2 Walking Officer QUALIFICATIONS 1. CHARACTER: Candidates shall be of good character. 2. HEALTH: Candidates must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. EDUCATION, EXPERIENCE, Etc: Ability to develop strong, collaborative relationships with a wide range of stakeholders including colleagues, communities, volunteers and wider partners from external agencies. Interest in / knowledge of walking / physical activity / public interest. Good knowledge and experience of the geography of Donegal. A proven track record in managing and delivering walking related projects. Knowledge of EU funding procedures. Social media experience. Experience in budget management. Good understanding and knowledge of local government and role in this area. Ability to work effectively under pressure and achieve objectives in a timely manner. Be a proactive team player and possess the ability to work well in a dynamic environment. Full valid driving licence and access to own transport. 2

3 Walking Officer PARTICULARS THE POSITION: The Walking Officer will advance the development and maintenance of the walking and trails infrastructure in Donegal and assist in the promotion of same. RESIDENCE: The successful candidate shall reside in the district in which his/her duties are to be performed or within a reasonable distance thereof. PROBATION: Candidates shall be required to be on probation for an initial period, which will be at minimum 9 months. The Council shall have absolute discretion to extend such probation period. WAGES: Salary scale: 26,756-43,889 per annum (Circular EL04/17). BASE: The base shall be in any of the Council s Public Service Centres or at Headquarters, Lifford as agreed. DUTIES: The successful candidate shall report to the Administrative Officer of the Tourism Department or other appropriate person as determined by the Council from time to time. The Council will assign duties to the successful candidate that is consistent with the agreed role description for this position. 3

4 A non-exhaustive list of duties is provided below: Proactively develop paths, trails, greenways and looped walks located both internal and external to the county; Liaise with the National Trails Office and partner agencies and bodies to promote standards and good practices for trail development; Devise an annual maintenance programme of work and carry out regular inspections; Initiate, facilitate and maintain close contact with voluntary and community based organisations and support the development of locally based initiatives; Promote improvements to local walking and cycling infrastructure and encourage the use of existing infrastructure; Work with various stakeholders to identify and source appropriate funding including E U funding and provide assistance with the implementation of future externally funded project(s); Participation in other relevant related structures and activities as required to further the aims and objectives of the Donegal Local Economic Community Plan (LECP); Co-ordinate the development of an on-line resource which captures all of Donegal s walking routes and trails; Identify and create good content for promotion via a number of social media channels; Regularly communicate with the local authority and other partners to update them on project progress, including reporting on quarterly milestones and producing annual project reports; Attend meetings (including overseas meetings) as required to provide updates on walking initiatives / activities; Support and undertake local data collection as and when required, and make information available to various agencies; Undertake other reasonable tasks as required. COMPETITION PROCESS Completing the Application Form Applications must be made on the official application form and all sections of the form must be fully completed. The admission of a person to a competition, or invitation to attend an interview, is not to be taken as implying that Donegal County Council is satisfied that such a person fulfils the requirements of the position. Closing Date The closing date for receipt of completed application is as stated on application form. No late applications will be accepted. 5 Selection methods These may include: shortlisting of candidates on the basis of the information contained in their application to reduce the list of candidates to a more manageable number for interview a competitive interview a powerpoint presentation Candidates should make themselves available on the date requested by the Council and should make sure that the contact details specified on the application form are correct. Donegal County Council will not be responsible for refunding any expenses incurred by candidates. Short-listing In the event of a short-listing exercise being employed, an Expert Panel will convene to examine the application forms and assess them against pre-determined criteria based on the requirements of the position. It is therefore in your own interest to provide a detailed and accurate account of your qualifications/ experience on the application form. Right to Information and Review The Council is committed to offering feedback and information to candidates. Any candidate, who wishes to have a decision or the process reviewed, can request same. Any such request must be submitted in writing, stating the grounds of the request, and this must be submitted within 5 working days from the date of notification of a relevant decision. Confidentiality Subject to the provisions of the Freedom of Information Act, 2014 applications will be treated in strict confidence.
