1 RFP No C108 MAINTENANCE AND REPAIR SERVICES OF THE INBOUND/OUTBOUND BAGGAGE HANLDING SYSTEMS AND PASSENGER LOADING BRIDGES AT RONALD REAGAN WASHINGTON NATIONAL AIRPORT 1. Question: Current Incumbent 2. Question: Equipment Who is the incumbent holding the contract for the Baggage Handling System and the Passenger Boarding Bridges? Response: This contract does not have an incumbent. Can the Authority provide a list of equipment for review? Response: Equipment is listed in the Statement Of Work under Appendix A - INBOUND AND OUTBOUND BAGGAGE HANDLING SYSTEM DESCRIPTIONS and Appendix B - PASSENGER LOADING BRIDGE DESCRIPTIONS 3. Question: Previous Year Production What CMMS system is provided by the Authority? Response: TMS by Four Rivers 4. Question: Employee Parking 5. Question: Badging Costs What is the cost of employee parking and DCA? Response: Employee parking is $ per year per vehicle. What is the cost to obtain a security badge and how long is the process? Response: The cost is $38.00 and typically takes two (2) weeks. 6. Question: Computer System What is included in the computer system that the Authority will provide? What system is being used? Does the contractor need to add costs of a CMMS system? Is all equipment loaded into the CMMS? Can the Authority provide CMMS prior year information to establish failure rates, past component replacements, etc.? Does the contractor need to provide a computer on-site? Page 1 of 6
2 Response: The CPU, monitor and access to the Authority s intranet. See response to Question 3. The Authority provides the CMMS system. All of the equipment is loaded into the system. Prior year information regarding failure rates, past component replacements is not available. The contract does not require the contractor to provide a computer. 7. Question: Spare Part Inventory/Stocking/Usage 8. Question: Prevailing Wage Will the spare part inventory currently on hand be a part of the turn-over for the new contractor? If the inventory will be turned over, what is the cost related to the spare parts? Is there a requirement for re-stocking tubs? What has been the average spare part usage over the past two (2) years? What parts were replaced? Is this information loaded into the CMMS system? What is the expectation for parts to be sent in? Response: The Spare Part Inventory will not be turned over to the contractor. Is this contract/project Prevailing Wage? If so, can the Authority provide the wage scale? Response: This contract is not Prevailing Wage. 9. Question: Call-Back Response 10. Question: Parts Storage In Section II, Article 02-Summary of Work, does the 24-hour call-back response mean that the contractor is expected to have employees on the airport 24-hours a day? If not, what are the actual operational hours of the bag system and Passenger Boarding Bridges? Response: Twenty-four (24) hour call-back is covered under Section IV-Base Services, Article 02- Responsibilities of the Contractor, Sub-Section C. In Section IV, Article 02, it appears MWAA is not providing any facilities for the work described in this Section thus, if the contractor is responsible for storing parts and maintaining a full stock of spare parts where is the contractor expected to store spare parts? Response: MWAA will provide office and storage space. See Section XI Authority Furnished Resources, Article 2 On-Site Office Space. 11. Question: Pre-Inspection Equipment Requirements In Section VI, Article 03, Pre-Inspection of Equipment, has a deficiency assessment been performed on any the equipment? If so, has any corrective actions and/or work been accomplished? Is cleaning of the BHS and PBBS included in the Pre-Inspection? Is initial cleaning of these systems a part of the Statement of Work? Is the contractor responsible for painting major structures? Response: A deficiency assessment has been performed on the equipment and corrective actions have been accomplished. Cleaning of the BHS and PBBS is Page 2 of 6
3 included in the Pre-Inspection. The contractor is not responsible for painting major structures. 12. Question: Preventive Maintenance Reporting In Section VII, Article 01, Preventive Maintenance Reporting, will the contractor have data entry access to the Authority s Maintenance Management System? If so, what is brand of the system and to what extent will the contractor have access? Response: Yes, the contractor will have full rights to input data into the CMMS system. See response to Question # Question: Contractor Personnel 14. Question: Hours In Section VIII, Article 02-Contractor Personnel, will the Authority require certification/verification of the contractor personnel s experience or resumes for these individuals? Response: Yes. 15. Question: Office Space 16. Question: Switches In Section VIII, Article 03-Contract Duty Hours, if duty hours are from 7AM-6PM, Monday thru Friday (including holidays) is the contractor required to respond to baggage jams outside of the above hours? Response: Yes. The duty hours stated in the question are incorrect. See Section VIII, Article 3-General Requirements. There is a conflict between Section XI, Article 02 and Section VII, Article 02 regarding Authority Furnished Resources. Which Specification Section is correct? Response: Section XI, Article 02 covers Authority Furnished Resources (office space) and Section VII, Article 02 covers Documenting and Reporting (system downtime report). There is no conflict in the Specification Sections. Please clarify which disconnect switches are being referenced in Attachment 01, Section IV, 3 Item 07, 2. Is this the MCP panel, local motor on/off switch? Response: The main control panel disconnects are what is being referenced. Yes, it is the Main Control Panel. 17. Question: Contract Manager Will the Authority have a contract manager dedicated solely to this contract? If so, should the contractor include manager s salaries into the Base Year pricing? Will the Authority modify the Price Schedule (Section III) to include a manger? Page 3 of 6
4 Response: There will be an Authority COTR managing this contract for the Authority. The Authority s overhead should have no impact on contract cost. The Authority will not modify the Price Schedule. 18. Question: Mechanics/Technicians Will the Authority have mechanics/technicians on-site dedicated solely to this contract during duty hours, as noted in Attachment 01, Section VIII Item 03? 19. Question: Evaluation Panel 20. Question: Tax Exemption 21. Question: Bid Opening, the Authority will not provide mechanics or technicians. Will the Panel include airline personnel along with Authority personnel? Response: Panel members are not disclosed. Is the Authority exempt from local, sales, use or excise tax? Response: The Authority is exempt and will not pay any taxes on supplies, materials, parts, etc., invoiced by the contractor. Will the offers be opened publicly? Response: The offers will not be opened publicly. 22. Question: Maintenance Team What is the size of the current maintenance team supporting this service? Response: Size of the maintenance team supporting this service is not relevant to the work to be performed. 23. Question: Baggage Handling What is the bag load during duty hours each day? What is the volume of bags that go through the system each day? What is the age of the BHS and PBBs? How many bag jams during the day? Is the contractor required to respond to bag jams, E-Stop conditions within fifteen (15) minutes? Can the Authority provide more information as to what is required of the contractor for bag jams? Is the contractor required to have resources on-site at all times of operation? Who is responsible for a contingency plan when there is a BHS failure? Response: Data is not available for the bag load, volume or number of jams during duty hours. Description of the equipment is in Appendix B. The BHS equipment is the same age as the PBB equipment. The contractor is required to have resources on-site during duty hours. Refer to Section IV-Base Services, Article 02-Responsibilities of Contractor, Sub-Section C. The contractor is responsible for contingency plans when there is a BHS failure. Page 4 of 6
5 24. Question: Golf Cart Will the Authority supply a golf cart for the vehicle? 25. Question: Level of Service 26. Question: PBB Screws 27. Question: Frames/Tools The site inspection confirmed that the equipment is in poor condition. Does the Authority expect the contractor to keep the system at the current level of services or is the contractor to bring the BHS and PBBs up to an acceptable level of performance? How long can any system remain out of service? Response: See Section IV-Base Services, Article 01, Sub-Section 1 When was the last time the vertical drive screws were replaced on each of the Bridges? When was the last Ball Screw inspection completed for each Bridge? Response: This information is not known. Are there any Jetway and Wollard Style-A frames available for use by the contractor? Does the Authority have equipment, i.e., scissor lifts, tools that the contractor can use? 28. Question: Hazardous Materials 29. Question: Parts Costs Who is responsible for containment devices, clean-up of hazardous materials that may be removed or disturbed as a part of the contractor duties? Response: See Section IX-Special Requirements, Article 06- Hazardous Waste The majority of the parts used in this Scope cost under $ thus, would the Authority consider changing the language to be for any item under $50.00? 30. Question: AOA Access Will the contractor have access to the AOA? Can the contractor park on the AOA at the Terminal A area? Response: Yes, temporary parking is allowed on the AOA during performance of work. Page 5 of 6

Question: Contract Award Is there any other entity besides the Work Order Desk that the contractor will be required to interact or coordinate? Response: In addition to the Work Order Desk, the contractor will be required to coordinate with selected airlines. Additional contact information will be provided to the successful contractor. Can the Authority confirm that the successful offeror will begin working in August, 2010? Response: The Authority cannot determine the time for award of this contract at this juncture. Page 6 of 6
