3 Mission JARC helps low income workers, job seekers and community residents attain financial self sufficiency through skill training and bundled support services.
4 Strategies The Sectoral Approach to training and workforce development targets strategic skills gaps in the regional labor market. The Center for Working Families model of bundled services promotes financial self sufficiency and mainstream financial behaviors, such as asset development. The interplay between these models provides a more holistic strategy for helping individuals and their families to transition out of poverty.

6 Middle Skills Gaps Illinois Department of Commerce and Economic Opportunity (DCEO) has identified critical skills gaps in Manufacturing, Healthcare, Transportation and Logistics Skill Gaps in the Manufacturing Sector include Computer Numerical Control (CNC) Machinist, Welding, and Industrial Maintenance
7 Middle Skills Gaps Last year, a study by the DeLoitte Firm and the Manufacturing Institute estimates that there are 600,000 unfilled manufacturing jobs in the US 30,000 unfilled manufacturing jobs in Illinois most of those occur in the Chicago metro region Boiling Point? The Skills Gap in US Manufacturing, DeLoitte and the Manufacturing Institute (2013)
8 Multiplier Effect Jobs in the manufacturing sector contribute to employment growth in other sectors. In the Chicago region, each manufacturing job supports 2.2 additional jobs. 9 JARC s Sectoral training programs target strategic skills gaps in the regional labor market, such as CNC Machinist and welder, and serve a variety of populations. Careers in Manufacturing Programs provide job training and placement for unemployed adults, including dislocated workers and job seekers with barriers to employment. Business and Workforce Services designs and executes customized incumbent worker training for manufacturing companies and their employees.

14 Careers in Manufacturing Programs Putting People Back To Work Completion, Placement and Retention Rates over 90% since 2006 Starting Wage (CNC) = $14.47 (FY 13) Starting Wage (Welding) = $12.72 (FY 13) 235 Placements with 122 companies since January of these companies hired between 2 and 17 graduates
15 Careers in Manufacturing Programs Breaking Down Barriers In FY13 53% of all CMP trainees had criminal records these trainees had higher completion, placement and retention rates than trainees without criminal records. The recidivism rate for CMP trainees is 10% - much lower than the Illinois average of 50%. JARC s Women in Manufacturing Program has a customized schedule and wraparound services for low-income, female heads of household.
