3 Intrductin Overview This dcument reprts n key findings cmpiled frm tw sets f cnversatins with eight freight peers at state Departments f Transprtatin (DOTs) and metrplitan planning rganizatins (MPOs) arund the cuntry. The tw sets f cnversatins included: 1) Discussins that ccurred with fur freight peers during a ne-day peer exchange held in December 2010 at the Minnesta Department f Transprtatin s (Mn/DOT) ffices in St. Paul, Minnesta. Peers attending the event were the: Delaware Valley Reginal Planning Cmmissin (DVRPC) in Philadelphia, Pennsylvania; Mid-Ohi Reginal Planning Cmmissin (MORPC) in Clumbus, Ohi; Puget Sund Reginal Cuncil (PSRC) in Seattle, Washingtn; and Washingtn State DOT in Olympia, Washingtn. 2) A series f telephne discussins cnducted with fur additinal freight peers in March and April Peers participating in telephne cnversatins were the: Mid-America Reginal Cuncil (MARC) in Kansas City, Missuri; Prtland Metr (Metr) in Prtland, Oregn; Atlanta Reginal Cmmissin (ARC) in Atlanta, Gergia; Maine DOT (MaineDOT); and Rhde Island DOT (RIDOT). Appendices A, B, C, and D present infrmatin n the methdlgy used t identify tpics and select peers fr telephne discussins, and the cmplete interview prtcls used t guide telephne cnversatins with peers, cntact infrmatin fr peers, additinal resurces and materials regarding the tpics f interest, and cmprehensive ntes frm the telephne cnversatins. The December 2010 peer exchange reprt describes the methdlgy used t identify and select participants fr the peer exchange. Purpse This dcument respnds t stated interest by Mn/DOT and the Metrplitan Cuncil f the Twin Cities t identify and cmpile peer best practices and lessns learned n several tpics f interest, including the fllwing: Histry f freight hw and why the peer transprtatin agency develped its fcus n freight. Freight planning practices including incrprating freight int lng-range plans r reginal, land use, ecnmic develpment, r ther types f plans; Freight prgramming prcesses and appraches including priritizing r ranking freight prjects fr prgramming dcuments such as the Transprtatin Imprvement Prgram (TIP); Private sectr engagement hw the peer transprtatin agency engaged the private sectr thrugh a freight task frce, freight advisry cmmittee, r ther mechanism; the membership f the grup, its relatinship t ther peer agency cmmittees/grups, and typical issues addressed. Each f the summaries included in this dcument addresses key findings n the abve tpics and highlights their implicatins fr the Twin Cities Metr Freight Strategy. As tw different sets f freight peers were identified (freight planning and freight prgramming), the summaries fr freight planning peers generally d nt fcus n r include infrmatin abut freight prgramming and vice versa. 4 Key Findings frm Peer Best Practices Key findings n peer best practices are presented belw, rganized within three categries that reflect the majr tpics f interest stated by Mn/DOT and Met Cuncil: freight planning, freight prgramming, and engagement. Freight Planning All peers develped freight-specific planning dcuments and/r included freight as a cnsideratin in the metrplitan lng-range transprtatin plan. Each peer agency s majr planning dcument is listed belw: MARC: Chapter 9 (Gds Mvement) f Transprtatin Outlk 2040; Metr: Prtland Metr Reginal Freight Plan. ARC: Freight Mbility Plan. MaineDOT: Maine Integrated Freight Plan. DVRPC: Lng-Range Visin Plan fr freight (in cnjunctin with the DVRPC lng-range transprtatin plan). MORPC: Central Ohi Freight Trend Study (frthcming). PSRC: Reginal Freight Strategy (Appendix J f the MPO s lng-range transprtatin plan). WSDOT: State Freight Mbility Plan (frthcming in 2013) Mst peers frmed (r used an existing) utreach grup/task frce/mechanism t prvide private sectr input fr freight plans and studies. In mst cases, the purpse and fcus f this grup evlved ver time after cmpletin f the plan/study. Freight Prgramming Many funding surces can be used t prgram freight prjects. Surces used by peers include: The Surface Transprtatin Prgram. Bridge replacement funds. Cngestin Mitigatin and Air Quality (CMAQ) funds. L240 (a flexible funding categry frm the Highway Trust Fund that the state allcates) State bnd funds Sectin 130 crssing funds (fr rail prjects) FRA funds (fr rail prjects). Sme peers have set-aside funding surces t prgram freight prjects in the TIP. Fr example, Metr has $24 millin in reginal flexible funding fr its TIP; $5 millin f which is dedicated t prjects that supprt freight/green ecnmy. At least tw f the peers (MARC and MaineDOT) use criteria t assess prjects impacts n freight r t rank freight prjects fr prgramming. Others (ARC and Metr) d nt currently use criteria t rank prjects but are develping them. ARC reprted that it might build frm cstbenefit and priritizatin methdlgies develped by the Federal Highway Administratin (FHWA) and the Gergia DOT. Several peers (DVRPC, MORPC) have fund it useful t develp a freight TIP t elevate the imprtance f freight and shw prjects that have clear impacts n gds mvements. Many agencies d nt have a lt f empirical freight data and wuld like t expand/develp freight-specific criteria and/r perfrmance measures. A few peers have used bttleneck, speed, and traffic vlume data t assess freight mvements and develp perfrmance measures. Challenges specific t freight prgramming include limitatins n use f Federal funds fr prgramming freight. Als, it can be difficult t btain freight data (sme f this infrmatin is June

5 prprietary and held by the private sectr) t develp perfrmance measures, better freight mdels, and prgramming criteria. Engagement Peers emphasized the need t reach ut t variety f stakehlders t encurage supprt fr freight at multiple levels beynd the state DOT r MPO. In additin t the private sectr, peers nted that the fllwing partners were imprtant t help supprt freight cnversatins and build mmentum fr freight: Business calitins; State r metrplitan chambers f cmmerce; Other ffices within the state DOT r MPO; State envirnmental and ecnmic develpment ffices; and Universities/research centers. Mst peers stated that it is critical t tie freight t ecnmic develpment in rder t get peple s attentin. Peers public messaging and internal cnversatins n freight have fcused n freight s ability t supprt the ecnmy, jbs, and cmmunity investment. Individual champins prvided the initial impetus fr many peers freight prgrams and als helped t build and sustain these prgrams. Fr example, a freight champin at the Kansas City Chamber f Cmmerce helped t initiate much f MARC s first cnversatins abut freight in the mid-1990s. Peers expressed a recurring lessn learned regarding the imprtance f having freight champins t mtivate freight cnversatins and interest. Mst peers had an utreach grup r mechanism t slicit private sectr feedback n freight issues (hwever, Metr s grup has sunsetted and MaineDOT s grup is currently n hld). These grups differed in terms f name, relatinship t ther agency grups, meeting frequency, membership cmpsitin, and issues addressed. Mst grups fcused n planning r plicy issues (particularly in terms f prviding input t the lng-range transprtatin plan during its develpment), with sme discussin f prject updates/peratins issues. The specific issues discussed and membership cmpsitin typically evlved ver time t respnd t changing agency needs. Mst peers nted that there were challenges invlved with keeping private sectr stakehlders engaged in the agency s utreach grup. Challenges included the fact that the private and public sectrs have different timeframes and that stakehlders engaged in planning discussins might nt be able t easily see the utcmes f their wrk. Peers ffered several suggestins t address these challenges, such as: keep meetings as fcused as pssible, prvide staff supprt t minimize private sectr time cmmitments, and emphasize the imprtance f feedback t grup members. Several peers have fund success develping targeted freight materials r cnducting special freight events t prvide infrmatin n freight t varied stakehlders, increase attentin t freight, and prmte freight as a gd neighbr. Examples include DVRPC s cunty freight scan brchures, freight prject implementatin tls, and freight immersin curse, MORPC s freight prject fact sheets and freight scanning turs, PSRC s FAST partnership prject sheets, and WSDOT s ecnmic develpment/freight brchure. 6 Key Findings frm Peers Twin Cities Metr Freight Initiative 1. Mid-America Reginal Cuncil (MARC) Cntact: Rn Achelphl. Phne: Date f Cnversatins: March 29 and April 26, A. Histry f Freight A strng freight champin at the Kansas City Chamber f Cmmerce helped t initiate much f MARC s first cnversatins abut freight in the mid-1990s. This champin prvided key supprt fr MARC s engagement in freight issues. MARC s first cmprehensive intermdal freight strategies study was cmpleted in 1995; the study lked at what investments MARC needed t make t maintain and imprve the regin s ecnmic cmpetitiveness. 1B. Key Findings Freight Planning First freight study (Intermdal Freight Strategies Study) cmpleted in 1995 and fcused n the impact f freight n the Kansas City ecnmy and educating reginal leadership n freight/ecnmic develpment. The secnd freight study (Mid-Cntinent Tradeway Study) cmpleted in Chapter 9 f Transprtatin Outlk 2040 (MARC s lng-range transprtatin plan) dedicated t gds mvement. MARC nw engaged in effrt t prduce a reginal freight strategic plan. MARC has a Ttal Transprtatin Plicy Cmmittee (TTPC) that reprts t its Bard f Directrs. Belw the TTPC, MARC has a set f planning cmmittees rganized arund different mdes f transprtatin r transprtatin issues, including a Gds Mvement Cmmittee fcused n freight issues. The prs t this structure are that it can cast a wide net and invlve a lt f peple in decisin-making. Hwever, it can be difficult t get feedback n cmplex issues due t the fact that there are multiple cmmittees. MARC des nt typically engage planning cmmittees in the actual cmpetitive selectin f prjects thrugh its prgramming prcesses fr the TIP. Planning cmmittees are mre typically engaged t assist t develp prject criteria r changes in funding eligibility befre initiating prgramming cycles. Freight Prgramming MARC cnsiders a prject s impact n freight when allcating STP and bridge replacement funds, such as its effect n: Netwrk f activity centers (e.g., lcatins f freight generatrs). Truck vlumes. MARC has als used CMAQ funds fr freight prjects that prvide emissins benefits. MARC has cnsidered the benefits f prgramming/planning larger versus smaller freight prjects. While cunterintuitive, big ticket prjects (e.g., replacing a bridge) may be mre likely t get funded and cmpleted than smaller-scale prjects (e.g., fixing turn radii). Small prjects June

7 might be designed t quickly demnstrate successes t the public. Hwever, if prjects are t small, they might nt shw up in a state r lcal capital r perating budget, making it mre difficult fr them t get funded. MARC has fund it useful t think strategically abut hw t use/market freight resurces. The private sectr is mre likely t participate if there is available funding n the table. Engagement Mst f MARC s freight messaging has fcused n freight s imprtance t jbs/ecnmy and mitigating freight s impacts. MARC has a Gds Mvement Cmmittee that meets n as as-needed basis. The Cmmittee is cmpsed f apprximately 30 members including representatives frm MARC, the TTPC, State DOTs, city/cunty technical staff, and private sectr freight, as well as several alternates frm cities/cunties, the Kansas DOT, and the Missuri DOT. The general stakehlder cmpsitin f the Gds Mvement Cmmittee has been fairly stable ver time; hwever, there has been a fair amunt f flux amng individual members, particularly lcal elected fficials. MARC has experienced challenges keeping private sectr stakehlders engaged in the Gds Mvement Cmmittee, particularly because it is harder fr peple fcused n planning issues t see the results f their wrk. T address these challenges, MARC has fund it useful t: 1) fcus meetings n issues that are mst critical and relevant t members business; 2) find peple with genuine interest in what MARC is ding; and 3) leverage its relatinship with SmartPrt. Kansas City SmartPrt Calitin has been a critical resurce benefitting MARC s freight cnversatin (e.g., MARC netwrks with SmartPrt t identify private sectr members fr its Gds Mvement Cmmittee). SmartPrt has largely replaced the rle previusly filled by the Kansas City Chamber f Cmmerce. 1C. Implicatins fr the Twin Cities Metr Freight Strategy Identify reginal champins t supprt MPO freight cnversatins. Champins can prvide key supprt fr MPOs t engage in freight planning r prgramming. MARC believed that having a champin fr freight at the reginal chamber f cmmerce was key t its success in initiating its freight prgram in the mid-1990s. Cnsider hw the freight task frce/cmmittee will link t ther MPO grups, including the plicy bard and planning, technical, r plicy cmmittees. It can be useful t verlap members f the freight cmmittee with ther grups; hwever, t many verlaps can be verwhelming and might hinder decisin-making. Engage business calitins in building a freight cmmunity f interest; leverage its resurces t benefit the MPO. MARC believes it has greatly benefitted frm its partnership with SmartPrt. Business calitins can ffer the MPO access t a brader set f private sectr stakehlders and can help pave the way fr private sectr freight cnversatins by lending credibility t the MPOs. Keep private sectr stakehlders engaged in MPO freight cnversatins, by fcusing meetings n issues that are mst critical and relevant t members business and find peple with genuine interest in what the MPO is ding. 8 2. Prtland Metr (Metrplitan Service District) Cntact: Deb Redman. Phne: Date f Cnversatins: April 8 and April 18, A. Histry f Freight Deb s predecessr, Deena Platman, was funded fur r five ag t create the regin s first freight plan. The majr mtivating factrs fr the plan were likely: Deena s interest and expertise in freight. (Deena had previusly wrked n a similar prject fr the City f Prtland). Metr had cmpiled a lt f freight data (frm cngestin studies cnducted in ) and wanted t put a chesive framewrk arund that data. 2B. Key Findings Freight Planning Metr s primary planning dcument is the Prtland Metr Reginal Freight Plan. [finalized summer, 2010] The plan includes a chapter n implementatin steps, but Metr des nt currently have funding t mve frward n any f these steps. Freight Prgramming Metr s primary prgramming dcument is the Metrplitan Transprtatin Imprvement Prgram (MTIP). The MTIP includes $24 millin in reginal flexible funding allcated thrugh a reginal slicitatin prcess. $5 millin f this amunt is dedicated t freight/green ecnmy. $500K in strategy develpment funding was als identified frm the MTIP s flexible freight funding. This funding may be used t develp a reginal freight strategy fr Prtland. Deb successfully advcated fr flexible freight funding by talking t stakehlders abut the benefits f freight, particularly regarding its cnnectins t ecnmic develpment and adding jbs t the metr regin. As part f this utreach, Deb develped idea sheets that explained freight s cnnectin t ecnmic develpment. Freight prjects were nt methdically priritized r assessed fr inclusin in the MTIP. Lcal jurisdictins prvided the freight prjects and then included them in the MTP. Future freight criteria fr assessing pririty MTIP prjects might include: Reductin f freight vehicle delay. Imprvement f access t industrial lands, emplyment centers/lcal business, and rail facilities fr reginal shippers. Safety imprvements. Imprvement f freight reliability. Engagement 10-member Freight Technical Advisry Cmmittee (TAC) served as the technical advisry cmmittee n the Reginal Freight Plan. TAC meets mnthly r as-needed. Deb chairs the TAC and sets the agenda. 10 members are lcal jurisdictins freight staff. TAC des nt have a frmal relatinship with the MPO s plicy bard r plicy/planning cmmittees; cmmunicatin with these cmmittees is ad hc and infrmal. TAC is primarily an infrmatin-sharing mechanism. It fcuses n lng-range planning issues, but ther issues discussed include: Changes in NHS designatin. Flexible funds allcatin prcess. June

9 Weighing in n cmments t the Oregn State Freight Plan. Tracking freight issues like the Clumbia Crridr Crssing 33-member Reginal Freight and Gds Mvement Task Frce (RFGM) has nw sunsetted, but was initially created t prvide input t the Reginal Freight Plan. It met 11 times during develpment f the Reginal Freight Plan (July 2006 and Octber 2007). RFGM members included representatives frm bth public and private sectrs. RFGM was centerpint f stakehlder engagement fr the Reginal Freight Plan. RFGM has nw sunsetted because Metr has identified a mre serius apprach t incrprating business stakehlders feedback thrugh ther mechanisms related t ecnmic develpment and access t industrial lands. RFGM recmmended develping a new sustainable freight, jbs, and ecnmic develpment bench with expanded membership this was nt implemented, hwever, due t lack f resurces. Metr wrks with ODOT s freight mbility ffice (e.g., Metr sat in n ODOT s freight steering cmmittee fr the statewide freight plan) and with the Prt f Prtland, primarily fcusing n ensuring multimdal access t and frm the prt. Wrks with Prtland State University and the Oregn Transprtatin Research and Educatin Cnsrtium (OTREC) n a number f data cllectin effrts (these are funded thrugh the MTIP). 2C. Implicatins fr the Twin Cities Metr Freight Strategy Emphasize freight s cnnectin t ecnmic develpment this can be an effective strategy t draw attentin t freight and justify the need fr freight funding. Have a champin with an interest/expertise in freight. The champin can mtivate the agenda t fcus n addressing freight issues. Cnsider dedicating a prtin f TIP flexible funding t freight prjects. Even if prjects are nt funded, including them in the TIP can help cue up prjects fr future develpment. Cnsider hw freight prjects will be priritized in the TIP. Freight-fcused criteria (e.g., reductin f freight vehicle delay) can help. Cnsider develping a freight and gds mvement task frce cmpsed f public and private sectr members t help guide develpment f a freight plan. The task frce can help articulate freight gal and fcus areas, imprvement strategies, a freight actin plan, and priritized freight prjects fr prgramming. Wrk clsely with businesses when planning/prgramming; businesses can help prmte a specific freight prject r prgram, r reality check what freight imprvements are necessary. Private sectr feedback n freight des nt have t be in a freight-fcused grup. Metr has sunsetted its freight and gds mvement task frce after deciding it was n lnger needed, and has since fcused n mre cmprehensively capturing business feedback thrugh ther mechanisms related t ecnmic develpment and access issues June

10 3. Atlanta Reginal Cmmissin (ARC) Cntact: Michael Kray. Phne: Date f Cnversatins: April 5 and April 21, A. Histry f Freight ARC began engaging in freight planning arund There were tw main mtivating factrs. First, an ARC staff planner had researched freight issues and believed it was imprtant fr ARC t fcus n freight. The planning divisin chief was receptive t this and prvided supprt. Secnd, the Atlanta regin has always had a strng lgistics industry; this helped underscre the imprtance f lking at freight. 3B. Key Findings Freight Planning ARC s tw majr planning dcuments are the Truck Rute Master Plan and Freight Mbility Plan. The Freight Mbility Plan started in 2005 and tk 2 years t cmplete (in partnership with Gergia DOT - GDOT). ARC believes was very successful. It was the first majr freight plan cnducted fr the Atlanta regin. The Truck Rute Master Plan aimed t identify a grid system t increase redundancy n the netwrk. Truck rutes are a plicy tl t priritize future funding fr upgrades and maintenance. T identify pririty truck rutes t include in the plan, ARC created a scring system/weighting prcess using 12 inputs. ARC plans primarily fr highways. It des nt plan fr pipelines, water, r freight rail, but des supprt/wrk with the tw majr Class I railrads that perate in the area. ARC has been successful addressing freight issues because freight is a fcus at all levels (state, DOT, MPO, lcal). Fr example, at the lcal level, jurisdictins are eager t have distributin/warehuse centers t attract ecnmic develpment. Freight Prgramming ARC has a set-aside funding surce t prgram (typically small-scale) freight prjects in the Freight Imprvement Prgram (FIP), which is part f the TIP. The set-aside funding cmes frm CMAQ and L240 (a flexible funding categry frm the Highway Trust Fund that the state allcates). ARC maintains a list f 50 freight prjects that help illustrate the type f prject that ARC wuld like lcal gvernments t implement thrugh the FIP. ARC is still develping criteria t rank TIP prjects and may use a freight cst-benefit methdlgy develped by FHWA. ARC has explred using a GDOT methdlgy fr priritizing imprvements fr at-grade rail crssings (it sees n reasn t reinvent the wheel ). Engagement ARC has a Freight Advisry Task Frce (FATF) cmpsed f private sectr representatives and ARC staff. FATF started in 2003 and meets n a quarterly basis. The initial purpses f the FATF were t: 1) have an entity t prvide private sectr/technical input int and supprt fr the Freight Mbility Plan; and 2) t help frmalize ARC s freight prgram. Mst FATF cnversatins fcus n plicy/planning but t a lesser extent it als discusses peratins, ruting, and prject updates. June

11 FATF chaired by a private sectr representative. Chairs typically serve fr 3 t 4 years. ARC staff prvide supprt fr the FATF t minimize the chairpersn s cmmitment. ARC maintains a FATF distributin list f abut peple, but this ebbs and flws ver time. ARC reaches ut t business grups, including the Cuncil fr Supply Chain Management Prfessinals and the Metr Atlanta Chamber f Cmmerce, t identify new FATF stakehlders. Abut peple typically shw up fr FATF meetings. An imprtant member is the Center f Innvatin fr Lgistics, which has been very helpful in reaching ut t the private sectr. 1 ARC has experienced sme challenges in keeping private sectr representatives engaged in FATF. T address these, ARC tries t keep meetings fcused n infrmatin critical fr private sectr input, and emphasizes t FATF members the imprtance f btaining their feedback. ARC des nt have a frmal update cycle fr freight r an established prtcl fr reaching ut t the public sectr. But ARC has dne extensive utreach t lcal jurisdictins as part f the Freight Mbility Plan and Truck Master Rute Plan. Others that ARC has wrked with n freight include: GDOT, the Metr Atlanta Chamber f Cmmerce, the Center f Innvatin fr Lgistics (at the GA Department f Ecnmic Develpment), the state Envirnmental Prtectin Divisin, and the Sutheast Diesel Cllabrative. ARC wrks with as many private sectr flks as it can get. 3C. Implicatins fr the Twin Cities Metr Freight Strategy Encurage supprt fr freight at the state and lcal levels, particularly by identifying cnnectins between freight transprtatin and lcal ecnmic develpment. This can help the MPO be mre successful with freight planning and prgramming. Have a high-level champin t supprt the MPO t lk at freight issues. At the same time, research can help make the case fr why the MPO shuld cnduct freight planning. ARC was able t start a freight prgram because a staff planner had cnducted research t shw the imprtance f freight and a divisin chief was receptive t these ideas. Identify set aside funding surces t prgram freight prjects, even if these are n a small scale. ARC uses CMAQ and L240 funds fr freight. Cnsider develping an illustrative list f freight prjects t shw lcal gvernments the types f prjects that culd (r shuld) be prgrammed/implemented thrugh the TIP. Prvide MPO staff supprt fr the private sectr freight task frce/cmmittee. Private sectr representatives n the freight task frce likely have minimal available time and benefit frm MPO staff supprt. Fr example, ARC staff have fund it helpful t develp the agendas fr the Freight Advisry Task Frce quarterly meetings t minimize the private sectr chairpersn s cmmitment. Netwrk with ther business frums/grups. Grups representing business interests, such as the chamber f cmmerce, might already have strng netwrks with the private sectr and culd help the MPO cnnect t existing r new stakehlders. These grups culd als help the MPO identify stakehlders t participate in the freight advisry task frce/cmmittee. Keep task frce meetings fcused and emphasize the imprtance f btaining private sectr feedback. It can be challenging t keep private sectr stakehlders engaged in public sectr task frces/cmmittees. Fcusing meetings n infrmatin critical fr private sectr input and emphasizing the value f this input can help. 1 Need t cnfirm this with Rn Achelphl. June

MaineDOT thinks it is imprtant t let the public knw that there are significant public benefits derived frm IRAP, such as keeping businesses in Maine. In the past, MaineDOT had a Freight Transprtatin Advisry Cmmittee, but the cmmittee is nw n hld. MaineDOT is rethinking the cmmittee purpse and whether/hw t reinstate it, but they have nt cme t a cnclusin abut hw t mve frward. The Freight Transprtatin Advisry Cmmittee was a standalne grup within OFBS (it was nt frmally cnnected t ther cmmittee/grups within MaineDOT). Membership was cmpsed primarily f industry/private sectr stakehlders and sme OFBS staff. The purpse f the cmmittee was t fster a cnversatin abut key freight issues in the state. The cmmittee met nce every 2 mnths. MaineDOT decided t place the cmmittee n hld due t challenges keeping stakehlders engaged in the meetings. 4C. Key Findings Freight Planning PSRC develped a reginal freight strategy fr the MPO s lng-range transprtatin plan (LRTP), Transprtatin The freight strategy examines the majr freight mdes, including rail, truck, air, and marine carg, and utlines a reginal freight transprtatin system t serve the regin. The strategy was develped with bth public and private sectr input, including frm the prts f Tacma and Seattle, King Cunty, UPS, FedEx, Washingtn Trucking assciatin members, Safeway, WSDOT, and lcal jurisdictins. PSRC includes freight centers and designated manufacturing industrial centers in its lng-range transprtatin plan, an effrt accmplished cllabratively with the cities. Freight Prgramming The freight strategy used a new methdlgy t identify investments that wuld prvide the maximum mbility benefits fr all freight alternatives. The methdlgy was based n a mdeling tl integrated with the MPO s land use and travel demand mdel and shwed that freight wuld benefit frm the alternatives chsen t include the 2040 LRTP. The Freight Actin STrategy fr the Everett-Seattle-Tacma Crridr (FAST) crridr prgram (a public-private partnership) has helped PSRC successfully cmpete fr Federal freight funding in the past, althugh mre recently this has been difficult given the decline f Federal transprtatin funding availability The partnership has been successful because it identifies pririty freight prjects where needs are nt being met. FAST has helped t identify prjects that have brad reginal benefits. PSRC is fcusing n several types f data t develp perfrmance measures, including average speed, reliability, severe cngestin and traffic vlume. It nted that certain data such as truck vlumes must be interpreted cautiusly. Fr example, increased truck vlumes culd signal increased ecnmic activity r mre cngestin. It is imprtant t avid using data pints in islatin. PSRC has analyzed data in fur areas truck values f time, perating csts, speeds, and perfrmance metrics t better incrprate freight int the Cngestin Management Prcess and the reginal lng-range transprtatin plan and as a first step tward develping freight-fcused perfrmance measures. Rather than try t define a freight prject, WSDOT suggested fcusing n hw freight s issues are issues fr all mdes. WSDOT is nw calculating the cst f truck cngestin t develp a baseline analysis f gds mvement. In March 2011, the Vlpe Center cnducted a telephne interview with Walter Slcmb, principal planner at the state s metrplitan planning rganizatin, Rhde Island Statewide Planning (and the current cntact fr Rhde Island s freight activities). It was learned that RIDOT freight staff have mved n t ther pprtunities since the NCFRP reprt was published (in 2007) and that neither RIDOT nr the MPO June

25 have recently been heavily engaged in freight planning r prgramming. Hwever, a Request fr Prpsal t develp the MPO s freight rail plan was just annunced; Walter believed this might help initiate new effrts t cllect freight data. Due t these findings, it was determined that RIDOT shuld nt be included the summary f peer best practices. Mr. Slcmb nted that the TIP pen call cited in the NCFRP reprt refers t the MPO s practive apprach in seeking TIP prjects. The MPO places advertisements in lcal newspapers and hlds public meetings at mechanisms such as schls r libraries t answer questins abut the TIP prcess. TIP prject applicatins are available by request and nline. The MPO typically receives applicatins frm state agencies, quasi-gvernment agencies, individual cmmunities, grups f cmmunities (extra pints are available fr prjects invlving mre than ne cmmunity), the private sectr, and individuals. Hwever, Mr. Slcmb did nt have knwledge f hw freight prjects have been specifically slicited as part f this pen call. June
