9 Need f Base Lad fr Resilience & Reliability Baselad generatin generally refers generatin that prvides fr the minimum level f electricity that custmers demand arund the clck. Generally, in multi-surce generatin markets, cal, nuclear and t sme extent gas pwered plants fit int this categry. Recent penetratin f variable renewables int the US and Eurpean energy markets have resulted in the displacement and retirement f sme base lad plants. NPID PRS-018 9

10 Need f Base Lad fr Resilience & Reliability The recent August 2017 US Dept. f Energy Reprt n Electricity Market Reliability**, the US DOE has stamped its feet n the need t supprt traditinal base lad generatin since it prvides resilience and reliability in electricity supply. US electricity markets are nw being asked t take up the challenge and see hw t get this plicy implemented in the US electricity market system. 11 Sub-Reginal Cperatin n NPP West African Integrated Nuclear Pwer Ministerial Cnference and Technical Meeting held in Niamey frm July, Participating cuntries: Benin, Burkina Fas, Ghana, Mali, Nigeria, Senegal and Niger The Niamey Ministerial cnference fllwed the recmmendatins f the Third African Cnference n Energy and Nuclear Pwer held in Mmbasa, Kenya frm April 2015, under the auspices f the IAEA. The bjectives f the Niamey Cnference were t: infrm and sensitize plicy-makers n the requirements f a nuclear pwer prgramme. define a pssible strategic framewrk fr sub-reginal cperatin; adpt an MOU and pssible radmap fr a sub-reginal prgramme; NPID PRS

12 Sub-Reginal Cperatin n NPP Amng thers, the meeting cncluded with the fllwing: A sub-reginal prgramme shuld be autnmus with its wn resurces (financial, human and lgistic) and shuld be implemented after the IAEA Milestne apprach fr the intrductin f nuclear pwer. A draft radmap was prepared and adpted at the meeting and was t be submitted fr review, apprval by Member States. Althugh nt much actin has resulted frm the meeting, cuntries such as Ghana and Nigeria are mving frward with their respective nuclear prgrammes. Althugh the effrts in Ghana and Nigeria are nt reginally develped, it is expected that these effrts wuld supprt the entire sub-regin thrugh the WAPP backbne. The IAEA is therefre in talks with GNPPO t supprt Ghana hst a pssible sub-reginal cnference n an NPP WAPP Grid Intercnnectivity Cnference in either 2018 r NPID PRS

14 Ghana NPP GRID Interactin Study The GNPPO has taken steps t initiate a detailed NPP grid interactin study as part f the wrk tasks required t meet the requirements f the IAEA Phase 1 Milestne. The bjectives f the study are: Preparatins t be dne by cuntries with small grids (such as Ghana) in expanding their electric grid by the additin f nuclear pwer plant; Understand the special requirements f the NPP with regard t its grid cnnectin; Optimise grid impact n siting and size selectin f Nuclear Pwer Plant unit capacity (including technical, ecnmic and financial pwer systems expansin study). The GNPPO will later expand the Ghana study t the sub-reginal grid (WAPP). We believe that amng thers, the WAPP secretariat shuld cnsider the integratin f nuclear pwer int the WAPP as ne f its pririty prjects. NPID PRS
