7 E911 BOARD LONG TERM STRATEGIC INITIATIVES The Bard s gal is t prvide residents and visitrs f the State f Flrida with the mst technlgically efficient and cst-effective E911 services available within the funding allwances. E911 is nt designed t, r capable f, taking advantage f current technlgies and will nt handle emerging technlgies. One f the ptential life-saving issues is the capability t receive text ntificatins f emergencies. 9 1. Statewide NG-911 Call Ruting The Bard is prmting implementatin f NG-911 emerging technlgies and migratin t an IP delivery system fr E911 services. Reginal ruting systems have been funded as a precursr t implementing a statewide NG-911 ruting system. Reginal pilt prjects are prviding critical infrmatin n the effects f IP ruting and E911 system call prcessing. The develpment f a statewide ESInet will prvide IP ruting f 911 calls thrugh a statewide netwrk cnnectin r thrugh existing cunty/reginal ruting netwrks. 2. Statewide NG-911 Gegraphic Infrmatin System Statewide NG-911 GIS data is the future fr caller lcatin determinatin in NG-911. The prpsed statewide GIS database will cnsist f data layers, including bundary data n each cunty, public safety answering pints, and emergency service znes (areas). The database will be cmpliant with the individual cunty s Master Street Address Guide (MSAG). 3. Hsted Public Safety Answering Pint NG-911 CPE Systems Currently, Flrida cunties are purchasing the E911 system equipment that is dedicated t their cunty PSAPs. The E911 fee revenue being cllected frm Flrida s subscribers is nt keeping up the csts f the individual E911 equipment and services. Hsted NG-911 services fr PSAPs will prvide enterprise NG-911 equipment and services that can be shared with ther cunties and PSAPs. Hsting will be able t leverage sftware and hardware upgrades with technical services t enable PSAP systems t maintain the current revisins f the latest 911 systems. Flrida is especially susceptible t majr climatic events that can damage and destry E911 Public Safety Answering Pints. Past events have shwn the need t develp an emergency cntingency plan fr these critical systems. Anther critical cmpnent t emergency respnse and disaster recvery is a planned and adaptable remte backup capability. A diverse hsted PSAP equipment system can prvide fr cntinuus peratins f 911 in the case f a catastrphic event, including but nt limited t hurricanes, thrugh shared systems which cannt be funded with existing fee revenues. 4. Statewide NG-911 Management Infrmatin System Management Infrmatin Systems (MIS) fr 911 Public Safety prvides critical infrmatin n call details and trunk usage. With the statewide NG-911 systems and IP ruting systems, the MIS is needed t track 911 call ruting and call transfers. The need fr additinal psitins, equipment, and persnnel can be justified based n the data captured and trend analysis in a statewide MIS. Justificatin f funding is becming an increasingly imprtant requirement due t reductins in fee revenue, which must be augmented frm cunty general revenues. 5. Statewide NG-911 Educatin and Web-training There are tw parts t this initiative: public educatin and public safety agency educatin. The Bard reviews 911 educatinal training needs, pprtunities, and standards fr the State f Flrida. Public Educatin is needed t infrm citizens and visitrs f the availability, nnavailability, abilities and limitatins f the 911 systems thrughut Flrida. 10 with federal agencies, disability rganizatins and public and private sectrs is needed fr a unified public educatin prgram. The cntent includes wireless accuracy issues, text availability and nn-availability, 911 respnse and peratinal issues in specific areas thrughut Flrida. This initiative develps an instructinal prgram t assist cunty agencies with 911 training fr cunty 911 crdinatrs, 911 public safety telecmmunicatrs and ther 911 persnnel. The cntent includes 911 e-training fr 911 terminlgy, standards, peratins and call taking functins. 6. Statewide E911 Pre-arrival Instructins The Bard has apprved funding f pre-arrival instructins fr 911 calls invlving emergency medical, law enfrcement and fire. Funding is needed fr certificatin, training, sftware and hardware necessary t prvide pre-arrival instructin (until the emergency respnder s arrive n the scene). The next initiative step is t assure that these services are available thrughut Flrida fr all f the citizens and visitrs. 7. Statewide Language Translatin Services The ability t cmmunicate effectively with a 911 caller is essential fr any emergency respnse situatin. With the number and diversity f internatinal visitrs, language translatin is an essential service fr Flrida s public safety agencies. Language translatin services fr call takers are available at the majrity f PSAPs. This initiative includes the implementatin f a statewide language translatin service thrugh the statewide NG-911 call ruting system being develped in the first initiative. In additin t the spken language services, the system will need t be able t eliminate language barriers dealing with implementatins f text-t-911 and written languages. The advent f vide messaging will als bring a need fr emergency call translatin services trained in sign languages, including American Sign Language fr vide calls t 911 frm hearing impaired individuals. 8. Statewide ANSI Standards fr Missing & Explited Children Anther initiative is t safeguard and prtect Flrida s children. 911 Public Safety Telecmmunicatrs are the first respnders fr calls invlving missing and sexually explited children. Implementing and adpting ANSI Standard mdel plicy guidelines statewide will establish a unifrm prtcl fr handling these calls. 911 Public Safety Telecmmunicatrs shuld be trained t assess risk and t take apprpriate actin t assist in the recvery and/r prtectin f children abducted r ptentially being victimized. The initiative invlves wrking with the Cunty 911 crdinatrs and the Natinal Center fr Missing & Explited Children (NCMEC) n training and adptin f the ANSI Standards statewide. The lng-term strategic initiatives utlined in this sectin are all prgrams that are cntingent upn adequate funding. The Bard will supprt these initiatives at the lcal level thrugh grants t the cunties and funding f statewide prgrams t implement NG-911. Hwever, the Bard s first pririty must be sustaining the State s current level f 911 service. With dwindling revenues, meeting tday s needs and funding the initiatives that will imprve 911 service in ur cmmunities is becming a challenge.
