2 THE REGION The Monterey County area, with its moderate Mediterranean climate, is a diverse community set in a picturesque coastal location. Miles of beautiful beaches, spectacular mountain ranges, and groves of redwoods, low-rolling foothills, and scenic valleys are characteristics that contribute to the yearround quality of life enjoyed by over 400,000 residents and numerous tourists visiting the area. Its Monterey Peninsula has been called the greatest meeting of land, sea, and sky and is recognized as an ideal vacation and business destination. Encompassing a total land area of 3,324 square miles, Monterey County is the 16 th largest of California s 58 counties and has an economy based largely on agriculture and tourism. The Salinas Valley, known as the salad bowl of the nation, abounds with lush produce fields and thriving vineyards. Monterey County boasts world-renowned attractions such as the spectacular Big Sur Coast, Monterey Bay Aquarium, Cannery Row, and Steinbeck Center. It is home to many world famous golf courses including Pebble Beach, Spanish Bay, and Poppy Hills. The County hosts annual events such as the Monterey Jazz Festival, Sea Otter Classic, Concours d Elegance, and California Rodeo in Salinas. Several major educational institutions, including the California State University of Monterey Bay, Middlebury Institute of International Studies at Monterey, Presidio of Monterey Defense Language Institute-Foreign Language Center, Naval Postgraduate School, Monterey Peninsula College and Hartnell College, have campuses throughout the County. THE MONTEREY COUNTY WORKFORCE DEVELOPMENT BOARD The Monterey County Workforce Development Board (WDB) was established through the Workforce Investment Act (WIA) in 1998, which was superseded by the Workforce Innovation and Opportunity Act (WIOA) in WDB plays an integral role in Monterey County s vision of ensuring a sustainable, diversified economy that builds on Monterey County s local assets and capitalizes on the diverse skills of its residents by developing a trained workforce. WDB is responsible for providing local and regional strategic planning, workforce research and regional labor market and economic conditions analysis, and assisting the Governor in developing statewide work force and labor market information systems. WDB s Fiscal Year approved budget is $2,295,642 with an authorized staff of ten employees.
3 THE POSITION Under the administrative direction of Monterey County and the WDB Board, the Executive Director is the Monterey County division head responsible for providing leadership, guidance, and technical expertise in the area of countywide workforce development and reports directly to the Assistant County Administrative Officer. This position emphasizes development and implementation of employment training programs; sustains community involvement at the federal, state, and local level; and ensures program compliance with all applicable legislation and regulations, particularly, the WI- OA. The Executive Director serves as chief staff to the Monterey County WDB and its Executive Committee; interfaces with the WDB Chair and various WDB committee staff; advises and informs the Monterey County WDB about national, state, and local developments affecting WIOA, the WDB, and local workforce development; interfaces between the Monterey County WDB and the Monterey County Board of Supervisors; participates and/or staffs other community, government, and private committees as directed by the WDB. This position also directs the development of policy, procedure, and recordkeeping systems necessary to ensure program compliance with all applicable legislation and regulation including WIOA; directs the resolution of audit or federal legal issues relative to program compliance. 4 THE IDEAL CANDIDATE The ideal candidate will exhibit exceptional leadership skills and will be accomplished in directing the development of policy, procedures, and recordkeeping systems. Experience collaborating, motivating and inspiring others, including volunteers, will be evident in his/her background. The new Director will have: Experience in federal and state employment and training legislation and regulations, primarily WIOA A proven track record demonstrating excellent analytical skills, experience in report writing, and effective public speaking Successful candidates will demonstrate thorough, in depth knowledge of the principles, methods, and procedures used in adult, youth, and displaced worker employment training; program design, planning, and management; and federal and state employment and training legislation and regulations - primarily WI- OA. The ideal candidate will possess expertise in budget preparation, fiscal management, and grant administration. In addition, candidates will be knowledgeable and skilled in the principles and techniques of supervision, personnel management, human resource planning and staffing, and policy development and implementation; the dynamics of political, community, and committee processes; and development, maintenance, and enhancement of employment services delivery through WIOA One-Stop Career Centers. A bachelor s degree in public or business administration, including coursework in organizational management, personnel administration, finance, and accounting; a degree in public or employment policy; or a closely related field in the Social Sciences is desired. Qualifying experience for this position may include five years of broad, progressively responsible design and implementation of employment training programs under WIOA, including subcontracting and direct program operations, with considerable administrative and supervisory experience responsibilities.
