6 Virginia Avenue Tunnel Reconstruction Environmental Compliance The Final Environmental Impact Statement and Record of Decision provided environmental commitments and mitigations to minimize the potential impacts of the proposed tunnel reconstruction. A Register of the Environmental Commitments is being used to track the environmental requirements as incorporated in the project s design and construction specifications. CSX and the contractor are obliged under the National Environmental Policy Act (NEPA) to comply with these commitments. To ensure full compliance of the commitments, detailed monitoring plans are being carried out for Air Quality, Noise and Vibration. These plans have been approved by DDOT and provide guidance for establishing existing baseline levels before construction; methodologies for monitoring levels during construction; and procedures for correcting work activities should intensities approach predicted impact levels. Environmental commitments also require the restoration of Virginia Avenue e and local parks to conditions exceeding current day, including landscaping, additional park amenities and improved access and traffic operations. The commitments also require that a Maintenance of Traffic Plan be implemented to minimize traffic disruptions, to the extent practical, during construction operations. All commitments will be continuously coordinated with DDOT, appropriate regulatory agencies and the local community.
7 Background Air Monitoring / Sampling Ac vi es Legend: = Air Monitoring Site Four (4) fixed air monitoring sta ons were deployed to document background condi ons. Two separate mul ple day sampling events indicate background condi ons are consistent with the NEPA documents. Addi onal monitors (up to 8) will be placed during specific construc on ac vi es as described in the air monitoring plan. When monitors are upwind of construc on ac vi es they will con nue to iden fy background condi ons throughout the project area. Air monitoring summary reports will be published on a monthly basis.
8 Background Noise and Vibra on Monitoring Legend: = Noise Monitoring Site = Vibra on Monitoring Site Sixteen (16) fixed monitoring loca ons (8 noise and 8 vibra on) were measured con nuously over a two-week period to document ambient noise and vibra on levels in the project area. Data was collected from late February through mid-march. Detailed analysis will be used to establish baseline levels for comparison to noise and vibra on levels generated by construc on ac vi es.

10 Residen al & Community Mi ga on Plans CSX is implemen ng mi ga on plans to reduce the impact of construc on and offset some of the inconveniences of the Virginia Avenue Tunnel reconstruc on project. Residen al Property Mi ga on Program 57 of 68 eligible Front Row residents have enrolled in the Residen al Property Mi ga on Program and will begin receiving monthly inconvenience payments in April. All 68 have acknowledged receipt of informa on. Pre-Construc on Inspec on Program 67 of 68 eligible Front Row residents requested Pre-Construc on Inspec ons as of April 14, non-front Row residences have been inspected. 11 businesses and other non-residen al proper es have been inspected. All are eligible for Post-Construc on Inspec ons once the tunnel project is completed. Arthur Capper Center Grant CSX is providing a $250,000 grant to the owners of the Arthur Capper Senior Center. These funds are intended to be used to offset temporary inconveniences and support community enhancements of the Senior Center. Community Fund CSX selected Near Southeast Community Partners to serve as third-party administrator for the $650,000 community fund specified in the Record of Decision. NSC Partners is solici ng community representa ves to serve on the volunteer board that will develop funding criteria, review proposals and grant funds.
11 Supplemental Community Mi ga on Fund CSX is providing a $650,000 Supplemental Community Mi ga on Fund to offset temporary inconveniences and to support neighborhood enhancements. A commi ee of local community representa ves will help decide how the Community Fund is allocated and Near Southeast Community Partners (NSC Partners), the third-party administrator, will disperse the funds in phases during project construc on. Process: 1. Establishing the Community Commi ee Applica ons were due from interested par es by April 17, The third-party administrator will select the best-qualified applicants to create a commi ee that represents the en re community. First commi ee mee ng is planned for the week of May 4, Criteria Development Community commi ee and administrator will develop evalua on criteria for community enhancements and temporary inconvenience payments for non-front Row residents. Dra evalua on criteria will be published for community feedback. 3. Applying for Funds Community organiza ons proposing community enhancements and non-front Row residents experiencing temporary inconveniences are encouraged to apply for funds. Applica ons will be submi ed online or via mail. The applica on will be available at nscpartners.org. 4. Review and No fica on Process The Community Commi ee will review and evaluate funding requests using the approved criteria through a fair, transparent and unbiased process. Applicants will be no fied about funding decisions within 10 business days of commi ee decision and payments will be distributed by the administrator.
12 CSX Claims Process The CSX team is commi ed to limi ng construc on impacts from the Virginia Avenue Tunnel project. Residents may s ll need to make a claim for property damage they believe is caused by the project. CSX has a straigh orward process for managing claims. Where can I file a claim? A claims inves gator will contact you to gather more informa on. A thorough inves ga on will be completed, which will take some me. The inves gator will keep you informed of progress. We will work as quickly as possible to address your claim. What informa on do I need? Some documents may be needed to support your claim: Pre-construc on inspec on report (for claims related to residences); inspec ons available from CSX Proof of property ownership and insurance Two es mates of repair costs or paid receipts Photos of damaged property/site of incident Any witness statements Who can I speak to if I have more ques ons? 13 Safety is a Way of Life Safety is CSX s highest priority. Guided by a policy to ensure the safety of our employees, our customers and the communi es we serve, CSX works relentlessly to prevent injuries and accidents. The CSX team is commi ed to safety on the Virginia Avenue Tunnel project and will implement extensive efforts to ensure the safety of project workers and the surrounding community. CSX Safety Facts CSX was the safest Class 1 railroad in America in 2012 and 2013 according to the Federal Railroad Administra on. CSX has reduced accidents by 58% since In the last 10 years, over 200 construc on projects have occurred near ac ve CSX rail lines in the DC area with zero rail-related incidents. Train Opera ons During Construc on All trains will operate in enclosed tunnels in front of residences during construc on. Railroad Employee In Charge will control all train movements through site. Each train requires explicit permission to enter site; permission granted only when site is confirmed safe for passage of trains All train crews receive alerts explaining restric ons; dedicated radio channels used for communica on; addi onal track-side signs alert crews to control zone All opera ons conducted in accordance with Federal Railroad Administra on rules and requirements Ensuring Site Safety All workers receive site-specific safety briefing before being allowed access All trackside workers required to pass Roadway Worker Protec on Training program annually Onsite Safety Officer required during any construc on 8-foot perimeter fencing, security ligh ng and regular CSX Police patrols to protect public and workers Tunnel safety will be monitored through extensive camera and electronic security systems
14 Emergency Plans & Response Safety is CSX s highest priority. Our goal is zero accidents in all opera ons and projects. Accident preven on is the first objec ve of the project s safety plan. CSX also invests extensively to protect the public s safety in the event an incident does occur. Should an incident occur, we believe in providing a meaningful Standard of Care that an cipates the needs of people and communi es, focuses on their safety, restores their lives and protects the environment. Emergency Plans In the event of an emergency, CSX and our construc on contractor have extensive response plans that will be implemented to protect workers and the public.
