2 Trade facilitaoon agreement (TFA) The Trade Facilita-on Agreement entered into force on 22 February 2017 The TFA promises to streamline and substancially reduce bureaucracy (red tape) that slows and impedes interna-onal trade In connec-on with this obliga-on we would like to present our experience: the Customs and Ministry of Health Single Window.
3 OrganizaOon of veterinary import checks Veterinary import controls on live animals, products of animal origin and feed des-ned to all Member States are carried out by Italian Border Inspec-on Posts (BIPs). On the basis of Commission Decision 2009/821/EC, 24 Italian BIPs are authorized. They are under the Authority of the Ministry of Health (Directorate-General for Animal Health and Veterinary Medicines Office 8). They issue about health cer-ficates per year.
4 Veterinary import legislaoon CoordinaOon Veterinary Custom Dir. 97/78/EC- Reg (EC) 136/2004 (products of animal origin) Dir. 91/496/EC - Reg (EC) 282/2004 (animals) In order to avoid the introduc-on of consignments subjected to veterinary controls that could pose a risk for human and animal health, it is essen-al a close coopera-on between vet competent authori-es and customs services. 2000/77/CE- 2001/46/CE- Reg (EU) 669/2009 (feed/vegetable products) Reg. (EC) 882/2004 Official controls Animal Health Strategy for the European Union ( ) Reg. (EU) 2017/625 official controls and other official ac-vi-es performed to ensure the applica-on of food and feed law, rules on animal health and welfare, plant health and plant protec-on products. Coopera-on should be implemented by: -mely exchange of informa-on, including by electronic means, access to databases, integra-on of technological systems Customs authori-es accept the customs des-na-on of the consignments indicated in the health cer-ficates issued by BIPs (Common Veterinary Entry Document- CVED/Common Entry Document-CED)
5 CoordinaOon Ministry of Health Custom Coordina-on was considered essen-al to improve the system of controls on the import of animals, food and feed and to prevent the illegal traffic. Memorandum of Understanding between Customs Agency and Ministry of Health (March 2007). Following the entry into force of the Decree of the President of the Council of Ministers (DPCM) No. 242 in November 2010, ( UE Regula-on n.648/2005) the collabora-on between the Customs Agency and the Ministry of Health was intensified in order to realize the Custom Single Window.
6 NaOonal Single Window Ministry of Health Custom There is a dead-line table for concluding the administra-ve procedures for customs import/export opera-ons: Preparatory procedures - Needed before Import/Export Opera-ons - Table A (e.g. Cer-fica-ons, Permissions, etc.) Contextual procedures at the presenta-on of the goods for the comple-on of customs procedures - Table B (e.g. common veterinary entry document, etc.) The terms start when: the administra-ons have all informa-on on the consignment the condi-ons laid down in the legisla-on are fulfilled no further technical evalua-on or sampling are required

8 NaOonal Single Window Ministry of Health Custom By the na-onal System NSIS, the Ministry of Health gets all animal and veterinary import cer-ficates (CVEDP/CVEDA/CED) from TRACES (managed by the European Commission). Then the cer-ficate data of the NSIS na-onal system are made available to the Italian Custom Informa-c System (AIDA). EU informa-c system (TRACES- Trade Control and Expert System) Na-onal informa-c system (NSIS- Nuovo Sistema Informa9vo Sanitario) Na-onal Custom Informa-c system (AIDA- Automazione Integrata Dogane Accise)
9 NaOonal Single Window Ministry of Health Custom The basis for telema-c coordina-on of the Custom Single Window is the correct entering in the customs declara-on of the data referred to in the documents required by EU and Na-onal legisla-on for the import of consignments subjected to veterinary checks. AIDA carries out an automated control of the correct composi-on of the cer-ficate number entered in the customs declara-on by the operators and verifies the status of the health cer-ficate in order to release or not the consignment. An addi-onal important aspect of the Custom Single Window is «One Stop Shop» that is the unifica-on (at the same -me) of the physical/ material checks performed by vet and customs Authori-es. For the Ministry of Health (Peripheral Offices and Central Coordina-on Offices) a consulta-on of customs manifests is available on the web site of Customs Agency.
10 ImplementaOon of Single Window
11 Work in progress Single Window was tested firstly at some Customs Offices/BIPs and was progressively extended throughout na-onal Territory. Con-nuous coopera-on and informa-on exchange between the competent Offices of Ministry of Health and Customs Agency are in place to provide assistance to operators and to improve the func-onality of the Custom Single Window (e.g. fallback procedures) A dedicated mailbox (Ministry of Health and Custom) was created in order to manage all communica-ons concerning Single Window. EvaluaOon of Italian system by European Commission The implemented system was considered by the European Commission during the audit (November 2016) in order to assess the applica-on of the EU import legisla-on, to be a good prac-ce to minimize the probability that consignments may escape official controls.
12 CoordinaOon Ministry of Health Custom In June 2017 the 5 mee-ng of the Project Group on Single Window set up by European Commission («Custom Project Group to study a possible framework to develop a EU Single Window environment for custom including the legal context ) was held in Italy in order to show to the Commission and other Member States the Italian experience on na-onal Single Window. In this mee-ng there was a large interest in the Italia experience and, what is more importan, the Italian private counterparts ( that is the importers) expressed their strong apprecia-on. If there are REMESA Countries interested in seeing how the Italian Single Window works, we are eager to illustrate it in details.
