1 PPING FORST DISTRICT COUNCIL JOB DSCRIPTION JOB TITL: Anti-Social Behaviour Investigator POST NO: CSC11 DIRCTORAT: Communities GRAD: 6 rising to Grade 7 from 01/04/18 SCTION: Safer Communities CAR ALLOWANC: ssential POLIC CHCK: PURPOS OF TH JOB: To investigate all matters relating to anti-social behaviour in the pping Forest District, including undertaking casework referrals, identifying intervention solutions, providing advice to Housing Managers and other social housing providers and undertaking appropriate enforcement action where appropriate including making recommendations concerning the management of risk for vulnerable victims. The role involves dealing with extremely sensitive information from council and partner agencies. It requires the ability to communicate to a mixed audience of specialists and non-specialists and attending court and acting as an expert witness where required. DIRCTLY RSPONSIBL TO: Community Safety Officer DIRCTLY RSPONSIBL FOR: ne LIMITS OF AUTHORITY: See attached sheet. MAIN DUTIS AND RSPONSIBILITIS: (a) Service Responsibilities: 1. Responsible for investigating, case-managing and resolving cases of anti-social behaviour as required and in accordance with the council s Anti-social behaviour investigation procedures, though liaison and consultation with internal and external partners, members of the public and elected Members, in order to provide a co-ordinated and consistent response to complaints. 2. Responsible for developing and coordinating a multi-agency response to resolve complaints of antisocial behaviour, working with organisations including police, Youth Offending Service, Parish, District and County Council, Health, Social Housing providers, Probation and where relevant, community/voluntary sector organisations. 3. Responsible for providing management, oversight and direction of the Anti-social Behaviour Task Group involving statutory and voluntary community safety partners, in order to deal with case specific investigations. 4. To work closely with the Council s and ssex Police legal teams and other external agencies to implement court action, preparing full instructions and evidence to substantiate and justify these actions. 5. To act as an expert witness for the Council in support of enforcement powers. 6. Responsible for undertaking enforcement action as necessary and to support other organisations in this role. 7. Responsible to develop and deliver specific case action plans in support of priorities identified by Community Safety, police and partners. 8. Make recommendations to the CCTV Operations Officer for the placement CCTV to assist with investigations.
2 9. Responsible for gathering evidence and writing witness statements, ensuring legal continuity. 10. Responsible for dealing directly with cases of anti-social behaviour by the public, including drug dealers and users who may be involved in cuckooing. 11. Responsible for the issue of formal warnings and orders such as Closure tices under delegated powers of responsibility and oversee eviction of members of the public from council properties. 12. To give evidence on behalf of the Council, in court and other formal proceedings. 13. Responsible for providing support for victims of anti-social behaviour and other priority crimes, identifying risk management and crime prevention recommendations when appropriate. 14. Responsible to arrange, attend and chair case referrals and meetings as directed by the Community Safety Officer. 15. To act as deputy for the Community Safety Officer, representing the Council at District Police Tasking, Integrated Offender Management or other meetings deemed appropriate. 16. Responsibility for providing investigative support, direction and expert guidance in ASB issues to other officers/teams assisting with obtaining witness statements and preparing case files. 17. To manage and deal with complaints of graffiti, in accordance with Council policy ensuring that cleaning requests meet policy deadlines. 18. To attend courses designed to assist with the work and professional development including attaining BTC level 3 and 5 Neighbourhood Nuisance and anti-social behaviour case working and case supervision 19. To be a key partnership resource for the Community Safety Partnership. (b) Corporate Responsibilities: 1. To represent the Council at court hearings and other formal proceedings. 2. To support and advise corporate colleagues including Housing Managers. 3. Finance Managers and Fraud Investigation in their work. 4. To observe all of the requirements of Safeguarding and to report any potential concerns in accordance with the Council s Safeguarding Policy. (c) Management Responsibilities: 1. To manage and lead cross border meetings with Police and other local authorities, to allow intelligence to be collated and provide coordinated responses to anti-social behaviour, crime and disorder. 2. To manage and control the installation of portable CCTV systems for investigative purposes and facilitating the lawful retrieval of images presenting evidence at for court.

4 PRSON SPCIFICATION POST TITL: Anti-Social Behaviour Investigator POST CSC11 1. ducation, Training and Knowledge (a) ducated to a good standard in nglish GCS C grade or equivalent. SSNTIAL DSIRABL ASSSSMNT MTHOD (/ST/P) AF (b) Working knowledge of anti-social behaviour legislation particularly Anti-social Behaviour, Crime & Policing Act Ability to undertake Safeguarding basic awareness training within 3 months of appointment. To successfully complete BTC level 3 ASB Case Management training. To successfully complete BTC Level 5 Professional Award in Neighbourhood Nuisance and Anti Social Behaviour Case Work Supervision. (c) Knowledge/background in community safety legislation working with local authority/police or similar enforcement agency. (d) xperience of using Microsoft Office & xperience (a) xperience of speaking to an audience Proven investigative skills. xperience of giving formal evidence. Knowledge and experience in the use of CCTV to gather evidence. xperience in dealing with complaints and enquiries from the public. xperience of working with other agencies to achieve a common objective. 3. Ability to work alone on occasions acting on your own initiative. /ST (a) Oral Communication Ability to communicate accurately at all levels to Members, partner agencies and the public. Ability to maintain composure, using tact, diplomacy and reasoning when dealing with difficult and abusive customers. Ability to use discretion and apply common sense in disclosing subject data and act in accordance with appropriate and lawful data sharing principles.
5 (b) Written Communication Ability to produce concise and accurate written communications for members, senior officers, police, internal and external departments and organisations. SSNTIAL DSIRABL ASSSSMNT MTHOD (/ST/P) Ability to respond effectively and clearly to written requests from Members, internal and external agencies and members of the public. Ability to write statements suitable for court. Ability to produce statements from others suitable for presentation at court. (c) IT Skills xperience of using with Microsoft Office. Familiar with using PCs/Laptops/tablets/smartphones Familiar with inputting and extracting data from different operating systems. xperience at using web based open source data. (d) Physical Skills Able to function efficiently and effectively over extended working periods. Able to work occasional weekends and evenings. (e) General Skills Ability to work under pressure and meet tight deadlines. Ability to be flexible with working practices to achieve desired outcomes. 7 PPING FORST DISTRICT COUNCIL LIMITS OF AUTHORITY Post Number: CSC11 Authority: Spending Control Officer For budgets and expenditure codes attaching to the post as set out in the Council s budget document and subject to direction by the Head of Service. Authorised Signatory As set out in the schedule maintained by the Head of finance and updated from time to time by the Head of Service. Financial Regulations As required by Heads of Service or as directed by the Council. Delegated Authorities Service in accordance with the schedule of delegated authorities in the Council s Constitution. Job Title: Anti-Social Behaviour Investigator Comments: Post is not spending control officer. However would have limited responsibility for expenditure as directed by the manager. Apply any expenditure with Council s financial regulations. Yes under provisions of Anti-social behaviour, Police and Crime Act 2014 delegated power to issue Community Protection tices and apply for Public Space Protection Orders. Delegated powers will also apply to any future ASB legislation where deemed appropriate. Statutory Authorities Service and approved by Council specifically or as delegated. Signing of Correspondence Service in any relevant category of correspondence. To conduct correspondence with partner agencies, other authorities and the general public under own designation (including Members and MP s etc). To sign own letters. Supervisory/Managerial Service.
