General Summary of Function/Purpose of Position Position will serve as the Operations Analyst supporting the Director of Operations and all of the internal facing operational support units of the Talent Investment Agency. The incumbent of this position will serve as the recognized resource for establishing, implementing and reviewing internal business processes, procedures and standards. Specifically focused on TIA operational activities such as communications, legislative affairs, information technology and employee engagement. Collaborate with leadership and staff to make appropriate recommendations for improving internal efficiency and service. The Operations Analyst will actively monitor agency operations and make recommendations to executive management about enhancing business processes and strategic outcomes. Will serve as the agency s lead for employee engagement action plan generation and reporting as well as developing and updating all required reports and follow up surveys. Will lead operational projects on an on-going basis.

The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 75 Serve as the recognized resource for establishing, implementing and reviewing internal TIA business processes, procedures and standards as well as the agency's lead for employee engagement. Work with the Director of Operations to create and implement project plan(s) for on-going, complex projects. Provide support to the Director of Operations and serves as a liaison between operational units and Director Provide support to all of the internal facing operations units of the Talent Investment Agency, which includes communications, legislative affairs, and information technology. Serves as organizational liaison for employee engagement. Create and disseminate on-going communication related to agency-wide employee engagement efforts Develop and administer pulse surveys for employee engagement process Track and monitor on-going reporting requirements for employee engagement process Design and conduct internal surveys to determine if internal programs/processes are meeting expectations Analyze and consolidate data and prepare reports. Proposes, develops and prepares operational manuals and supporting instructions for TIA operations. Establish, implement and conduct on-going review of internal business processes, procedures and standards Collaborate with leadership and staff to make appropriate recommendations for improving internal efficiency and service Perform appropriate research, analysis, and benchmarks for internal operational functions Create and maintain databases to track programs initiatives and outcomes. Develop and run reports as needed. Duty 2 General Summary: Percentage: 15 Manage TIA projects serve as operational liaison with various areas. Lead and support operational projects within the agency. Serve as liaison between operations and the other divisions within TIA. Convene project teams and ensure all project timelines and deliverables are met/exceeded Provide support to project teams (i.e., research, analyzing/disseminating information) Develop project reporting tools and establish communication plans Duty 3 General Summary: Percentage: 10

This senior-level employee has authority to respond and take independent action in carrying out daily assignments to achieve the division and agency s goals. Advanced level analyst deals with all levels of the agency. Independently determines key concerns and selects the appropriate methods of response, gathers and reports complex information in the most appropriate manner for the situation, and prioritizes multiple competing inquiries. 17. Describe the types of decisions that require the supervisor's review. Assignments outside of expertise, politically-sensitive and/or has budgetary impacts. Decisions that would implement a new process or protocol for the Agency. 18. What kind of physical effort is used to perform this job? What is the function of the work area and how does this position fit into that function?

4 The function of the work area is to provide operational services to staff of the Talent Investment Agency. This position serves as the Operations Analyst supporting the Director of Operations and all of the internal facing operational support units of the Talent Investment Agency. The Talent Investment Agency manages state and federal programs to provide education, training and counseling to Michigan workers, job seekers and employers. This position provides direct support to targeted populations and also assures that state and federal reporting, fiscal and performance requirements are met. Maintaining and improving relationships with state and federal departments and agencies assures that services and funding are used efficiently and appropriately to support TIA s talent development activities. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of a bachelor s degree in any major. EXPERIECE: Departmental Analyst 12 Three years of professional experience, including one year of experience equivalent to the experienced (P11) level in state service. KOWLEDGE, SKILLS, AD ABILITIES: 1. Knowledge of the principles and practices of research and analysis. 2. Knowledge of project management principles and application. 3. Ability to analyze, synthesize and evaluate complex data for use in program development and analysis. 4. Ability to analyze and assess operational activities 5. Ability to organize, evaluate and present information effectively. 6. Ability to function with strong written and verbal communication skills. 7. Ability to write reports, business correspondence and procedure manuals. 8. Ability to design forms and infographics. 9. Ability to define complex problems, collect data, establish facts and draw valid conclusions. 10. Ability to effectively use common business computer software such as word processing, spreadsheet, and presentation software. 11. Ability to build strong internal relations and maintain favorable relationships.
