1 National Citizen Service - Programme Leader Background to the post Aimed at those in Year 11 and 12, National Citizen Service is an exciting chance to do something different during the summer holiday. Taking part will result in young people: learning some new skills meeting new people making a real difference to the community or an issue they care about National Citizen Service will take place during the summer at the end of Year 11 and 12. It will run for four weeks full-time, including two weeks away from home on residential. Working in a team, young people will have the chance to take part in exciting outdoor activities like mountaineering, canoeing and abseiling. Participants also get the opportunity to design and deliver their own project in their local community. This could mean working with other young people to improve the area where they live, benefiting everyone who lives there. National Citizen Programme (NCS) NCS is a 4 week personal development programme for 15/16 year olds in year 11 and 12. Teams of up to 15 young people take part in a challenging and action-packed programme, a major part of which involves a social action project in the community. NCS Teams are made up of people from a variety of backgrounds and experiences. This Team mix is a unique ingredient which contributes to the development of all Team members. The NCS Team develops confidence, motivation and skills and offers young people the opportunity to gain qualifications. Taking part will result in young people learning some new skills, meeting new people, making a real difference to the community or an issue they care about NCS activities are carried out under the guidance of the Programme Leader who ensures a supportive learning environment which is vital to successful personal development. Context of Work NCS is delivered nationally by a network of Delivery Partners, organisations from the public, private and voluntary sectors who are committed to the development of young people. Delivery Partners work within cabinet office guidelines to deliver a programme of the highest quality in partnership. Purpose of Job To recruit, select and lead teams of individuals through the NCS programme. The Programme Leader facilitates and encourages young people s achievements, while guiding each NCS member on an individual learning journey.
2 YOUNG GLOUCESTERSHIRE JOB DESCRIPTION Job Title: Salary Contract Term: Responsible for: Responsible to: Working Hours: Programme Leader, National Citizen Service gross per week 4 th July 29 th July th July 12 th August st August 26 th August 2016 National Citizen Service and work of the development team NCS Coordinator Due to the nature and pressing need of the work you will be required to work such hours as are necessary for the full and effective performance of your duties, including evening and weekend work. The normal working week is 37½ hours however NCS does include 2 weeks of residential with 4 nights of each week away from home Special Conditions: Evening and weekend work will be required. Frequent travel in Gloucestershire Pension: Training Stakeholder/Group Pension Scheme available on request Attend 2 day residential training on NCS Date written: November 15 Job Summary To develop and deliver high quality National Citizen programmes for young people throughout the county and enable them to participate on the programme.
3 Main Purpose: Understand and be familiar with the National Citizen Service Programme. Plan and deliver the 4 week programme in line funders specifications and quality standards of Young Gloucestershire. Provide leadership and guidance to the NCS Team and take responsibility for the Health, Safety and Welfare of the participants during all parts of the programme. - Including the supervision of the team at all times which includes 2 x 5-day away from home residential experience. Supervise the Team s liaison with community organisations and agencies to plan, prepare and carry out appropriate community projects in accordance with programme quality requirements. Ensure required paperwork is completed Set programme objectives, to meet both team and individual needs and to deliver the expected learning outcomes (where applicable including qualifications), Plan and carry out regular team reflections incorporating the development of action plans. Set and enforce appropriate disciplinary procedures in line with Young Gloucestershire s rules, regulations and codes of conduct. Produce risk assessments to the required standards prior to each of the NCS Team's activities. Maintain accurate records of NCS and individual performance and progress, as required. Submit accurate reports as necessary to the Line Manager to include an End of NCS Report recording the activities undertaken by each Team and individual progress. Promote the good name of Young Gloucestershire at all times. Inform Line Manager of all accidents, incidents and near misses and complete appropriate paperwork. Develop knowledge of current additional programmes and support networks likely to benefit the support, development and progression of Team members after their programme. Any other duties as directed by the Line Manager from time to time, provided they are broadly similar to duties normally performed by the post-holder or other post-holder engaged in similar work. Other Duties and Responsibilities: To ensure that both office and activities run efficiently in line with Young Gloucestershire s ethos and policies. To oversee the control, servicing and maintenance of equipment. To work within the programme budget and other budgets as agreed with the line manager. To develop and maintain a team work approach to all aspects of the work.
4 To promote and maintain a positive image of Young Gloucestershire as a responsible and professional service. Work as part of the organisation Young Gloucestershire and undertake duties as required to ensure the strategic objectives of the organisation are achieved.
5 Programme Leader Person Specification Skills, Knowledge and Abilities Essential The ability to provide leadership in a challenging environment The ability to provide a positive role model for young people Organisational and administration skills and self motivation Enthusiasm, stamina and a willingness to work unsociable hours when necessary The capacity to engage with people at all levels Commitment to motivate and inspire disaffected young people to achieve their potential Experience of working with groups of young people Commitment to Equal Opportunities Legislation and an understanding of, and commitment to work within, the principles of diversity. The ability to be tactful and sensitive in communication and to empathise with young people and the agencies and professionals who deal with them. Good written and verbal communication skills and the ability to write reports and deliver presentations to a variety of audiences Willingness to undertake on going training The ability to work on own initiative, with the minimum of supervision, within a busy environment. Effective time management skills, including the ability to prioritise and manage a varied workload Demonstrate an empathy with and commitment to the work of Young Gloucestershire Ability to assess course work against qualifications criteria Able to attend residential, deliver NCS and be flexible about day/evening work. Desirable Ability to use Information and Communication Technology Current driving license Experience of planning, organising and completing practical projects Knowledge of the local community, its voluntary organisations and agencies Experience of managing Health and Safety including risk assessment Counselling skills Experience of dealing with a range of issues facing young people from a variety of backgrounds.
