Department or School Site The Office of the Inspector General's (OIG) mission is to help Los Angeles Unified School District (LAUSD) achieve its core mission by promoting a culture of accountability, transparency, collaboration and integrity through the performance of audit and investigative services designed to drive continuous improvement, support effective decision making and detect and deter waste, fraud and abuse. 2 The Office of Investigations conducts investigations of waste, fraud, and abuse to safeguard District resources, programs, and operations. These investigations are designed to detect and prevent fraud and abuse by identifying systemic weaknesses in areas of program vulnerability that can be eliminated through corrective management actions, regulation, legislation, or by pursuing criminal convictions and monetary recoveries through the judicial and administrative processes. Project The Deputy Inspector General, Investigations assists the Inspector General in planning, directing, organizing, and managing the activities and functions of the Office of Investigations. In this role, s/he is responsible for supervising, coordinating, and conducting complex and sensitive investigations up to and including potentially criminal and noncriminal cases. The current vacancy is a management, full-time, 40 hours/week, year-round (12 months/year) regular assignment. THE IDEAL CANDIDATE The ideal candidate for the Deputy Inspector General, Investigations will have: A commitment to law enforcement investigations work demonstrated by a history of consistent, progressive professional advancement and accomplishments; Strong and comprehensive investigative technical knowledge and understanding of U.S. constitutional rights, federal, California state and local criminal and civil laws, rules of evidence, and expert witness matters; A track record of successful resolution of a variety of complex criminal and administrative investigations; Experience successfully directing, organizing and managing the performance of staff and overseeing the activities of an Investigations unit/office within a large public agency; A professional reputation for staying focused on what is expected and what needs to be accomplished. He/she will have successful experience
3 using their management and technical expertise as an asset to the department and their team; Demonstrated ability and expertise to establish and maintain constructive relationships with law enforcement agencies, including the U.S. Attorney, Attorney General, District Attorney, and/or City Attorney offices; Solid experience utilizing project management and project tracking methodologies to successfully monitor and track investigation workload/cases, to ensure timely and complete work product; Demonstrated ability to communicate clearly, effectively and professionally in written and oral presentations to both individuals and internal and external stakeholder groups including District staff, elected and public officials and other law enforcement professionals. Typical Duties for this position include: Managing the staff and Office of Investigations. Serving as the principal advisor to the Inspector General on investigative matters with responsibility for directing a staff of investigators in the accomplishment of potentially criminal and noncriminal cases. Directing and/or conducting extremely difficult, complex, and sensitive investigations of allegations of irregularities, fraud, collusion, conflicts of interest, and improprieties on the part of District employees, contractor personnel, or others in connection with District programs. Analyzing and reviewing all preliminary and final investigative reports to ensure compliance with investigative directives, standards, and guidelines. Signing and issuing investigation reports and other investigation products as delegated by the Inspector General. Ensuring investigations are handled with tact, discretion and professionalism. Preparing statements of fact developed in the course of the investigation for possible referral to the U.S. Attorney, Attorney General, District Attorney, or City Attorney. Providing professional advice, consultation, and guidance and recommends appropriate actions to correct noted deficiencies in the program or function being investigated.
4 Ensuring each subordinate investigator maintains investigative files in accordance with internal operating procedures. Benefits Insurance: Paid premiums for your choice of several medical, dental, vision, and life insurance plans. Retirement: Membership in the California Public Employee Retirement System (CalPERS). Vacation: 24 days each year. Paid Holidays: 12 days. Minimum Requirements Education: Graduation from a recognized college or university with a bachelor's Degree*. Additional professional-level experience as a criminal investigator or detective with a local, state or federal law enforcement agency may be substituted for the required education on a year-for-year basis, provided that graduation from high school* or evidence of equivalent educational proficiency is met. Note: A Certified Fraud Examiners certificate OR at least five (5) years of law enforcement experience (criminal investigator or detective) is required. Experience: Five years of professional-level criminal investigation or detective experience with a local, state or federal law enforcement agency, including two years of supervisory experience. Special: A valid California Driver License. Use of an automobile. *To verify the education requirement, an original diploma must be presented at the time of the interview. Note: Candidates who have completed high school, college or university course work at an institution in a country other than the United States, must obtain a complete evaluation of foreign transcripts and degrees.
