36 Wstewter Tretment Plnt Vlue Engineering Town of Strsburg, Virgini FIRM S RESPONSIBILITY: Vlue Engineering Study OWNER: Town of Strsburg 174 Est King Street Strsburg, VA Mr Judson Rex Town Mnger In 2011, Anderson & Assocites nd RH & Assocites, Inc temed up to provide n independent Vlue Engineering (VE) nlysis of proposed wstewter tretment plnt upgrdes designed by nother engineering firm The Town ws proposing to expnd its tretment plnt to ccommodte n verge flow of 20 million gllons per dy nd upgrde the tretment process to comply with more stringent nitrogen nd phosphorous dischrge limits In ddition, the Town wished to upgrde systems nd controls to ddress existing problems creted by the ge nd design of the existing plnt The study ws performed for prticiption in the Wter Qulity Improvements Fund (WQIF) for projects greter thn $10 million in construction costs Becuse the design hd lredy progressed to the 90% completion stge, the site of the tretment plnt, the bsic tretment process nd the sludge tretment process were ll excluded from the VE nlysis These items hd previously undergone evlution by the Town nd their design engineer The VE nlysis identified severl res of potentil cost svings for considertion by the Town nd their design engineer The VE process included finl meeting to present the findings nd VE process trining session for the Town stff conducted by RH & Assocites 30
