1 Position Description Position Title: Business Unit: Department: Directorate: Team 11 Project Officer (Media & Communications) Community Services Community Services Directorate Community Services Classification: Band 6 Date: February 2018 Reports to: Supervises: Internal Liaison: External Liaison: Community & Social Infrastructure Strategic Planner (Team 11 Project Manager) and Team 11 Steering Committee Nil Team 11 Steering Committee members; Media and Communications team, Sport and Recreation team and other Council departments / staff (as requried) from the City of Greater Dandenong (lead facilitator), City of Casey and Cardinia Shire Council. Media, members of the public, football / soccer clubs, relevant sport and recreation organisations, peak governing bodies, community groups, other local government authorities, relevant State / Federal Government Departments (where required) professional bodies and business groups (where required). 1. Position Objective Support the Community & Social Infrastructure Strategic Planner (Team 11 Project Manager) to raise public awareness and generate support for Team 11 across the south-east region, amongst stakeholder groups and within general public through: o the development and implementation of media, marketing and communications strategies; o active engagement with sporting clubs / organisations and key stakeholders o management of regional meetings / forums and events. 2. Key Responsibility Areas *Also refer to Appendix 1 - Additional Key Responsibilities for all employees Media, marketing and communication Develop a media strategy. Develop media contact list. Draft and distribute media releases. Write and distribute EDMs / newsletters Manage and update the Team 11 website. Develop marketing strategies and initiatives. Prepare promotional material information packs as required. Manage and expand the Team 11 community / club database. Social media Manage and regularly update Team 11 social media accounts (content curation and design). Actively encourage residents and people connected to local clubs to like/follow and share material. Work with local clubs to create material which we can either publish or share (i.e. promotion of club exploits, senior team results etc.). Run polls / seek feedback on various ideas. Media liaison Promote Team 11 by appearing on a range of TV, radio or football podcast shows. Actively meet with journalists, media personnel and other football stakeholders to spread the word, ask for support. Be a point of contact for journalists, producers, and all media outlets seeking information or access to key personnel for interviews. 2 Community club engagement Communicate with clubs and associations / leagues with the aim to promote and seek support for Team 11 through formal / public endorsement and assistance with promoting Team 11 to club members. Communication to include a range of mediums including: o s o Newsletters o Phone calls o Meetings / site visits o Club information sessions Actively promote Team 11, with the aim to maximise the number of registered supporters. Actively promote consumer research survey to clubs, players, members etc. with the aim to maximise the number of respondents from across the south east region. Help source and coordinate club volunteers to promote the project. Regional meetings / forums Organise and facilitate regional club information sessions in key areas (each LGA) within the south east region. Assist with the formation, administration and facilitation of a Team 11 Club Sub Committee consisting of club representatives from across the south east region. Attend relevant regional FFV and LGA forums / sessions / clinics to promote Team 11. Event management and promotion Coordinate Team 11 events and activities, including: o World Cup Activities o Fundraising event/s o Town Hall Meetings Compile spokesperson briefing notes and speeches (as required). Attend key events / festivals with the aim to promote Team 11 to the broader community. Distribute Team 11 promotional material at key locations throughout the region (i.e. community noticeboards, shopping centres, sport and leisure centres etc.) Other duties Undertake research into football participation in the south east (registered and non-registered / casual participation) and relevant demographic / region specific information. Assist with the preparation of Team 11 presentation material, briefing notes and bid documentation. Assist with the administration of the Team 11 Steering Committee. Other duties associated with the promotion of Team 11 and the south-east region (as required). Stakeholder engagement Actively engage and consult with a broad range of stakeholders to promote Team 11 and the south-east region including: o Team 11 Project Manager (reporting to) and Steering Committee members o Council Officers from City of Greater Dandenong, City of Casey and Cardinia Shire. o LGAs from across the south east region o Football clubs and associations / leagues (registered with FFV) o Football clubs, groups and private providers (non-registered / casual participants) o Local schools o Community groups o Media personnel, journalists o FFV and FFA representatives (as required) o Players (past and present) and football stakeholders Team 11 Project Officer (Media & Communications) - February 2018A ] Page 2 of 6 Save Date: 16-Feb-18

Overall Position Accountability and Authorities Directly accountable for: The delivery of information and support to the Community & Social Infrastructure Strategic Planner, Team 11 Steering Committee and identified stakeholders within corporate guidelines, agreed timeframes and service standards. The freedom to act is governed by clear objectives and/or budgets with a regular reporting mechanism to ensure adherence to goals and objectives of the Team 11 project. The effect of decisions and actions taken by this role is usually limited to the quality or cost of the project being managed. Where providing specialist advice to the Community & Social Infrastructure Strategic Planner, Team 11 Steering Committee and identified stakeholders, the freedom to act is subject to regulations and policies and regular supervision. The effect of decisions and actions taken on individual agencies / stakeholders may be significant but it is usually subject to appeal or review by the Community & Social Infrastructure Strategic Planner and/or Team 11 Steering Committee. Decisions and activities undertaken by this position may have a significant effect upon the role of the Community & Social Infrastructure Strategic Planner and the Team 11 project, as well as the image and reputation of Council as a whole and partner Councils to the project. Formal input into the development of strategies relating to Team 11 project within their area of expertise. Where involved in strategy development the work is usually of an analytical nature, with the freedom to act prescribed by the Community & Social Infrastructure Strategic Planner or the Team 11 Steering Committee. 4. Judgement and Decision Making Skills Independently: Capacity to make independent decisions that are based on specialised knowledge, strategic plans and the key responsibilities of the position. Application of effective problem solving in a wide variety of situations, within the decision making parameters of the position. The nature of the work is usually specialised with methods, procedures and processes developed from theory or precedent. The work may involve improving and/or developing methods and techniques generally based on previous experience. Problem solving may involve the application of these techniques to new situations. With Input from the Community & Social Infrastructure Strategic Planner Assist in developing and communicating Team 11 policy and strategic plan options as well as business plans and budgets for the ongoing improvement of Team 11 project, considering long and short term project resource planning issues. Recommends to the Community & Social Infrastructure Strategic Planner Opportunities for efficiency gains for the Team 11 project, such as improvements to existing work systems and plans, identifying the feasibility of the various options with stakeholders. Guidance Works in closely / in collaboration with the Community & Social Infrastructure Strategic Planner. Guidance and advice are usually available from Community & Social Infrastructure Strategic Planner or Team 11 Steering Committee. Before seeking guidance it is expected that issues will have been independently researched and a range of options / solutions developed for consideration. 5. Specialist Skills and Knowledge The essential position requirements include: Proficiency in the application of Journalism and Public Relations disciplines and practices. Demonstrated knowledge of the football / soccer industry and A-League competition and an understanding of the vision of Team 11 and the benefits to the south-east region. A sound understanding of local government and the strategic priorities of the City of Greater Dandenong and project partners City of Casey and Cardinia Shire Council. Proficiency in the application of theoretical or scientific disciplines involved in the implementation and delivery of the Team 11 project, including the underlying principles as distinct from the practices. A can-do approach which incorporates professionalism, high ethical standards and integrity, along with an excellent customer service focus supported by actions and outcomes. Where responsible for managing Team 11 project resources, a familiarity with relevant budgeting techniques is required. Advanced to expert Computer literacy, incorporating MS Office applications as well as relevant media, communications and publishing applications including online systems and resources. Management and Interpersonal skills The essential position requirements include: Proven skills managing time, setting priorities, planning and organising one s own work and where appropriate that of other employees or stakeholders, so as to achieve specific and set objectives of the Team 11 project in the most efficient way possible within the resources available and within a set timetable. This includes simultaneously coordinating multiple tasks and activities, including of stakeholders and other staff, to achieve desired outcomes. Capacity to gain cooperation and assistance from a wide range of stakeholders, members of the public and other staff in the administration of defined activities involved in the Team 11 project. Liaise with their counterparts in other organisations, including the Councils in partnership in the Team 11 project, to discuss specialist matters and with other employees within their own organisation to resolve intra-organisational problems. Highly effective interpersonal skills, incorporating verbal and written communication, listening, liaison, presentation, advocacy and facilitation. Well-developed written and oral communication and presentation skills, including demonstrated ability to communicate with a range of stakeholders and prepare advice at senior executive levels. 7. Qualifications and Experience (Key Selection Criteria) Selection of the most suitable applicant will be assessed on the following: Essential: Relevant tertiary qualifications in journalism, media or communications, or other related disciplines along with some relevant experience, including: o Experience in the development and implementation of media, marketing and communications strategies and o A range of Media liaison activities including Social Media platforms and systems/ agencies; o Previous community sport liaison activities relevant to major sporting projects including, stakeholder engagement, regional meetings and forums, as well as event promotion and management; Demonstrated knowledge of the football / soccer industry and A-League competition, with a preference for experience within this field. Excellent interpersonal skills, incorporating verbal and written communication, consultation, liaison, presentation, advocacy, facilitation as well as delivery of excellent customer service. Professional writing skills are a requirement in this role. Advanced to expert Computer literacy including, MS Office applications as well as relevant media, communications and publishing applications and online systems and resources. A current Victorian Driver s Licence.
