2 Introduction to CIEL Innovate UK ( ) is establishing a network of agricultural innovation centres, one of the key recommendations of the UK s Agri-Tech Strategy published in June As part of the Government s Agri-tech Strategy published in 2013, Innovate UK ( has established four agricultural innovation centres. The largest of these, CIEL, is a partnership of the UK s leading academic and industry players in the field of livestock, and will develop and coordinate a network of state-of-the-art facilities dedicated to delivering cutting edge research to the UK s livestock sector. CIEL has been established as a Company Limited by Guarantee. Vision CIEL s vision is to support, promote and deliver innovative, industry-led research for sustainable intensification of the UK livestock sector through a single centre, with the aim of generating wealth and business competitiveness through the growth in profitability of that sector. CIEL is a partnership of multinational, UK and small companies across the animal breeding, health, feed, nutrition and technology sectors together with levy boards, leading research providers and veterinary service companies. CIEL USPs CIEL will bring together the UK s key research and knowledge exchange providers in the beef, dairy, pigs, poultry and sheep sectors in a unique collaboration CIEL will involve an 86.5 million investment over five years in state-of-the-art research facilities for UK animal science CIEL will cover the whole food chain at all levels from cell to system, from production to food quality and food safety CIEL headquarters will be at the National AgriFood Innovation Campus at York, giving easy access to CIEL
3 Chief Executive Officer (CEO), CIEL The Candidate We are seeking an individual who is passionate about the livestock industry, the importance of agricultural research and the potential for CIEL. We need a candidate with a truly international perspective who understands the drivers for the key stakeholders in Research, Industry and Academia who can broker revolutionary partnerships. You will have a proven ability in creating collaborative environments, engendering impactful relationships and delivering innovation. You will be focussed on achieving results that bring benefits to all parties and ultimately deliver global benefits, always working with the core aims of CIEL in mind. You will be a natural and fluid communicator able to work in multiple arenas delivering skilful and cogent interactions at all levels. A true leader you will model the organisation s values in all your activities demonstrating inspiration, commitment, self-motivation and integrity. You will be the kind of person who enjoys challenge, variety, a global scope and truly meaningful goals to achieve. The Opportunity The CEO is critical for the success of CIEL. Reporting directly to the Board of the company, the CEO will work closely with CIEL partners, lead its senior management team, and provide executive leadership for the company and its activities. They are expected to ensure both effective centre operations and be outward facing to develop and build the capabilities of CIEL to help the UK become a world leader. Working in collaboration with the other members of the Board and the executive team, the CEO is responsible for providing strategic leadership, facilitating collaboration between industry members and research providers, managing risk, co-ordinating funding allocations, leading the development of major collaborative programmes that involve cross-centre working, and coordinating deliverables on behalf of CIEL. In particular the CEO is responsible, either directly or through the appointment of senior staff reporting to him/her, for the delivery of all the centre s objectives and the measurement of progress against these. Specifically to ensure delivery of the overarching centre objective, to achieve industry research income in the first 5 years to match the Innovate UK investment. The CEO must ensure that the centre at all times complies with its legal, regulatory and contractual obligations, including critically the management and control of the Centre grant from Innovate UK.
4 The Role Profile Key priorities and roles during the first 18 months will include; Specific roles Establishing partnerships with stakeholders from relevant innovation communities, end users and others deemed appropriate to support the centre s strategy, manage the relationship with Members and Associate Members of CIEL. Working with the interim CEO to finalise structures, controls and procedures to support the effective operation of the centre and to comply with its legal, regulatory and contractual obligations. Finalising appointments to the core management and administration team, through the executive management team organise and develop the subcommittees. Establishing and driving the centre s vision, business plan, key performance indicators, objectives and time based deliverables. Develop communications with the partners, government and wider communities. Drive a culture of CIEL as a single entity and a centre of excellence to inspire those both internally and externally, creating a go to point for UK innovators so that external innovations and commercial opportunities are created in the centre s environment. Promote externally the CIEL concept of a new era in livestock research/capability to engage industry investment. Identify opportunities and coordinate activities to secure private and public sector funding to support the centre s activities and sustainability. Working to secure further private and public funds in line with the strategy. Provide clear communications with the partners, government and wider communities. Working with the Board to create a well-structured mechanism for allocating the centre s funds and agreeing this with the Board. Promoting the activities of the centre nationally and across the widest range of industries, supply chains, societies and government and promote the centre and its strategy to international communities to secure growth opportunities for UK businesses. Ensuring that the centre complies with its legal, regulatory and contractual obligations, including the management of the grant from Innovate UK. Engaging with the relevant funding bodies including the European Commission to influence their plans for innovation funding and business support to ensure that the UK industry is appropriately supported in its efforts to secure funding, in partnership, where appropriate, with the centre.
5 Develop, in conjunction with the Management Board (annually and updated as necessary) a sustainable 5-Year business plan for approval by the Board in order to reach the strategic goals. Engage and interface with other Centres of Agricultural Innovation and related organisations. Provide high profile representation for CIEL on a national and international stage. Experience and Qualifications You must be a proven leader, negotiator and relationship builder with a track record of delivering success through partnerships. You can be an individual from any sector of business, research or academia who can demonstrate how their expertise is transferable to the mission and vision of CIEL. Essential criteria: Knowledge and experience of the agriculture sector and an understanding of its key drivers Executive level operating experience and responsibility for research and innovation. Demonstrable economic background in evaluating new business opportunities. Proven ability to broker senior relationships and partnerships in the private and public sectors. Proven leadership skills, enthusiasm, passion and a sound appreciation of systems thinking coupled with a good understanding of the relationship between research, development, innovation, and economic growth. Evidence of success in leading and directing research activities in an open innovation, platform and architecture environment. Excellent promotion and negotiating skills, presenting and gathering support, especially at the interfaces between government, universities and commercial organisations. A track record in securing external funding on national and international stages. Proven ability to inspire & motivate disparate teams towards a common objective. Experience of design and implementation of organisational structures, particularly for finance and administrative systems and project management. Experienced contract execution including performance measurement and quality control. Proven ability to analyse and present clearly at the highest level complex information with good attention to detail.

Demonstrates self awareness, ability to reflect and learn, inspires others to achieve their goals. The Package Initially a 4 year fixed-term contract, there is an opportunity for this to position to become permanent pending the delivery of the CIEL vision and goals, which the CEO and the foundation management team will work together to achieve. The post is based at the National AgriFood Innovation Campus at York, where excellent facilities are available. A salary of 120,000 with the opportunity to earn up to a 20% performance based bonus plus a highly competitive benefits package will be available for the right candidate.
7 Extensive travel will be required for this position, as well as a flexible attitude towards working hours.
