1 JOB DESCRIPTION Senior Commercial Officer Ontario New Delhi Position Number: Position Title: Position Classification Level: Effective Date: Mission: Supervisor Position Number: Supervisor Position Title: Supervisor Position Classification Level: Senior Commercial Officer Ontario LE-09 February 1, 2018 or later Ontario Office DELHI Ontario Senior Economic Officer Organizational Context The LE-09 Senior Commercial Officer Ontario commissioner is a local employee of the Government of Canada who works autonomously and reports to the Head of Program at the Ontario Trade & Investment Office (TIO) located in New Delhi. The position is required to contribute to the planning, development and delivery of the Province of Ontario's investment attraction, trade program development, and research and innovation partnerships within the TIO area of operation and sector responsibility. The province of Ontario generates 40% of Canada s GDP and has both the 2nd largest financial services and 2nd largest tech sectors in North America. The Ontario Government has a network of representational offices, Ontario International: Trade and Investment Offices, in cities around the world. They are co-located in Canadian Missions, composed of a Canadian Diplomat (Head of the TIO) and a locally engaged team. Note: Sector refers to such areas as: advanced manufacturing, information and communications technologies, science and technology, transportation equipment (incl. automotive), life sciences, mining investment, environmental technologies, agri-food and educational services Market Intelligence refers to national and subnational knowledge of the general enabling environment (e.g., economic and political aspects), general regulatory environment (e.g., tax laws, tariff structures, structures of the market), specific requirements (e.g., general labelling or other requirements for goods), local buying and import patterns and trends, and evaluations of current and future economic conditions. Clients include local contacts, key stakeholders, business associations, buyers, partners, agents and manufacturers' representatives, distributors, importers, consultants, accountants, government officials/associations, policy networks, chambers of commerce, lawyers, technology and financial institutions, potential investors and strategic partners, research and educational institutions, financial institutions, venture capital firms, S& T stakeholders, etc. #

2 Client Service Results Planning, development and delivery of Ontario's exports and business development programs to promote Ontario's exports and attract investments to Ontario including further scientific and technological cooperation between firms, researchers and institutions and the development of strategic relationships with key clients as required. Key Activities Using expert knowledge and long-term perspective, the position will develop and adapt strategies to achieve maximum results and meet objectives established in collaboration with the Head of Program and its headquarters and lead the delivery of the following: Develops and maintains evolving knowledge of the local political and economic context related to key sectors while considering market intelligence, risk and opportunities. Provides strategic advice and/or responds to requests for information from clients on investment, trade, business environment, research and innovation, opportunities and challenges as required to improve awareness and knowledge by clients. Assesses recommendations and develops beneficial relationships for Ontario with clients based on expertise, support and strategic market intelligence in collaboration with designated sector leaders in order to take full advantage of the international business opportunities locally. Supports and pursues identified collaborative opportunities on the needs of local investors, researchers and other business contacts to develop productive and strategic relationships with key stakeholders involved to promote commercial opportunities in Ontario as required. Provides advice and expertise as the focal point of contact on opportunities and reputable local networks to help Ontario-based clients implement their strategies successfully. Plans and manages the organization and delivery of high level visits of the Ontario Premier/ministers, provincial/municipal government Officials, local economic development agencies and senior executives as required, as well as Officials and senior executives' visits to Ontario as required. #

3 Liaises and engages with corporate, association and government representatives to provide advice on Ontario investment and trade opportunities and local Science and Technology (S&T) partnerships. Plans and prepares media strategy and identifies linkages to establish strong working relationships with local media, for the purpose of raising awareness of Ontario. Works collaboratively with the TIO and its headquarters, HOM/STC, members of the mission Trade Team, and other partners as required ensuring that trade and investment and S&T inquiries with high potential are fully explored and referred to partners in Ontario for further action. Responsibilities The position is responsible to: Provide strategic advice and/or to respond to requests for information from clients on investment, trade, business environment, opportunities and challenges as required improving awareness and knowledge by clients. Collaborate with TIO team members, its headquarters, Ontario-based colleagues, and other Officials located in Ontario as required, to provide market intelligence in the development of strategic and operational plans, annual business plans, goals and objectives, and policies for the Ontario program, which includes trade, investment, commercialization and S & T partnering. Plan and manage the organization and delivery of high level visits of the Ontario Premier/ministers, provincial/municipal government Officials, and senior executives to the region, and visits of local Officials and industry representatives to Ontario including the provision of advice on local customs, cultural considerations, business practices and logistics. Collaborate with the TIO and its headquarters to manage and forecast budgets, expense claims, and other assigned projects within the Ontario program, and monitor and report on outcomes. Research, analyze and synthesize information or data from a variety of sources on international trade, and financial and macro-economic issues to support TIO business activities, prepare presentations, as well as write/draft/edit reports, meeting notes, briefing notes, trip reports, or correspondence for approval of highly complex information requests by clients or distributed to key officials and other stakeholders. Chair meetings and act as Ontario's senior representative at specific events and meetings to advance Ontario's TIO mandate. Share market intelligence with colleagues (regionally and globally) through available technology as part of a mobile, wireless and remote access workforce, to improve client services and build strong relationships.

4 Knowledge The work requires knowledge of: Key sectors associated with Ontario business, economic, innovation, strengths and interests in the region in order to take full advantage of the international business opportunities locally. Market intelligence to provide strategic advice to Ontario stakeholders on the local business opportunities to improve client services and build strong relationships as well as to provide advice on local customs, cultural considerations, business practices and logistics. Local contacts to establish beneficial relationships for Ontario with clients and stakeholders, to improve awareness and knowledge by clients as required. Key stakeholders to respond to inquiries, requests for assistance or other, for Ontario commercial opportunities in order to take full advantage of the international business opportunities locally. Intellectual Effort The position requires intellectual effort to: Develop and maintain evolving knowledge of the local political and economic context related to key sectors while considering market intelligence to address specific challenges, risks or opportunities for clients looking to leverage Ontario programs for commercial opportunities. Assess identified recommendations of beneficial relationships for Ontario with clients based on expertise, support and strategic market intelligence from collaboration with designated sector leaders to take full advantage of the international business opportunities locally. Identify collaborative opportunities on the needs of clients to develop productive and strategic relationships as required to promote commercial opportunities in Ontario. Lead/Participate in working groups to provide advice, expertise and recommendations to mission management on key issues to develop solutions and reach compromise while taking into account competing factors, including past, present and emerging issues, risks and laws while maintaining objectives and promoting cordial working relationships.

5 Working Conditions The work involves: A continuous requirement to respond to heavy and multiple concurrent demands from the TIO and its headquarters, mission management, departmental and local officials, colleagues, other missions or partner organizations for timely and high quality advice and recommendations. Imposed deadlines on the delivery of some part of the work, arrears in research on a variety of cases, interruptions for unpredictable demands and general lack of control over the pace of work generates significant stress. Exposure to stress when responding to fluctuating and unpredictable client demands and requirements, numerous and conflicting deadlines and priorities.
