Please describe the types of staff positions that were eliminated (e.g., guidance, administrative, maintenance, etc.). The following 3 positions were reduced from Full-Time to Part-Time: Director of Curriculum, Director of Maintenance, Director of Food Service. Maintenance staff reductions -5.5 FTE. Support Staff - Instructional Learning Assistants - 3.0FTE. Please provide a description of the program modifications as a consequence of these teacher and/or staff reductions,including the impact on district class sizes and curriculum. Reduced administrative/supervisory positions have resulted in a loss of service and support in the areas of curriculum, maintenance and food service. Teacher layoffs have resulted in less support for student learning and larger class sizes. Support staff reductions have resulted in less support for student learning needs. Please provide a detailed description of your most recent budget approval process including a description of any budget reductions and the impact of those reductions on the district's school facilities, class sizes, and educational program. Over the past two years, we utilize a shared decision making process involving all stakeholders to develop a fiscally responsible budget. We have utilized district committees with a variety of school-community stakeholders for our Budget Review Committee and our Facility Study Committee to offer budget recommendations to the School Committee and the Superintendent. Over the past two years, due to increasing expenditures (fixed costs) and declining revenues it was necessary to make budget cuts in excess of $2.25 Million dollars. Our projected deficit for FY12 due to increasing expenditures and declining revenues will be another $750,000. All District and Building level administrators give public presentations to identify budget needs and priorities as well as proposed areas to cut in order to present a balanced budget. The impact of these cuts has been a district wide reduction in services and support for student learning. All schools will be experiencing larger average class sizes as well as less support for at-risk learners. YES YES Massachusetts School Building Authority 4 Statement of Interest

5 General Description BRIEF BUILDING HISTORY: Please provide a detailed description of when the original building was built, and the date(s) and project scopes(s) of any additions and renovations (maximum of 5000 characters). School consists of an original one-story classroom building, which was designed by KLQ Architects and Engineers, built in 1966 and is approximately 43,000 s.f. This school serves 277 students in grades K-4. there were two groups of modular classrooms added. The older set, built in 1971 of 1,920 sf, is being used as storage and the newer set, built in 1979 of 2,112 sf, is integrated into the school and is in good condition. TOTAL BUILDING SQUARE FOOTAGE: Please provide the original building square footage PLUS the square footage of any additions SITE DESCRIPTION: Please provide a detailed description of the current site and any known existing conditions that would impact a potential project at the site (maximum of 5000 characters). The School is located on Monique Drive, at the end of the right-of-way. The site contains the existing building, a large play structure, and ball field. Access to the site is via a two-way entry drive from Monique Drive. There is a one-way drop off area in the front of the building. Staff and visitor parking areas are located along the north and east sides of the building. The paving is generally aged and cracked, and is in need of rehabilitation. New pavements are recommended. Currently there are five (5) designated accessible parking spaces. Accessible areas to the building is limited. A new accessible parking area meeting the requirements of MAAB is recommended. The site is not located in a Zone 2 water supply protection area according to Mass GIS. According to the Mass GIS DEP Wetlands Layer, a wetland resource area is located to the east side of the site. Any work within 100' to a wetland resource area will require the filing of a NOI with the local Conservation Commission and MA DEP. NHESP the site is not located within an area of "Estimated Habitats of Rare Wildlife" and "Priority Habitat of Rare Species" according to the MA Natural Heritage Atlas, dated 10/1/2006. BUILDING ENVELOPE: Please provide a detailed description of the building envelope, types of construction materials used, and any known problems or existing conditions (maximum of 5000 characters). The Clara Macy School is a one-story building, with no basement. The floor slab on grade is 4" thick, cast against continuous concrete grade beams that support masonry bearing walls and roof framing. The grade beams are supported on straight shaft concrete piers. The roof consists of a poured gypsum deck, cast on gypsum form board and steel bulb tees, supported on open web bard joists, bearing on CMU masonry walls. While the structural drawings indicate a 30psf snow load, the roof joists appear to have excess capacity. The Cafeteria roof is framed with 3" wood decking and Glue-laminated beams, fabricated to form a shallow gable. The Gym roof is framed with tapered structural steel gierders. 6 MECHANICAL and ELECTRICAL SYSTEMS: Please provide a detailed description of the current mechanical and electrical systems and any known problems or existing conditions (maximum of 5000 characters). Existing service consists of an 800 ampere, 120/208V, 3 phrase, 4 wire system. Service originates at a utility pole mounted transformer at the rear of the school and runs underground with (2) 4" conduits to a fused disconnect switch located in the boiler room. A cold sequence current cabinet, meter and distribution panel also exist in boiler room. Other panels exist throughout facility. Switchgear manufactured by Westinghouse is very old and obsolete. We recommend replacing the switchgear. The powerplant is provided with two Cleaver Brooks 100 BHP fire tube boilers both of which are gas-fired. Each boiler appears to be original to the building and approximately 45 years old. Each boiler generates 200degrees supply water temperature which is adjusted through a compensated water mixing valve controlled by outside air temperature. The classroom areas are provided with the exterior wall mounted classroom unit ventilators that are provided with a supply fan, filters, heating coil, return air, and a direct source of outside ventilation. Located adjacent to each classroom unit ventilator is a length of fin tube radiations which generally runs the length of the exterior wall. The portable classroom areas are provided with the exterior wall mounted classroom unit ventilators, that are provided with a supply fan, filters, electric heating coil, return air, and a direct source of outside ventilation. The Cafetorium is provided with air handling units located in an adjacent mechanical space that are provided with a supply fan, filters, heating coil, return air, and a direct source of outside ventilation. The gymnasium is provided with ceiling suspended horizontal discharge air handling units that are provided with a supply fan, filters, heating coil, return air, and a direct source of outside ventilation. NO Year of Last Major Repair or Replacement: 0 Description of Last Major Repair or Replacement: BUILDING INTERIOR: Please provide a detailed description of the current building interior including a description of the flooring systems, finishes, ceilings, lighting, etc. (maximum of 5000 characters). The school interior has been well maintained. The interior and exterior walls are in good condition. Many interior walls have ceramic tile and or glazed block. The exterior walls are constructed of brick masonry. A larger interior space was divided to create new spaces by building walls that do not continue up to the ceiling (in order not to have to upgrade or modify the original HVAC system). This condition is not acceptable to the fire department, as it does not create a smoke barrier. We recommend that the walls be extended up to the deck above and the HVAC system be modified to accommodate this new room. The existing VCT floors are in good condition. Many of the classrooms have carpeting that is generally poor in condition. We recommend that the carpeting be replaced. 9x9 floor tiles exist in some locations. The ceilings are generally in good condition. Generally, the casework is original and worn. They should be replaced. PROGRAMS and OPERATIONS: Please provide a detailed description of the current programs offered and indicate whether there are program components that cannot be offered due to facility constraints, operational constraints, etc. (maximum of 5000 characters). Clara Macy School offers a comprehensive elementary program for grades K-4. There are no program components that can not be offered due to facility constraints. CORE EDUCATIONAL SPACES: Please provide a detailed description of the Core Educational Spaces within the facility, a description of the number and sizes (in square feet) of classrooms, a description of science rooms/labs including ages and most recent updates, and a description of the media center/library (maximum of 5000 characters). 7 There is a total of 47,032 square feet at School. There are 20 classrooms plus 4 portable classrooms. 900 sq feet is the size of an average classroom. The Cafetorium is 3,750 sq feet. The Gymnasium is 2,210 sq feet. The Library is 980 sq feet. The Music Room is 1,050 sq feet. CAPACITY and UTILIZATION: Please provide a detailed description of the current capacity and utilization of the school facility. If the school is overcrowded, please describe steps taken by the administration to address capacity issues. Please also describe in detail any spaces that have been converted from their intended use to be used as classroom space (maximum of 5000 characters). The total capacity for School is 425 and the current student enrollment is 274. MAINTENANCE and CAPITAL REPAIR: Please provide a detailed description of the district s current maintenance practices, its capital repair program, and the maintenance program in place at the facility that is the subject of this SOI. Please include specific examples of capital repair projects undertaken in the past, including any override or debt exclusion votes that were necessary (maximum of 5000 characters). Clara Macy School is staffed with a total of 2.5 custodians who provide general maintenance and cleaning. For major repairs the district will contract outside services ie, Electrical, Plumbing, HVAC, and Fire Alarm Service. Massachusetts School Building Authority 7 Statement of Interest

8 Priority 5 Please provide a detailed description of the issues surrounding the school facility systems (e.g., roof, windows, boilers, HVAC system, and/or electrical service and distribution system) that you are indicating require repair or replacement. Please describe all deficiencies to all systems in sufficient detail to explain the problem. 1. Boilers and Mechanical room components need replacement, the current boilers are 45years old and are inefficient due to the age and use. 2. We need to install an independent water heating system to improve the overall efficiency of water service system in the school. 3. Main Water service needs to be replaced due to age, the current system is inefficient due to age. 4. Fire Alarm system needs to be replaced so that we can be sure to meet code compliance and to ensure student and staff safety. 5. A Fire Suppression system (Fire Sprinklers) currently do not exist and need to be installed to be code compliant and need to be installed to ensure student and staff safety. 6. The current electrical system is outdated and in poor condition and therefore the entire electrical system needs to be replaced and upgraded including the main switchgear and disconnects. 7. Due to age and inefficiency, the emergency generator and lighting systems need to be replaced. 8. The electrical dimming system in the cafetorium is outdated and inefficient and needs to be replaced. 9. The windows and doors at Clara Macy school are the original windows and doors and are inefficient and in need of replacement. 10. All casing, crown, door, window, molding and baseboard need to be replaced to improve energy inefficiency. 11. The kitchen grease interceptor is not operating efficiently and needs to be replaced. 12. The Clara Macy parking lot needs to be replaced in order to be handicapped accessible and safe for community use. 13. The current roof is outdated and inefficient and needs to be replaced. 14. The plumbing fixtures throughout the building need to be upgraded to be ADA compliant. 15. Classroom tile floors need to be replaced - currently there is carpeting that covers asbestos flooring which also needs to be removed. This classroom carpeting is at least 18 years old and there have been repeated problems with mold and air quality because of this carpeting in the classrooms which poses a safety problem for both students and staff. 9 Priority 5 Please describe the measures the district has already taken to mitigate the problem/issues described in Question 1 above. Aside from daily efforts to maintain a safe clean school there have been no attempts to replace the items mentioned in question #1 due to fiscal constraints. 10 Priority 5 Please provide a detailed explanation of the impact of the problem/issues described in Question 1 above on your district s educational program. Please include specific examples of how the problem prevents the district from delivering the educational program it is required to deliver and how students and/or teachers are directly affected by the problem identified. The replacement of the boiler system and mechanical room fixtures, electrical system, installing a new water heating system and water service, window and door replacement, new roof and replacing plumbing fixtures has a major impact on our increasing utility costs. By replacing everything listed above it is our expectation that we would reduce our utility costs, save energy, and allow us to use funds to better serve the needs of our students. In addition by replacing and upgrading our fire alarm system and installing a new fire supression system it will allow us to be code compliant and ensure student and staff safety at Clara Macy School. By removing the old carpeting and installing new tile floors we can eliminate the safety concerns associated with mold and poor air quality that continues to exists in classrooms and thereby, ensure student and staff safety at Clara Macy School.
