3 Cleveland Metroparks, known as the Emerald Necklace, is a collection of conserved green space featuring natural beauty and diversity and is dedicated to conservation, education and recreation. Cleveland Metroparks is an integral part of Cleveland and Northeast Ohio s regional identity. Founded in 1917, Cleveland Metroparks was the first natural-area Park District in Ohio. The system was at the forefront of the national movement to preserve areas of natural beauty for public enjoyment and improved quality of life. Vigilant management of funds with an eye towards the future allows Cleveland Metroparks to operate without debt. All park improvements are funded at the time they are constructed, with consideration for ongoing maintenance and upkeep factored into planning decisions. As the Park District embarks on its second century, new initiatives are envisioned to carry the legacy of stewardship forward for new generations. 5 Position Overview Chief Financial Officer The Chief Financial Officer plans, organizes, directs, controls, develops, documents, manages and administers the Park District s financial affairs including long- and short-range budgets, cash receipts and management, auditing, financial reporting, disbursements, inventory accounting, payroll administration and all accounting systems. The Chief Financial Officer serves as an ex officio officer of the Board of Park Commissioners, in conformity with Section of the Ohio Revised Code. The Chief Financial Officer recommends policies and procedures concerning the financial administration of Cleveland Metroparks, and advises the Board concerning financial requirements, both short- and long-term. Serves as Board s liaison with the Park District Audit Committee. Candidate Profile Education/Experience: Bachelor s degree from an accredited college/university in accounting, business administration, finance, or related field, or the equivalent combination of education and work experience. Minimum of eight years accrual accounting, with ten years of progressive accounting/finance experience required. Preferred Background and Education: Professional designation of Certified Public Accountant (CPA). Master s degree in a related field. Exposure to accounting practices for public administration within the State of Ohio and the County of Cuyahoga. Knowledge of Lean and Six Sigma principles. Familiarity with restaurant and event management accounting/reporting principles. 6 Position Responsibilities: Evaluation of this position is based primarily on performance of the following essential functions, which include, but are not limited to: Supervises the maintenance of all financial records and systems for the management of cash receipts, disbursements and tangible assets Certifies all contracts, purchase orders and obligations for sufficiency of funds under Section of the Ohio Revised Code Maintains all accounting systems into best conformity with generally accepted accounting procedures Maintains controls and separations of responsibilities to provide clear audit trails for all contracts, purchase orders, vouchers and inventories Institutes proper procedures for purchasing, bidding and the review of competitive bids, as required Oversees the preparation of all tax returns, business reports and reports to governmental agencies Works with outside auditors on an annual basis to prepare statements and annual reports Participates as a member of the Chiefs management group in the area of financial strategy, both short and long term Develops budget and appropriations for the Park District Provides analysis of monthly and interim financial statements to guide the operations of the Park District Supervises the maintenance of budgeting systems and data processing equipment Recommends and implements investment strategy for cash balances Advises the Chief Executive Officer and Board of Park Commissioners regarding projected cash flows, utilization of funds and potential sources of new funds from existing operations Participates in long-term and short-term planning, as required. Communicates, exchanges information and provides constructive input to assure that long- and short-term planning initiatives are compatible with Chief Executive Officer s goals and Cleveland Metroparks mission Effectively supervises assigned employees through planning, organizing and prioritizing work assignments Effectively communicates and instills teamwork among assigned employees through staff meetings, written communications and scheduled work review sessions.
