1 REQUEST FOR INFORMATION (RFI) FOR INTEGRATED COMBAT SYSTEM SIMULATOR FOR P-75 (SCORPENE) SUBMARINES OF THE INDIAN NAVY 1. The Ministry of Defence, Government of India intends to procure equipment, associated systems and services for setting up of one state-of-the-art P-75 (Scorpene) Integrated Combat System (ICS) Simulator catering for shore-based, hands-on training of Indian Navy (IN) personnel for effective operation of the Integrated Combat System fitted on Project 75 (Scorpene) submarines. The P-75(Scorpene) ICS Simulator shall be based on state-of-the-art digital computer modeling, COTS hardware and simulation technologies likely to remain relevant throughout the life of the Simulator (20 years). The P-75(Scorpene) ICS Simulator is to be installed at a designated location in India. This document seeks compliance on specific issues and with envisaged technical specifications of the P-75(Scorpene) ICS Simulator mentioned in this RFI and likely to remain relevant in the next two decades. 2. This Request for Information (RFI) consists of two parts:- (a) Part I. Operational characteristics and features that should be met by the equipment. A few important technical parameters of the proposed equipment are also mentioned. (b) Part II. Methodology of seeking response of Vendors. Part I 3. Intended Use of the Equipment (Operational Requirements). The P-75(Scorpene) ICS Simulator is required to impart shore-based, realistic training to cater for hands-on training and work-up of crew and individuals in effective handling of the ICS in normal, combat and emergency modes of operation. 4. Important Technical Parameters. The broad System Requirements and generic design of P-75(Scorpene) ICS Simulator is placed at Appendix A. Respondents (Vendors) are to confirm

2 2 paragraph/sub-paragraph-wise compliance or non-compliance for each attribute mentioned in Appendix A. 5. Important Parameters. Respondents are to provide subparagraph wise information on the following:- (a) Equipment Details. Equipment details including indicative operational/technical parameters, dimensions and possible use of the equipment. Vendors may also utilise this opportunity to recommend the capabilities proposed in terms of Essential Parameters-A and Essential Parameters-B i.a.w Para 10 of Chapter II of DPP 16. (b) Category of Procurement. One of the purposes of this RFI is to aid in deciding the acquisition category based on Defining Attributes and Decision Flow Charts as detailed in Appendix A of Chapter II of DPP Vendors are to specify the procurement Category under which they would be willing to offer their systems. Broad guidelines that are to be considered for deciding the categorisation are to be referred in the said Appendix. (c) Indicative Budgetary and Cost Implication. The indicative cost (on unit basis) for setting up the P-75 (Scorpene) ICS Simulator shall be provided. The total indicative cost shall take into account all aspects of development, manufacture, supply, installation, integration, training, trials, acceptance, services & life-cycle support including Comprehensive Annual Maintenance Contract (CAMC). Cost of each aspect stated in the previous line is required to be stated. Other aspects considered relevant (if any), may be mentioned specifically. (d) Key Technologies. Vendors shall mention key technologies and materials required for manufacturing the P- 75(Scorpene) ICS Simulator and the extent of their availability or accessibility in case they are not available in India. (e) Design, Manufacture and Supply Experience. Vendors are to indicate the basic design of the proposed P-75(Scorpene) ICS Simulator and their experience in design, manufacture and fitment in Shore-based facilities.

3 3 (f) Vendors are to indicate if their Simulator or Simulator equipment is in use by any other Navy or has been offered for use to other Governmental or Non-Governmental agencies within India and if so, unit price (without taxes and custom duties) and year in which it was supplied. The difference between these versions of equipment and the equipment presently being offered is also be highlighted. (g) Transfer of Production (ToP) and Technology (ToT). The MoD is desirous of acquiring technologies including detailed design know-how and know-why of the ICS Simulator being offered by Respondents. Foreign vendors, if intending to partner with an Indian vendor for the P-75(Scorpene) ICS Simulator project, may be required to provide ToP and ToT to the Indian partner. GoI reserves the right to negotiate Transfer of Technology (ToT) terms subsequently. Notwithstanding, ToP and ToT plan is to be submitted which shall highlight the following:- (i) Range, depth and scope of technology transfer providing details to enable know-why and know-how. (ii) Extent of indigenous content sought is 60%. Respondents are to indicate willingness for the same or propose higher indigenisation content. (iii) Extent of eco-system of Indian vendors or manufacturers proposed. (iv) (v) (vi) Measures to support Make in India. Plans to train skilled manpower in India. Extent of future R & D planned in India. (h) Indian Vendors. Capability of Indian Vendors to indigenously design, develop, manufacture, deliver, maintain and provide life-time support for the P-75(Scorpene) ICS Simulator is to be elaborated in detail. Details of collaboration with a Technology Partner is also to be brought out in the response to this RFI.

4 4 (j) Government Clearances. Vendors may consider this RFI as advance intimation for obtaining requisite government clearances.foreign Respondents are to state, in unambiguous terms, about formal acceptance of their government(s) that necessary licenses for ToP (if required) will be granted in case the Respondent is contracted by MoD for the P-75(Scorpene) ICS Simulator. Such formal acceptance is to be obtained prior to issue of Request for Proposal (RFP) at a later date. Requirement, if any, to conclude Inter-Governmental agreements between India and the country(ies) concerned, at the stage of award of contract is to be specifically intimated. (k) Software Codes and Intellectual Property Rights. Willingness to supply software source codes for software used in the P-75(Scorpene) ICS Simulator. Any reservations in this regard are to be indicated specifically. Cost of supplying these codes is to be indicated separately. Respondents are to clearly indicate the details of agency holding Intellectual Property Right (IPR) for various hardware and software components of the proposed Simulator along with OEMs for manufacture of major assemblies. Willingness to share IPR and Proprietary Information with an Indian Partner is to be specifically stated. (l) Manpower and Training. Vendors are to indicate the manpower that would be required to operate and maintain the P-75(Scorpene) ICS Simulator. Details of training required for such personnel are also to be indicated. (p) Tentative Delivery Schedule. The overall timeframe of production, delivery with stage-wise break-up of the entire project post signing of contract along with Programme Evaluation and Review Technique (PERT) details is to be submitted. IN desires to operationalise the P-75(Scorpene) ICS Simulator within 24 months of signing of Contract with selected Vendor. (q) Dimensions of various facilities of the Simulator are to be given. The details of the floor space requirement and electrical power requirements for creation of the training facility are to be stated. Any special infrastructure requirement to be provisioned into the building is to be brought out in detail.

5 5 (r) Methodology for Trials/Acceptance. Respondents are to propose in detail the acceptance procedure in respect of their product, i.e, through Demonstration, Certification, Simulation or Documentation or combination thereof. (s) Obsolescence Management. Vendors are to indicate the provisions for upgradeability of equipment to avoid system obsolesce. (t) Comprehensive Annual Maintenance Contract (CAMC). Respondents are to indicate scope and terms of CAMC and Support Package for a period of atleast 15 years, including the period of Warranty. (u) Suggestions. Suggestions for alternatives (in terms of Simulation technologies, hardware design configuration, materials, standards, life-cycle support etc.) to meet the same objective as mentioned in this RFI may be offered. 6. Respondents are to confirm, paragraph-wise, that the following conditions are acceptable:- (a) DPP Willingness to comply with all procurement and financial terms and conditions mentioned in DPP (b) Bid Process. The solicitation of offers will be as per Single Stage Two Bid System. It would imply that a Request for Proposal would be issued soliciting the technical and commercial offers together, but in two separate sealed envelopes. The validity of commercial offer would be at least 18 months from the date of submission of offers. (c) The technical offers would be evaluated by a Technical Evaluation Committee (TEC) to check its compliance with RFP. (d) Payment Terms. Respondents are to indicate acceptability to the terms of payment as per DPP 16.

6 6 (e) Service-Life. Service-life of P-75(Scorpene) ICS Simulator shall be atleast 20 years. Respondents are required to specify the conditions that would ensure maximum service life. (f) Warranty. A warranty of at least two years, post fitment or acceptance, whichever is later, is sought. (g) Offsets. Should the requirement of Offsets as stipulated in DPP 2016 become applicable, vendors are to indicate willingness to comply with and undertake the same as stipulated in the DPP (h) Obsolescence Management. Vendors are to indicate the provisions for upgradeability of equipment to avoid system obsolesce. (j) Vendors are to indicate restrictions related to exports in respective country and how long will it take to get clearance. (k) Vendors are to indicate necessity, if any, of interaction with OEM of the P-75 (Scorpene) submarines as regards the Integrated Combat System. Specific areas, nature and depth of reliance (if any) on OEM and of such interaction is to be indicated. (l) Information that would be required from the Indian Navy or OEM of P-75 (Scorpene) to realize such a Simulator is to be indicated (including the stage at which such requirement shall need to be fulfilled). (m) Earliest date by which vendors would be willing to give a presentation on the product or solution offered at Naval Headquarters, New Delhi. Part II 7. Procedure for Response (a) Vendors must fill the appropriate form of response as given at Appendix B for Indian Vendors and Appendix C for

7 7 foreign Vendors to this RFI. Details about the product meeting the generic technical specifications mentioned in this RFI should be carefully filled. Additional literature on the product may also be attached with the form. (b) Vendors are to fill the form for Vendor Selection / Prequalification at Appendix D. The vendors shortlisted for issue of RFP would be intimated at a later stage. 8. The Government of India invites responses to this request only from Original Equipment Manufacturers (OEM), or Authorised Vendors or Government Sponsored Export Agencies (in case of countries where domestic laws do not permit direct export by OEMs) and Vendors with experience of production of Training Simulators of equivalent complexity. The end user of the equipment is the Indian Navy. 9. Acquisition Schedule. The tentative time schedule for the acquisition process (issue of RFP) is likely to commence in mid Issue of this RFI is not a commitment for procurement. This information is being issued with no financial commitment and the Ministry of Defence reserves the right to change or vary any part thereof at any stage. The Government of India also reserves the right to withdraw the RFI, should it be necessary, at any stage.

9 9 Appendix A (Refers to Para 6 of RFI Document) BROAD SYSTEM REQUIREMENTS SECTION I SYSTEM OVERVIEW 1. Scope. This section gives the envisaged broad qualitative requirements for the P-75(Scorpene) Integrated Combat System (ICS) Simulator. Respondents may provide additional details as appropriate and suggest alternatives to meet the same requirements. 2. Aim. To set up one state-of-the-art P-75 (Scorpene) ICS Simulator catering for training of IN personnel in a realistic, simulated environment for effective operation of the ICS of P-75 (Scorpene). The purpose of the Simulator is as follows:- (a) To train operators of the P-75 (Scorpene) submarines in tactical and operational functions of the ICS in a realistic, simulated environment as existing in the submarine. (b) To familiarize ICS operators with normal and emergency procedures in the operation of the ICS. 3. Type. The P-75(Scorpene) ICS Simulator shall be based on state-of-the-art digital computer modeling and simulation technologies likely to remain relevant throughout the life of the Simulator (20 years). Distributed architecture systems shall be used for all electronics and computer resources. The equipment hardware and software is to be designed in open architecture with modular approach. Software design should be independent of the hardware design. 4. The P-75(Scorpene) ICS Simulator is envisaged to be a PC-based functional replica of the ICS fitted onboard IN P-75 submarines. The Simulator should have the same appearance, configuration, look, feel, functionalities, man-machine interface (MMI), and response time

10 10 similar to the operational ICS. The Simulator shall include, all furniture, lighting, broadcast, communication means and unrelated mock-ups required to replicate the environment of the ICS existing in the IN P-75 submarines. The Simulator should enable training of the complete Command team, limited crew or for an individual. 5. The P-75(Scorpene) CS Simulator should include courseware and a trainee evaluation package. The pre-installed courseware should provide lessons of incremental complexity (ranging from basic familiarisation of the ICS, normal functioning, combat and emergency procedures). 6. The Simulator shall be designed with sufficient redundancy for main processors and important functions. An Ethernet network with sufficient redundancy is to be provided for the Instructor Console(s) to communicate with the Training Consoles. 7. Generic Capability. The P-75(Scorpene) CS Simulator should possess the following general capabilities:- (a) System Simulation. It shall simulate the functionalities, MMI and performance in terms of response time as the ICS currently fitted onboard the IN P-75 submarines. The Simulator shall include an environment and target behaviour data generator allowing preparation and running of realistic tactical situation. The platform behaviour including manoeuvrability and dynamics shall be faithfully simulated providing feedback of own ship parameters. However, the platform motion is not needed to be simulated. (b) Training Station. The training station shall accommodate up to eight trainees (Combat System team) and one instructor. The station shall be fitted with the following equipment:- (i) Consoles (06 MFCCs)- Each Training Console should be a PC-based replica of ICS consoles currently fitted on IN P-75 (Scorpene) submarines in terms of feel, look, functionality and dimensions. COTS hardware to be used. (ii) Static Mock-ups (Displays and Actuators).

11 11 (iii) The instructor should be able to view and communicate with trainees during the simulated training. (iv) Automatic fire detection system and adequate portable fire extinguishers suitably placed. In case any specific type/class of extinguisher is to be used, the same is to be stipulated. (v) Suitable Ventilation and Air Conditioning (VAC) facilities for tropical Indian climate. 8. Instructor Station. The P-75(Scorpene) CS Simulator shall have an Instructor Station for monitoring and control of a training session by the Instructor(s). The Instructor(s) shall be enabled to create a training scenario, start and stop the training session, freeze, record, replay and reset the simulation and the connected traineeconsoles to a selected initial condition as well as to inject faults and situations during the course of ongoing training exercise. The Instructor Station shall provide for online assessment of the performance of the trainees on the Simulator. (a) Instructor Station. The Instructor Station should be designed to enable preparation, control and recording of the training sessions and is to be equipped with requisite IT hardware. The recording of training sessions should take place on standard COTS digital storage devices. A minimum recording capacity of a single training session should be 48 hours. (b) Instructor Console. The Instructor Console should be manned by one or two instructors. The console(s) should provide the means for managing, editing and modifying training scenario and recording/ storing and evaluating the training sessions. (c) Briefing / Debriefing Facility. The Briefing / Debriefing Facility for the instructor and trainees shall provide for briefing / debriefing before / after the training session, visualisation of a training session and replay on suitable screen using contemporary IT equipment. The Briefing / Debriefing facility should have:-

12 12 (i) Sufficient area for seating at least 20 personnel with high quality furniture. (ii) (iii) Projection system. Vendors to indicate particulars. Smart Board. (iv) Networked PC stations to control the briefing / debriefing alongwith accessories. (d) Technical Facility. The Simulator complex shall have an exclusive Technical Facility to accommodate all electronic and electrical devices located outside training and trainer/ instructor stations (COTS computers, storage disks, audio and video distribution matrix etc.), documentation, onsite spares, onsite tools, jigs and test benches, main and emergency power supply distribution boards etc. The facility should have a Maintainer s post, suitable IT work stations and furniture for maintainers. It must have suitable fire-detection/warning system and adequate stowage arrangement for sufficient portable fire extinguishers. The design of the facility should ensure prevention of electrical hazards to personnel. (j) Ventilation & Air Conditioning (VAC). Vendors are to propose suitable VAC facility for the complete Simulator complex. SECTION II - SYSTEM DETAILS 9. System Configuration. The P-75(Scorpene) ICS Simulator should broadly consist of the following sub-systems:- (a) Training Consoles [Each Training Console should be a replica of ICS consoles currently fitted on IN P-75 (Scorpene) submarines in terms of feel, look and functionality. Ruggedised COTS hardware to be used. (b) Tactical Plotting Table functionally replicating that installed in P-75 (Scorpene) submarines.

The P-75(Scorpene) ICS Simulator shall have the following characteristics:- (a) The Simulator should enable training of crew of P-75 submarines (ICS team as a whole or of an individual) in tactical and operational functions of the onboard ICS. (b) The Simulator shall be similar to onboard equipment in terms of look, feel, functionality, MMI, near real time response, stimuli to and feedback from peripherals. (c) The algorithm and / or software for target detection, identification, designation, manoeuvring of own submarine, processing target and environmental parameters, generation of fire-control solution, weapon selection, weapon delivery and weapon control post firing is to be similar to that existing onboard IN P-75 (Scorpene) submarines. (d) The Simulator should provide inputs to and accept simulated outputs from interfaced systems and sub-systems of P-75 (Scorpene) submarines viz. Weapon Control System, Weapon Handling and Launching System, Sonar Detection System, Air and Surface Detection System, Navigation System, Communication

14 14 System, Hoisting System, Torpedo Counter Measure, Own platform and Target Situations. (e) The Simulator shall include functionalities of the Sonar suite, Navigation complex, Radar, ESM and ELINT suite, Action Information Management tasks including Target Motion Analysis and manoeuvring. It shall also provide simulated visual interface for the simulated scenarios through a static mock-up of the periscope as existing in P-75 (Scorpene) submarine. (f) The Simulator training station should resemble onboard layout and environment. Platform motion is not be simulated. (g) The monitoring and recording facility should be available on-line. 11. Range of Simulation. The P-75(Scorpene) ICS Simulator should be a software based simulation system. All operational software of the ICS is to be translated into the Simulator environment. The Simulator should be able to simulate ICS functions in both normal and emergency conditions corresponding to the following:- (a) Operational capabilities similar to the original operational capabilities of the CS software in IN P-75 submarines (including MMI). (b) Simulation of Environment, Platform Motion and Targets Motion. The Simulator should have an advanced environment and target behaviour data generator allowing preparation and running of realistic tactical situations. The platform behaviour including manoeuvrability and dynamics shall be faithfully simulated. The simulation shall take into account the real status of the submarine (diving depth, speed, course, position, propulsion, battery capacity, motion limitation etc.). Generic, programmable self-noise levels and tonals of various typical ship machinery should be simulated with corresponding effect on sonar performance. Environmental parameters such as visibility (day/night), sea state and hydrology should be programmable. (c) Simulation of Entities / Targets. The Simulator will be required to simulate air, surface and sub-surface entities /

15 15 targets including their sensors and weapons. Sample generic capabilities of the targets and their sensors and weapons must be provided. The Instructor must have data fields to feed in target data in respect of a minimum of 300 entities / targets of various types. Programming of entity / target parameters (motion and weapons) must be possible by the Instructor. Vendors are to indicate in detail the parameters in respect of aircraft, helicopters, ships and submarines that their product will cater, for e.g., altitude, depth, speed, weapons types and parameters, sensor parameters, search patterns etc). In addition, provision for simulating the radiated target characteristics relevant for sonar processing (radiated noise levels, tonals etc) is to be provided. The echo characteristics for simulating active sonar modes are also to be simulated. (d) Simulation of Situation Scenario. One unique scenario, shared by all consoles involved in the training session, must be enabled by the Simulator. Instructors should be able to select, generate, run and modify any scenario. (e) Global coherence of the simulated data (for example a given surface target will be detected by the sonar, seen from the periscope and detected by the radar depending on local tactical situation in a realistic, coherent manner).the visual display through periscope should provide realistic aspects, ranges etc. at different visibility conditions. Sonar targets should be simulated as per the sonar features of IN P-75 (Scorpene) submarines. (f) Simulation of Weapons Control System. Capability for preparing, pre-setting and launching of torpedoes and missiles, as would be done from an operational ICS of IN P-75(Scorpene) submarine, is to be simulated. However, physical replica of torpedo room equipment is not envisaged. (g) Simulation of Weapon Handling and Launching System. This includes the software simulation for behaviour of weapon launching tubes as well as handling system. MMI indications from the weapons compartment that would normally appear on the ICS MFCCs on execution / completion of commands/tasks pertaining to preparation and firing of weapon must be realistically

16 16 simulated. However, provision of physical replica of the Weapon Handling and Launching systems is not envisaged. (j) Simulation of Sonar Detection System. Antennae (transducers) are to be simulated in software. Sonar cabinets within the Control Room of P-75 submarine are to be simulated using PC-based COTS hardware. The Simulator shall replicate, in appearance and functionality, the acoustic analysis as is executed by the operational ICS. (k) Simulation of Air & Surface Detection System. The Simulator shall provide capability to operate Attack Periscope, Search, Optronic Mast, Navigation Radar and ESM by a behavioural simulator at MMI level. (l) Simulation of Navigation System. Scenario to be simulated will require platform as well as target motion. Navigation behaviour is to be simulated through software and associated data broadcasted to each sub-system. The instructor should be able to modify navigational data at any time. (m) Simulation of Communication System. Communication system is not required to be fully simulated. Limited capability for external communication through dedicated interphones simulating Tx/Rx is to be provided for connection to Instructor desk. (n) Simulation of Mast Hoisting System. The behaviour of mast hoisting system required to operate other systems (e.g. mast positions raised / lowered) are to be generated through software, sent from mock-ups of actuators and displayed in the Simulator. Physical replica of mast hoisting system and aerials is not to be considered in scope of supply. (p) The Simulator must enable environment simulation including simulation of Sea States from Sea State 1 to 6 and Instructor-programmable hydrological conditions and resulting simulated effects on target detection and appearance. (q) The Simulator must include simulation of all safety procedures and drills conducted from an operational ICS.

17 Training Capacity. The Simulator shall be managed by not more than two Instructors. The Instructor s Control Console(s) should be mounted in the Instructor Room and be provided with means for the following:- (a) Managing training sessions with pre-defined and stored training scenarios. (b) Editing/ modifying training scenarios prior to and during training session. (c) Insert or delete failures, accidental events or modify environmental parameters prior to or during training session. (d) (e) (f) Create and load a snapshot of a selected console screen. Recording/ storing of new training scenarios. Execute training scenarios. (g) See the screens and consoles to observe trainees actions and operate local commands on simulated installations. (j) View a current training session and stop the training session for safety or pedagogical reasons. (k) Watch and hear the current training session by video/ audio means (with an option to mute) for evaluation and safety purpose. (l) Communicate with the trainees by audio means. (m) Recording, re-play (with the option to skip to a selected time of the training session), evaluation of the training sessions and manage recorded training sessions. 13. Mock-ups. The training area of P-75(Scorpene) ICS Simulator shall be equipped with mock-ups of the equipment related to the Combat System and cited in the Control Room of P-75 submarine. Trainees should be able to operate these. All these displays and

18 18 actuators shall be refreshed and taken into account by the simulation software. 14. Power Supply. Vendors are to indicate the power supply their proposed solution would use for operation (preferably 440V/ 220V, 50Hz, 1Phase/ 3Phase). Online Uninterrupted Power supply to provide emergency back-up, saving of data and safe shut-down is required. Vendors are to indicate type, hardware, capability, safety and space likely to be occupied by the Power Supply units of the Simulator. 15. Man Machine Interface. Same as that of operational ICS in P-75 (Scorpene) submarine. 16. Application Software. The software should enable the following:- (a) Open-architecture. (b) Simulation of all operational capabilities of ICS and associated equipment. (c) Simulation of realistic environment, own ship (P-75 submarine) behaviour, target (air, surface and sub-surface) behaviour and weapon/projectile (torpedo, missile) behaviour. (d) (e) (f) (g) (h) (j) Editing, Modification, Generation of Training Scenario. Recording, replay and Briefing/ Debriefing features. On-line and off-line processing of training sessions. Generation of Training Session Reports. Online and Offline BITE. Identify defects/ failures in the CS Simulator. 17. Data Base Management. The Data Base Management should cater for the following requirements:-

19 19 (a) The database should contain all parameters and data relevant to reliable operation of ICS Simulator and faithful conduct of crew training. (b) Data base should be capable of being backed up on storage media in encrypted form. (c) There should be a facility to store training scenarios and training sessions for replay at a later date. 18. Software Requirement. A proven software environment shall be used. The simulation models generated using the environment shall reside in the simulation computer. 19. Test and Workshop Equipment. Vendors are to indicate the following:- (a) Equipment that would be needed for undertaking preoperation checks and routine preventive maintenance. (b) Specific to Type Test Equipment (STTE) that would be needed to undertake repairs of the system. (c) Equipment required carrying out detailed analysis of defects. SECTION III - PHYSICAL CHARACTERISTICS OF P-75 ICS SIMULATOR 20. Life. The Simulator should have a service life of at least twenty (20) years. Accordingly, respondents to this RFI are to propose methodology to provide through-life logistic support for hardware as well as application software. 21. Exploitation Pattern. The Simulator is expected to be robust and to support extended operation not less than:- (a) (b) (c) 10 hours per day. 25 days per calendar year. 300 days in a year.

20 Environmental Specifications. Vendors are to indicate the environmental specification standards that their products shall meet. These standards should be contemporary and internationally accepted. 23. The Simulator design should account for Electro Static Discharge (ESD) control and protection at PCB, module, assembly and unit level by use of appropriate shielding, grounding and earthing arrangements. 24. Endurance (Burn-in) Test. Vendors are to indicate readiness to undertake Endurance (Burn-in) test on successful completion of Factory Acceptance Trials for mutually agreed duration of not less than Eight hours. 25. Specifications/ Standards. Vendors are to specify the contemporary, internationally accepted technical standards their product meets with regard to:- (a) (b) (c) Documentation. Software Development and Documentation. Requirements of Electrical Installations. (d) Environmental Test Specifications. With specific reference to Indian tropical conditions. Note: - Latest/ revised version of the specifications prevailing at the time of finalising the RFP will be applicable. 26. Software Development and Documentation. Vendors are to indicate their acceptance for undertaking Software Verification and Validation/ Software Quality Assurance (SQA) through IV & V agency at the appropriate time / stage of procurement. Technical, maintenance and operational Documentation that vendors would supply is to be stipulated. 27. Material Used. The material used in the system shall be suitable for tropical climate, of high quality and capable of withstanding corrosion when installed in a protected environment.

21 Design Data. Vendors are to indicate design data viz. cycle fatigue, material composition, MTBF and MTTR etc. 29. Hardware Requirements. The hardware and technical approach shall comprise the main elements listed herein under: - (a) Operator Consoles. These shall be replica consoles with the same external design and dimensions, layout, look and feel as the onboard consoles realised with ruggedised COTS components. Packaging of the console together with the Simulator electronics may be considered such that cable lengths are reduced to the maximum extent practicable. Soft panels shall not be used in lieu of control elements as these do not provide the maximum realism required for operator training. (b) Simulator. The Simulator shall be designed using open architecture. If more than one electronic card cage is used, these shall be interconnected using Ethernet. The simulator shall interface with the simulation computer using the Ethernet or contemporary networking technology. (c) Simulation Computer. The simulation computer shall be a COTS item. Respondents are to provide broad specifications and configuration of the proposed Simulation computer. (d) Vendors are to indicate hardware / software not likely to be sourced from India (if any), with reasons. SECTION IV - OPERATION AND MAINTENANCE OF P-75 ICS SIMULATOR 30. Ease of Maintenance. The Simulator shall be designed with modular hardware and software. The design should cater for easy accessibility of all panels (particularly side and rear panels) and test points for ease of checks and maintenance. Cabinets are to be designed to ensure sufficient cooling and circulation of air.

22 MTBF and MTTR. The system should be designed for high Mean Time Before Failure (MTBF) and low Mean Time To Repair (MTTR). Vendors are to indicate the same in respect of their product. 32. Built-in Test Equipment. The design of the system shall cater for an integrated built-in test (BIT) facility to enable both offline and online monitoring, fault-diagnosis, automatic fault localisation and failure identification such as to identify, locate and indicate to the instructor/ maintainer any fault during operation in all modes. The BIT shall isolate at least 95% of all detected faults to one PCB/ line replaceable unit (LRU) and 100% of all detected faults to two or three PCBs/ LRUs. BIT messages shall be displayed on the Instructor s and Maintainer s screen. This should include facility to test all sub-systems of the ICS Simulator. 33. Interchangeability and Commonality. Respondents are to mention the level of commonality within the system at the Module/ Sub-module, PCB and Component levels. The Simulator is envisaged to be designed such that the PCBs/ Modules similar in physical construction and functions are interchangeable within the system. SECTION V - OTHER REQUIREMENTS OF P-75 ICS SIMULATOR 34. Test and Software loading Terminal. A suitable PC or Laptop based Test and Software loading Maintenance Terminal is to be provided to facilitate checks of the system and reloading of system software. Back up copy of software is to be provided with the software loading terminal.
