1 Drive Expert Advisor Application pack Oct 2016 Background: Respect, SafeLives and Social Finance are working together, as the Drive Partnership, to develop a sustainable, national response to perpetrators of domestic abuse that knits together local services, complementing and enhancing existing interventions. The primary aim of this work is to reduce the number of child and adult victims of domestic abuse by developing a whole system response that drives service users to change their behaviour. The Drive model is based on an intensive case management approach and explicitly targets high risk perpetrators of domestic abuse associated with victims who have been referred to the MARAC in each the of the project s pilot delivery sites which are: Essex Colchester and Tendering areas South Wales Merthyr Tydfil and RCT areas West Sussex Crawley and Worthing areas Drive is being delivered by different operational service providers in these three areas: Drive Essex The Change Project Drive South Wales Safer Merthyr Tydfil and the Oasis Centre in partnership Drive West Sussex DVIP and The Hampton Trust in partnership The national pilot is being evaluated by the University of Bristol, under the leadership of Professor Marianne Hester. Delivery and development of the 3 year national programme is being overseen by the Drive Partnership via the Drive Director and the Drive Expert Advisor. The Expert Advisor Role With the delivery of the Drive Project underway since March 16, we are now working to ensure that the pilot is effective in delivery and develops as required for scale up and replication. This involves the ongoing development and evolution of the Drive model based on pilot learning, identifying best practice, monitoring and evaluating impact. The Drive Expert Advisor will play an important role in supporting this development of best practice and a robust high-quality service model. Supported by Respect, SafeLives and Social Finance

2 In addition to developing current practice within the current pilot sites, learning will be also applied to developing a national model and practice framework that is fit for scale up and replication Key Requirements This role will involve working closely with Service Providers in Essex, South Wales and West Sussex to assist the Drive Director in ensuring: quality in service delivery; consistency in the development of Drive; fidelity to the evolving model across delivery sites. This will include reviewing and learning from operational practice throughout the course of the pilot, and applying this learning to improve and evolve the Drive approach. The post-holder will be required to regularly travel to/from Essex, South Wales, West Sussex, Bristol and London, as well as making effective use of technology such as skype and video conferencing. They will hold regular meetings with the service managers and case managers in each area to review a dip sample of cases, Q&A the service delivery, provide advice and support in relation to complex cases, provide oversight on the management of risk, ensure ongoing development and learning for case managers, and ensure that operational learning feeds directly into the development of the Drive model. The Expert Adviser will deputise for the Drive Director in periods of absence and/or as required in managing other aspects of the Drive Project including the management of key strategic stakeholder relationships and networks. This will include assisting the Director as required in keeping stakeholder groups well informed of progress and performance and problem solving to ensure that multi-agency links and working relationships are optimal. This will be particularly important in ensuring victim and child safety through good working relationships at strategic and operational levels with IDVA and victim support services, social services, children s social care, the police and probation. The Expert Advisor will support the University of Bristol and the Drive Data Analysis Team in obtaining high quality data, for the purpose of performance management and pilot evaluation, by acting as a bridge and facilitator between these central data teams and Drive service provider data collection practices. This will include assisting the Drive Data Analyst in quality assuring data collection via dip sampling and deep dives into cases on the Drive case management system. All learning and performance information is disseminated across the Drive Partnership and pilot site strategic and commissioning groups. The Expert Adviser will contribute to reports, presentations and discussions between the Director and key groups such as the Drive Project Board, the Drive Steering Groups in each pilot site area, the Drive National Advisory Group, pilot site strategic and commissioning groups and pilot site governance and scrutiny forums. The Expert Adviser will use their existing relationships and links with experts in the domestic violence sector in this role. Alongside their expertise in the field of Domestic Abuse they may also have experience and understanding around related issues (for example mental health, child protection, substance misuse, CJS response, restorative justice and practice, DVPPs). They will bring this complementary knowledge to support the Director, and keep a watching brief on new research and reports on working with these issues and/or domestic abuse, putting forward recommendations for improvements. 5 Purpose: The role of the Drive Expert Adviser is to provide expert knowledge in Domestic Abuse to the Drive Project and to support the Drive Project Director in their work. In particular, the Drive Expert Advisor will provide advice and support on working effectively with domestic abuse perpetrators and victims assessed as high risk, and contribute to the development of new ways of working. The Drive Project is a learning pilot and the model will develop and evolve over the course of three years. The Expert Advisor will work with the Director to support this ongoing development of best practice and a robust high-quality service model responding to high risk perpetrators of domestic abuse. In addition to developing current practice within the pilot sites, learning will be also applied to developing a national model and practice framework that is fit for scale up and replication. The Expert Adviser will assist the Director in this process which will include work to codify the project in preparation for replication. Responsibilities Provide expert knowledge and advice on domestic abuse and perpetrator interventions to support the Drive Director and the Drive Project 1. Support the Drive Director with your knowledge and experience of the field of domestic abuse, sharing best practice and sector wisdom to provide an informed backdrop for the oversight and development of the Drive model and practice. 2. Support the Drive Director with advice and direction in relation to working with perpetrators of domestic abuse including assessing and managing risk. 3. Support the Project Director with advice and act as a sounding board for issues around managing risk and responding to the needs of victims of domestic abuse and their children, particularly in regards to the IDVA model. 4. Support the Drive Director and Service Managers in any Serious Case Reviews, DHRs and internal critical incident reviews. 5. Keep a watching brief over new research and reports about best practice and relevant new information and sharing those which are relevant to the Drive Project. Facilitate the ongoing development of the Drive model and promote the aims and ethos of the Drive Partnership 6. Ensure that all support and advice given is in line with Drive Partnership key messages and strategic objectives. 7. Embed and champion service delivery that is based on thorough assessment and individual intervention planning and that adopts the principles of the Support and/or Disrupt continuum. 8. Identify aspects of the Drive model and practice that require review and adaptation for reasons of effectiveness, impact or safety and contribute to the identification of changes required to address these issues. 9. Oversee and facilitate Service Provider implementation of amendments to the Drive model and practice based on learning. 10. Support the Drive Director and Service Managers to develop a proactive approach to resolving barriers to achieving Drive objectives with other professionals and services, Respect, SafeLives and Social Finance

6 empowering them and the case managers to think differently and innovatively within safe limits. 11. Ensure fidelity to the Drive model across all pilot sites, and in particular, ensuring consistency in development and delivery nationally as the model evolves and adaptations are made based on learning. 12. Design and deliver ongoing training, workshops, cross-site learning and sharing between pilot areas in line with the Drive Partnership recommendations. 13. Contribute to the development of the model in relation to scale up and replication Provide expert support and quality assurance to service providers in each pilot site 14. Provide quality assurance on delivery via dip sampling, case management meetings and deep dives into cases. Identify internal and external challenges to achieving Drive project aims, recommending solutions to the Project Director. 15. Support Service Managers to review and update risk assessment and management strategies to ensure that they are operationally robust and respond adequately to and protect service users, victims and children. 16. Facilitate complex case management discussions in each site and provide support for Drive Service Managers as part of wider pilot. 17. Support each pilot site through regular case reviews (either in person or by telephone conference) to identify individual support and disrupt requirements of Drive Service Users, discuss any barriers and how to resolve them, develop innovative responses and troubleshoot emerging problems. 18. Support the learning of all of the frontline teams, including feedback to Service Managers and Case Managers, on their intervention plans and case notes, and ensure that plans are consistent with the Drive Project model and recommend changes to the Drive model based on learnings and feedback. 19. Support the Project Director to ensure that Drive services recognise the needs and concerns of a diverse range of service users and addresses them appropriately working to provide a service that is as accessible, relevant and effective as possible. 20. Respect and value the diversity of the communities in which the Drive services are working. Undertaking diversity audits and developing a diversity improvement strategy for each site. 21. Quality assure referrals to other agencies to ensure ethical and safe practice that promote robust procedures and organisational integrity. Assist the Drive Director with overarching project management 22. As required, represent the Drive Partnership and Drive Project at local and national meeting and events, delivering training and presentations as required. 23. Contribute to reports, presentations and discussions between the Director and key stakeholder and governance groups. 24. As required, assist the Director in managing and maintaining relationship with key strategic stakeholders, commissioners and funders. 25. As required, assist with the Quarterly Contract and Performance Monitoring process as required. 26. Support the Drive Partnership to review the service, offering reflections on inputs, outputs and outcomes and the views of stakeholders and service users. 27. Assist with the management of the Drive Innovation Funding processes and budget. 28. Be flexible and available to work in all types of statutory and voluntary sector environments. Any other duties commensurate with the general level of the role and as directed by the line manager Person Specification: Essential: Extensive experience of working with high risk perpetrators and victims of domestic abuse, and in particular, experience and knowledge of effective ways of working/engaging with high risk perpetrators of domestic abuse or clients with complex needs and challenging behaviour. An excellent understanding of domestic abuse, including the impact on victims and their children, patterns of behaviour and risk and best practice in working with high risk perpetrators, of domestic abuse. An excellent understanding of the IDVA and MARAC process and best practice when working with high risk victims of domestic abuse. A comprehensive understanding of risk, needs and how they are related. A comprehensive knowledge of legal remedies, statutory and third sector services, sector initiatives and additional support available to both victims or and perpetrators of domestic abuse, including behaviour change work. The ability to advise, support and coach staff at all levels of practice and management The ability to think strategically and work at a strategic level with a wide ranging network of stakeholders An excellent understanding of and experience in safeguarding issues and procedures. Understanding and experience of information sharing, the requirements of the Data Protection Act, and how this relates to domestic abuse cases and domestic abuse programmes. Desirable: Experience of working with those with related/complex needs, for example substance misuse issues, mental health, offending history An understanding of public protection arrangements, criminal justice system including policing, child protection, health and social care, housing support and of multiagency/partnership working. Experience of working with multi-agency partnerships and/or other voluntary and statutory services involved in the response to domestic abuse, including influencing and encouraging partnership working on a case by case basis and at a strategic level. Experience of effectively quality assuring and auditing case management practice and making recommendations to improve and develop practice Experience of developing, reviewing and monitoring the progress of new services and initiatives The ability to analyse and interpret complex data to extract, summarise and report on key findings Personal attributes Excellent communication skills (both written and oral) and the ability to communicate effectively with different audiences. 8 The ability to manage a complex workload, across multiple geographic regions, and effectively meet reporting deadlines and the needs of a wide range of stakeholders Belief in the propensity for perpetrators to change their behaviour. A demonstrable commitment to improving responses to domestic abuse across all agencies working in the sector. Capacity to manage raw emotions including anxiety, conflict, challenge and trauma. Proactive, self-motivated and self-reflective, with a positive response to challenging situations and the ability to make effective use of support and supervision. Location The postholder's home or office base does not need to be in one of the above areas, but regular travel within and between the sites will be required, as will occasional travel to offices in Bristol and London to meet with other members of the national Drive team.
