DATE: August 8, 2016 Re: Passenger Terminal Improvements Solicitation BLV-4412; AIP XXX Summary of Pre-Bid Meeting The pre-bid meeting for the project was held August 4, 2016, 9:30 A.M., at the MidAmerica St. Louis Airport Passenger Terminal. The following is a summary of the pre-bid meeting. The meeting agenda, sign-in sheet and requested As-Built drawings are attached. Summary of Meeting Dan Trapp, Director of Engineering & Planning for MidAmerica St. Louis Airport introduced the Airport staff that was present along with Brian Garkie and Alex Block from Crawford, Murphy & Tilly, Inc. Mr. Trapp then had Alice Tejada go over the contractual requirements of the project. Ms. Tejada went through the contractual requirements listed on the agenda and pointed out that the Airport only wants the small packet of blue pages submitted in the self-addressed envelope that was provided. After Ms. Tejada finished going through the contractual requirements, Mr. Garkie then added that the Buy American certification is important and that it is expected that a waiver will need to be submitted for this project. Mr. Garkie pointed out that getting a waiver is not a big deal if the requirements for a waiver are met. Mr. Garkie also added that for the DBE if the 7.0% goal is not met that a detailed Good Faith Effort needs to be included with the bid. This Good Faith Effort needs to include a list of who was contacted and what their response was. Mr. Garkie discussed the scope of work for the project as outlined on the agenda. He discussed the staging & storage area including site access to this area along with the alternate staging & storage area. Mr. Garkie used a display board to show everyone in the room where these areas are located. Mr. Garkie also went over the phasing and the liquidated damages. Mr. Garkie also discussed construction requirements on the airport and the need to follow the Construction Safety and Phasing Plan. Mr. Garkie then discussed the other work that may be ongoing concurrently with this project and that only the Rehabilitate Airfield Shoulders project will have any work close to the terminal building. Mr. Garkie then pointed out that employees for the prime contractor who will be onsite on a regular basis would need to get badged which includes fingerprints and a background check. For subcontractors, at least one person should be badged so that each contractor has an individual who is responsible for their employees. Any short term employees for the prime contractor would not need to get badged if the contractor has someone who can escort them when inside the secure areas. For escorting you must have line of sight and be within 20 feet at all times when inside the secure areas. Solicitation , BLV-4412 Page 1 of 4

2 Mr. Rich Burke, Director of Operations, and Mr. Quin Cayson, Chief of Public Safety discussed the badging process. The badging process may take up to a month and requires fingerprints and a background check. It is recommended that the awarded bidder begin the process shortly after award. The badging fee is approximately $75. At the end of the meeting a site visit was conducted. The following questions and answers were asked during the meeting and site visit. Q. Is there any information provided on the existing paging system? A. See the pages immediately following Section of the specifications for drawings on the existing system. Q. Can we get copies of the as-builts of the electrical and reflected ceiling plans? A. Yes, these as-builts will be ed to all plan holders with the meeting minutes. Q. Can you provide contact information with Thyssen Krupp? A. Yes, contact Tim Helm at T: +1 (817) , M: +1 (817) , F +1 (817) , tim.helm2@thyssenkrupp.com. Q. I didn t see any access control noted on the roll-up doors. Is this correct? A. Yes. There are no ACS components to the roll up doors. Q. There are dark lines for drain and vent pipes on plumbing sheets P-02 and P-03. Does this mean there are some pipes that get replaced or installed? A. This is a plotting issue with the CAD file. There are minor modifications required to connect the instantaneous water heaters and to remove the existing water heater tank from the system. This required piping work is incidental to the associated work item. Q. Is there flooring replacement in the vestibules on this project? A. If the contractor damages any existing floor tile, the contractor will be responsible for replacing the broken tile(s) with a replacement tile that best matches the existing tile. Introductions C. Attendance mandatory. Please be sure to complete the sign-in sheet. II. Contractual Requirements: Alice Tejada, BLV E&P A. MidAmerica St. Louis Airport Department of Engineering & Planning is representing the St. Clair County Public Building Commission as the Project Manager on this project and will administer the contract. Crawford, Murphy & Tilly, Inc. is the Engineer of record for the design of this project. All design related coordination will go through CMT. All day to day project activities will be coordinate with the Department of Engineering & Planning. B. Minutes of this meeting and any addenda that may result will be sent to all attendees by . Please make sure you sign the attendance roster with the correct information. C. Any questions regarding the project must be received before 2:30 P.M., Thursday, August 11, D. All Contractors intending to bid on this project MUST SUBMIT all documentation required by the Notice to Prospective Bidders. E. Bids will be received until 2:30 P.M., Tuesday, August 16, 2016 at the office of the Department of Engineering & Planning located at 9768 Airport Boulevard, Mascoutah, IL When entering the Airport, the office is located on the right near the water tower. Late bids will not be accepted. Bids will be publicly opened immediately after 2:30 P.M. in the Department of Engineering & Planning. F. A bid bond or cashier s check in the amount of 5 percent of the bid is required to be submitted with your bid. For bid bonds use AIA Document A310. G. The contract will be awarded to the lowest responsive and responsible bidder whose bid proposal complies with all requirements of the contract. H. Buy American 1. A waiver is required for all items that do not meet Buy American. All waivers need to be approved by the FAA prior to use of the materials, equipment or supplies on the project. 2. The North American Free Trade Agreement (NAFTA) does not apply to Buy American. 3. The American Recovery and Reinvestment Act of 2009 (ARRA) does not apply to this project and should not be confused with Buy American. Certification statements that a product meets the requirements of ARRA is not a sufficient statement for compliance with Buy American. 4. For additional information, see Section 60 of the General Provisions and Part A Federal Provisions, Buy American Preference starting on page 57 of the project manual. 5. Note, on the proposal form there are boxes that need to be checked regarding compliance with Buy American. Only one box per section should be checked. For total facility projects such as terminal buildings, it is usually expected that a waiver will be required, especially for electrical components. To request a waiver after the bid opening, you will need to check the second box. If you are the low bidder, you will then prepare the documentation required to get the waiver issued. I. The DBE goal is set at 7.0%. You must complete the DBE Utilization Plan and DBE Participation Statement and include with your bid. If you fail to meet the DBE goal, you must also include with your bid documentation of your Good Faith Effort. J. The successful bidder will enter into a contract with the St. Clair County Public Building Commission. K. We anticipate a prompt contract award, but no longer than 45 days from August 16, L. This is a tax-exempt project. A tax-exempt letter will be provided to the successful bidder after the contracts and bonds are executed. M. Wage Rates: 1. This project is funded, in part, with Federal-aid funds and, as such, is subject to the provisions of the Davis-Bacon Act. The Contractor must pay not less than the General Wage Determination Decisions found in the project manual. 5 III. Project Description: Brian Garkie, P.E., CMT A. Project Description. Work for this Contract consists of modifications to the passenger loading bridges, replacement of the public address system, and improvements to the passenger terminal building including select window and door replacement, vestibule roof replacement, HVAC air handler #6 upgrades, domestic hot water upgrades, and numerous light replacements. The project also includes several additive alternates. Award of the alternates will be based on the available budget. B. Performance Period: 120 calendar days. Phase 1 is the full 120 calendar days. Phase 2 and Phase 3 are 14 calendar days each and may not occur at the same time. Once Phase 2 or Phase 3 is started, the 14 days will start and will not end until completion of the phase. Liquidated damages are $1,000 per day for Phase 2, Phase 3 and the overall contract. C. Contractor is responsible to familiarize themselves with the general conditions of the project site. D. Site Access will be through the main terminal entrance doors for contractor personnel working inside the building. Access to the passenger loading bridges and Staging and Storage area will be through the November gate located on the north side of the terminal building. E. Staging area will be inside the security fence south of the Airport storage tent located on the November Apron. See plan sheets 3, 5 and 6 for a detailed view of the storage and staging area location. F. Note, the specification for the passenger loading bridges includes requirements for Additive Alternate No. 4 Temporary Passenger Loading Ramp. Questions? IV. Construction Requirements: Brian Garkie, P.E., CMT A. The Contractor shall follow the requirements of Sheets 3 through 6 for the Construction Phasing Plan. B. The Contractor shall follow the requirements of FAA AC 150/5370-2F: Operational Safety on Airports During Construction. C. Additional construction projects are planned for the 2016 construction season. Projects on the airfield include (1) Airfield Signage Improvements; Replace Wind Cone, (2) Rehabilitate Airfield Shoulders, and (3) Airside Service Road. These are three separate projects. Only the Rehabilitate Airfield Shoulders project has work near the passenger loading bridges and terminal building but is not expected to impact this project. The other projects will be on the airfield and will be away from the terminal building. D. All Contractor employees working on this project will be required to obtain MAA Media ID badges, comply with all airport security requirements, and comply with all FAA regulations. Subcontractors shall have at least one person obtain a MAA Media ID badge. Any worker or delivery person who does not have an ID badge shall be escorted at all times inside the secure area by the prime contractor or employee of the same company as the non-badged individual. There shall never be a non-badged, escorted worker left unattended inside the secure area. E. Contractor s employees and suppliers must follow all traffic laws on the Airport roads. Airport roads are patrolled by the St. Clair County Sheriff s Department. F. All construction equipment shall have orange and white checkered flags or flashing amber beacon lights in accordance with the requirements of the plans. G. Questions? V. Public Safety Issues: Quin Cayson, Chief of Public Safety A. Airfield Safety 1. Since all work will be inside the non-movement area, the Contractor shall be familiar with use of an Airport Radio but will not be required to have one. B. Airport Security 1. Process for obtaining a media id badge. 2. Drivers training program for driving on the airline apron. VI. Summary: Dan Trapp, P.E. VII. Site Visit A. A site visit will be made available for anyone who desires to see the proposed work area. Due to scheduled flights, certain areas of the terminal may not be available until after flight departure.
