Kentucky Dam Safety Hazard Mitigation Driving Local Mitigation Actions through Risk Map Michelle Meehan, PE Carey Johnson ASFPM 2013 Conference June 12, 2013

What We ll Talk About Today Overview of KDOW CTP Activities Dam Safety Hazard Mitigation Plan Origins of Project What s involved Automated Tools and Processes Review of Products FEMA Risk MAP Applications Q&A

KDOW CTP Activities Consideration of Risk MAP into other watershed based initiatives (dam safety, non-point source, TMDLs, etc.) Collected LIDAR in approximately 1/3 of state State lead agency for Silver Jackets Partner in 3 SJ pilot projects Involved in USGS FIMI projects Ongoing development of KY Risk Communication Toolbox

KDOW Risk MAP Status?? Add map with watersheds, projects completed to date? Watersheds account for approximately 55% of KY population

Collaboration Efforts KDOW Dam Safety partners with federal and state agencies (NRCS, FEMA, KY Emergency Management): Resource sharing (natural disaster/emergency response) Provide staff to perform interagency permit reviews Data sharing (LiDAR, base mapping) to support dam safety studies Evaluation of prototype tools related to dam safety (beta tester -FEMA DS GeoDamBREACH toolset) Evaluation and feedback on FEMA Risk Map Non-regulatory products Revised Dam Safety section of State Hazard Mitigation Plan Shift focus from regulatory-only to risk identification and reduction

Origins of Project KDOW has existing program (SODR) Improvements in planning and allocation of funds needed KDOW able to utilize available HMGP funding through DR 1818 Purpose: To determine best practices to help quantify, communicate, and mitigate current risks associated with dams and eventually to help avoid future risks.

Origins of Project Starting Point Subset of inventory (195 dams): SODR program dams Selected NRCS dams Other publicly owned dams Partnership between KDOW Dam Safety, KDOW Floodplain Management, Kentucky EM, NRCS-Kentucky, and FEMA Dam Safety

Initial Set of Dams in Program

Dam Safety Hazard Mitigation Program Program involved: Data Collection Rapid Inundation Mapping Detailed Inundation Studies Preliminary Risk Screening & Prioritization Field Reconnaissance Development of Mitigation Strategies Simplified Emergency Action Plan Development Seismic Assessment Reviews Prototype Catastrophic Long Term Recovery Plans Expanded Dam Owner Outreach

Dam Safety Hazard Mitigation Program Program involved: Data Collection Rapid Inundation Mapping (195 dams) Detailed Inundation Studies (9 dams) Preliminary Risk Screening & Prioritization (78 dams) Field Reconnaissance Development of Mitigation Strategies (16 dams) Simplified Emergency Action Plan Development (78 dams) Seismic Assessment Reviews Prototype Catastrophic Long Term Recovery Plans (10 dams) Expanded Dam Owner Outreach

Rapid Inundation Mapping GeoDam-BREACH - Arc-GIS based tool, using simplified dam break routines, overtop and sunny day failure scenarios Produces a rapid, preliminary dam breach/inundation map

Detailed Inundation Studies Performed for a select group of dams identified during the screening process HEC-HMS and Unsteady HEC-RAS or FLO-2D Better identify potential risks

Preliminary Risk Screening and Ranking Purpose establish a consistent and justifiable ranking of dams considering various risk factors NRCS spreadsheet tool utilizing USBR procedures Computes Risk Index values for Static, Hydrologic and Seismic Failure Modes Based on field data, as-built data, H&H data (dam breach modeling) Provides comparative values of risk index Combined with FEMA HAZUS-MH for consequence review

Dam Risk Mitigation Strategies Risk screening results used to support a review of potential mitigation options for dams. Mitigation could include: Structural upgrades to dam/spillways Acquisition of easements in downstream inundation areas Buy-outs of affected property owners Flood proofing/elevation/relocation of structures Enhanced flood warning/evacuation systems and plans Establishment of downstream development regulations

Enhanced Mitigation Strategies

Simplified Emergency Action Plans Goal to produce a starting point, semi-automated EAP document Product Microsoft Word document with database driven fields and other user input fields; inundation/ evacuation map included

Catastrophic Long Term Recovery Plans Goal to produce a template Catastrophic Long Term Recovery (CLTR) prototype for local dam owners and local emergency management officials to reference for specific dams CLTR Plan for dams guidance on what to do and how to recover impoundment and downstream assets that are damaged or destroyed as a result of a dam failure Picks up where EAPs end Walks through the recovery steps necessary Help identify potential funding sources

Catastrophic Long Term Recovery Plan

How does this tie into the Risk MAP process?

FEMA Risk MAP Applications Dam Safety Hazard Mitigation Program Output Risk Map Applications Inundation Mapping Enhanced Flood Risk Analysis Potential Mitigation Actions Limiting development in inundation zone (easements and buyouts) Mitigation Plans Areas of Mitigation Interest Elevating or Floodproofing structures within inundation zone Risk Screenings Enhanced Flood Risk Analysis Simplified EAPs Enhanced Risk Communication Inspire Mitigation Actions CLTR Plans Community Resiliency Economic Sustainability Perform HAZUS risk analysis Create a fully developed EAP Post-disaster recovery ordinance
