1 PORT OF SKAGIT Job Description Position Title: Marina Office Supervisor Title Immediate Supervisor: Director of Business Development and Real Estate Title of Positions Directly Supervised: Marina Services Representative, Dock Attendants BASIC JOB PURPOSE: This position functions as a working supervisor and is responsible for managing the administrative operations of the marina office, supervising staff and overseeing the day-to-day administrative operations of the marina. Duties include promoting the Port s promise, mission, vision and values by providing a high level of customer service. The Marina Office Supervisor is responsible for all aspects of tenant accounts including; assigning moorage space, account adjustments, processing moorage agreements, monitoring for compliance with rules and regulations, preparing correspondence and maintaining effective customer relations. This position also requires a high level of proactive thinking and the ability to work at a detailed level. PRINCIPAL DUTIES AND RESPONSIBILITIES* 1. Implement the Port s Promise, Mission and Vision. Exhibit the Port s values including truthfulness, integrity and teamwork. 2. Supervise, schedule and assign staff to perform the day-to-day administrative operations of La Conner Marina. 3. Maintain effective customer and public relations. Show courtesy, diplomacy, and assertiveness to maintain good customer relations and uphold Port policies. 4. Coordinate, perform, and delegate as appropriate administrative and operational tasks associated with operating the marina office, customer service relations and oversee/maintain records relating to operations, security and safety. 5. Provide primary front desk coverage and phone answering, primary cash receipting function, daily close-out and reconciliation process. 6. Maintain wet and dry moorage tenant accounts and perform duties such as, processing moorage license agreements, inputting new and termed tenant account information, adjustments to tenant accounts, maintaining lease rates, assigning vessel to slip space review/confirm account information prior to billing, and input data from electrical meter readings.

2 7. Maintain moorage licenses by vessel, owner, and boat name for managing compliance with moorage license requirements. 8. Manage the mini-storage accounts, process rental agreement and maintaining files. Coordinate maintenance of the units and oversee move-in and move-out process. 9. Process delinquency notices for all overdue accounts. Coordinate securing of vessels and mini storage units and coordinate auctions. 10. Manage and maintain filing system for the marina. 11. Maintain slip assignments and vacancies for wet/dry moorage and storage unit tenants. Prepare monthly occupancy reports. 12. Maintain effective communications with the Facilities Supervisor regarding customer needs, safety and weather concerns, and other maintenance related items. 13. Coordinate all marina communications with the Director of Business Development 14. Prepare necessary correspondence to moorage customers including but not limited to; tenant newsletters, informational material, policy changes, and late notices. 15. Coordinate all marina communications with the Director of Business Development 16. Support the needs of boaters utilizing the La Conner Marina and work with boaters and tenants to help resolve issues or complaints. Maintain personal and telephone communication with businesses, contractors, suppliers, boaters, tenants and general public regarding Marina matters. 17. Enforce established Port marina rules and policies; work with federal, state and local law enforcement agencies on law enforcement problems relating to boats and general vehicle traffic at the marina. 18. Responsible for planning and accommodating special events at La Conner Marina. 19. Coordinate all marina communications with the Director of Business Development 20. Evaluate existing policies and procedures, recommend changes and implement approved revisions. 2

3 21. Coordinate the marina marketing plan with the Director of Business Development and Real Estate 22. Oversee phone, postage, copier and fax equipment, operations and maintenance. Manage inventory of supplies and forms necessary for efficient operations of marina office. 23. Respond to oil or fuel spills and other emergencies on an as-needed basis. 24. Coordinate and oversee the daily tasks of dock attendants. 25. Perform duties related to maintaining safety in inclement weather conditions such as; shoveling snow, applying de-ice materials on sidewalks, entryways and moorage docks and removing debris from public walkways. *Listed in order of most time-consuming to least time-consuming. WORKING CONDITIONS: Typically, the noise level in the work environment is moderate, however, there may be exposure to loud noises on a daily basis due to marina activity and maintenance and repair. PHYSICAL REQUIREMENTS: The Marina Office Supervisor must have the physical ability to work on a computer terminal for uninterrupted periods of up to 2 hours duration continuously. Ability to stand at front counter for uninterrupted periods of up to 2 hours duration continuously. Also must have the ability to hear, speak and understand the spoken word in order to respond promptly to calls for assistance, to answer telephones, and to be able to communicate. Have the dexterity and manual skill required to operate the keyboard of a computer terminal and the numeric keypad of a standard desktop calculator by touch, with or without accommodation, in an accurate and efficient manner. Vision ability that includes close vision and the ability to adjust focus is necessary. This position may also be required to work in inclement weather working on wet and slippery surfaces. WORK PERFORMED Overall marina office administration, daily marina customer service, office, and accounting related responsibilities. Word processing, data entry, and data base management. Proficiency required in the use of computer software programs. Type of Equipment: Personal computer and other office equipment; cash register, 10-Key, copier/fax machine. VHF radio, telephone and cell phone. 3

4 TRAINING, EDUCATION, EXPERIENCE & RESPONSE TIME REQUIREMENTS Formal Education: Four (4) year business administration degree preferred or equivalent experience. Work Experience: Any combination of experience and training that provides the desired skills, knowledge and abilities equivalent of five (5) years marina operations, small boat operations, commercial fishing or a related customer service oriented area. Knowledge of U.S. Coast Guard, State and Federal marine regulations is desirable. Training/Certification/Licenses: Maintain first aid and CPR cards and a valid Washington state drivers license. Response Time: Must reside within thirty (30) minutes travel time from primary work place.
