Kootenai County Fire & Rescue (KCFR) is seeking an experienced individual to serve as its Division Chief, EMS. KCFR currently employs 67 personnel to address multiple aspects of emergency response and currently responds to approximately 5,000 calls for service each year; 80% of which are EMS related. KCFR covers approximately 113 square miles, including the cities of Post Falls, Dalton Gardens, Huetter, Fernan, Stateline and several rural areas of Kootenai County. The position of Division Chief, EMS is an exempt, at-will position. ABOUT THE POSITION JOB SUMMARY: Working under the direction of the Deputy Chief, this position is responsible for the oversight of all aspects of the EMS Division. The Division Chief, EMS is responsible for planning, directing, coordinating and evaluating the EMS delivery/ambulance service for the Fire District and provides command and control duties for fire suppression and rescue. The Division Chief, EMS acts as the primary coordinator of interagency relations for EMS issues and programs. He or she is assigned to an administrative position with emergency response duties as an operational paramedic as needed and serves as a rotational Duty Chief. The Division Chief, EMS may serve as the acting Deputy Chief. The Division Chief, EMS is responsible for ensuring that the EMS Division functions and activities are performed in a legal and efficient manner to provide maximum contribution to and support of the fulfillment of KCFR s mission. EXAMPLES OF DUTIES: The position requires on-call availability in addition to the regular work week. A Division Chief must: Be able to serve as a Chief Fire Officer for the purposes of fire suppression. Evaluate work performance of subordinates and provide feedback for professional growth and/or direction for corrective action where appropriate. Interpret administrative policy to subordinate personnel; suggest needed policy changes. Provide input to agency policy, planning and objectives, as well as participate in short and longrange agency planning. Effectively share information regarding EMS Division activities to all personnel to improve effectiveness of planning. Plan, evaluate, assign, and coordinate multiple tasks and projects for assigned responsibility. Develop and manage assigned budget and expenditures, as well as approve or recommend budget and expenditures for/from the EMS Division. Handle personnel problems and discipline as necessary, requested and/or required. Relationship management with Kootenai County Emergency Medical Services System (KCEMSS).
2 MINIMUM QUALIFICATIONS EDUCATION AND EXPERIENCE: The successful candidate will typically have five (5) years of increasingly responsible EMS and/or fire service experience with a proven record of personnel supervision/command. Candidates with a minimum of five (5) years of experience as a practicing paramedic in a similar size agency will be given the highest preference. The ideal qualifications consist of a combination of education and experience commensurate with the responsibilities of the position and should include a Bachelor s degree in fire science, business/public administration, health care administration, or a closely related field, from an accredited institution. Candidates without a Bachelor s degree must show proof of existing educational credit hours that can be used toward a Bachelor s degree from an accredited institution, and a commitment in your cover letter to continue working toward Agency degree requirements. KCFR reserves the right, in its sole discretion, to determine whether the combination of education and experience are commensurate with the requirements of the position. LICENSE/CERTIFICATE AND ADDITIONAL REQUIREMENTS: Current Idaho State certified Paramedic (EMT-P) or the ability to obtain EMT-P reciprocity in ID within six (6) months of appointment. Successfully pass and maintain KCEMSS Medical Director s privileging requirements to practice as a Paramedic. Possess and maintain a valid Drivers License and a safe driving record necessary to operate assigned vehicles by the time of appointment. Must meet or exceed NFPA 1021 Fire Officer II and Fire Officer III knowledge and skill requirements. Obtain and maintain ICS-300, ICS-400, IS-700 and IS-800 certifications. Pass a job-based physical agility test. Pass a comprehensive background investigation. Pass initial and ongoing medical examinations for employment including a pre-employment stress test. Pass a pre-employment drug test as well as random and post-accident drug and alcohol testing. Knowledge of the geography of KCFR or the ability to obtain and retain such knowledge within the first six months of appointment. * KCFR reserves the right, in its sole discretion, to determine whether or not an alternate certification is equivalent. 3 THE IDEAL CANDIDATE WILL: Be a dynamic leader, teacher, mentor and EMS innovator who is approachable, open and experienced at developing relationships in a team environment. Have demonstrated the ability to exercise sound judgment and decision making both in an emergency response environment and in administrative and management situations. Be an excellent communicator and be able to express himself/herself clearly and concisely, both orally and in writing. Have or obtain an extensive knowledge of the KCFR response area. Represent KCFR and make effective presentations in public situations including Fire Commissioner Board meetings, Joint Powers Board meetings, and community events. Be a seasoned EMS or fire officer/supervisor experienced at command of all types of emergencies. Possess a solid understanding of the Incident Command System and be capable of managing complex multi-unit and multi-agency emergency incidents. Be able to quickly analyze complex emergency situations and take appropriate actions. Have demonstrated experience handling citizen inquiries and complaints; the ability to perform effective public relations functions; can effectively resolve disputes, issues and disciplinary matters. Have hands-on experience developing and managing a budget for a division or work group. Be proficient in the use of PCs and laptop computers and programs such as MS Outlook, Word, and Excel. Have experience delivering EMS training. PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Requires sustained crouching or sitting with forward flexion of low back. Involves reaching for and lifting objects over ten (10) pounds and then carrying for a distance. Entails occasional lifting over 100 pounds. Requires hearing and oral communication abilities in order to use phones or two-way radios to communicate. COMPENSATION AND BENEFITS HEALTH ALLOWANCE AND HEALTH REIMBURSEMENT PLAN: An employer paid health care benefit package is currently provided including medical, dental, vision, and life insurance. A Health Reimbursement Account (HRA) currently funded at $2,000 per year for family status and $1,000 per year for single status (prorated for mid-year hires). OTHER BENEFITS: This position is automatically covered by the Public Retirement System Idaho (PERSI) rule of 80. Additional retirement supplements include the self-funded PERSI 401(k) Choice plan and a 457 Plan. This position is not eligible for Social Security. An Agency command vehicle is typically provided for emergency response. WORK SCHEDULE and LEAVES: This position is an FLSA exempt position that generally works a minimum of 40 hours per week (M-F) and serves as a rotational Duty Chief with 24x7 on call requirements. The position currently accrues 18 hours of sick leave per month for a maximum of 1560 hours and accrues 5 to 20 hours per month of vacation, depending on length of service, for a maximum of two (2) years worth of vacation accrual at one time. There are currently nine (9) paid holidays and one (1) paid personal day per year. PAY SCHEDULE: All KCFR employees are paid twice per month for a total of 24 pay periods each year. Develop and manage budget for assigned responsibilities. Responsible for managing and/or developing EMS continuing education. Is responsible for managerial oversight of paramedic personnel. Serves on Quality Assurance committee and facilitates Trauma Code Red (TCR) training for firefighter/paramedic staff. Ensures adherence to the Master Provider Agreement between KCEMSS and KCFR. Ensures level of patient care is in accordance with KCEMSS protocols and State of Idaho licensure level Serves as duty chief in the command and control of major incidents as Incident Commander or other position of the Command and General Staff.
