Procurement Officer Locations: Based in Colombo with 20% travel Job Profile Reporting to the Manager Strategic Sourcing the position is responsible in ensuring quality, Integrity, financial accountability & cost effective delivery and execution of all purchasing requirements ensuring all related procedures and practices are adhered to while maximizing the resources of World Vision Lanka in meeting organization goals and objectives effectively. Skills & Competencies Required Bachelors Degree in Supply Chain Management, Business

2 Administration, Finance & related discipline with at least 2 years experience in procurement/finance environment with a good understanding of the local purchasing industry & related statutory/tax regulations. The incumbent must have strong negotiation, interpersonal, organisational, and administrative and facilitation skills. He/She will be competent in the use of the MS Office package & have good communications skills in English (both verbal & written) & able to communicate in Sinhala and/or Tamil, able to establish and maintain good working relationships with both internal and external stakeholders and be a good team player. Experience handling modern sourcing solutions & systems, material awareness, specifications, with good analytical skills & exposure in handling complex contracting processes will add value. MAJOR RESPONSIBILITIES % Time Major Activities End Results Expected 25% Ensure all procurements are in compliance with office practices & procedures, administrative & finance policies and procedures. Ensure the best purchases of goods & services on time with quality as per need. Responsible in ensuring the purchase of high quality supplies and services at the lowest possible cost by securing appropriate quotations and/or contracts that ensure all items are competitively quoted/bid, ordered, and received properly. Assurance of Quality

3 25% Perform strategic sourcing process based on the result of procurement plans. Prepare tender documents for each and every major purchase. Prepare comparative analysis and get technical concurrence from related departments and make recommendations. Responsible for planning, research and development required for determining the proper sources of supplies and services to support the operation within the area of coverage. Analyze current procurement activities and recommends improvements through more efficient procurement methods, automation, quantity discounts, standardization, value analysis and cooperative purchasing. Reviews vendor bids and proposals to ensure best costs and quality of purchased materials. Responsible in ensuring the purchase of high quality supplies and services at the lowest possible cost by securing appropriate quotations and/or contracts that ensure all items are competitively. Maintains professional relationship with suppliers. Participates in the development of specifications for equipment, products and materials. Reviews records and reports pertaining to purchasing operation for work activity monitoring, staff performance evaluation, and service improvements.

4 Perform Procurement Services /Strategic Sourcing 15% Provide support to Supply Chain Manager and Procurement Committee and ensure preparation of well-documented resolution of the Procurement Committee to expedite the procurement process through: Checking the purchase related documents. Make market survey and verify the price if/when required Collect technical opinions on procurements from the related departments if/when required Update the PMS QTA Database with required information that will enable PCM members to make better decision Expedite emergency and exceptional purchases with high priority Assist in ADPs/Projects/Programs purchase Ensure the Excellent financial accountability in WVL purchasing practices 15% Review/update item catalogue every yearly or when necessary. Review and update procurement plans. Coordinate with Business Analysis in the development of performance management metrics for suppliers based on agreed standards.

5 Submits monthly management report on a timely basis. Participates in the development of Supply Chain long term and annual plans, and strategies that are aligned with organizational strategic directions. Accountability and Reporting 10% Provide support to Procurement staff in the Field Offices. Builds the Supply chain capacity of the internal & external customers to maintain a effective & efficient environment in Procurement process.
