2 PURPOSE OF THE POSITION The Project Manager will be responsible for scoping and developing a model which supports Maaori participation in a Health Science Academy, to be implemented in South Auckland. This role will be part of the Organisational & Workforce Development team, based in Ko Awatea at Counties Manukau Health (CM Health) and will have strong links with the Maaori Health team and Maaori Workforce Development. CM Health has successfully developed site/school based Health Science Academies in collaboration with two South Auckland high schools since These Academies are for Maaori and Pacific students from year 11 who wish to enter tertiary study in health and progress to a heath career in South Auckland. The focus is on academics science, literacy and numeracy, hands on experience of the health care sector through hospital visits, engagement with Maaori and Pacific health professionals and site visits to tertiary study institutions. CM Health now has new funding for a Maaori-specific Health Science Academy. This role will develop a delivery model which is suitable for and supports Maaori secondary schools students to study towards careers in health. It will also improve access to the full range of health careers available to Maaori students in Aotearoa New Zealand. 4 NATURE AND SCOPE OF RESPONSIBILITIES Key Accountability Standards and achievements Project Development Develop an overall model and project plan to implement a Maaori Health Science Academy within South Auckland Consider and use innovative engagement and education techniques to attract and retain Maaori students e.g. ICT, site visits, camps, Whaanau Ora based, etc. Consult and collaborate with key stakeholders across the DHB in Maaori Health, Workforce Development, etc. and with schools and education experts to develop the model Report against plan, goals and adjust plan as necessary Set up of metrics and data tracking to support evaluation and track progress against goals Provide programme linkages with and secretariat support for the CM Health internal working group Identify risk and provide plans to mitigate risk Project Leadership and Implementation In partnership with DHB key stakeholders secondary school(s) identify and academy leader or director to support students In partnership with secondary school(s) recruit Maaori students to the Academy on the basis of academic potential, whaanau support and interest in a health career Manage and coordinate project development from beginning to end Ensure uptake and retention of agreed number of Maaori secondary students In collaboration with current Health Science Academies, Kia Ora Hauora and Health Could B 4 U, use tools, resources and information which are currently successful in growing Maaori health care professionals Identify and manage risks to the project in conjunction with Workforce Development and Maaori Health teams Relationship Management Identify and develop effective and collaborative relationships with key personnel involved in influencing Maaori workforce development activity and Health Science Academies Build, develop, and grow Ko Awatea s relationships with secondary schools, tertiary education providers and Maaori health and education providers Establish networks and relationships with: Health Science Academy schools Tertiary institution contacts, both academic and 4

5 pastoral care Internal CM Health stakeholders Regional workforce partners Project Reporting In partnership with the Programme Manager, report quarterly to the Grow Our Own Workforce steering members on project progress against milestones. Manage the reporting requirements to key stakeholder groups and committees. Event coordination Manage and co-ordinate all functions for the Maaori Health Science Academy project Health & Safety CM Health s Health & Safety policies are read and understood and relevant procedures applied to own work activities Workplace hazards are identified and reported including self-management of hazards where appropriate Can identify health and safety representative for area Cultural Diversity Respect, sensitivity, cultural awareness is evident in interpersonal relationships Our cultural differences are acknowledged by respecting spiritual beliefs, cultural practices and lifestyle choices of Maaori and their families Utilise Information Technology Demonstrate and ability to access and use available information systems Is conversant with applications required for specific role. 6 COMMUNICATION AND INTERPERSONAL SKILLS Will be required to interact on a regular basis with a range of CM Health staff members and Ko Awatea project team members including; Lead, Building Capacity Ko Awatea workforce development team CMH Maaori Health and Maaori Workforce teams Other DHB manager, staff and clinicians Kaumatua and Kuia for Counties Manukau Health Maaori Health Advisory Group Representatives for CMH Maaori and Pacific recruitment and retention initiatives and projects Externally there will be interaction with: Secondary schools Tertiary education providers Maaori service agencies and Marae Grow Our Own Workforce Steering Committee Funding provider Government agencies Community groups Situations may often call for tact or diplomacy and will require information to be handled in a discreet and sensitive manner. PROBLEM COMPLEXITY The Project Manager Maaori Health Science Academy will be regularly challenged by a wide range of issues around Maaori health, education and workforce development. There will be a requirement to be able to prioritise issues and negotiate time frames, while still providing a quality customer service. Establishing collaborative relationships with and between health and educational partners will require skill, sensitivity and persistence. The range of problems will be diverse and require solutions customised to meet the needs of secondary and tertiary education providers, Maaori health providers and the DHB. In conflict situations the position holder will be required to exercise sound judgement, negotiation and persuasiveness skills, toward facilitating a workable outcome. There will be demands to meet deadlines, maintain accuracy and quality of information. Failure to do so could impact on the organisation in terms of workforce development and human resource outcomes, to grow a workforce that reflects our community patients. 6

7 This work has secured funding from The Tindall Foundation. While primary responsibility for the funding relationships sits with the Manager, this role will also liaise with funder representatives and the Steering Group from time to time. DIMENSION OF REPORTING Will be responsible to the Future Workforce Development Manager in Ko Awatea for the achievement of agreed objectives and operates within the confines of CM Health.
