16 RES in the Energy Cmmunity The availability f Renewable Energy Surces (RES) varies within the SEE regin Hwever all Cntracting Parties (CPs) started t develp and implement a Strategy n the prmtin f RES The develpment f these Strategies is under the respnsibility f the relevant Ministries and the Natinal Regulatry Authrities (NRAs) are in mst cases respnsible t set market based incentives In this respect the NRAs are in mst Cntracting Parties respnsible fr setting the Feed-in Tariffs as well as fr defining the Tariff Methdlgy 16

20 Bsnia and Herzegvina Cmpared t ther Cntracting Parties the share f RES in Bsnia and Herzegvina is relatively high In this respect the biggest part is related t LHPPs The installed capacity RES capacity in 2009 was: Hydr > 5 MW: 2,027 MW Hydr < 5 MW: 28,973 MW The amunt f energy prduced during 2009 frm RES is: Hydr > 5 MW: 6,219,246 kwh Hydr < 5 MW: 102,600 kwh There are n final results fr 2010, but it is expected that the RES generatin was apprximately 10% higher then in

24 Cratia In 2008 the share f RES in ttal primary energy supply was arund 15.6 % (accrding t the EIHP methdlgy), r arund 8.7 % if the calculatin is based n the EUROSTAT methd Ttal electricity prductin in Cratia in 2008 was 12,325.6 GWh, ut f which 43.7 % came frm RES, including Large Hydr Pwer Plants, which accunted fr 42.2 % in the RES share f ttal electricity prductin Other RES (small hydr, wind energy, landfill gas and bi gas) accunted fr 1.3 % f electricity prductin In ttal cnsumptin f electricity in Cratia in 2008 electricity generated frm RES made abut 28.5 % Electricity frm LHPP accunted fr 27.7 %, while electricity generated frm ther RES accunted fr 0.8 % f ttal cnsumptin 24

27 Cratia Regulatry Rle in Implementatin f Strategy n RES As regards the implementatin f the RES Strategy, the Cratian Regulatry Authrity HERA perfrms the fllwing tasks: Issuing licenses fr all pwer plants ver 1MW including Renewables and high-efficiency CHP Issuing rulings n eligibility status f pwer plants; Eligibility guarantees dispatch pririty and allws participatin in the Feed-in Scheme Supervising eligibility status Prviding Methdlgies (Tariff Systems) fr defining cnnectin csts (fr all types f netwrk users, including RES pwer plants) 27

28 Cratia Strategic Outlk The Cratian Energy Strategy has been published in 2009 and it defines the fllwing targets: By 2020 electricity prductin frm RES and LHPPs will cnstitute 35% f the final electricity cnsumptin (end-use f electricity) New capacity LHPPs by 2020: 300 MW New capacity SHPPs by 2020: 100 MW New capacity f Bimass Pwer Plants by 2020: 85 MW New capacity f wind pwer plants by 2020: 1,200 MW 28

29 Frmer Yugslav Republic f Macednia In 2005, having a share f 13.8% fr RES in the final energy cnsumptin, the FYRM has been listed amng cuntries with relatively high use f RES: Use f RES in FYRM accunted fr 3,016 GWh, ut f which Bimass was used as final energy in the amunt f 1,767 GWh and participated with 59% in the ttal use f RES in cuntry The cntributin f Hydr energy accunted fr 1,144 GWh, which represents a relative share f 38% Generatin frm LHPPs and SHPPs accunted fr 94% and 6%, respectively Gethermal energy accunted fr 105 GWh r 3% Mdest use f Slar Energy was nted (arund 0.2% in the ttal use f RES), but the same was nt registered in statistical terms 29

30 Frmer Yugslav Republic f Macednia Strategy n RES The Gvernment f the FYRM creates the plicy fr imprvement f energy efficiency and fr the explitatin f RES The plicy fr RES explitatin is established within the Strategy fr RES explitatin FYRM accepted the system n stimulating electricity generatin frm RES by means f Feed-in Tariffs and issuance f guarantees f rigin fr the electricity generated In additin, n tw ccasins in the last several years, the Gvernment f FYRM prvided direct budget subsidies aimed t stimulate installatin f slar cllectrs fr ht water. Guarantees f rigin fr electricity generated frm RES and high efficient cgeneratin plants are issued by the Energy Agency f FYRM, while the generatrs can use them when trading the electricity they generated 30

31 Frmer Yugslav Republic f Macednia The Ministry f ecnmy issued the fllwing bylaws regarding RES: Rulebk n RES fr electricity generatin in 2008 Rulebk n issuing guarantees f rigin fr electricity generated frm RES in 2008 Rulebk n btaining the status f preferential electricity prducer frm RES in 2009 Taking int cnsideratin the analysis in the Strategy fr utilizatin f RES until 2020, Gvernment f FYRM in Octber 2010 adpted Decisin fr the target share f energy prduced frm RES in the ttal energy cnsumptin, as well as the manner and dynamic fr reaching the target share, until 2010 The decisin sets the target share f RES in 2020 in FYRM at 21% Accrding t the Decisin, the target share will be reached with cnstructin f new energy utilities that use RES, as well with strnger energy efficiency measures in accrdance with the Strategy fr utilizatin f RES until 2020 and Strategy fr energy efficiency until 2020 In September 2010 Gvernment f FYRM adpted Strategy fr utilizatin f RES until 2020, as ne f the mst imprtant strategic dcument 31

33 Frmer Yugslav Republic f Macednia By means f an Act n Electricity Feed-In Tariffs, the Gvernment f FYRM shall stipulate, fr each type f preferential generatr separately, the fllwing: specific terms and cnditins t be met by the pwer plant in rder t btain the status f preferential generatr upper threshld fr the pwer plant installed capacity required fr btaining the status f preferential generatr electricity Feed-in Tariffs and perid fr their applicatin Gvernment f FYRM, by means f a decisin, shall stipulate the ttal installed capacity f preferential generatrs fr each RES separately, and the ttal installed capacity f high-efficiency cgeneratin plants in the Republic f Macednia, depending n the attainment f gals and implementatin dynamics frm the Strategy n RES, the RES Actin Plan, the Energy Efficiency Strategy and the Actin Plan n Energy Efficiency 33

34 Frmer Yugslav Republic f Macednia Accrding t the new Energy Law, ERC shall issue the decisin n awarding the status f preferential generatr and shall keep the Registry f Preferential Generatrs ERC shall adpt the Rulebk n Preferential Generatrs, by means f which it shall stipulate the manner and prcedure n btaining the status f preferential generatr, the manner and prcedure n adpting the decisin fr the applicatin f Feed-in Tariffs, as well as template, cntents and manner f keeping the Registry f Preferential Generatrs Registry f Preferential Generatrs shall be published n the website f ERC ERC shall initiate the prcedures n issuing electricity generatin License and awarding the status f preferential generatr when the applicant has submitted the dcuments required fr license issuance and btaining the status f preferential generatr In the prcedure n issuing the decisin n btaining the status f preferential generatr, ERC shall ask the Energy Agency t cnfirm that the plant in questin has been cnstructed and fulfills the specific requirements and installed capacity set frth in the relevant acts When the cnfirmatin issued by the Energy Agency is psitive, ERC shall issue a decisin n awarding the status f preferential generatr and the decisin n the applicatin f Feed-in Tariffs in effect frm the day the decisin was issued, by means f which the preferential generatr acquires all rights stemming frm the Energy Law 34

35 Frmer Yugslav Republic f Macednia The Electricity Market Operatr (MO) is bliged t purchase the electricity generated by preferential electricity generatrs On the request frm the preferential generatr, MO is bliged t sign the electricity purchase cntract The cntract shuld be in cmpliance with the Energy Law, the decisin n the applicatin f Feed-in Tariff issued by ERC and the Market Cde Energy Law defines that the electricity Transmissin r Distributin System Operatrs, within the peratinal pssibilities in the relevant system, shall prvide pririty access t electricity systems fr the electricity generated frm RES 35

36 Frmer Yugslav Republic f Macednia Strategic Outlk As RES targets fr EU Member States are calculated based n the 2005 RES share fr the cuntry in questin plus 5.5% fr each Member State and plus a particular percentage calculated in prprtin t the cuntry's GDP per capita, the target fr Macednia is set at 21% fr 2020 The figure shws the shares f individual RES types in the ttal amunt f RES fr the year 2020 Bimass fr Cmbustin has the highest cntributin with a share f 42.3%, as well as the Hydr energy with a share f 36.3% ( ) Fllwing are Bifuels (8.6%), Gethermal Energy (6.8%), WPPs (4.2%) and Slar Energy as heating energy (0.9%) Electricity frm Bigas, Waste Bimass fr TPP-HP and electricity frm Phtvltaic systems cntribute with a ttal f 0.9% 36

37 Frmer Yugslav Republic f Macednia New Energy Law entered int frce by end f February 2011 In accrdance with new Energy Law and taking in cnsideratin Directive 2009/28/EC f the Eurpean Parliament, fr the purpse f implementing the Strategy n RES, the Gvernment f FYRM, n the prpsal frm the Ministry, shall adpt Actin Plan fr RES cvering a perid f ten years Actin Plan fr RES shall define measures aimed t prmte use f RES, and shall cntain in particular: expected grss final cnsumptin f electricity, fuels fr transprt, heating and cling energy, targets set and annual dynamics fr the increased share f energy generated frm RES in the energy cnsumptin; measures aimed at achieving the targets; the verview f relevant plicies and measures n the prmtin f the use f RES; specific measures aimed at addressing administrative barriers, infrmatin and training measures and apprpriate transmissin and distributin systems develpment and upgrade; incentives related t electricity generatin, heating and cling energy, bimass transprt and use; pssible jint prjects with ther cuntries, in the light f attaining the targets set in the Strategy n RES; funding surces; hlders f activities and deadlines fr the implementatin f anticipated activities Actin plan is prepared with technical supprt, prvided by USAID, and it is planed t be adpted by the end f

38 Mldva At the mment Mldva has nly 2 HPP-s with an verall capacity f 64 MW (HPP Cstesti - 16 MW and HPP Dubasari - 48 MW) as well as ne small scale Bigas Pwer Plant (abut 85 kw) Strategy n RES The Energy Strategy f Mldva which has been apprved in 2007 sets the targets and defines the activities related t energy until 2020 In this respect a key target is besides assuring the energy security als an increase f the utilizatin f RES In rder t implement the Energy Strategy it is freseen t set up an Agency fr Energy Efficiency which will have the fllwing duties: Implement state plicy in the field f EE and RES Participate in drafting legislative acts, prgrams and natinal actin plans Develp pilt prjects; Cnsult central and lcal public authrities 38

39 Mldva Regulatry Rle in Implementatin f Strategy n RES As regards RES the Natinal Agency fr Energy Regulatin (ANRE) has the fllwing duties: Regulate the renewable energy market Apprve Tariffs fr Renewable energy and Bifuels Develp draft cntracts fr RE and Bifuel trade Issue Licenses fr the prductin f electricity and Bifuels frm RES Strategic Outlk Plans fr additinal RES capacities: the cnstructin f a Bigas Plant with a prductin capacity f 16 mi m3 per year was apprved by the Gvernment last year (within the industrial park "Bienergagr") Cnstructin wrks will start this year ANRE received ther requests frm ptential investrs in Wind Energy (capacities ranging frm 40 t 90 MW) that expressed interest in cnstructing Wind Farms in Mldva but till nw, they submitted nly Feasibility Studies and there are n prject prpsals 39

40 Mntenegr The percentage f RES in the ttal energy generatin is 76,67% (LHPP-649MW + SHPP-8MW) In additin t these resurces, there is Thermal Pwer Plant with installed capacity f 200 MW Strategy n RES Accrding t the Energy Law (May 2010), develpment and use f RES is set in the Prgram fr Develpment and use f RES that is adpted by the Gvernment fr a perid f 10 years in accrdance with the Energy Develpment Strategy, and that cntains specifically the natinal indicative target with regard t use f RES and time schedule i.e. timing fr its implementatin, tgether with supprt schemes The natinal indicative target fr RES means the cntributin f energy prduced frm RES t the grss final energy cnsumptin, which is expressed as a percentage and shall be calculated based n a Methdlgy set by the Ministry 40
