We are looking to recruit three experienced and motivated outreach officers to coordinate and deliver an agreed programme of outreach activity within their area for the new Cumbria Collaborative Outreach Programme (CCOP), part of HEFCE s (Higher Education Funding Council for England s) national initiative to ensure Government targets to double the number of young people from WP backgrounds in Higher Education by 2020 are met. The post-holders will report to the CCOP Manager under the guidance of the Director for CCOP. The University of Cumbria is the lead institution for CCOP the Cumbria consortium, which includes partners ranging from higher education institutions, further education colleges and employers operating within Cumbria. The post will be based within the University of Cumbria but will work for the consortium and report to the CCOP Manager. The programme aims to work in identified target wards with specific young people in three key areas of Cumbria to provide sustained, progressive and intensive outreach in order to broaden aspirations and ultimately increase progression to higher education. There will be a post based in and responsible for co-ordinating the programme within each area Carlisle and Eden, the West Coast and Furness, under the guidance of the CCOP Manager. Initially funded until December 2018, it is intended that the programme run for a further two years up to 2020 should reasonable progress towards targets be demonstrated. 3 UNIVERSITY OF CUMBRIA JOB DESCRIPTION Post: Deanery: Cumbria Collaborative Outreach Programme (CCOP) Officer (x3 vacancies) Academic Development and Innovation Grade: 07 Location: Responsible to: Responsible for: 1x Carlisle, 1x West Coast, 1x Furness CCOP Manager Student ambassadors Job Purpose: The post-holder will have responsibility for delivering the agreed sustained, progressive and targeted programme of outreach activity within their designated area. This will involve co-ordinating the provision of activities delivered by CCOP partners and the commissioning of purchased activity from external providers in addition to delivering outreach activity and IAG. The post-holder will build and maintain excellent working relationships with the designated schools, colleges, employers and community groups within their area to ensure the programme runs effectively, meeting agreed targets and milestones as well as the expectations of those involved. The CCOP Officer will have devolved responsibility for the activity budget for their area and will be responsible for managing any student ambassadors deployed to support activity as well as supervising others involved. He/she will provide detailed data and other information to support evaluation, monitoring and tracking of progress, working closely with the CCOP Evaluation Officer. He/she will contribute to the delivery of the overall project plan for Cumbria, acting as the main point of contact for CCOP within their area, also overseeing the broader outreach offer therein. Other Conditions: As senior members of the University the following applies: The post holder is expected to work such hours as are reasonably necessary in order to fulfil the duties and responsibilities of the role; The post holder may be required to work such additional/different hours as may from time to time be necessary for the proper and efficient discharge of his or her duties which may include evenings, Saturdays, Sundays and bank holidays. The post holder will be required, subject to appropriate consultation, to travel to other campuses and sites as necessary. The University makes use of videoconference facilities to minimise travel wherever possible. Main Duties and Responsibilities: The CCOP Officer is an important role in ensuring the successful delivery of CCOP within a specific area of Cumbria. A high priority is given to the creation of effective working relationships between the post holder and other partners in CCOP, particularly within the designated area, and the post holder will demonstrate excellent skills in partnership working and an understanding and awareness of its complexities in order to bring together partners from a range of contexts to work collaboratively to meet the aims of the programme. 3
4 The post holder will demonstrate professionalism, technical competence, excellent interpersonal and networking skills and the ability to work independently as well as within a team. The post holder will at all times operate within established University regulations and procedures. S/he will need understanding of and be committed to the success of a large, complex project. The principal duties and responsibilities of the post holder will include the following areas: 1. Key Activities To be responsible for CCOP within the designated area under the guidance of the CCOP Manager (and the Director of CCOP), and to act as the main point of contact for the programme within that area, providing advice and support to others such as schools, colleges, young people and their influencers, community groups, CCOP partners, employers and other providers of activity. To co-ordinate and deliver the programme of sustained, progressive and targeted outreach activity within the area, bringing together key partners; monitoring progress towards milestones and ensuring agreed strategy, policies and project plans are implemented. To monitor and maintain records/reports to meet both internal and external (e.g. legislative or national) requirements. To report to and participate in relevant Committees (such as the Executive Committee) to contribute to overall CCOP strategy, develop policies and practice, and make recommendations. To perform detailed analysis and manipulation of information and data, working with the Evaluation Officer, presenting results and making recommendations via briefings, presentations or written reports, to highlight progress and to support decision making. To support the co-ordination of the broader outreach, offer for the designated area. 2. Customer Service To independently provide advice and deal with CCOP queries within designated area, acting as the main point of contact for that area, making recommendations within guidelines to support informed decision-making. To work closely and effectively with a range of CCOP stakeholders and external parties as appropriate to ensure the programme of outreach activity is successfully delivered within designated area. To deliver information, advice and guidance to targeted young people and their influencers through a range of activities to support awareness raising about progression to HE. To draw on experience and expertise to design practical solutions to issues/problems which may arise within the designated area. Involves taking necessary follow-up measures. 3. Planning and Organising To plan, organise and deliver activities in collaboration with partners and to take delegated responsibility for longer term planning, within the overall direction and longer term plans CCOP and under the steer of the Executive Committee. To take responsibility for planning and organising resources and for effective decision making to support CCOP in meeting its planned milestones and targets. This includes taking into account issues such as cost and timescale implications, resource and skill requirements. To lead assigned project teams as appropriate and to contribute as part of the larger CCOP team, to support the achievement of project objectives. To contribute to developments in policies, procedures and plans for CCOP. 4
5 To take delegated responsibility for managing the CCOP budgets for designated area; overseeing resources and contracts for goods and services, ensuring budget constraints are met, maintaining financial records and highlighting any required corrective actions. Also offer input into the CCOP resource planning process. To delegate work to others, such as student ambassadors, ensuring work is completed to required standards and timescales. 4. Finance/Resource Management To take delegated responsibility for managing the CCOP budget for designated area; overseeing resources and contracts for goods and services, ensuring budget constraints are met, maintaining financial records for returns to the funding provider and highlighting any required corrective actions. Also offer input into the CCOP resource planning process. To ensure the purchase of stocks, equipment and consumables and other resources are maintained within a pre-set level of expenditure and contribute information about likely future physical resource requirements for the CCOP resources planning process within designated area. 5. Internal and External Liaison To liaise and communicate effectively internally and with a broad range of partners within their area to ensure expectations are met. To represent CCOP within their area, attending events and conferences as relevant To negotiate and manage contracts with customers and activity providers on behalf of CCOP for their area. To ensure the broader outreach offer within their area is communicated effectively. 6. People Management To act as the main point of contact for CCOP with responsibility for its successful delivery within their area. To provide guidance and support to others within the area. To manage any student ambassadors deployed to deliver activity within their area and to supervise others as appropriate to ensure agreed strategy, policy and plans are implemented. 7. Corporate To participate in agreed training activities, to enhance role performance such as updating on health and safety issues or key skills. To support the CCOP s compliance with the administrative procedures of the University s QA systems. To support and actively promote a commitment to the University s policies and procedures including those related to Equality, Diversity and Inclusion and Health and Safety. To support and actively the values, beliefs and expected behaviours of the University s Leadership and Management Framework. To be committed to Safeguarding and promoting the welfare of children, young people and vulnerable adults. To support and actively promote other University policies and procedures as may be appropriate. In addition to the duties listed here, the post holder is required to perform other duties which are assigned from time to time. However, such other duties will be reasonable in relation to the individual s skills, abilities and grade. Experience of working in higher education and/or awareness of wider University, HE issues and external changes such as innovations, changes in legislation/regulation which impact on the job. Experience of partnership working and of delivering projects collaboratively with a range of partners Experience of school, college and higher education systems and qualifications Experience of deploying and monitoring budgets and resources Experience of leading and supervising others Knowledge, skills and abilities Detailed knowledge of programmes of outreach activity to support progression to HE Ability to lead/manage a work area/project; supervising, motivating, developing and encouraging high performance in others. Excellent organisation and time management skills to plan and organise activities and events of some complexity. Good interpersonal, communication and networking skills and the ability to develop and maintain excellent internal and external relationships. Sufficient knowledge of WP to act as a main point of contact for CCOP within designated area. Skills in budgeting and resource planning Ability to provide input into the development of CCOP strategy including effectively writing reports and policies and proposing and implementing improvements to systems and working methods.
