2 Implementation Status and Key Decisions An Implementation Support Mission (ISM) of SPIRIT to ensure the effective implementation of the project and achievement of its Project Development Objectives was undertaken January 28 to April 2, 2015, following the effectiveness of the loan in June 15, 2011 and its Mid Term Review in July Project implementation is progressing satisfactorily after the MTR. Overall attainment on the agreed project indicators meets or exceeds progressive targets for both the two Project Development Objective and for five of the six Intermediate level indicators. Another postive note is that the Project Expenditure has maintained the acceleration noted in the MTR and the project remains on track to reach an estimated 96.3 percent disbursement overall by project close. The HCDP is updated periodically through the Annual Work Plans (AWP) which all Participating Agencies are required to send to the PIU. A major effort will be required during this year to review and ensure each HCDP is updated as PAs five year strategic planning cycle is scheduled to end in The Bank team observes that knowledge management continues to be a priority and continues to present difficulties as there is frequent turnover in the PAs and this frequently is characterized by insufficient preparation time or comprehensive hand-over processes, leading to loss of institutional memory. This creates difficulties in the Human Resources/Training Unit responsible for the HCDP to continue the implementation. The Bank team supports the PIU plan to address this challenge through further HCDP training. A clear message from each of the PAs was that structural and functional change in the management of human resources was imminent and this was exacerbated as 2015 was the closing year of the current five-year strategic planning cycle. All agencies faced the challenge of uncertainty and the need to develop strategic plans to address emerging priorities and to ensure alignment with a revised HCDP. Scholarships in priority areas (Percentage, Custom) Value Date Jul Mar Dec-2017 This indicator targets greater than ninety percent of scholars participating in degree and non-degree programs being identified through the relevant HCDP gap analysis. PIU data confirmed that for Ministry of Finance, in percent of scholars selected degree programs according to the gap analysis in HCDP, while for BAPPENAS PAs the results were 96 percent of scholars and 97 percent of staff participating in non-degree programs. In all three cases the indicator targets have been significantly exceeded. 5/22/2015 Page 4 of 7

5 PHINDIRITBL PHINDIRITBL PHINDIRITBL Scholar selection transparent and merit-based (Percentage, Custom) Value Date Dec Dec-2017 This indicator targets greater than ninety five percent of scholars are selected based on Transparent, Merit-Based, and on Equal- Opportunity Principles. The technical review for 2013, submitted in December 2014, was reviewed by the Bank team. A large sample comprising 246 graduates from the post graduate degree programs supported by SPIRIT and 285 recipients of Non-degree training NDT were researched by the technical review consultant firm. The report clustered observations into compliance with selection criteria and compliance with implementation procedures. For the scholarship degree program against selection criteria compliance, overall only BKN (92 percent) rated below the indicator target of 95 percent. Unfortunately the results for compliance with implementation procedures were less positive; Only MoF reached the target of greater than 95 percent compliance, and another two were close with ratings of greater than 90 percent compliance (BAPPENAS and KemenPAN-RB) while five were rated as reasonable with compliance scores of greater than 85 percent two PAs were scored well below an acceptable level of compliance (BPKP 64 percent and LAN with 74 percent). Maintaining contact with scholars during their study and filing / record keeping remain the biggest challenges faced by the PAs on the basis of the technical review. In combination the ratings for implementation compliance dragged down the overall score and only four PAs achieved the indicator target of overall greater than 95 percent compliance, (MoF, BAPPENAS, BPN and KemenPAN-RB), four others were very close to achieving the target with combined compliance scores in excess of 90 percent. Successful completion of training: Percentage of scholars completing their programs of study with GPA>3.0 (annual targets) (Percentage, Custom) Value Date Jul Dec Dec-2017 Up to the end of 2014, 72 alumni have returned for the MOF cluster with a 100 percent of them fulfilling the GPA standard of 3.00 or equivalent. For the BAPPENAS cluster of agencies, up to the end of 2014, 164 alumni have returned with 95 percent of alumni fulfilling the GPA target. 6 PHINDIRITBL The project requires each participating agency to have a re-entry policy in place by 2012, and for 2013 onwards, it targets that the re-entry, placement and career development policies are in place. This review mission looked closely into the implementation of Re-Entry policies in a sample of most of the PAs, (see mission Key Observations in the following section). Overall, a good awareness and understanding for the re-entry policies have been established in the PAs, with some PAs providing examples which can be used as models of good practice. Such good practice includes; discussions between the alumni and the organization before they are placed in the new position; sharing knowledge in forums, bulletins and internal magazines; and especially through assigning the alumni in reform projects (may be included in the Think Tank for the institution) to apply their knowledge gained from their study. Good communication between PAs of SPIRIT during the development of Re-Entry policies for SPIRIT created bench-learning opportunities for them which encourage the strengthening of the Re- Entry implementation in the PAs.
