well as for storage of miscellaneous items associated with Mr. Bray's movie production business; the house was previously heated by furnace oil until 2006, when the furnace oil AST formerly located at the northwest corner of the basement was removed. 21 The house has been heated by hydro electricity and a wood stove since the removal of the tank in 2006; a flooded basement had previously been experienced due to relatively high groundwater table in the area. However, the water table had been drawn down by the construction work associated with the residential development on the neighbouring properties; the north neighbouring property has always been vacant, and the residential subdivision development began in 2013; the west neighbouring property was previously owned by Mr. Bray's father. It was sold to Bell Canada in Mr. Bray recalled that the original UST was installed in approximately 1990 when the Bell building was constructed. The oil tank appeared to be in good condition during its operation, and no leakage or spillage was noticed; and, no significant environmental concerns exist at the site. 22 4.0 CONCLUSIONS According to the current site owner, the site has been used for residential purposes since From air photographs, it appears that the current structure was constructed after Currently, the site is occupied by a one-and-a-half-storey house in the southwest portion of the site. Prior to that, the site was either vacant or agricultural lands (i.e., not developed). Historical and current usages of surrounding properties have been predominantly residential and/or commercial. No actual or potential sources of significant environmental concern associated with the current and historical use of the site. The use and storage of diesel fuel in an underground storage tank (UST) on the west neighbouring property (113 Dundas Street West) is considered to represent a potential environmental concern to the site. This potential environmental concern, if present, would have the potential to affect soil or groundwater below the site. However, it is unlikely that on-site soil and groundwater could be affected, as no visual or olfactory evidence of contamination was identified from soil and groundwater samples recovered from a recently completed geotechnical investigation. Also, laboratory analyses of soil and groundwater samples recovered along the west property boundary has confirmed that the applicable soil and groundwater standards are met at the site. In conclusion, no actual or potential sources of significant environmental concern associated with the current and historical use of the site and surrounding properties were identified in the Phase I ESA. No further investigation for the site is recommended at this time. The potential presence of designated/regulated substances in the house was also identified during the work program, specifically, the potential presence of PCBs in fluorescent light ballasts; the potential presence of asbestos in building materials; the potential presence of lead-based or mercury-based paints on painted surfaces; the potential presence of mercury in thermostats and fluorescent lamps; the presence of silica within concrete and mortar construction materials; and the potential for ozone-depleting substances in the refrigerator and air-conditioning unit. These substances are not considered to be of concern provided they are properly managed and disposed or are not disturbed, and the equipment is properly maintained. Many reference elements for each record were derived from field sketches using pace or chain/tape measurements against claim posts or topographic features in the area. For the most part, this system only captured data from the Atlantic Provinces, some from Quebec and Ontario and a portion from British Columbia. Data for Alberta, Saskatchewan, Manitoba and the Territories was not captured. However, NEES is also a repository for all previous Environment Canada spill datasets. NEES is composed of the historic datasets ' or Trends ' which dates from approximately 1974 to present. NEES Trends is a compilation of historic databases, which were merged and includes data from NATES (National Analysis of Trends in Emergencies System), ARTS (Atlantic Regional Trends System), and NEES. In 2001, the Emergencies Program determined that variations in reporting regimes and requirements between federal and provincial agencies made national spill reporting and trend analysis difficult to achieve. As a consequence, the department has focused efforts on capturing data on spills of substances which fall under its legislative authority only (CEPA and FA). Protection from environmental cleanup orders for property owners is contingent upon documentation known as a record of site condition (RSC) being filed in the Environmental Site Registry. In order to file an RSC, the property must have been properly assessed and shown to meet the soil, sediment and groundwater standards appropriate for the use (such as residential) proposed to take place on the property.
