2 NUCLEAR POWER BASIS CREATION ONE OF THE MAJOR DIRECTION OF THE DOMESTIC AND FOREIGN POLICY The demand for low-cost nuclear energy in foreseeable perspective of world development will only increase. Kazakhstan is the world leader in uranium mining. We have to develop our own fuel fabrication for NPP and build nuclear power plants. (President of the Republic of Kazakhstan) 2

5 THE PLACE OF KAZAKHSTAN IN THE NUCLEAR FUEL CYCLE Kazakhstan is the world leader for uranium mining: Volume of uranium production in 2013 amounted to tones of uranium (38 % of world mining volume); Kazakhstan possesses significant proven reserves of uranium (2 nd in the world). Kazakhstan plans to establish a nuclear fuel cycle facilities including the construction of nuclear power plant. 5

8 SPENT FUEL MANAGEMENT Transportation and placement for long term storage of 60 dual use casks with SF are completed in Nov Physical protection of nuclear material, radiation safety and optimal technical storage conditions are provided SF will be stored for 50 years (or until the moment when final decision on its further handling will be adopted 8

13 RECENT ACTIVITIES In January 2014, the President gave a task to make final decision concerning siting and construction period of NPP. In pursuance of this task the following actions are in progress: The NEPIO for coordination of NPP construction works is creating now. The Governmental decision On priority measures for realization of NPP construction at the territory of the Republic of Kazakhstan, including following statements: - siting and construction period for the first NPP; - other necessary measures for realization of governmental decision. 13
14 AUTHORIZATION / LICENSING Committee for Atomic and Energy Supervision and Control of ME RK as a regulatory authority provides authorization by means of licensing There is a list of basic requirements for different types of activity. The licenses are issuing without time limit earlier. Now license is limited to 5 years. License is valid for detailed types of activity. Each license has some juridical limits and conditions which should be fulfilled by the company (emergency procedures, changes in staff, annual reports and etc). All data on types of activity, date and number of a license issue, full address and contact details, some other records, reports are kept in computerized database of the Committee for Atomic and Energy Supervision and Control of ME RK. 14
