1 JOB DSCRPTON JOB TTL: DPARTMNT: LOCATON: POST NUMBR: Planned Maintenance Services ngineer states & Commercial Facilities Brayford F5084 GRAD: 8 DAT: November 2011 Context The University of Lincoln state extends to over 90,000M2 across a multi-campus site, including city centre buildings of iconic distinction; park land and cathedral quarter. The University envisages embarking on a new maintenance plan which will encompass all maintenance activity on all University of Lincoln properties. There is an opportunity for the Planned Maintenance Services ngineer to play a key role in the development of the University s Maintenance strategy. Job Purpose The Planned Maintenance Services ngineer will be key in the delivery of the Maintenance strategy within the states Department and will be responsible for the effective and timely delivery of all planned maintenance, management of the planned preventative maintenance contract, ensuring compliance with health and safety legislation and good practice. They will be responsible for the University s asset register, recommending procedures and processes within the states and Commercial Facilities department. The post holder will advise the Maintenance Manager on the direct operational control of all mechanical and electrical plant, equipment and associated systems within the built environment to a high standard in a cost effective manner, ensuring close liaison within the University in order to effect the most efficient use of resources allocated. The post will provide high level professional advice on the operation and control of all mechanical and electrical systems throughout the University. The post holder will be required to provide on-call cover on a goodwill basis in the event of breakdowns of essential items of plant and equipment.
2 Key Responsibilities Key Responsibility 1 Contract Management & Leadership The post holder will apply effective and appropriate project management techniques to ensure works are carried out within agreed timescales, qualitative, procedural and financial parameters. nsuring the health, safety and welfare of university employees, students, visitors and contractors are not compromised within the context of the post. Manage the procurement, commissioning, service provision and auditing the university s planned preventative maintenance activities from conception to completion. nsure that all stakeholders, client groups and external bodies are consulted with during the course of the works and kept up to date with progress using all forms of communication portal, organisational diary, CAFM system etc. Liaise with all University Contractors and Suppliers to ensure optimum service delivery in accordance with agreed service level agreements. stablish and lead multi-disciplined maintenance teams, establishing good working relationships and enabling the team to collectively work as a group to meet agreed targets. Manage and maintain mechanical and electrical installations, plant, equipment and associated systems to a high standard in compliance with statutory and University requirements in a cost effective manner, through effective and direct site and project management. Supervise Mechanical and lectrical Contractors whilst carrying out works on the University in accordance with the established departmental policies and procedures. Key Responsibility 2 Project Documentation and Financial Management nsure that all required commissioning and handover documentation is provided on completion of projects, including all Operation and Maintenance Manuals, As-built drawings, Log books, Asset schedules and User Guides. Develop tender documentation, specifications and asset registers of all plant and equipment and oversee the tender process in line with University procedures and statutory regulations. nsure that all financial management procedures are adhered to in accordance with University procedures. Develop effective budgetary control techniques to ensure optimum value for money is achieved and which will assist in the preparation of the states and Commercial Facilities Departmental budget submissions. nsure routine maintenance activities are delivered in the most appropriate manner so as not to disrupt University activities while ensuring optimum value for money is achieved.
3 Key Responsibility 3 Maintenance Planning Develop an effective planned maintenance programme for all mechanical and electrical plant and equipment and associated systems, to meet University requirements. Develop an effective long term maintenance programme for all mechanical and electrical plant and equipment and associated systems, to meet University requirements. Develop action plans to ensure continuous improvement in maintenance, using plant history data using the facilities management system to demonstrate trends. Key Responsibility 4 Communication and Reporting Act as the states & Commercial Facilities Departmental Building champion for a number of properties throughout the estate. Provide and present regular progress and audit reports to the Maintenance Manager and Contractors at regular review meetings detailing the status of contracts, costs, service levels and quality standards are achieved. Represent the Maintenance Manager both internally and externally when required and provide feedback and recommendations. Key Responsibility 5 Statutory Compliance and University Regulations dentify all statutory obligations and ensure they are met. Manage all necessary risk assessments, method statements, permits to work and update appropriate operational manuals in accordance with all current safety and construction legislation, to ensure effective management of health and safety, avoiding any health and safety breaches. Key Responsibility 6 Other Responsibilties Provide out of hours advice and assistance as required to ensure the optimum running of a modern 24/7 University. To monitor the industry and be aware of best practice and developments to ensure maximization of resources in response to departmental requirements. Maintain and support the PLANON system, adding new assets, planning maintenance schedules and budgets for lifecycle elements. Demonstrate a thorough understanding of plant failure reduction techniques to reduce the impact of unexpected breakdown on the routine operation of all plant and equipment. ntroduce a risk based, best practice maintenance regime in order to deliver optimum levels of customer service. Maintain all necessary records and archives as required by legislation, University requirements and good practice. ngage in appropriate training programmes in the University. Participate in the staff performance and development review scheme. Undertake such duties as may reasonably be requested and that are commensurate with the nature and grade of the post
