2 Page 2 INTRODUCTION The City f San Dimas has engaged in the prcess f develping an Energy Efficiency Cnservatin Strategy (EECS). This effrt was initiated in rder t meet funding requirements fr the Department f Energy s Energy Efficiency and Cnservatin Blck Grant (EECBG) prgram. The EECS is intended t bth assist in the applicatin fr stimulus funds under the EECBG prgram as well as t guide n ging City actin t save energy and reduce emissins. The EECS develpment prcess includes several cmpnents: A kick ff wrkshp with City staff t set gals and evaluate current existing sustainability measures and pprtunities A cmprehensive greenhuse gas (GHG) inventry t determine bth municipal and cmmunity wide emissins Evaluatin, selectin and implementatin f prjects t be funded directly with EECBG funds. All f the planning activities, GHG inventry, and implementatin f retrfit prjects will be funded thrugh the EECBG prgram. The tp 5 City Gals: Engage, supprt and educate f residents and the business cmmunity in their effrts t be mre sustainable in the use f nature resurces. Identify and cmmit t reducing energy and water use in all City Operatins. Cnduct energy audits and cllect key data and infrmatin in rder t develp and implement a priritized set f targets and strategies. Prmte energy efficiency and water cnservatin in City husing prgrams Develp strategies fr the reductin f greenhuse gas emissins frm transprtatin by reviewing land use, fleet cnversins, and ther ptential cst effective strategies. These gals were identified by City staff as being in alignment with current practices, cnsistent with City plicy and achievable within City peratins. POLICY BACKGROUND With the passage f AB 32 and ther related climate legislatin by the State, lcal gvernments in Califrnia are nw facing new regulatry challenges related t climate change. While the specific requirements fr cities are still emerging, it is clear that all prjects requiring EIRs under CEQA must cnsider climate change and, that cities will be respnsible fr understanding and evaluating

3 Page 3 these applicatins. In additin, cities will be n the frnt line f reginal planning effrts related t SB 375, which links transprtatin, husing and emplyment at a reginal scale. In rder t practively address this cntext and prepare fr impending requirements, many cities are cnducting GHG inventries. These inventries allw individual cities t understand the surces and quantities f emissins frm varius sectrs in rder t apprpriately target actin and create plicy that will result in emissins reductins in line with AB 32 targets. SUMMARY OF GHG INVENTORY FINDINGS A greenhuse gas (GHG) emissins inventry has been perfrmed fr the City f San Dimas. A GHG inventry prvides infrmatin n the activities that cause emissins and remvals, as well as backgrund n the methds used t make the calculatins. Plicy makers use greenhuse gas inventries t track emissin trends, develp strategies and plicies and assess prgress. The distinct inventries have been presented belw. These include a 2006 baseline, 2020 businessas usual, and 2020 business as usual with State Actins. Table 1 summarizes estimated City wide GHG emissins fr the 2006 baseline, 2020 business asusual (BAU), and 2020 business as usual with State actin inventries. Emissins are reprted in metric tns f carbn dixide equivalents. The 2020 emissins estimated in the BAU inventry including state actins reflect full implementatin f the Renewable Prtfli Standards, Crprate Average Fuel Ecnmy Standards, Lw Carbn Fuel Standards, and Title 24 Cde cycle updates. Table 2 summarizes the estimated upstream and dwnstream emissins reductin benefits assciated with San Dimas diverted slid waste. These values include the emissins reductins assciated with decreases in raw materials acquisitin and manufacturing emissins and increases in frest and sil carbn sequestratin assciated with diverting slid waste.

5 Page 5 Figure 1: Histrical and prjected City-wide greenhuse gas emissins There are a number f relevant bservatins and ntes n the City wide greenhuse gas emissin data: Transprtatin is clearly the largest cntributr t the City s GHG ftprint. Reducing the City s transprtatin greenhuse gas emissins will be an imprtant element f reducing verall greenhuse gas emissins. Measures that prmte bicycling, walking and ther alternative transprtatin may facilitate in bringing this surce f GHG emissins dwn. Residential and nn residential building energy use is the next largest greenhuse gas emitter. Plicies and actins that prmte building energy efficiency fr hme and

6 Page 6 business imprvements will play an imprtant rle in reducing the City s greenhuse gas ftprint. The City s slid waste practices result in bth GHG emissins and reductins. While the City s landfilled slid waste is a significant cntributr t citywide emissins, the lifecycle impacts f slid waste diversin indirectly reduce emissins. These slid waste diversin greenhuse gas reductins are mainly due t surce reductins which decrease the amunt f materials r prducts generated befre they becme municipal slid waste, thus impacting the reduced energy required t mine and prcess materials. The relative percent cntributin f emissins frm different sectrs remains cnsistent thrughut the 2006 and 2020 estimates. This means that even with anticipated state actins, San Dimas 2020 emissins prfile is expected t remain cmparable in the future. EXISTING CITY PROGRAMS The City f San Dimas is already implementing a number f prgrams that will cnserve energy and reduce GHGs; here is a partial list: Green building is prmted via the City s website, which prvides links t Remdeling Guides fr hmewners. The City s website includes a sectin n Residential Energy Savings that infrms csteffective ways t increase the energy efficiency f hmes and ways in which Suthern CA Edisn can be a useful resurce. The Envirnmental Services page n the City s website prvides valuable resurces such as a carbn ftprint calculatr, water cnservatin infrmatin, smart gardening wrkshps, and recycling tips. The City has a Tree Preservatin Ordinance which has been in effect since The City participates biannually in the Cunty Smart Gardening prgram, ffering free wrkshps n cmpsting, wrm cmpsting, and grass recycling. The City s Envirnmental Crdinatr prvides utreach t city elementary schls several times a year n energy and water cnservatin, alternative transprtatin and pllutin preventin.

7 Page 7 PLANNED CITY PROGRAMS OR PROJECTS Several relevant effrts are underway with the City s Cmmunity Develpment Lng Range Planning divisin such as: Walnut Creek Preserve Master Plan, climate actin plan pprtunities, mixed use re zning, and a cmprehensive review f nn mtrized transprtatin rutes. The City Public Wrks Department is updating its Bikeway Systems Master Plan in rder t becme eligible fr funding bike and alternative transprtatin infrastructure prjects. The City Public Wrks Department successfully btained a grant frm the Suth Cast Air Quality Management District t cnstruct a CNG Facility at the Schl District Yard. The matching funds were nt awarded t the Schl District by the EPA s alternative ptins are being cnsidered. The City Public Wrks Department is anticipating award f an EPA Climate Shwcase Grant (Rund 2) in 2010 t re use 40,000 60,000 gallns f water/day fr landscaping and building peratinal water needs. EECBG PROGRAM As part f the EECBG requirement, the City was required t cmplete an EECS specifically fr the DOE, referred t as Attachment D, alng with Activity Sheets which utline each f the prjects t be pursued. After cmpleting the GHG inventry, which was the first prject funded by the EECBG prgram in San Dimas, a number f prjects were evaluated t determine which wuld be the best fit fr this prgram. The selected prject included in the DOE package are: Develpment f the City fcused EECS Develpment f the GHG Inventry Retrfit f irrigatin cntrllers in street medians t cnserve water Retrfit f lighting in the San Dimas Senir Center t cnserve energy As these prjects are implemented by the Cmmunity Develpment Department, they will be mnitred and prgress will be reprted quarterly t the DOE. The results f the City s effrts will be shared with infrmatin netwrks and databases, t cntribute t the bdy f cllective knwledge amng lcal and state agency fficials regarding the embdied energy efficiency effrts implemented with EECBG funds. Prgram results and best practices will be shared with SCAG reginal databases. The measures prescribed in the City s prpsed prject will prvide energy and water savings and are intended t cntribute t the regin s reductin targets.

8 Page 8 POTENTIAL FUTURE PROJECTS In additin t the prjects selected fr EECBG funding, ther prjects were identified that will help the City save energy and reduce GHGs. A summary f these prjects is prvided belw t serve as a springbard fr identifying ptential future prjects that may help the City reach its gals. These ideas crrespnd with majr surces f emissins within the City, particularly transprtatin, slid waste and residential energy usage. Transprtatin: Prmte access t and usage f alternative transprtatin ptins thrughut the City, such as: Creating and prviding access t maps f lcal bike paths and public transprtatin (e.g. n the City s website r fr distributin in hard cpy) Encuraging carpls, vanpls, bike cmmuting, telecmmuting by lcal businesses thrugh educatin and assistance in develping alternative transpratin prgrams Encuraging bike r walk t schl/wrk days Explre increasing bike lanes in the city and prvide mre secure lcatins t lck a bicycle. Explre cnstructing a Bike Statin at the future Gld Line Metrlink Statin t encurage bike/transit cmmuting. Cnsider prviding electric bicycles fr city emplyees t use fr in twn lunch trip and errands. Slid Waste: Imprve slid waste recycling rates by: Cntinue wrking with cntracted waste hauler t increase cmmercial and multi family residential recycling Wrking with waste hauler t increase recycling rates thrughut the City Encurage backyard cmpsting by making available cmpst bins t reduce slid waste lads. Residential Energy: Prmte residential energy cnservatin by: Explre prviding educatinal resurces via the City s website, public wrkshps, and ther venues n hmewner retrfit measures, including infrmatin n ptential strategies, energy cst savings and utility rebate prgrams

9 Page 9 Cnsider requiring mre stringent energy cnservatin strategies in new develpment than required by cde Cnsider incentivizing residents by waiving/reducing permit fees, r expediting the permit prcess fr energy efficiency r renewable energy prjects. Evaluate creating a rebate prgram that prvides subsidies fr sme prtin f energy efficiency measures that are implemented, r establish a reasnable flat fee per measure. Cnsider prviding direct grants t qualifying hmes fr implementing energy efficiency retrfits. Cnsider utilizing the free Suthern Califrnia Edisn residential energy surveys as a prerequisite t eligibility fr residents wh apply fr retrfit permits. This is recmmended t ensure that participants have thught carefully abut which prjects make sense fr them and have selected apprpriate prjects. Free utility audit prgrams are listed n SCE s website: This audit prcess will help residents t priritize energy measures that make lng term ecnmic sense fr their hmes and will help validate applicatins. Explre spnsring 1 2 representative energy audit pilt prjects. In this ptin, selected hmes wuld underg mre detailed energy audits (e.g. thrugh a SCal Edisn prgram r cnducted by a Certified HERS Cntractr). The recmmended retrfits will then be implemented up t the budget allcated. Utilize the HUD retrfit prgram t implement energy efficiency upgrades fr qualifying hmes. Cnsider the types f husing energy efficiency upgrades that are mst cmmn fr the residential vintage husing stck in the area and fcus the implementatin n select measures (fr example installatin f insulatin). By analyzing what energy efficiency measures prvide the greatest impact and expected paybacks. This may als allw the City t partner with a lcal green jbs training prgram (e.g. with a lcal cmmunity cllege). The city will mnitr the develpment f reginal cst effective prgrams that address the upfrnt cst f residential energy prjects such as a PACE prgram. This prgram and ptentially thers like it may be explred Educatin and Outreach: Prvide educatinal resurces t the cmmunity n sustainability by:

(This culd be presented by a public utility service representative and/r ther qualified cnsultant). Bradcasting educatinal wrkshps n the lcal public channel. Prmting sustainability thrugh the City s Website, street signage, lcal newspapers, flyers in lcal businesses, phne tree, etc. Prjects such as these will help the City and its residents save mney, reduce energy usage, reduce greenhuse gas emissins, imprve air quality and bst the ecnmy.
