1 REPUBLIC OF KENYA COUNTY GOVERNMENT OF TURKANA COUNTY PUBLIC SERVICE BOARD VACANCIES Turkana County Public Service Board invites applications from competent and qualified persons to fill the following positions: REF: TUR/CPSB/003/2017/2018: DIRECTOR, LIAISON SERVICES, JOB GROUP R ONE (1) POST Duties and Responsibilities:- Coordination of liaison matters for efficient engagement with officials from other Governments, development partners and including officials from diplomatic missions; Ensure that relations with other Governments and international organizations are carried out in accordance with standard liaison practices; Extend efficient and effective liaison services in accordance with standard practices; Facilitation of official engagement between County Governments with other visiting Governments, foreign officials and Diplomatic Corps; Provide liaison advice and services to County Government and the public; Coordinate State/Official visits, both inbound and outbound; Organize County, National and International summits/conferences/ meetings/ events; Facilitate representation of the County Government abroad; Facilitating meetings, ensure proper etiquette for official engagements, and streamline interactions with dignitaries and other VIPs; Any other duty that may be assigned from time to time. Requirements and competencies for appointment:- i. Bachelor s degree in any of the following disciplines: Mass Communication, Public Relation, Communications Studies, Strategic Planning, International Relations, Social Sciences or any other approved equivalent qualifications from a University recognized in Kenya; ii. Have relevant knowledge, experience and a distinguished career in liaison services of not less than seven (7) years,three (3) of which must be at a senor managerial position in the public service or equivalent in the private sector; 1 P a g e

2 iii. A Master s Degree in International Relations, Diplomacy, Public Relations or any other related field is an added advantage; iv. Attended a management course lasting not less than four (4) weeks from a recognized v. Attended a strategic leadership development course lasting not less than six (6) weeks vi. Demonstrated general administrative ability required for direction, control and implementation of liaison services management services. REF: TUR/CPSB/004/2017/18: DIRECTOR, PARTNERSHIP AND INTER-GOVERNMENTAL RELATIONS. JOB GROUP R, ONE (1) POST. Responsible for overall strategic policy direction of partnership and intergovernmental relations functions. Implementation of intervention measures and determining support requirements to address performance gaps in the counties; Coordinating and conducting sectoral fora on intergovernmental relations; Developing frameworks for agreement between national and county governments in matters of mutual interest; Spearheading establishment and ensuring implementation of mechanisms for alternative dispute resolution; Developing and implementation of frameworks relating to intergovernmental relations; Facilitating the work of the departmental through development of County government position papers; Ensuring implementation of appropriate interventions approved by parliament and resolutions on intergovernmental sectoral fora; Supervising monitoring and evaluating the status of intergovernmental relations; Organizing for bilateral consultations between national government and individual county governments; Provides assistance in drafting of County Government bi-lateral agreements, budget agreements or contributions for grants or other activities as appropriate; Identifying investment opportunities with local and overseas investors; Any other duty that may be assigned from time to time. Bachelor s degree in any of the following disciplines: Public/Business Administration, Law, Economics, Statistics, Leadership and Governance/Management, Sociology, Anthropology, Conflict and Peace Studies, Conflict Resolution and Humanitarian Assistance, Commerce, legal analysis or its equivalent qualifications from a university recognized in Kenya; 2 P a g e

3 Have relevant knowledge, experience and a distinguished career of not less than five (5)years, three (3) years of which should be at a senior managerial position in partnerships and intergovernmental relations field in the public service or equivalent in the private sector; Master s degree in any of the following disciplines: Public/Business Administration, Law, Management, Economics, Statistics, Monitoring and Evaluation, Project Planning and Management, Policy Analysis, Leadership and Governance/Management, Public Relations or Conflict Management and Resolution or related field from a recognized university/institution is an added advantage. REF: TUR/CPSB/005/2017/18: DIRECTOR, IRRIGATION AND AGRICULTURE, JOB GROUP R ONE (1) POST, Duties and Responsibilities:- Organization, direction, control and co-ordination of the functions of the Directorate; Interpreting and application of national irrigation and agricultural laws and other related statutes in line with the county goals and objectives; Developing appropriate county irrigation and agricultural policies, legal and institutional frameworks for the implementation of the mandate of the ministry; Have relevant knowledge, experience and a distinguished career of not less than ten (10) years; Development, implementation and evaluation of irrigation and agricultural strategic plans, programmed and projects in collaborations with other ministries and stakeholders; Handling, administrative human resource and assets management issues; Oversee preparation of annual work plans and financial budgets; Planning and supervision of agricultural extension programmes and activities; Ensure effective operation of extension services; Promotion and maintenance of extension and research linkages; 3 P a g e

4 Management of the training function in liaison with other agricultural training institutions; Provide technical guidance in performing design work and scientific calculation of irrigation and agriculture; Assess, design and oversee construction irrigation project and distribution of water to agricultural lands; Provision of technical guidance in land and water management or soil conservation; Farm management and agribusiness development; Monitoring and reporting of food in the county in liaison with other relevant organization in the county; Ensuring strict compliance with all financial budgetary and procurement procedure; Co-ordination of production, documentation and dissemination of irrigation and agricultural information; Provide advice and guidance on staff development; Promotes and maintain working relation with relevant government ministries, research institutions, private sector, donors and civil society; Perform other duties that may be assigned from to time i. Bachelors of sciences degree in any of the following disciplines :Agriculture, dry land farming, horticultural, agricultural economics, agricultural extension, Water and Irrigation, Agricultural Engineering, Water and Soil Engineering or any other relevant and equivalent qualification from recognized ii. Have relevant knowledge, experience and a distinguished career in agricultural services management of not less than seven (7) years,three (3) of which must be at a senor managerial position in the public service or equivalent in the private sector; iii. Master degree in any of the following fields: food science, agriculture home economics, agriculture, agronomy, horticulture, agricultural economics, soil& water conservation, agribusiness, agricultural extension, agricultural education, or any other relevant qualification from a recognized institution will be an added advantage; iv. Demonstrated high degree of professional and technical competence as reflected in work performance and result; v. Attended a management course lasting not less than four (4) weeks from a recognized vi. Attended a strategic leadership development course lasting not less than six (6) weeks vii. 5 REF: TUR/CPSB/006/2017/18: DIRECTOR, INSPECTORATE, JOB GROUP R, ONE (1) POST Operationalization of the County Inspectorate and Enforcement policies and guidelines to ensure effective implementation of County laws; Carry out inspections to ensure compliance with set standards in respect of the functions of the County Government as specified under Part 2 of the Fourth Schedule of the Constitution; Command and control of the enforcement Directorate; Establish systems for effective collaboration with national government security agencies, the judiciary, communities and other stakeholders for effective enforcement of county laws; Ensuring adherence to the County legislation and adherence, within the County, National legislation to the extent that the legislation so requires; Enforce County legislations, regulations and any other matter that may be required by any other applicable law or as directed by any department of the County Government; Enforce revenue collection (Cess, service fees and land rates collection) within the County and adopt modern technologies and innovation to improve the effectiveness of enforcement; Carry out internal investigations for the County Government; Any other related duties that may be assigned from time to time; i. Have a first degree from a university recognized in Kenya in any of the following; Criminology, Security, forensics, Military science or any related discipline; ii. Demonstrate thorough understanding of constitutional provisions related with law Enforcement and any other relevant laws and allied legislation; iii. Demonstrated high integrity, good communication skills, interpersonal relations and be a team player; iv. Must have served in the disciplined forces for a period of not less than seven (7) years or in a relevant and comparable field in the private sector, three (3) of which must have been in a senior management position in the disciplined forces or equivalent position in Town/City Inspectorate or private sector; v. A relevant master s degree will be an added advantage; vi. Member of a security professional body, and in possession of any of the following certification courses- CSMP,CFE CPP or equivalent will be an added advantage; vii. Have passed the Inspectors leadership course, for officers from the defunct local authorities; viii. Attended a management course lasting not less than four (4) weeks from a recognized ix. REF: TUR/CPSB/007/2017/18: DIRECTOR, HUMAN RESOURCE MANAGEMENT & DEVELOPMENT, JOB GROUP R, ONE (1) POST Formulating, implementing and reviewing human resource management and development policies, rules and regulations; Advising the authorized officer on the exercise of delegated powers and ensuring that professional human resource management standards are maintained; Advising the ministry on career and succession management, human resource planning and optimal utilization of human resources; Coordinating the implementation of performance management systems, including Performance Appraisal System and the rewards and sanctions framework; Liaising with the Public Service Board and Ministry responsible for finance on human resource matters; Identifying, designing and overseeing the implementation of training programmes based on the needs of the County Public Service; Interpreting labour laws and other statutes that impact on the human resource at the Ministry/State Department; Coordinating budget preparation for personnel emoluments; Overseeing the development and maintenance of an up-to-date human resource development database; Overseeing the budgeting, fair allocation and optimal utilization of training resources and opportunities. i. Bachelor s degree in any of the following fields: Human Resource Management, Human Resource Development, Human Resource Planning, Public Administration, Business Administration, Sociology, Political Science/Government or any other relevant qualification from a university recognized in Kenya; ii. Have relevant knowledge, experience and a distinguished career in matters of Human resource management and development of not less than seven (7) years, three (3) years of which should be at a senior managerial position in the public service or its equivalent in the private sector; iii. Master s degree in Human Resource/Human Resource Management, Industrial Relations, Public/Business Administration, Government or any other relevant qualification from a recognized and Member of a relevant professional body; iv. Demonstrated a thorough understanding of National goals, policies and development objectives and ability to transform them into Human Resource Management and Development policies and programmes; vii. Demonstrated a thorough understanding of relevant legislation, best practices and emerging issues in Human Resource Management and Development. viii. Demonstrated a high degree of professional competence, administrative capabilities and initiative in the general organization and management of the human resource and a thorough understanding of the human resource issues and emerging human resource management practices/ techniques. REF: TUR/CPSB/008/2017/2018: DIRECTOR, ENVIRONMENT, JOB GROUP R. ONE (1) POST Duties and responsibilities: Supervision and coordination over all County matters relating to the environment and be the principal instrument of County Government to determine the implementation of all policy matters relating to the environmental conservation matters; Ensuring that current and emerging county environmental issues are regularly taken on board; Ensure environmental management objectives are adhered to and adequate early warning advisory on impending environmental emergencies is given promptly and timely; Render advice and technical support, where possible, to entities engaged in environmental protection so as to enable them to carry out their responsibilities satisfactorily and in a standard manner; Defining pragmatics and robust research framework for the county that will be applied to the county s environment impact assessment (EIA) environmental planning period reports and assessment; Establishing practical and useful linkages with county and national environmental research networks; Supervising and coordinating all environmental related matters within county; Serving as secretary to the environment committee ensuring compliance and enforcement of environmental regulations within the county; Identifying areas of environmental concern and ensuring that they are sufficiently addressed in development plans; Developing and updating an environmental database; Facilitating exchange of environmental information among various institutors; Collaborating stakeholders in environmental conservation activities; Support the environmental assessment and compliance function of the Department; 7 P a g e

8 Screen/Evaluate proposed project development to determine whether or not a project will have any adverse impact on the environment; Provide technical guidance on decision making on environment impact assessment; Carry out baseline verification (inspections) of proposed projects Collate comments from lead agencies and make appropriate recommendations on the decisions on ESAs; Carry out quality assurance and quality control on ESA reports submitted; Providing compliance assistance to regulate communities on best environmental impact assessment; Any other related duties that may be assigned from time to time; i. Bachelor s degree in environmental science, biometrics or related field; ii. Have relevant knowledge, experience and a distinguished career in environment management of not less than seven (7), three (3) years of which should be at a senior managerial position in the public service or equivalent in the private sector; iii. A master s degree in environmental science, environmental management, biometrics or any other related field from a recognized university in Kenya is an added; iv. Should be registered and practicing EIA/EA expert; v. Shown merit and ability as reflected in work performance and results; vi. Attended a management course lasting not less than four (4) weeks from a recognized vii. Attended a strategic leadership development course lasting not less than six (6) weeks viii. Demonstrated general administrative ability required for direction, control and implementation of environmental management services. REF: TUR/CPSB/009/2017/2018: DIRECTOR, WATER SERVICES, JOB GROUP R ONE (1) POST i. Organization, direction, control and coordination of the functions of the Department ; ii. Interpretation and application of water resource management laws and other related statutes in line with the county goals and objectives; iii. Assist in the development of appropriate County water policies legal and institutional framework for the implementation of mandate of the Ministry; iv. 9 v. Provide technical guidance in performing design work and scientific calculation on water projects and programmes; vi. Interpretation of design drawing and specification and calculation in regard to water projects and programmes; ; vii. Plans and direct construction, maintenance and operation of water resources and supplies system; viii. Assess, design and oversee construction irrigation project and distribution of water systems; ix. Preparation annual work plans and financial budget for the Department; x. Promote and maintain working relation with relevant government Department;, research institutions, private sector donors and civil society; xi. Ensuring strict compliance with all financial budget and procurement procedure; xii. Perform other relevant duties that may be assign form time to time; Requirement for appointment:- A Bachelor of Science degree from recognized university in any the following discipline: water and irrigation, water engineering, civil engineering, agricultural engineering, water and soil engineering or related field; Have relevant knowledge, experience and a distinguished career in water resource management of not less than seven (7), three (3) years of which should be at a senior managerial position in the public service or equivalent in the private sector; Have relevant knowledge, experiences and a distinguished career of not less than ten (10) years; Should be registered with relevant body; Shown merit and ability as reflected in work performance and results; Attended a management course lasting not less than four (4) weeks from a recognized Attended a strategic leadership development course lasting not less than six (6) weeks Demonstrated general administrative ability required for direction, control and implementation of environmental management services. REF: TUR/CPSB/010/2017/2018: DIRECTOR, CULTURE, ARTS AND HERITAGE, JOB GROUP R, ONE (1) POST Provide strategic leadership and administration on all matters concerning Culture, arts and heritage; 9 P a g e

10 Monitoring and evaluating the effective implementation of national and local laws and policies on Culture, Arts and Heritage in the county; Plan, implement, monitor the development Culture, Arts and Heritage; such as Art Centers, museums; Oversee the interpretation and implementation of Culture, Arts and Heritage related policies, as well as development of regulations in line with County and National legislation; Promote and encourage the access to participation in and enjoyment of Culture, Arts and Heritage activities; Enhance the integration Culture, Arts and Heritage into all aspects of socio-economic development; Plan and develop proper research practices in relation to Culture, Arts and Heritage; Develop and maintain appropriate records of all Culture, Arts and Heritage resources within the County; Advising on matters regarding Culture, Arts and Heritage; Liaising with NGO, community based organizations and other stakeholders on matters regarding community Culture, Arts and Heritage in the county; Monitoring and evaluating community awareness and involvement in Culture, Arts and Heritage development initiatives in the county; Coordinating the collection, analysis and dissemination of community in Culture, Arts and Heritage information in the county; Supervising, registering and promoting community development groups in Culture, Arts and Heritage; Any other related duties that may be assigned from time to time. i. Be a holder of at least a relevant first degree in any of the social sciences from a university recognized in Kenya; ii. Have relevant knowledge, experience and a distinguished career of not less than seven (7), three (3) years of which should be at a senior managerial position in Culture and Art matters the public service or equivalent in the private sector; iii. A relevant master s degree is an added advantage; iv. Attended a management course lasting not less than four (4) weeks from a recognized v. 11 REF: TUR/CPSB/011/2017/2018: DIRECTOR, GENDER AND YOUTH AFFAIRS, JOB GROUP R, ONE (1) POST Implementing policy and legislation frameworks for gender development in the County; Integrate gender and youth issues in programs, capacity buildings of communities to participate in development project, and involve women and vulnerable groups and activities that promote their welfare; Coordinate and monitor the thirty percent (30%) affirmative action on gender representation and in socio economic development; To coordinate the provision of alternative financial support through the women enterprise fund (WEF); Coordinate and Monitor the promotion of awareness on harmful cultural practices such as female genital mutilation (FGM) and gender based violence (FBV) ; Plan and Implement the program related to gender and youth affairs; Maintain records and list of all gender and youth related activities within the county; Promote community participation and inter-county gender and youth related activities; Craft presentations and other outreach activities within the county on gender and youth; Any other duties that may be assigned from time to time. i. Bachelor s Degree in social work/community development or relevant field; ii. Have relevant knowledge, experience and a distinguished career in gender and youth affairs of not less than seven (7), three (3) years of which should be at a senior managerial position in the public service or equivalent in the private sector; iii. 12 REF: TUR/CPSB/012/2017/2018: DIRECTOR, ROADS AND TRANSPORT, JOB GROUP R, ONE (1) POST Duties and Responsibilities:- Reviewing and updating policies, systems and procedures for design of roads, and civil engineering services; Formulating and reviewing general policies on procurement and maintenance of roads infrastructure; Overall planning, controlling and co-ordination of roads and civil engineering services designs and implementation; Carrying out quality assurance on civil engineering services; Approval of consultant s designs; and co-coordinating evaluation and monitoring adherence and compliance with the set commitments and indicators in the departmental performance contract. Advise chief officer on matters roads and civil engineering. i. Bachelor s degree in any of the following disciplines; civil Engineering or any equivalent qualification from a recognized university in Kenya; ii. Have relevant knowledge, experience and a distinguished career of not less than seven (7), three (3) years of which should be at a senior managerial position in management on civil engineering services and programs in the public service or equivalent in the private sector; iii. Master s degree in a relevant field is an added advantage; iv. Be registered member of relevant professional body; v. Attended a management course lasting not less than four (4) weeks from a recognized vi. Attended a strategic leadership development course lasting not less than six (6) weeks vii. Demonstrated general administrative ability required for direction, control and implementation of civil engineering services and programs; viii. 13 REF: TUR/CPSB/013/2017/2018: DIRECTOR, MECHANICAL AND ELECTRICAL SERVICES, JOB GROUP R ONE (1) POST Duties and Responsibilities:- Planning, Controlling and coordinating Mechanical, electrical and electronic for government buildings and construction works Repair and maintenance of government electric and electronic installations in government institutions; Checking and recommending for approval of engineering consultant s designs; Evaluation, certifying and recommending fees submitted by consultants; Co-ordination of improvement of electrical and electronic services; Any other duties that may be assigned from time to time. i. Bachelor s Degree in Electrical Engineering or any other relevant qualification from a recognized ii. Have relevant knowledge, experience and a distinguished career of not less than five (5), in electrical service management three (3) years of which should be at a mid-level management position in electrical Services and programmes management in the public service or equivalent in the private sector; iii. Master s Degree in Mechanical Engineering or equivalent qualification from a recognized institution is an added advantage; iv. Been registered by Engineers Registration Board of Kenya; v. Current valid annual Practicing License from the Engineers Registration Board of Kenya; vi. Attended a project development and management course lasting not less than four (4) weeks; vii. Attended a management course lasting not less than four (4) weeks from a recognized viii. Attended a strategic leadership development course lasting not less than six (6) weeks ix. 14 REF: TUR/CPSB/014/2017/2018: DIRECTOR, PUBLIC WORKS, JOB GROUP R ONE (1) POST Provides oversight of the divisions within the Directorate and interprets and oversees compliance with laws, regulations, codes and/or standards; review and formulation construction and civil engineering services in the department and county government institutions and sites; Co-ordination of design, supervision of construction and maintenance of buildings, civil and other public works; Reviewing and updating policies, systems and procedures for design in civil/structural engineering services; Planning, design, supervision of construction, contracts, materials investigation and research related to buildings and other structures Formulating and reviewing general policies on procurement and maintenance of infrastructure; Overall planning, controlling and co-ordination of structural and civil engineering services designs and implementation; Carrying out quality assurance on civil/structural engineering services; Approval of consultants designs; and coordinating evaluation and monitoring adherence and compliance with the set commitments and indicators in the departmental performance contract; Advice the Chief Officer on matters of Public Works; Any other related duties that may be assigned from time to time. i. Bachelor s degree in any of the following disciplines; civil/structural Engineering, Architecture, Quantity survey or any equivalent qualification from a recognized university in Kenya; ii. Have relevant knowledge, experience and a distinguished career structural Engineering services of not less than seven (7), three (3) years of which should be at a senior managerial position in the public service or equivalent in the private sector; iii. Master s degree in a relevant field is an added advantage; iv. A current valid annual practicing license from Engineers Registration Board of Kenya; v. Membership to with relevant professional body; vi. Attended a management course lasting not less than four (4) weeks from a recognized vii. Attended a strategic leadership development course lasting not less than six (6) weeks viii. 15 REF: TUR/CPSB/015/2017/2018: DIRECTOR, ENERGY, JOB GROUP R, ONE (1) POST Planning, developing and coordinating renewable energy programmes in Turkana County; Coordinating energy efficiency and conservation programmes in the County; Identifying and planning feasibility studies to be undertaken on harnessing of renewable energy resources in the County; Planning, developing and coordinating collaborative research activities in the County; Planning and implementing outreach programmers in the County; Participating in energy policy formation in the County; Any other duty that may be assigned from time to time. Requirement for appointment:- i. A Bachelor s degree holder in Energy engineering with a bias in petroleum energy or equivalent qualification from an institution recognized in Kenya; ii. Have relevant knowledge, experience and a distinguished career of not less than seven (7), three (3) years of which should be at a senior managerial position in the public service or equivalent in the private sector; iii. Master s degree in a relevant field is an added advantage; iv. Membership to a professional association/body will be an added advantage; v. A relevant master s degree will be an added advantage; vi. Attended a management course lasting not less than four (4) weeks from a recognized vii. Attended a strategic leadership development course lasting not less than six (6) weeks viii. Demonstrated general administrative ability required for direction, control and implementation of energy management services. REF: TUR/CPSB/016/2017/2018: DIRECTOR, FISHERIES, JOB GROUP R ONE (1) POST Duties and Responsibilities:- Coordination, supervision and implementation of technical fisheries activities in the county; Develop and Implement fisheries policy, strategic plans, fisheries management measures and regulations; 15 P a g e

16 Link with other directorate in planning and budgeting for the ministry; Administer fisheries human resources and preparation of appraisal forms; Formulate, update and enforce fisheries legislation; Liaise with research institutions and other agencies towards fisheries development in the County; Organize extension approaches and methodologies; Oversee implementation fisheries management measures; Formulate, implement and monitor resource conservation intervention strategies; Monitor fish seed and feed production programs; Design fish marketing strategies; Promote fish and fishery product value addition; Monitor and evaluate of fish projects/programs; Undertake applied research; liaise with research institutions for research programs and dissemination of research findings; Manage fisheries data bank; Coordinating resource utilization; Perform any other duties that may be assigned from time to time. i. Bachelor's degree In Fisheries or related field from a University recognized in Kenya; ii. Have relevant knowledge, experience and a distinguished career in fisheries management of not less than seven (7) years,three (3) of which must be at a senor managerial position in the public service or equivalent in the private sector; iii. Be conversant with national and international fisheries agreements, conventions, protocols and laws of the sea; iv. Bachelor s degree in any of the following disciplines; civil Engineering, or any equivalent qualification from a recognized university in Kenya; ii. Have relevant knowledge, experience and a distinguished career of not less than five (5), three (3) years of which should be at a senior managerial position in management of civil engineering services and programs in the public service or equivalent in the private sector; iii. Master s degree in a relevant field is an added advantage; iv. be registered member of relevant professional body; v. Attended a management course lasting not less than four (4) weeks from a recognized vi. Attended a strategic leadership development course lasting not less than six (6) weeks vii. Ensuring periodic reviews of accounting standards and procedures are carried out; Enforcing compliance with the accounting standards and procedures by all the accounting units; Ensuring compilation of the final treasury memorandum and submission to the Chief Officer; Any other duties assigned from time to time. i. Bachelor s degree in Commerce (Accounting or Finance option), Business Administration (Accounting option) from a recognized institution or any other relevant equivalent qualification ) ii. Have relevant knowledge, experience and a distinguished career in a busy commercial or public financial Accounting and treasury environment of not less than five (5) years,three (3) of which must be at a senior managerial position in public service or equivalent in the private sector; iii. Master s Degree in Accounting, Finance, Business Administration, Commerce or their approved relevant equivalent qualifications from a recognized Institution is an added advantage; iv. Passed Part III of Certified Public Accountant (CPA) Examination or its recognized equivalent. v. Registered with the Institute of Certified Public Accountants of Kenya (ICPAK) and Registration of Accountants Board (RAB). vi. Attended a management course lasting not less than four (4) weeks from a recognized vii. Attended a strategic leadership development course lasting not less than six (6) weeks viii. Oversee the implementation and enforcement of the provisions of the Turkana County Alcoholic Drinks Control Act.2014; Examine the existing legal framework, including the relevant National policies and legislations on alcohol and drug abuse with a view to identifying existing gaps; Enhance the County s Psycho- Social support and ensure the provision of effective treatment and rehabilitation services of the affected; Develop and implement mechanisms for inter-agency collaboration and with other relevant stakeholders at all levels; Operationalize the County Inter agency technical committee on drug and alcohol control that encompass all relevant stakeholders at all levels in the County; Examine the capacity in liaison with the Anti Narcotics Police Unit, Ministry of Health and other critical and relevant agencies to effectively deal with alcohol and drug abuse in the County; Establish the type of drugs being trafficked and abused and asses magnitude of the problem in the County; Establish the key ingredients used in the manufacture and production of illicit drugs and alcohol in the County; Identify the source of trafficked illicit drugs and alcohol in the County, their entry points and the modes of transportation; Identify and profile drugs and alcohol networks in the County with a view to prosecute; the coordinators, financiers, recruiters, brokers, agents and distributors; Undertake cross borders/regional/international liaison with relevant state agencies in other countries; Develop a system for periodic surveys on emerging trends and disseminate findings to the relevant stakeholders; Perform any other function deemed necessary in the fight against drug trafficking and substance abuse; Any other duty assigned from time to time.
