1 Pathfinder West Sussex For Better Wellbeing A number of providers in West Sussex have been commissioned to work in partnership in an alliance contract to deliver a Targeted Mental Health Service. This targeted mental health service will provide preventative support for people with mild to moderate mental health conditions averting them from requiring clinical treatment and enabling individuals to step down from Tier 3 treatment services. Tier 1 Universal Health and Wellbeing services Tier 2 MH Support services Tier 3 Specialist MH services Specialist MH Inpatient Services Coastal West Sussex Alliance is made up of the partnership of; Southdown, Mind Coastal, The Corner House, SPFT, United Response, Richmond Fellowship, Mind Brighton and Hove, CAPITAL Project Trust, Stone Pillow and Rethink. North and Mid Sussex Alliance is made up of the partnership: Southdown, SPFT, Richmond Fellowship, United Response, MIN Brighton and Hove, Rethink, Sussex Oakleaf, CAPITAL Project Trust. 3 JOB SCRIPTION JOB TITL Project and evelopment Manager SALARY 41,025 NJC 46 RPORTS TO ACCOUNTABL TO Hilary Spencer Chief xecutive Voluntary Action Arun & Chichester West Sussex Pathfinder Alliance Sub Group The Alliance PURPOS OF TH JOB To support Alliance Providers to translate the service model, contractual terms and performance indicators into operational practice, ensuring that the Pathfinder becomes an integral element of the wider Mental Health Pathway across West Sussex. COR UTIS Around the delivery and achievement of Alliance targets, goals and outcomes 1. Work with Alliance Providers to develop and implement a support model in line with the agreed service specification and ethos for the new service that embeds Recovery principles, wellbeing, community and social inclusion, diversity and client co-production. 2. evelop and take the lead on developing and implementing plans for operationalization of and delivery of Alliance work 3. evelop and take the lead on implementing the communication and marketing strategy for the new service that challenges stigma, stereotyping and discrimination for people with mental health issues. 4. Help establish and monitor reporting systems to ensure that contractual obligations are fulfilled and that the service is able to demonstrate the outcomes achieved for all clients that participate in service activities. 5. Lead on financial management, supporting the Alliance to monitor the budget allocated for the development of Pathfinder 6. Work with the Alliance to develop effective and efficient systems for the collection and collation of performance indicator data. 7. Take lead responsibility for preparing and presenting contract review reports to commissioners and owning delivery of any recommended action plans. 8. Coordinate administration for Pathfinder including agenda planning for Alliance meetings and liaison with administration staff to ensure minutes are recorded for all meetings. 9. Work with and support Alliance Providers to maximise accessibility of services to ensure that the profile of clients reflects the demographics of West Sussex and meets the needs of marginalized or currently under-represented groups.
4 Around the structure and development of the Alliance Partnership and entity 10. Work with Alliance Providers to create an Alliance structure and ethos which enables all partners to be able contribute to the development of Pathfinder and delivery of Pathfinder activities 11. Provide support to and enable Alliance Providers to ensure they take responsibility for coordinating the management and quality audit of third sector providers who are members of the Alliance. 12. Work with and support Alliance Providers to promote the service to external agencies, partnership forums, the wider community and national networks to contribute to strategic development of Mental Health Services across West Sussex 13. Take an active role to maintain knowledge of the wider mental health sector, making recommendations to Alliance Providers to continually improve service quality and models within Pathfinder. 14. Actively contribute to the writing and the coordination of the planning of funding bids as required. 15. Work with the Alliance around the development of the Alliance structure including exploration around the possibility of becoming a legal entity if required. 16. Support Health watch in the on-going recruitment and supervision of Pathfinder s xperts by xperience.
5 Person specification Qualifications ducated to a good level and have proven project management experience and/or project management qualification vidence of CP xperience xperience of working in the social care / health sector OR a strong desire and proven track record of being able to adapt to the needs and culture of the sector for which they are require to work within xperience and understanding of evaluating and measuring performance Change Management and Leadership Skills Project Management or service development experience xperiences in communications and stakeholder management xperience of leading / chairing / facilitating groups xperience of mediation / conflict resolution xperience of working and communicating a senior management level Skills Knowledge and Abilities Proven track record of coordinating / facilitating services, & processing change in a complex environment Knowledge of Alliance Contracting / health care contracting and new models Skilled in design and delivery of content appropriate presentations to a wide audience (volunteers, senior officers, mental health professionals) xperience of budgets and an understanding of financial systems applicable to small voluntary/community organisations e.g. basic income & expenditure accounts, petty cash, budgets and able to read and understand books of
