We work in a challenging environment with a talented, dedicated staff group supporting and enabling a diverse, resilient and inspirational client group. This role will be responsible for frontline service delivery and collaborating with the other members of the Strategic Management Team to shape the organisation s strategies, standards and development. The role will require flexibility and strong team work, working closely with the organisation s new Chief Executive, Amanda Dubarry. Job Duties and Responsibilities Service Delivery Lead, manage and support the Personal Development Team, who are responsible for delivering services to residents at Caritas Anchor House (CAH), to deliver effective services that have a positive social impact; and the Community Outreach Team - Your Space - to deliver effective and impactful services for the wider communities in East London.
4 Ensure the organisation delivers on its mission to provide services that have the needs and ambitions of residents and the wider community at the heart of its programmes of support. This includes: accountability for the achievement of service delivery targets, in line with the organisation s strategic plans, that will be set in collaboration with the Strategic Management Team and Board of Trustees; accountability for the service design and structure, working across the organisation with colleagues, clients and external partners to shape the content and objectives programmes; reviewing the impact of services and to identify and shape service developments; supporting staff to manage service complaints, incidents, and safeguarding concerns; and proactively seek the latest service developments in the sector, feeding this information into the organisation and advising on how the charity can engage in new initiatives as appropriate. Responsible for supporting the team s work as a cohesive group to ensure the delivery of smooth client experiences as clients move through their journeys at CAH. Collaborate with the organisation s Facilities Team to ensure residential/accommodation services continue to develop in-line with frontline programme developments Partnerships Maintain positive relationships with existing partners who support service delivery, provide service referrals and move-ons, or provide financial support. Explore and develop the organisation s network, taking a lead on the development of new partnerships with clear mutual benefit and sustainability. Collaborate with colleagues and the Board of Trustees to build strategic partnerships with individuals, statutory agencies and other organisations (both for-profit and not-for-profit) to develop the organisation s services and impact. Represent and promote CAH to key stakeholders and partnering organisations and coordinate other members of the Senior Management Team (SMT) in this activity. Establish a close working relationship with senior staff of local authorities and voluntary/ partnering organisations. Planning, Budgeting and Resources Produce reports and recommendations in collaboration with the Director of Finance, including budget proposals, on service activities for consideration by the Chief Executive and Board of Trustees. Ensure the development of appropriate processes for the successful achievement of targets, ensuring all external requirements are met Manage all budgets which are delegated and authorise individual expenditure in line with CAH s Financial Controls and regulatory bodies. Corporate Management Advise the Chief Executive and Board of Trustees on services to ensure that CAH s strategies and policies comply with all relevant legislation, regulations and good practice.
5 Ensure health and safety, sustainability and efficiency issues are managed and maintained to an appropriate standard. Contribute to the leadership of CAH through active participation in the SMT to ensure effective co-operation between departments and the provision of seamless services to residents, community members, local authorities, partners and other stakeholders. Responsible for drafting detailed strategies, plans and policies for consideration by the SMT, and contribute to the development of all corporate documents prior to their presentation. Undertake any other duties, appropriate to the position, which are not obviously the responsibilities of other members of the SMT and co-operate with other members of the SMT in carrying out functions which overlap to ensure that all departments act as part of the corporate whole. Teams Contribute to the corporate management, development and continuous improvement of CAH. Closely monitor work of staff to ensure high standard of service is provided. Carry out all functions of a line manager in line with CAH s values and policies. Provide support and encouragement to teams to nurture and develop in-house talent. Monitor progress against targets and take action where required. Assist in the development of team targets through an inclusive style of management. Ensure the teams are skilled, resourced and trained to a suitable level to deliver agreed targets. Shape a structured learning and development programme for frontline teams. Encourage all staff to share knowledge and experience to develop well rounded and confident team members. Ensure own Continuing Professional Development (CPD) is progressed and up to date. CAH s values Ensure that all work is carried out in line with CAH s values of placing our clients at the heart of our work. Be a positive ambassador for CAH, encouraging others to do the same and practice CAH s values and standards consistently. Person specification Director of Frontline Services Education Degree level education or equivalent through relevant training/experience. Holding a relevant professional qualification is desirable. Skills and Knowledge Detailed knowledge of social housing management/social welfare and legislation. Detailed knowledge of residential/social welfare and relevant health and safety legislation. Good general knowledge of contracts and procurement methods.
6 Excellent leadership and people management skills at a senior level. High level of oral and written skills to produce and present documentation such as reports, handbooks, policies, and procedures to the Board, staff and key stakeholders Excellent analytical skills to consider difficulties and find solutions to them. Excellent communication and negotiating skills to build effective relationships/partnerships with key stakeholders, including the Board of Trustees and staff of CAH. High level of IT skills. Experience Essential Significant experience at senior management level, with departmental and budgetary responsibility. Experience of successful working at senior level with Boards and Committees. Experience of strategic planning in programmes delivery, housing/social welfare and/ or customer services. Experience of drafting and/or contributing to the preparation of business plans, budgets, strategies and policies in a charity or social enterprise. Experience of providing an excellent customer-focussed service. Desirable Experience of working with CAH s client groups.
